CHAIRMAN OF DISTRICT ELECTORAL COMMISSION N 13 ACCUSED OF RIGGING VOTING RESULTS

YEREVAN, APRIL 2, NOYAN TAPAN. The preliminary examination of the
criminal case instituted on the fact of rigging voting results at
polling station N 13/10, which has been completed in the RA Special
Investigation Service, grounded that during recounting of voting
results done on February 23, 2008 in district electoral commission N 13
of Yerevan’s Erebuni community, 151 ballot-papers voted for another
candidate, Levon Ter-Petrosian, were revealed in the envelope of
ballot-papers voted for Serge Sargsian. Seyran Mkrtumian, the Chairman
of district electoral commission N 13, for the purpose of concealing
the registered inaccuracy, rigged the recounting results. That is,
secretly from commission members and observers he hid the envelope
with 146 ballot-papers voted for L. Ter-Petrosian and confirmed
the protocol on recounting results without entering the data on 146
ballot-papers existing in the hidden envelope.

According to the report of the RA Prosecutor General’s Office, on the
basis of the obtained evidence, accusation is brought to S. Mkrtumian
by Article 150, RA Criminal Code. He admitted the accusation brought
to him and confessed his guilt.

The criminal case has been sent to the general jurisdiction court of
Erebuni and Nubarashen communities to examine it on the substance.
