The election campaign of the NKR presidential candidate Bako Sahakian
is going on in the state regions. The point of departure, at this time,
was Kashatagh region. His proxy presented the presidential candidate
and then B. Sahakian after representing the lines of his program,
answered the presents’ excited questions.Kashatagh’s problems, in
comparison with previous, were different. The first meeting was in
Hakari village, the second- was in Saratak. These two neighbouring

the day was rather active. It was in Ishkhanadzor.Here some questions
were added to the previous. The first of them was about the
Ishkhanadzor’s hospital, which needed ambulance car. Bako Sahakian
promised to be after the regulation of that problem.

The problems of migrants do not get due attention, and complaints get
no response, the presidential candidate Masis Mayilyan said during the
meeting with the settlers of the villages of Martakert on July 3.
Masis Mayilyan met with the voters of the villages of Nor Ghazanchi,
Nor Seysulan, Nor Aygestan, Hovtashen, Nor Maragha, Haikadjur, Nor
Jraberd, Nor Karmiravan. The problems are the same everywhere: lack of
conveniences, infrastructures, water, money.

After listening to the voters Masis Mayilyan said the pace of
settlement and development of new villages is unsatisfactory. If Masis
Mayilyan is elected, he is likely to promote the pace of this process.
He repeated his stance on the liberated territories, saying that
settlement is necessary but first a policy should be worked out which
must involve a special loan and tax policy.

`If I am elected, the focus of the government will be on man with their
problems. It is necessary to create conditions for life to attract the
Karabakhis living outside our country to get back. The new settlers
must enjoy privileges for faster development,’ Masis Mayilyan said.

The candidate proposes laying out communications across the new
settlements, otherwise they cannot develop. `Communications should run
across the liberated territories. Everything should be in the interests
of people and not a group of people,’ Masis Mayilyan said. The
villagers complained of the treatment of the authorities who remember
them on the eve of the elections. `Now they want us to give them the
last thing we have ` our vote,’ said one of the villagers.

Azatamut settlement in Tavush Marz has recently got the status of a
village. Azatamut once had a plant producing building-material and an
artel. The product was exported to Russia and brought great income to
the settlement. Over 90% of the residents became unemployed. Only the
village school and kindergarten work today.

The male usually leave for Russia and abroad in search of better job
opportunities. They return in autumn or winter. The female stay
indoors and get bored with idleness. `Azatamut is not a place to live
in. The residents abandon the village in the course of time. And I
doubt whether they will ever come back,’ says Ms Piruza.

Though the village is gasified, most of the residents heat their
houses with wood as they cannot afford gas expenses.

`I graduated from the faculty of history. I am unemployed as I don’t
know what to do. The youth have become nervous and irritated as they
wander in the streets all day long doing nothing,’ says Gagik.

`We are cut off the outer world. Sometimes we go to the city of Ijevan
to participate in cultural life and to keep abreast with the current
events,’ points out Anahit.

The village doesn’t have arable lands either, therefore people mainly
breed cattle.

The second attempt for constitutional reforms, also failed to make the
main rule become the saint document people would believe in. And more
,’It deepened the distrust `, announced `Democracy’ NGO leader and
reform expert Vardan Poghosyan in today’s press conference. According
to the public opinion, he thinks it goes not with the reform content
but with its illegitimate acceptance fact. V.Poghosyan mentioned that
comparing with 1995 accepted reform, the 2005 reform amendments are
closer to democracy provisions. The first reform was formally
democratic, while within it had just one hero-the president. `At the
result of the last amendments a more stabilized government was formed,
government segregation principles were underlined, and the court
governance was freed from presidential influence’, mentioned the NGO
leader.

The reform expert underlined the positive changes in the human rights
security field, taking into account that each physical and legal body
has the right to apply to the Constitutional Court. ‘Shortcomings are
also numerous. The greatest is the citizenship shortcoming’, he said,
adding that the functioning citizenship institute is anti reform.
`Among the shortcomings can also be mentioned the combination of the
authorizations and functions of the president’ added V.Poghosyan.
According to the reform expert even the best constitution can stay on
paper without the government and the society will manifestation.

On July 4, Levon Gulyan’s advocate Hrayr Ghukasyan presented the
conclusions of local and international experts. There are differences
in the description of injuries, the advocate said.

To remind, according to official sources, Levon Gulyan was invited to
an interrogation. His attempts to flee were doomed to failure as he
fell down from the second floor.

The local experts hardly touched upon the question. They ignored the
injuries in the right part of the body, and the bruises on Gulyan’s
shoulders and jaw. The experts didn’t answer a most important
question, whether there were bodily injuries on the body inflicted
before the fall. According to international experts some bodily
injuries might have been caused before the fall, noted Hrayr
Ghukasyan.

Another serious argument is that Gulyan’s body didn’t s hit the pipe
sideways, as it was presented in the preliminary conclusion, but on
the back. According to Hrayr Ghukasyan this fact can be deemed as
starting point. `The international experts expressed readiness to
review the case,’ Ghukasyan noted.

The advocate is concerned over a few issues. Gulyan’s relatives don’t
have international experts’ official conclusion. They got acquainted
with the electronic version.

A number of issues still remain mysterious. During the dactyloscopic
examination the fingerprints found on the window of Investigator
Tadevosyan’s office, proved to belong neither to Tadevosyan, nor to
his deputy Mgoyan. This gives ground for serious contemplations.

Contradicting wishes of the President functioning and the Vice-president

National Assembly PA Victor Dallakyan believes the government to have
two candidates for the 2008 presidential elections, one of which will
be HYD representative. The PA proves his supposition mentioning that
there exists a competition for a more powerful governance within the
government, especially within the president functioning and the
vice-president. `Those parliamentary assemblies that have the majority
and a vice-president, become dominating in the country life. In this
case, the president turns into an English Queen as far as he cannot
ask the functioning vice-president to resign without parliamentary
majority consent’ said V.Dallakyan.

Regarding his words the basis of this competition is the contradiction
of R.Kocharyan’s becoming the youngest pensioner and Serj Sargsyan’s
wish of gaining monolithic government. V.Dallakyan announced today
that even in HHK there are parties concerned. As a truth of existing
contradictions the MP mentioned the lack of quorum in the parliament
the day before.

TURQUIE. Les auteurs présumés du meurtre de Hrant Dink comparaissent
aujourd’hui.

Pour Ergin Cinmen, les jeux sont faits. A la veille de l’ouverture ce
lundi du procès de 18 personnes impliquées dans le meurtre du
journaliste d’origine arménienne Hrant Dink, le 19 janvier dernier à
Istanbul, l’avocat de la famille Dink se fait peu d’illusions sur une
victoire de la justice. «Les coupables et leur condamnation sont
connus d’avance. Les gens qui seront jugés ne correspondent qu’à la
partie visible de l’iceberg.» Les 18 accusés sont originaires de
Trabzon, la ville où a été planifié le meurtre de Hrant Dink,
rédacteur en chef du magazine bilingue Agos.

La police accusée

Ogun Samast, l’assassin présumé gé de 17 ans, encourt une peine de
18 à 24 années de prison. Les deux commanditaires présumés, Yasin
Hayal et Erhan Tuncel, risquent, eux, la prison à perpétuité.

Insuffisant, estiment toutefois les avocats de Hrant Dink, qui ont
demandé à la justice d’engager des poursuites pénales à l’encontre du
chef de la police d’Istanbul et de responsables de la police et de la
gendarmerie à Trabzon. «L’Etat était au courant depuis des mois du
projet d’assassinat de Hrant Dink, mais rien n’a été fait pour le
protéger.»

A l’heure actuelle, seules des sanctions administratives ont été
prises à l’encontre de certaines autorités locales. La demande
adressée au premier ministre par l’épouse de Hrant Dink afin qu’il
charge une commission ministérielle de l’enquête, est quant à elle
restée lettre morte. Les avocats de Hrant Dink pointent du doigt le
fameux «état profond», ces clans qui gangrènent les institutions
étatiques turques. Fethiye Cetin, autre avocate de la famille Dink,
tisse des liens entre le meurtre de Hrant Dink et la récente
découverte, à Istanbul, d’une cache d’armes appartenant à un officier
à la retraite, Oktay Yildirim, fondateur d’une organisation
ultranationaliste. Un officier impliqué dans l’attaque du Conseil
d’Etat en 2006 et qui avait attaqué en justice… Hrant Dink, pour
insulte à l’identité turque!

Un enjeu électoral

Le successeur de l’accusé à la tête du magazine Agos, Etyen
Mahcupyan, se veut toutefois positif. Pour lui, l’énergie positive
qui s’est dégagée lors de l’enterrement de Hrant Dink, avec plusieurs
centaines de milliers de personnes scandant «nous sommes tous
Arméniens» est encore présente et pourrait se cristalliser lors des
élections législatives. La pénible saga judiciaire est devenue un
enjeu électoral dans ce vaste pays où les droits des minorités
demeurent problématiques. Avec une nouveauté: 30 à 40% des Arméniens
de Turquie pourraient donner leur voix au parti au pouvoir, l’AKP,
pourtant islamo-conservateur mais le plus engagé sur la voie
européenne et des réformes démocratiques.

Hrayr Ghoukasyan said at today’s press- conference.

He also added that international experts described the injuries on the
body in details. They think that all these injuries could appear as a
result of force effect before Gulyan’s falling out of the window. "We
have the results of forensic medical examinations which allow drawing
certain impression about the injuries Levon Gulyan got and the reasons
for his death. However, these results give only the general answers to
a number of questions", H, Ghoukasyan said. He also said that according
to the conclusions of dactyloscopic examination, the traces from palms
on the window, of which Levon Gulyan fell out, by the official version,
do not belong neither to him nor someone else who is related to this
room. The attorney pays special attention to the fact that "the first
contact of the died with the ground surface happened in 5 meters aside
the window, of which L. Gulyan had
admittedly fallen out".

To note, Levon Gulyan died on May 12 inside RA Police. As the Law
Machinery reports, L. Gulyan fell out of the second floor when trying
to escape. However, his relatives think that Gulyan was either
preliminary beaten and then thrown through the window or he had to
rush, trying to avoid beatings. Levon Gulyan was invited to the police
to give testimony on the Stepan Vardanyan murder case, committed on 9
May. Gulyan’s relatives also say about Tamamyan’s adherence to Levon’s
death.

The examination of Levon Ghulyan’s death arouses a number of serious
questions, Hrayr Ghulyan, the lawyer of the legal successors of L.
Ghulyan, said at a press conference, Wednesday.

He stressed the necessity of verifying if one can get such traumas not
compatible with life as a result of falling. In addition, experts have
arrived at a conclusion that the traumas were a result of falling onto
an obstacle. However, they do not specify the trauma received. The
investigation must also expose who the hand traces on the window (which
Ghulyan is officially said to have fallen out of ) belong to, the
lawyer said.

Hrayr Ghoukassyan is sure that the conclusions that there were no harms
caused to the body after death neither confirm the police version nor
deny the possibility of murder, incitement to suicide etc..

Prolongation de l’exposition "Manouchian, les Arméniens dans la Résistance"

L’exposition "Missak Manouchian, les Arméniens dans la Résistance en
France", qui devait fermer le 29 juillet, est prolongée jusqu’au 28
octobre inclus au Mémorial du Maréchal Leclerc et musée Jean Moulin
(23 allée de la 2ème DB, Paris XVème), ont annoncé mercredi les
organisateurs.

Elle est organisée dans le cadre de l’année de l’Arménie en France,
sous l’égide de la mairie de Paris et avec le soutien de
l’Association nationale des anciens combattants et résistants
arméniens.

Membre du Parti communiste, Manouchian (1906-1944), apatride
d’origine arménienne, avait la direction militaire du groupe
Francs-Tireurs et Partisans de la Main d’oeuvre immigrée (FTP-MOI),
qui effectua une centaine d’attentats contre l’occupant nazi,
notamment contre des voies ferrées à Paris et en région parisienne.

Les 22 membres du groupe furent fusillés le 21 février 1944 au Mont
Valérien.

La célèbre "affiche rouge" sur laquelle Manouchian figure avec
quelques uns de ses camarades, outil de propagande nazie pour
dénoncer "le complot de l’étranger", est devenue un symbole.
