Dear Mr. Babajanian:

Thank you for your letter concerning Nagorno-Karabakh. I appreciate
hearing from you about this important issue and welcome the opportunity
to respond.

I appreciate the efforts the people of Nagorno-Karabakh have made
to build a better future for themselves following the collapse of
the Soviet Union and years of war and conflict. I am hopeful that
Armenia, Nagorno-Karabakh, and Azerbaijan will settle their differences
peacefully at the negotiating table. The Organization for Security and
Co-operation in Europe’s (OSCE) Office in Minsk has launched several
diplomatic initiatives aimed at resolving the outstanding issues,
and I encourage all parties to actively participate in these efforts.

Please know that I have noted your suggestions on how I might work as
a member of the Senate Committee on Appropriations to address this
topic, and be assured that I will keep your thoughts in mind as I
continue to monitor this issue and complete work on the fiscal year
2009 appropriations process.

on matters of importance to you.
