AZERI PARLIAMENT RATIFIED BAKU-TBILISI-KARS CONSTRUCTION AGREEMENT

/PanARMENIAN.Net/ Azeri MPs ratified Tuesday an agreement on
construction of the Baku-Tbilisi-Kars railroad and also approved
the Tbilisi Memorandum "On Common vision of regional cooperation"
between Azerbaijan, Georgia and Turkey.

Milli Mejlis vice-speaker Valikh Aleskerov noted that the
Baku-Tbilisi-Kars project is no less important for the region
than Baku-Tbilisi-Ceyhan oil pipeline or Baku-Tbilisi-Erzrum gas
pipeline. The railroad construction promotes development of the
region’s infrastructure, he said.

"If 10 years ago a parliament of any state spoke out against the
project we would get frightened. But the rate of development of our
republic provides the possibility to implement this project despite
attitude of other states," Aleskerov said, Day.az reports.

statements against Turkey’s territorial integrity and latest terror
actions committed by members of the Kurdistan Workers Party (PKK) when
10 Turkish soldiers died official Ankara protested Iraq government
with diplomatic note, Turkish media appreciated this diplomatic note
as ultimatum.

It said, "If you do not take urgent step against PKK we will act in
accordance with the international law".

The interpretation of this diplomatic expression means if Iraqi
government does not prevent the activities of PKK terrorists, Turkey
will occupy the north of Iraq.

Foreign Minister Abdulla Gul stated the same position in the talks
with U.S. Secretary of State Condoleezza Rice. He condemned Masud
Barzani of provocation and called US to calm down this man. "If you
do not calm him down we will do it".

Following Abdullah Gul’s request U.S. department’s official spokesman
Sean McCormack made a statement where he said Kurdish leader’s
opinions will have a bad impact on Turkey- Iraq relations and joint
fight against PKK. The president of Iraq Jalal Talabani phoned Turkish
Prime Minister Recep Tayyip Erdogan. He said he regretted on Masud
Barzani’s statement and talked on this issue with him. Jalal Talabani
promised his utmost for the fight against terror organizations.

"We are ready to fight jointly against terror organization". PKK’s
increased activity in the south-east of Turkey and Masud Barzani’s
territorial claims will be discussed in the Turkey National Security
Council’s session.

Iraqi Kurds leader, the chief of Iraqi Kurdistan Democratic Party
Masud Barzani said that "If Turkey will interfere with Kirkuk affairs,
he will do the same against Diyarbakir," he stressed, APA reports.

a report titled "Who benefits from international conflicts?" in the
Congress during a regular conference dedicated to women Ambassadors
initiated by Congressman Eddie Johnson and Harvard University.

Conflicts bursting out in some spots are spreading throughout huge
territories and make a great number of people suffer, he said.

He put the blame on international, transnational companies and
governments of states trading in armament and called the states
and NGOs to pay more attention to the rights of women and children,

Organization (SCO) have launched today the third round of consultations
on preparation and conduction of a joint anti-terror command and
staff exercise Peaceful Mission-2007 to be held August 9-17 in China
and Chelyabinsk region of Russia.

Defense Ministers and military of six states serving on the SCO –
Russia, China, Kazakhstan, Uzbekistan and Kyrgyzstan – will arrive
in South Ural. Over 4 000 servicemen will take part in the exercise
to be observed by representatives from Belarus, Armenia and military

/PanARMENIAN.Net/ Presently the Unites States doesn’t hold any talks
on installation of anti-missile defense in the South Caucasus, said
Jonathan Henick, the PR officer of the U.S. Embassy in Baku.

As PanARMENIAN.Net reported, in early March Missile Defense Agency
Lt. Gen. Henry Henry Obering stated in Brussels that the Pentagon would
like to station a U.S. air-defense radar in one of Caucasian countries.

At the same time he did specify the country. All official
representatives of Armenia, Georgia and Azerbaijan said they have
not received such an offer from the United States.

Later Mr Obering said, "We have not offered any Caucasian state to
station an anti-missile radar." He said in order to strengthen defense
and protection from possible threats by Iran, experts examined possible
trajectories of missile strikes by Iran towards Europe and U.S.,
after which it became clear that the countries, where air-defense
systems can be stationed, are Poland and the Czech Republic. "We have
not turned to any country except Poland and the Czech Republic with
a request to station air-defense system elements," he said.

On March 30 "The International Herald Tribune" published an article
by Sebnem Arsu and Bryan Nolton.

The article says that US Secretary of State Condoleeza Rice and
Secretary of State for Defense Robert Gates addressed letters to Nancy
Pelosi, Speaker of the Representatives’ Chamber and head of Foreign
Relations Commission Tom Lantos, expressing their disappointment
about the issue of the Armenian Genocide Resolution.

Expressing their terror with the awful events of 1915 they remind that
Turkey made attempts to abolish all economic and military agreements
with France after the French Parliament adopted the law about the
Armenian Genocide. Robert Gates in a speech addressed to American and
Turkish public said that Turkey is underestimated. He declared that
Turkey and the USA should avoid any resolutions or statements, which
upset the friendly relations and cooperation between the two countries.

On the other hand Etienne Mahjupian, who became the editor of "Agos"
after the murder of Hrant Dink, notes that pressure from outside
will surely provoke nationalistic movements inside Turkey. "The
Turks are just starting to realize that they haven’t been taught a
lot at school. That is why we are trying to speak to them openly of
the Armenian Genocide and other issues.

It is senseless to expect that a society accepts the ideas of another
one without having opportunity of considering it first by itself,"
he says.

If Socrates, Jesus, and Gandhi had enemies who hated them unto death, who are we to say we should be immune?

One way to explain hatred is to say that we all have our limitations, prejudices, and perspectives that are not results of free choice but conditions beyond our control, such as place of birth and education, which may narrow our vision of the world and our understanding of our fellow men. There will always be something in a devout Christian that will reject all other religions; and there will always be something in a good Armenian that will not like Turks (and vice versa). Our choice is between believing those who legitimize hatred and those who promote understanding.

There are those who allow their words and actions to be driven by a political agenda, and there are also those who place their own humanity above such agendas. The trouble with nationalism, and all other ideologies and closed systems of thought, like organized religions that claim to have a monopoly on truth, is that ultimately they dehumanize man even if their original aim was the exact opposite. Jesus tried to humanize the rituals and doctrinal paraphernalia of the Old Testament; Marx exposed the sinister power of capital to dehumanize both capitalist and worker, and ultimately society as a whole; and Gandhi attempted to end the “satanic” aspects of colonialism. What happened next we know: Christianity brought forth the Inquisition, religious wars, and the Crusades; Marxism generated Lenin, Stalin, commissars, and the Gulag; and Gandhi’s non-violent campaign against the British was replaced by internecine religious massacres during which millions perished.

I am not suggesting here that Armenians and Turks should love one another. What I am saying is, don’t believe everything you are told by sermonizers, speechifiers, and editorializers. The chances are, anyone who has assessed himself to be la crème de la crème is more likely to be la crème de la scum.

Generally speaking, it is safe to assume that people who are themselves in need of understanding are in no position to understand others. On the other hand – there is always another hand when it comedy to understanding and explaining – on the other hand, manure and roses are not mutually exclusive concepts, and no one (in the words of the Mahatma) is beyond redemption. Amen.

You may have noticed that the most ardent patriots among us happen to be speechifiers, sermonizers, and editorializers, that is to say, charlatans whose chances of going to war are nil.

INTERNATIONAL RED CROSS COMMITTEE REPRESENTATIVES MEET WITH AZERBAIJANI CAPTIVE

Azerbaijan, Baku / Òrend corr K. Zarbaliyeva / Representatives of the
International Red Cross Committee (IRCC) met with Azerbaijani soldier
Samir Mammadov, who was captured by the Armenians in 24 December 2006.

According to Samir’s uncle, Vidadi Mammadov, the IRCC representatives
informed the Mammadovs residing in the city of Barda of the occasion.

The representatives delivered a letter to Samir from his family. They
stated that his health is good; however they did not bring a letter
from him.

Mammadov said that the family had sent 13 letters to Samir and had
received five from him.

Samir Mammadov was conscripted for military service by the Military
Commissariat of the region of Barda. He was captured by the Armenian
military on the Gazakh-Ijevan border 15km away from the military unit.

Patriarch Sfeir invites politicians to "sow the seeds of reconciliation
and peace", the Metropolitan affirms that Lebanon’s resurrection
"can only happen with the unity and solidarity of its people", the

Beirut (AsiaNews) – The internal crises, the need for reconciliation,
peace and respect for human rights: these were the central themes of
the leaders of Lebanon’s Christian Churches this Easter.

The Maronite Patriarch, card. Nasrallah Sfeir, during his homily asked
political leaders to "sow the seeds of reconciliation and peace"
and to respect human rights. Sfeir urged the Lebanese to "remember
that they are brothers though they have different religious, social
and political affiliations". "The Lebanese people have the same fate
– he added – … no one can be happy at the expense of the other,
nor can one suffer because of the other". "We have endured enough
suffering and we are still suffering … we hope that the resurrection
of Jesus lifts us from the crises we are plunging into in order to
recover security and prosperity".

Speaking during an annual Mass held at Bkirki to express thanks to and
friendship with France, Sfeir said that the European nation had "helped
Lebanon achieve its sovereignty, independence, freedom and prosperity".

"Our country – said the Orthodox archbishop of Beirut, Elias Aoude
– is bleeding under the eyes of distracted leaders. Don’t we know
that if we lose our country we will never recover it?". "Lebanon’s
resurrection from its pain can be achieved through the unity and
solidarity of its people," Aoude said.

For his part Aram I, bishop of Beirut of the apostolic Armenian Church
denounced "the erosion of democracy". "Today – he said – we don’t see
one united Lebanon, but two. And "the persistence of the situation
will lead to the country disappearing altogether". "We must find a
solution today, for tomorrow may already be too late".

The Maronite bishop of Jbeil, Bechara Rahi, warned that there are
people who allow themselves to be corrupted by "their thirst for
money and power", thus "selling their people and their country short".

"Azerbaijani community of Nagorno Karabakh" Public Union sent a
protest letter to the embassies of OSCE Minsk Group co-chairing
countries in Azerbaijan and OSCE Office in Baku in protest against
US company SEMA preparing general plan of Shusha, Public Union chief
Nizami Bahmanov told.

The letter says that 547 architectural monuments, including 5 world,
393 country and 149 local architectural monuments, 205 archeological
monuments, 927 libraries, 808 clubs, 85 musical schools, 12 monuments,
22 museums, 4 photo galleries, 10 cultural and rest parks, 4 state
theaters and 2 concert places were burnt, destroyed in Azerbaijani
territories occupied by Armenian Armed Forces.

"Though representatives of international organizations and Minsk Group
co-chairs saw these atrocities, illegalities, they have not taken any
preventive measures. We condemn the company of the US, Azerbaijan’s
strategic partner, supporting this and demand the US to investigate
the problem and stop the company’s illegal activity in Azerbaijani
territory," the letter says.

The US Ambassador is asked to take a stance on the problem before
the international community and call on Armenians to refrain from
illegal acts, APA reports.
