Armenian Defense Minister receives Head of OSCE Office in Yerevan and
OSCE/ODIHR representatives

ArmInfo. Defense Minister of Armenia Mikael Haroutunyan received Head
of OSCE Office in Yerevan, Envoy Sergey Kapinos, Saturday. OSCE/ODIHR
Advisor for Human Rights Robert-Jan Uhl and representatives of OSCE
Office accompanied S. Kapinos, Armenian Defense Minister’s Press
Secretary Colonel Seyran Shakhsouvaryan told ArmInfo.

Defense Minister Mikael Haroutunyan informed the officials that by the
point 3 of the State of Emergency Declaration Decree by the Armenian
President, the Police and Defense Ministry are to ensure the State of
Emergency in the city. The minister said that no incidents have been
observed in Yerevan over the past 15 days of the State of Emergency and
the army just protects the special facilities in the city. Minister
Haroutunyan touched upon the tension of the situation on the
contact-line of Armenian and Azerbaijani armed forces. For his part,
Sergey Kapinos expressed concern about the situation and said he had
personally informed OSCE headquarters in Vienna of the last incidents.
As regards the domestic political developments, Envoy Kapinos said that
OSCE intends to display a balanced approach in future and mentioned the
calls of OSCE CIO Ilkka Canevra upon the authorities of Armenia to
normalize the relations though a political dialogue.
