DIBAI, APRIL 23, NOYAN TAPAN. Dubai Open international chess tournament
started on April 22 in Dubai. Five out of 126 participants represent
Armenia.

Artashes Minasian, Tigran L. Petrosian, Ashot Anastasian, Hrant
Melkumian and Tigran Kotanjian gained victories in the first tour.

KIEV, APRIL 23, NOYAN TAPAN – ARMENIANS TODAY. The "Days of Armenian
Cinematography in Ukraine" festival started in Kiev on April 19. Films
of Armenian film directors both from Armenia and ones representing
other countries will be shown during hte festival organized by the
Gabri producer’s center, under the patronage of the RA Embassy.

RA Ambassador to Ukraine Armen Khachatrian made the greeting speech
at the solemn opening ceremony of the festival held on April 19 at
the Kiev Filmpanorama cinema. Anatoly Alexanian, a jazz musician
famous in Ukarine and the "Hayrenik" (Fatherland) dancing ensemble
of the Union of Armenians in Ukraine also greeted those present with
their performances.

Sergey Parajanov’s "Colour of Pomegranate" film was shown after the
solemn opening ceremony.

During the program organized by the Radio Era radio station of
Ukraine on April 18, on the occasion of opening of the festival,
Armen Khachatrian, particularly, mentioned that the festival will add
a new page to the centuries-old cultural ties of the two peoples. The
RA Ambassador also answered during a live broadcast radio listeners’
numerous issues dedicated to Armenia, Armenian-Ukrainian relations,
etc.

As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, the festival will last in Kiev till April 24,
after what it will be held in the cities of Kharkov, Odessa, Lviv,
Donetsk, Dnepropetrovsk and Simferopol, Ukraine.

YEREVAN, April 23. /ARKA/. Armenian and NATO have effective
cooperation. The press service of the Armenian government reported
Friday referring to the greeting message of NATO Secretary General
Jaap de Hoop Scheffer in connection to the appointment of Serge
Sargsyan as Prime Minister of Armenia.

"The effectiveness of this cooperation is reflected in mission of the
Armenian peacemaking battalion in Kosovo, as well as the successful
implementation of the Armenia-NATO Individual Partnership Action Plan,"
the message says.

At the same time, NATO Secretary General expressed gratitude to
Sargsyan for the productive cooperation and the tangible contribution
to the development of relations between Armenia and NATO.

"I am sure that your active participation in the development of the
Armenia-NATO relations will be sustained in the course of your new
office," Scheffer’s message says.

Armenia’s cooperation with NATO goes under the NATO Individual
Partnership Action Plan and the program Partnership for Peace. IPAP
implementation is divided into two stages and will last two years.

The Action Plan was launched in January 2006.

Azerbaijan, Baku/ Trend , corr. P. Amirdjanov/ Araz Azimov, the
deputy Azerbaijan’s Foreign Minister, has said that Azerbaijan
does not insist on U. S. changing their principles and position by
demonstrating its softness, we just want that America should keep
its position unchanged and carry out corresponding activities in
this direction in accordance the U. S. respectful attitude toward
the territorial integrity of Azerbaijan.

According to Mr. Azimov, those expresions, which were in the report
preparad by the U. S. State Department are so far from the experience
and reality and "tell about unnknown spots". Therefore, all the visists
of Azerbaijani officials to this country have been postponed to an
uncertain period. The dialogue between Azerbaijan and U. S. on this
topic will be resumed in the near future.

Expressing his atitude toward the last statements made by the OSCE
Minsk Co-Chairmen, the Deputy of the Foreign Minister noted that they
should put forward new ideas and proposals to the region. "If Armenia
"demonstrates" its constructiveness again, then it is too early to
speak about peace in the region," concluded Mr. Azimov.

Armenian Chapel Vandalized In Kiev

Kiev, April 23, Interfax – A chapel of the Armenian Apostolic Church
was vandalized in Kiev on Sunday.

Swastikas were scrawled and red paint splashed on the walls of the
chapel, Ukrainian media reported on Monday.

The vandalism occurred hours after the chapel was opened by the
Armenian Apostolic Church’s authorities.

Armenian Church representatives believe they know who the suspected
organizers of the action might be.

Earlier, residents of Kiev’s Podolsky district protested plans to
build the chapel and turned to the court to have construction work
halted are, a recreation zone.

The Armenian Centre hosted a ceremony Sunday to commemorate the 92nd
anniversary of Armenian genocide in which 1.5 million Armenian men,
women and children perished by the order of the Turkish Ottoman
government. Aleena Kabajouzian, 11, a girl scout and student of the
Armenian Centre, and elder Garo Sarmazian carry a wreath in memory
of those who lost their lives during the Armenian genocide.

Armenia, Russia Discuss Intl. Enrichment Center

ARMENIA, RUSSIA DISCUSS INTL. ENRICHMENT CENTER

YEREVAN, April 23 (RIA Novosti) – Armenia is in talks with Russia to
join an international uranium enrichment center, the head of Russia’s
nuclear power agency said Monday.

"We have already started initial consultations on Armenia’s
participation in an international uranium enrichment center," Sergei
Kiriyenko said at a meeting with Armenia’s Natural Resources Minister
Vardan Aivazyan.

Kiriyenko also said the relations between the two countries in the
nuclear sphere are entering a new level.

"Russia is ready to invest in uranium prospecting and production
in Armenia," he said, adding that the country’s estimated uranium
reserves are "at least 30,000 [metric] tons."

He also said Russia is ready to participate in building a new nuclear
power plant in Armenia.

"If the Armenian government decides to build a new nuclear power plant,
Russian specialists will take an active part in the construction
project," he said.

At present, Armenia has one NPP.

Russia and Kazakhstan said last month they will sign an interstate
agreement on an international uranium enrichment center in East
Siberia in the near future.

A delegation from the International Atomic Energy Agency (IAEA) visited
the Angarsk chemical plant, the site of the uranium enrichment center.

Last October, Russia and Kazakhstan, which holds 15% of the world’s
uranium reserves, opened their first joint venture to enrich uranium
in Angarsk.

The venture, which was part of Moscow’s non-proliferation initiative
to create a network of enrichment centers under the UN nuclear
watchdog’s supervision, will also be responsible for the disposal of
nuclear waste.

IAEA Deputy Director General Yury Sokolov said the principal
condition for enriched uranium deliveries is strict "observance of
all international non-proliferation rules."

The center will offer uranium enrichment services to countries
interested in developing nuclear energy for civilian purposes.

The Angarsk plant was previously removed from the list of "national
strategic installations," and there are no further legal impediments
to its operation.

"Majority of international organizations support Azerbaijan and
Armenia in the peaceful settlement of the Nagorno Karabakh conflict.

This factor may provide a golden opportunity for the two countries,"
says the report by Goran Lennmarker, President of OSCE Parliamentary
Assembly.

The reporter said three South Caucasus republics should form a stable
basis of regional security, freedom, democracy and development,
APA reports.

"Calls for war contribute nothing but escalation of the situation.

The expansionism is unacceptable in the world where integration
processes are going. There should be Nagorno Karabakh’s safer access
to Armenia and Azerbaijan’s to Nakhchivan. Everyone should feel
himself safe irrespectively of his nationality and belonging to any
national minorities. The settlement of problems of refugees and IDPs
is important from this point of view," the report says.

Goran Lenmarker said the status of Nagorno Karabakh is a key issue
in this process.

"If the problem is settled on the integration principles then status
question could be agreed easily. Open borders and integrated economy
will minimize the importance of issue of control over territories.

Nagorno Karabakh wants to become independent but there are many
minority groups in the Caucasus. The international community has
no intention to give independence all of them, including Nagorno
Karabakh. But it is important that Nagorno Karabakh and Armenia have
direct relations. Azerbaijan is prepared to grant the highest autonomy
to Nagorno-Karabakh," the report continues.

Lorne Shirinian always knew something dreadful lay in the past of the
"Georgetown Boys" who visited his East York family home as adults.

The author of several books about the 1915-23 killings of 1.5 million
Armenians by Ottoman-Turks heard whispers and saw visitors’ tears.

It wasn’t until years later that Shirinian realized his dad, Mapre, a
realtor who died in 1988 at about 82, was one of 109 orphans brought
to a farm in Georgetown for a new life, Shirinian told more than
600 members of the Armenian community at their Scarborough centre
yesterday.

Many became farmers, others had trades, and all became "good Canadian
citizens," Shirinian said. "It was a hard life … many of them could
never forget the murders of their entire families."

Each year, and until the last died about two years ago, many
"Georgetown Boys" he met through his parents attended a Sunday service
ahead of April 24, the date recognized by Canada as the anniversary
of the genocide.

This year’s 92nd memorial event focused on the children rescued by
Ottawa. Numerous speakers and politicians urged young Armenians to
keep alive the memory of the genocide and lobby for Turkey to stop
denying that their Ottoman ancestors tried to destroy their culture,
language and Christian faith.

Shirinian, 62, an English professor at the Royal Military College,
learned from his parents and their visitors that "all of us were
victims of some great wrong. It was a history I could have lost."

Keynote speaker Isabel Kaprielian-Churchill, an historian specializing
in Armenian history, said the aid given to orphans by Canada "played
a key role" shaping this country’s attitude towards humanitarian aid
and peacekeeping.

"The United States reaffirms its support for the territorial integrity
of Azerbaijan, restates that Nagorno Karabakh and surrounding
territories are Azerbaijani territories," the US Embassy public
affairs officer Jonathan Henick stated.

He did not agree to the claims on uncertainty of the statement in
the 2006 State Department Country Reports on Human Rights Practices
saying Nagorno Karabakh is Azerbaijani territory.

"This report is not dedicated to a territorial integrity, conflict
or Nagorno Karabakh but to the current situation of human rights,"
he said.

Commenting on the postponing of the security talks between Azerbaijan
and the US, Jonathan Henick said they are negotiating with official
Baku regarding this issue, APA reports.

"We are negotiating with Azerbaijan on rescheduling the talks. The
talks have not been rejected, they have only been postponed," the
Embassy officer said.
