LONDON, JULY 6, NOYAN TAPAN – ARMENIANS TODAY. By the decision of the
Prime Minister of Great Britain, Gordon Brown, from the beginning of
the current week, the post of United Kingdom’s Minister of Health
has been entrusted to one of the country’s most renowned surgeons,
47-year-old Armenian Ara Darzi (Terzian).

(The State Secretary is considered the head of the healthcare
system in the British government: labourist Alan Johnson takes
that post. Minister’s post is equal to the post of other countries’
governments’ first vice-chairman).

According to Radio Liberty, Darzi was born in Baghdad, grew up
in Ireland.

He was awarded Knight’s title by Queen Elizabeth in December, 2002.

According to BBC, the Armenian doctor is known especially as a
supporter of non-traditional surgery. As British sources report,
operations with use of new technologies, without large cuts brought
fame to him.

ISTANBUL, JULY 6, NOYAN TAPAN – ARMENIANS TODAY. The trial of Volkan
Karaova and Yelmaz Jan-Eozalpi, detained on the charge of shooting
a rifle in the territory of the Gumgaphu Episcopal Residence of the
Mother Church, started in Istanbul on July 2.

The court hearing started with the cross-examination of the
defendants. The Daily Marmara reports that the defendants claimed
this time that they had started a quarrel with a group because of
Russian prostitutes and evaded them in order to get rid of them in
the territory of the church. And when they saw an official running
in their direction through the garden of the church, they thought
that he was one of the group and that is why they shot in the air.

In response to the judge’s question of why in that case the defendants
declared in the police station that they had gone to church in order
to kill Patriarch Mutafian, both of them declared that they were
confused and made that statement unconsciously.

The lawyers claimed that their defendants should be set free, however,
the judge did not sustain this application. It was decided to postpone
the court hearing and invite the Armenian Patriarch of Constantinople
to listen to his testimony at the following court sitting.

was published concerning the murder of Hrant Dink, the former
editor-in-chief of the Weekly Akos, as well as the attack organized
against the State Council (Supreme Instance of Appeal). The new details
were revealed during the investigation conducted against the Turkish
"Movement of the Union of Patriotic Forces." This information was
provided by the Turkish press.

Taner Unal, the detained Chaiman of the Union, declared that retired
Captain Mussafer Tekin is the initiator of the assault organized
against the State Council (Supreme Instance of Appeal), as a result
of which one judge was killed and 4 were injured.

The name of Hrant Dink was touched upon during the secret listening
of the phone conversation of the members of the Union during the
investigation. The contents of the conversation between Vehbi Shanle,
the detained Deputy Chairman of the Union, and a Nezhat Mete ran as
follows: "Hello, what news?

Hello, everything is OK. Was it our friends who killed that man
yesterday?

Yes, it was our friends. Have they been discovered? No, no, do not
worry, they have not been found."

Murmansk Prosecutor’s Office Department for Investigation of
Particularly Important Cases submitted the criminal case against Dmitry
Chemarov to the regional couirt. Chemarov is charged with murder of
Arthur Haroutunyan, businessman, head of local Armenian Community.

D. Chemarov is charged with several articles of the Criminal Code of
Russia (lucrative killing; infringement on life of law-enforcement
officers; illegal acquisition, keeping and wearing of weapons;
manufacture of false documents). Haroutyunyan was killed in Murmansk
on November 16 2006. Investigation showed that Chemarov committed the
murder to safeguard his business against takeover by Haroutunyan’s
commercial structures. Chemarov is engaged in felling and wood
processing. The detainee used suppressor. When escaping, he fired at
a police officer who was catching him up and than to another policeman
who stood in his way to the car. The policemen were not injured.

International Film Festival plays a great part in European film
propagandizing, the French Embassy advisor on culture and cooperation
Annie Monnerie said at the press-conference, Friday.

She particularly mentioned the fact that despite the leading
positions of the "Dream Factory" in the world cinema industry,
the steering committee is opening the doors just for the European
films. "I am sure that the special programme of the Golden Apricot
"Festival in festival" where modern French movies will be presented,
will allow Armenian spectators feel deeply development of our cinema",
– Monnerie said. She also added that totally 10 French films will be
demonstrated at the festival.

For her part, representative of the German Embassy to Armenia Melanie
Moltman expressed hope that the programme "Europe-2006", which will
present German and English films, will raise spectators’ interest in
the European cinema in general. "Unfortunately, if compared with the
American films, German films are not so much popular. For this reason
our participation in the Golden Apricot is of great significance for
us. I hope, this will promote much popularization of German cinema
in Armenia", – she said.

Inspite of difficulties created by weather conditions, on these
days harvest works move possibly forward in the republic. By July 2
condition, it was cropped 6611.5 hectare, which compiles 14.0 per
cent of sowing area exposed to harvesting, 7.67 thousand ton of
grain was thrashed. Average crop yield of a hectare compiles 11.6
centner , moreover in Askeran region- 56.1 hectare, 0.73 thousand
ton, 13.1 centner, in Hadrut- 2585.0 hectare, 2.64 thousand ton, 10.2
centner, in Mardakert- 426.5 hectare, 0.6 thousand ton, 14.1 centner,
in Martouni- 2939.0 hectare, 3.58 thousand ton, 12.2 centner, and in
Kashatakh regoin- 100.0hectare, 0.12 thousand ton, 12.0 centner. Crop
yield of grain cultured plants in 2006, in comparison with July 1
index, was decreased by 14.6 percent or 2.0 centner. According to
Hayk Lalaian, the department manager of developing and planning
agricultural branches of NKR Agricultural Ministry, in comparison
with the last year, the main reason of decreasing grain crop yield is
the dryness of march-april months. According to Vahram Hayrapetian,
the member of the state headquarters of harvest organization, 278
combines are involved in harvest works. Besides, 30 graingathering
combines also work brought from Armenia.Only 2 combines don’t take
part in harvest works because of their defects. Harvest works will
begin also in Shushi and Shahumian regions.

candidate Bako Sahakian was in New Shahumian region. The first meeting

of his pre-election program, the presidential candidate pointed out
the improvement of roads, gasification works caused for resolving the
social-economical problems of the region. B. Sahakian assured that
everything would be done for rendering public purposeful assistance
to the inhabitants of regions. As a result of this, the social
tension will be certainly weakened. Before travelling to the next
settlement, B. Sahakian accompanied by some members of his pre-election
headquarters, was in Dadivank monastic complex. The specialists worked
there, introduced the presidential candidate the results of latest
diggings and archeologist Hamlet Petrosian attached importance to the
case of public assistance, which B. Sahakian took in understandingly,
pointing out that there was a special approaching to the problem
of public assistance for protecting historical architectural
monuments. Next visit was in Karvachar village. Besides economical and

More than 30 students of Glendel (USA) University paid a cognitive
visit to Artsakh on the days. Such a visit was organized first
time in 2005 for Glendel students.On July 3 the Speaker of NKR
National Assembly Ashot Ghoulian accepted the students.Greeting the
guests the Speaker attached importance to the constant assistance
for Artsakh showed by Glendel people.The leader of the group, the
history professor, Doktor Levon Marashlian mentioned that the aim
of the visit was to introduce Armenian youth lived in abroad to
their native land.In his speech A. Ghoulian briefly touched upon
the NKR today’s political life pointing out that the compatriots’
visit coincided with the NKR presidential election, as on the days
active pre-election campaign had begun, and assured that the elections
would be free and just as the previous elections, and the NKR would
surely go on its way.Speaking about the Constitution, the Speaker of
NA mentioned before that they had been followed by different laws,
but today it allowed to build their dreamt land.Ghoulian briefly
stated about the bombardments, about sufferings of people coerced by
Azerbaijan during the war.Then he presented in stages the history of
development of the new republic. Certainly, todays’ situation of the
Karabakh conflict regulation interested the guests. In that sense,
Ghoulian urgued that there was not any development. The Speaker of
the NA answered a number of questions interested to the young students.

DOCTORS have frequently been accomplices in politically motivated
repression, brutality and genocide, conducting inhumane experiments on
victims, participating in torture and directing programs to exterminate
the enemy. For no reason other than they had the power to do it at
the time, they have beaten, tortured and killed victims.

Political medical murderers reverse the process of patients seeking
help from a doctor, instead misusing their skills on vulnerable groups
in the name of nationalism or ideology.

Systematic participation of doctors in state terrorism began with the
Armenian genocide in Turkey in 1915. Medical personnel were directly
involved in the killings, often participating in torture. Behaeddin
Shakir and Mehmet Nazim established extermination squads staffed
by criminals.

Nazim, in one of the most misguided appointments in the history
of medicine, was professor of legal (ethical) medicine at Istanbul
Medical School.

Mehmed Resid was involved in the "deportation" of 120,000
Armenians. Resid’s brutality included nailing red-hot horseshoes on
the victim’s chest, and crucifying them on makeshift crosses.

The Armenian genocide provided the template for the Nazi holocaust,
leading to the most notorious example of medical complicity in state
abuse: Nazi doctors who participated in euthanasia and genocide,
of whom the most well known is Josef Mengele.

Japanese medical abuses were as bad as those of the German doctors. The
Imperial Army’s Unit 731 conducted unspeakably cruel experiments on
the people of Manchuria, infecting villages with anthrax, plague and
cholera, performing live vivisection – cutting out the heart or brain
from living victims, or burning them alive with jolts of electricity.

Involvement of doctors in state repression and abuse has, if anything,
escalated since 1945. Medical dictators running repressive regimes
include: the former cruel ruler of Haiti Papa Doc Duvalier, the Malawi
dictator Hastings Banda, Felix Houphouet-Boigny of the Ivory Coast,
and Bashar al-Assad of Syria.

The psychiatrist Radovan Karadzic, who led the Bosnian genocide
(1992-95) in which more than 200,000 people died, used training in
group therapy to formulate terror tactics and had his troops shell
the hospital where he worked.

There has been a rise in doctors leading terrorist groups, including
George Habash, a paediatrician and leader of the Popular Front for
the Liberation of Palestine, and Osama bin Laden’s personal physician,
Ayman al-Zawahiri, one of the world’s most wanted terrorists.

Why do doctors kill patients, or use their skills to participate in
horrendous experiments, torture or genocidal murder in the service
of the state or a political cause?

The British psychiatrist Humphrey Osmond described the three facets of
the medical role as sapiential, authoritarian and charismatic. All
doctors have these three factors to a varying degree in their
personality; when any factor is overarching, then problems occur.

Medicine attracts a certain kind of personality, one lured by the
power of life over death. Many clinicidal doctors have extremely
narcissistic personalities, a grandiose view of their capability and
an inability to accept they could be criticised or need help from
other doctors. Such doctors develop a God-complex, getting a thrill
out of ending suffering and by determining when a person dies. Two
such doctors would be Harold Shipman in Britain and Michael Swango
in the US, who between them killed 313 patients.

This narcissism explains the most puzzling aspect of clinicide,
doctors who cannot stop what they are doing. Such individuals, while
not necessarily psychopathic, go to extraordinary lengths to get what
they want.

Sydney, and honorary clinical associate professor at the Graduate

1. The Economics of Armenia’s Forest Industry/ EcoArmenia initiative

On June 27 of 2007 EcoArmenia alliance of four organizations — WWF Armenia,
American University of Armenia’s Environmental Conservation Research Center
(ECRC), Armenia Tree Project Charitable Foundation (ATP) and Armenian
Forests NGO — undertook the release of an unprecedented Economic Study on
Armenia’s Forest Industry. The study, prepared by the Economy and Values
Research Center (EV), unveils the system of profits from illegal logging in
Armenia

The release of the survey was possible due to great support from the British
Embassy in Armenia and OSCE office in Yerevan.

2. WWF – 15 Years of Forging Partnerships in the Caucasus

June 28, 2007, Batumi, Georgia, — The International Conference "Forging
partnerships for People and Nature" is being held on occasion of WWF 15
years anniversary in the Caucasus. The festive occasion coincides with the
inauguration of the newly established Mtirala National Park, which acts as a
preserve for unique Colchin West Lesser Caucasus forest types and an
eco-tourist attraction.

The International Conference is a forum to highlight the achievements of
past years and to provide the stage where future WWF plans and directions at
the regional level can be shared with a wider audience. Of special interest
will be the opportunity for various stakeholders to join together in
creating new and strengthening existing partnerships for result oriented
conservation partnerships among participating governments, international and
national NGOs, including a broad range of environmental experts and
institutional donors.

WWF first started its Caucasus activity in 1992 with a protected areas and
environmental education project in Georgia. Over the course of 10 years WWF
established Caucasus Programme Office, which was officially established
2002, and this base of operation gave WWF the opportunity to expand its
diverse and engaging activities throughout the entire eco-region.

WWF has implemented upwards of 40 successful projects and invested more the
15 million USD in various programmes in support Caucasus eco-region
biodiversity conservation since it has worked in the region.

More recently, 2004-2006, WWF coordinated the development of an Ecoregional
Conservation Plan (ECP), which was designed to address trans-national
aspects; the cross-border project involved more than 160 stakeholders from
government agencies, universities and many NGOs.

This concerted effort involved active stakeholder from all six-range
countries of the region. The German Government (through BMZ/KfW, as part of
the framework for the BMZ Caucasus Initiative), the US-based MacArthur
Foundation, the Critical Ecosystems Partnership Fund (CEPF), the World Bank,
GEF, Conservation International (CI) supported this initiative.

The WWF supports an array of well-designed projects that envisage local
economic development that seek to involve a high level of participatory
engagement by local stakeholders and which are further reflective of local
needs and biodiversity conservation requirements. The planning,
implementation and follow-up come together in an efficient manner that
guarantees the wise and sustainable use of limited natural resources.

On-going technical assistance will be made available to staff of Mtirala
National Park for clearly marking trails, including certification of various
tourist paths, which is an integral part for promoting the overall services
of the National Park and which is so essential for effective public
relations and social marketing of public goods for a wider audience.

3. USAID South Caucasus Water Program, workshop in Armenia

>From June 26 to 27, a workshop on Cooperation among Water Resources
Management Authorities in the Northern Basin Area was conducted in Dzoraget,
one of the most picturesque corners of the Debed river basin within the
framework of the USAID South Caucasus Water Program. The list of
participants included heads of Central and Regional Divisions from the RA
Ministry of Nature Protection, Ministry of Health, Ministry of Territorial
Administration, representatives from Lori, Tavush and Gegharkunik
marzpetarans. Head of the Aarhus Center in Vanadzor and a member of the
Debed River Basin Public Council also participated in the event. The
USAID/Armenia Activity Manager was present to welcome the workshop
participants.

Participants stressed the importance of improving inter-agency cooperation
for the water resources management on the basin level, discussed the present
issues and made a number of recommendations with this regard.
