The well-known subjugator of eastern lands, whose name is known in
Europe under the name of Tamerlan (1336-1405). For all my success I’m
obliged to twelve moral qualities. I consider one of such qualities
justness. I was equal to everyone, strict and just, not
differentiating anyone, and not preferring the rich to the poor. All

never wished to own others’ property and I never cared to collect
much wealth. I was never envious of anyone. For preservation of my

my life way, that’s in my actions I was led by these rules. 6. I
chose four ministers inspired with the same ideas. I’ll name Mahmoud
Shahab of Khorasan and Nasreddin Mahmoud of Aramir. I ordered these
ministers to follow me attentively and to stop me as soon as I would
believe to someone’s false words or would like to own others’
property. 7. Once I asked wise supreme spiritual men, what’s the
secret of obedience of masses to me. They brought the text of Koran
in which there was said, if the Lord is led by justice in all his
actions and all subjugated people will obey him absolutely, his
enemies will be afraid of him. In particular, the devotion of the
subjects to their king is explained by that there’s no any reason not

myself. One lives with head, the second with heart. But as the
statesman I am obliged to pass all my heart decisions through head
and taught myself it.2. The way of extricating from difficult
situations depends on correct estimation of the problems, ability to
classify them by significance. The great art of governing is in it.3.
Gentlemen, you are here (in Government) not to be agree with my
opinion, but to express yours. Then I’ll compare them and I’ll choose
the most correct proposals. VI Love. The love is an affair for
unemployed, for warrior is the leisure, for statesman it’s subwater
rock. VII Help the searchers, never discuss which party a man is
adherent to, who’s looking for justice in yourself. VIII The face of
immorality. The greatest immorality is that you do the matter, which
is beyond your power. IX Public opinion. Is it good or bad, but we
must remember that the last word belongs to public opinion.
