The Parliament of the so-called Abkhazia Republic confirmed results
on carrying out state budget of 2006 on June 29, the income of the
budget comprised 1.09 billion rubles, and expenses 1.12 billion
rubles. Deputy Prime Minister & Finance Minister of unrecognized
Republic Beslan Kubrava stated that the delay of state budget is
connected with the parliamentary elections held in March, 2007. He
said that entrance of financial aid in the sum of 342 million rubles
influenced on the results of fulfilling state and Republic’s budget.
Russian Armenians Union is supposed to allocate this amount. That
organization demands appointment of Armenians to leading positions in
Abkhazian Parliament and government instead of it.

Armenia Should Understand Statements of Heads of International
Organizations: Department Chief of Azerbaijan’s Presidential
Administration

Azerbaijan, Baku /corr. Trend S.Ilhamgizi, E.Huseynov / The Head of
the Foreign Relations Department of the Executive Apparat of
Azerbaijan President, Novruz Mammadov, informed Trend on 5 July that
the statement of the Head of the OSCE Parliamentary, Goran Lenmarker,
that the agreement on Nagorno-Karabakh conflict is ready to be signed
is based on common process of peaceful negotiations.

He stressed that the heads of the international organizations follow
the process of the peaceful negotiations between Azerbaijan and
Armenia and speeches of the Presidents and Co-chairs of the OSCE
Minsk Group. Their statements deal with not one meeting, but whole
process of peaceful negotiations. `The separate statements during the
negotiations were that the sides are near to sign an agreement.
Despite that the recent meetings of the Presidents yielded no
results, the international organizations believe that next time an
agreement will be signed between the sides,’ Mammadov said.

The Department Chief said that the position of Azerbaijan in the
negotiations is clear – the conflict should be resolved gradually
within the territorial integrity of Azerbaijan by providing high
status to Nagorno-Karabakh. According to Mammadov, the international
community is satisfied with this position.

`The Secretary General of the Council of Europe, Terry Davis,
stressed that the lands of Azerbaijan have been occupied and Armenian
armed forces should release them. The report of Goran Lenmarker also
highlights the occupation of Nagorno-Karabakh territory of Azerbaijan
and seven regions surrounding it. The President of the Parliamentary
Assembly of the Council of Europe, Rene Van Der Linden, also states
this fact. Now the international community accepts this fact. All
these are means of pressure on Armenia. Armenia should understand
it,’ Mammadov said.

The conflict between the two South Caucasus countries appeared in
1988 due to Armenian territorial claims against Azerbaijan. Armenia
has occupied 20% of the Azerbaijani lands including the
Nagorno-Karabakh region and its seven surrounding districts. Since
1992 to the present time, these territories have been under Armenian
occupation. In 1994, Azerbaijan and Armenia signed a cease-fire
agreement at which time the active hostilities ended. The Co-Chairs
of the OSCE Minsk Group ( Russia, France and USA) are holding
peaceful negotiations.

OBSERVERS: WORRIES NOT OVER FOR ARMENIA’S RADIO LIBERTY

Local observers believe opposition from the international community
led to the failure of a controversial bill that could have restricted
Radio Free Europe/Radio Liberty’s broadcasts in Armenia. Despite the
vote outcome, however, they argue that the legislation’s implications
for freedom of media still linger on.

Sixty-six votes were necessary to pass amendments to two laws that
would have imposed stiff fees for the retransmission of foreign
broadcasters’ materials via public radio and television. Opposition
members of parliament and several independent parliamentarians
boycotted the July 3 vote. Only 63 votes for the amendments were cast
by pro-government MPs, with two parliamentarians abstaining.

"It was proof that it is quality rather than quantity that matters.
The minority beat the button-pressing majority," commented
independent MP Victor Dallakian, who worked with the opposition
Heritage and Country of Law Parties on the boycott. "This is our
first victory, the success of free speech."

The Armenian service of the US-funded Radio Free Europe/Radio
Liberty, a past target for criticism by senior government officials,
is currently the only broadcaster to make use of this service. [For

Party of Armenia and government, however, have denied that the
amendments were aimed at RFE/RL.

Opposition members say that they expect fresh amendments in the fall.

"The law, no doubt, needs changes; especially there is a need for
that ahead of the upcoming presidential elections since we need to
have a law that would protect free speech and meet international
standards," said Stepan Safarian, a political analyst and member of
the opposition Heritage Party parliamentary faction. "However,
legislative changes must be made with complex discussions and not in
an unprepared way, which happened in this case."

Opponents of the legislation say that the international community’s
strong condemnation of the amendments discouraged pro-government
lawmakers from showing up in sufficient numbers to pass the proposed
bills. Such criticism jarred with international observers’ assessment
of Armenia’s May 12 parliamentary elections as the first to mostly
meet democratic standards.

"This approach contradicts public interests and the serious
contribution that independent media have in public debate, as well as
in the matter of political pluralism," news outlets reported Swedish
Ambassador to the Council of Europe Per Sjõgren, head of the Ago
Group, which monitors Armenian and Azerbaijani compliance with
Council of Europe commitments, as saying on July 2 trip in Yerevan.
The Parliamentary Assembly of the Council of Europe, the Organization
for Security and Cooperation in Europe, and Human Rights Watch
largely echoed those sentiments.

"The authorities did not expect international structures to give such
strong-worded assessments," argued Artur Sakunts, chairman of the
Helsinki Assembly’s Vanadzor office in northern Armenia. "There
wasn’t such pressure even after the elections."

That criticism, coupled with a July 2 protest action by local civil
rights groups, journalists and non-governmental organizations made
for "huge" pressure, noted political analyst Richard Giragosian.
"[I]t was impossible that all that would not have its influence,"
Giragosian said.

In response, Parliamentary Speaker Tigran Torosian, who had backed
the amendments, stated that " documents" and "an expert study" were
necessary before proceeding, according to statements posted on portal
panorama.am. The Ago Group’s reaction, he said, "responds naturally
to the improper noise raised in Armenia."

Helsinki Assembly’s Sakunts and other activists, however, say that
further wrangles could still be in the works. With a presidential
vote next year, commented Sakunts, "I am sure that the story is not
over yet."

A broad conference with participation of Baku and Yerevan schools has
started in Strasbourg in the framework of debates in the Council of
Europe Political Studies School, APA’s Europe bureau reports.
The conference is being held on the initiative and by the
chairmanship of the heads of two schools Ilgar Mammadov and Armen
Zakaryan.
They will exchange views on the development of the South Caucasus
region and Nagorno Karabakh conflict.
Political scientist Alexander Arzumanyan and Armenian parliamentarian

Azerbaijani Foreign Ministry Condemns Plans on Holding of
`Presidential Elections’ in Occupied Nagorno-Karabakh

Azerbaijan, Baku / corr Trend E.Huseynov / The Azerbaijan Ministry of
Foreign Affairs condemned the plans by the separatist regime of the
occupied region Nagorno-Karabakh of Azerbaijan on conduct of
`presidential elections’ on 19 July 2007. `The Ministry of Foreign
Affairs of the Republic of Azerbaijan reiterates that the
unrecognized separatist regime in the occupied territories of
Azerbaijan represents nothing but an illegal structure established by
Armenia on the basis of ethnic cleansing of Azerbaijani population,’
the statement issued by the Ministry on 5 July said.

The so-called `elections’ are conducted in order to camouflage the
annexation policy of Armenia and are aimed at consolidation of the
results of the continued occupation of the Azerbaijani territories,
the statement read.

Conduct of such `elections’ gravely violates the relevant provisions
of the Constitution of the Republic of Azerbaijan and the norms and
principles of international law, since they are held in absence of
the original Azerbaijani population of the Nagorno-Karabakh region,
and, therefore shall have no legal effect whatsoever, the Ministry
noted.

According to the statement, any kind of elections in the
Nagorno-Karabakh region of the Republic of Azerbaijan may be
recognized as fair and free once the expelled Azerbaijani population
takes full, direct and equal part in their conduct in lawful and
democratic environment equally to the Armenian population of the
region. Holding such elections will be possible after the withdrawal
of the Armenian occupying forces, normalization of life in the
region, creation of necessary conditions for restoration of the
dialogue and cooperation between the Armenian and Azerbaijani
communities of Nagorno-Karabakh. These steps will open up possibility
for the elaboration of an autonomy model for the Nagorno-Karabakh
population within Azerbaijan.

The Republic of Azerbaijan calls upon the Armenian side to stop its
destructive practice of illegal steps, which does not have any
prospects, and instead to demonstrate a good will and take a
constructive position in the negotiation process in order to find a
soonest and durable solution to the conflict on the basis of the
norms and principles of international law, the document stressed.

His Holiness Karekin II Receives President
of the Parliamentary Assembly of the Council of Europe

On July 4, His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, received Rene van der Linden, President of the Parliamentary
Assembly of the Council of Europe (PACE).  This is President van der
Linden’s second visit to the Mother See of Holy Etchmiadzin, the first
occurring in August 2005.

His Holiness welcomed the PACE president to the headquarters of the Armenian
Church and reflected on their past meetings, in Armenia as well as in
Astana, Kazakhstan, last year during the Second Congress of the Leaders of
World Religions.  Van der Linden expressed his appreciation to the Armenian
Pontiff for his ongoing efforts at creating and maintaining a conducive
environment and positive climate aimed at benefiting the stability and peace
of the region.

The Catholicos of All Armenians and the PACE president discussed the
continuing efforts directed to the peaceful resolution of the Nagorno
Karabagh conflict which would insure the free and secure life of the
Armenians of Artsakh, the willful and deliberate destruction of Armenian
cultural monuments in the region, and the status of the Armenian Church in
neighboring countries.
