/PanARMENIAN.Net/ Relations between Iran and the United States have
world meaning and it is not strange the whole world closely watches
it, Director of NAS Institute for Oriental Studies of Armenia doctor
Ruben Safrastian stated to a press conference in Yerevan. He said,
currently no military invasion is being viewed against Iran. "An
informational war is on the way, which manipulates public opinion
towards unavoidable war, there is a diplomatic pressing, but till
the end of May, when the term of UN ultimatum ends, there will be no
U.S. attack against Iran. At the end of May the U.S. 3rd Navy will
arrive in the Persian Gulf, which will, as if replace the one that
is currently stationed there. But Iran’s isolation has not reached
the level that Washington wishes," Safrastian underlined.

At the same time he said Iran has a thousand-year experience in
diplomacy and that’s why the United States should consider it very
seriously. "Iran is not Iraq and Mahmood AhmadiNejad is not Saddam
Hussein – first of all the American administration must realize it,"
the Director of NAS Institute for Oriental Studies underlined.

Genocide currently pending in the U.S. Congress, is a bargaining
subject between U.S. and Turkey, Director of RA NAS Institute for
Oriental Studies doctor Ruben Safrastian stated to a press conference
in Yerevan. He said, the American political elite has recognized the
Armenian Genocide long ago.

"But the Bush Administration proceeds from its interests, and
Armenia must consistently continue her policy aimed at international
recognition of the Genocide. The humanity needs it in order to prevent
such tragedies in future," Safrastian underlined.

appointed Prime Minister Serzh Sargsyan met with EU Commissioner for
Foreign Relations and Neighborhood Policy Benita Ferrero-Waldner in
Brussels, the Press Office of RA Defense Ministry reports. At the
meeting Benita Ferrero-Waldner highly appreciated Armenia’s efforts
in the framework of European Neighborhood Policy. The sides stressed
the importance of conducting parliamentarian elections in Armenia
in accordance to European standards. Serzh Sargsyan and Benita
Ferrero-Waldner underlined that the European Neighborhood Policy
and NATO Individual Partnership Action Plan are parallel factors in
strengthening democracy, establishment of civil society in Armenia.

/PanARMENIAN.Net/ The American project supposes adoption of new rules
on security problems of coastal states and support for Turkey’s efforts
to establish geo-political dominant position in the region. The cause
for this is coincidence of the greater part of interests between
Ankara and Washington. According to the Pentagon, without Turkey the
United States cannot reach concrete results in advancement to the
Central Asia and farther. Washington’s new project will be presented
to governments of Azerbaijan, Bulgaria, Armenia, Georgia, Moldova,
Russia, Ukraine and Greece.

The U.S. also urged the costal countries to actively participate
in the security program titled "Black Sea Harmony", which is being
coordinated by Turkey.

Washington’s interests in the Black Sea region proceeds from vital
necessity: The Black Sea includes straits of Bosporus and Dardanelles,
which are being actively manipulated by Turkey for his interests.

Azerbaijan’s inclusion and Turkey’s dominant role in this project are
meant for weakening Russia’s influence in the Black Sea region and
are one of US’s efficient tools in more active anti-Russian policy in
Ukraine, Georgia and Moldova. And finally, this is a way for Central
Asia to Western markets. It is also worth mentioning that the Black
Sea region is viewed by Iran as a channel to export his gas and oil.

Alongside, geographical closeness can make Iran an easier target for
warplanes, which will have opportunity to take off from airports of
the region.

Naturally the main goal of the United States is to change the
balance of powers towards his side and decrease Russia’s influence
over the region in economic, political and military spheres. The
other goal is integration of countries, which emerged after USSR’s
collapse, in NATO. However the greatest threats in the region are
conflicts. Caucasus and the Black Sea are in the region of emerging
and developing conflicts: conflicts in Nagorno Karabakh, Abkhazia
and Ossetia.

They all are subjects of attention in the light of Russian-Turkish
relations. In 1992-1993 calls for military interference in the
Nagorno Karabakh conflicts were becoming more and more stronger in
Ankara. Commander of CIS Armed Forces marshal Evgeni Shaposhnikov
then stated that it will mean World War 3. Turkish Primes Minister
of those times Suleiman Demirel said "Turkey’s interference in the
Nagorno Karabakh conflict in favor of Azerbaijan will incite the Soviet
Army against Turkey". It is worth mentioning that during meetings in
Moscow and Ankara the Nagorno Karabakh problem always is being viewed
from the viewpoint to provide stability in the region.

However, despite Turkey’s all efforts, Moscow is not going to join
Ankara to the OSCE Minsk Group, clearly realizing what it can threaten
Armenia. It’s interesting the U.S. speaks from similar positions.

Turkeys participation in the settlement of the conflict not only
will upset the fragile balance of powers in the region, but also may
provoke new military actions. Feeling "brotherly" support, Azerbaijan
may seriously set to "settlement of the conflict", which ultimately
will cost one dear both for Azerbaijan and Turkey.

The Armenian National Committee of America – Western Region and
the East San Fernando Valley ANC Chapter jointly issued a statement
this week praising Congressman Howard Berman (D-CA-28) for sending
a Dear Colleague letter on the Armenian Genocide to all members of
the U.S. House of Representatives.

The letter to House members included a reference to a recent statement
issued by the respected International Association of Genocide Scholars
that encouraged House member to cosponsor H.Res.106, the Armenian
Genocide Resolution.

In his Dear Colleague letter, Congressman Berman writes, "…it is
now time for Turkey to accept the reality of the Armenian Genocide."

"Our community commends Congressman Berman for his leadership role
in educating Members of Congress on the Armenian Genocide," commented
ANCA-WR Executive Director Andrew Kzirian. "The fact that Congressman
Berman joined with the International Association of Genocide Scholars
in support of H.Res.106 is fresh proof of his longstanding commitment
to this human rights issue so important to tens of thousands of his
constituents in the 28th Congressional District," Kzirian added.

"The position of the US President and Secretary of State does not
reflect the position of the whole country," said Head of the Oriental
Studies Institute of the National academy of Sciences Ruben Safrastyan
said at a press conference today. In his words, the US has already
recognized the fact of the Armenian Genocide on the level of public
opinion. It is recognized by progressive, liberal intellectuals of the
country, the scientific circles and at last a number of Congressmen
and Senators. Therefore, the political elite of the country also
recognizes it.

"Today it is important for us to continue the struggle, since many
US Presidents have used their authority to block the adoption if the
resolution. We should continue the consistent work, since it proceeds
from national interests, the existence of our Diaspora. Humanity
labels genocide as heaviest crime and struggles to prevent it. We
cannot stay apart from these processes," said Ruben Safrastyan.

Ambassadors of 26 NATO member states welcomed Armenia’s participation
n the peacekeeping operation in Kosovo within KFOR forces and
the willingness of the Armenian side to discuss the perspectives
of sending its peacekeepers to Afghanistan, representative of NATO
Press Office said in a phone interview with Mediamax, commenting on
yesterday’s sitting of the North-Atlantic Council in 26+1 format,
featuring RA Defense Minister Serge Sargsyan, who was appointed RA
Prime Minister on April 4 and Deputy Foreign Minister Arman Kirakosyan.

Concrete issues and terms of Armenia’s possible participation in the
operation in Afghanistan were not discussed during the sitting of
the North-Atlantic Council.

Map On A Turkish CD Depicts Nakhijevan As Part Of Armenia

A music CD containing national anthems of Turkic Republics, which
was released by the Ministry of Culture and Tourism, caused a
controversy. The map placed on the CD depicts Azerbaijani territories
Autonomous Republic of Nakhichevan, Nagorno-Karabakh, Lachin and
Kelbecer as belonging to Armenia, Turkish daily Milliyet reported.

The music album with the national anthems of Azerbaijan, Kazakhstan,
Kyrgyzstan, Uzbekistan and Turkmenistan was sent to Turkish Embassies
in the Turkic Republics to be distributed to the public and presented
to the diplomats of the mentioned countries in Ankara.

Cultural Advisor of the Turkish Embassy to Baku Fethi Gedikli noticed
that the map covering the CDs included false information, showing
Azerbaijani land as part of Armenia and warned the Embassy not to
distribute the CDs, fearing that it might lead to diplomatic tensions
between Turkey and Azerbaijan.

Informing the Ministry of Culture on February 21 of the incident, the
Turkish Embassy to Baku requested the elimination of the mistake. The
Ministry replied that the map designer was an employee known for his
"patriotic feelings," adding that it was not possible to place all
the geographical details on such a small map.

CIS To Send 150 Observers To Monitor Armenian Elections

YEREVAN, APRIL 5, ARMENPRESS: Over 150 observers from 9 post-Soviet
republics are expected to arrive in Armenia to monitor its May 12
parliamentary elections, Vladimir Rushailo, executive secretary of
the CIS, told today in Yerevan.

He said 29 observers have been accredited already and the rest are
expected here later. In Yerevan Rushailo met with Garegin Azarian,
the chairman of Armenia’s Central Election Commission (CEC) to discuss
related issues.

The CIS observers have already an office in Yerevan an may open four
more in Armenian regions. Rushailo said some of CIS observers will
be in a long-term mission here to watch the preparations for the polls.

Rushailo said CIS observers will publicize their final report the
following day after the results of the polls are summarized.

The Russian argued that no election proceeds without a
shortcoming. "Our goal will be to detect if there are breaches here
and if there are whether they are of systematic character affecting
the outcome of the elections,’ he said.
