Armenia Has All Possibilities of Quick Diagnosis of Avian Influenza

ARMENIA HAS ALL POSSIBILITIES OF QUICK DIAGNOSIS OF AVIAN INFLUENZA
AND PREVENTING ITS SPREADING

YEREVAN, MARCH 27, NOYAN TAPAN. One-day training of response to the
avian influenza was held on March 27 in Yerevan jointly by the World
Health Organization (WHO) and the Food and Agriculture Organization
(FAO), with financing of the U.S. Agency for International Development
(USAID). As Karl Fickenscher, the Deputy Director of the USAID Armenia
Office mentioned, the RA Government took important steps in the
direction of improvement of abilities to respond possible outbreaks of
the avian influenza. "I am sure that serious steps are taken in
Armenia, in the direction of securing people’s health," he said.
Representatives of all those ministries and departments who must took
corresponding actions of response in the case of possible outbreak of
the avian influenza participated in the training. Grisha Baghian, the
Chief of the State Inspectorate for Food Security and Veterinary
Science of the RA Ministry of Agriculture mentioned that Armenia has
all the possibilities for quick diagnosis of the avian influenza and
preventing its spreading. In his words, no case of the avian influenza
was fixed in the republic till now. G. Baghian mentioned that
prophylactic works are continued in the republic to prevent possible
outbreaks of the avian influenza: all the transport means entering the
country are disinfected, risk zones are controlled, no poultry
products are imported from those coutries where cases of the avian
influenza were fixed. The USAID envisages to organize similar
trainings in other countries of Europe and Eurasia for the region is
ready to counteract possible spreading of the epidemic.

mineral water and especially the formulation about occupied

Khachatrian, Chairman of Board of Zharangutiun (Heritage) Party,
stated this in his interview to Noyan Tapan correspondent. We will
remind that formulation that "Nagorno Karabakh is an occupied
territory making part of Azerbaijan" was included in the 2006 annual
report of State Department on Human Rights. And the U.S. Food and Drug
Administration (FDA) warned American consumers that mineral water
Jermuk imported from Armenia contains arsenic and is dangerous for
health. V. Khachatrian characterized both of these statements as
manifestation of pressure upon Armenia. As he estimated, pressure upon
Armenia by U.S. is conditioned by discontent with the activity of
Armenian authorities over the several past years. He did not exclude
that such position of U.S. can be conditioned by lack of real progress
in the sphere of democracy in Armenia where the situation has become
much worse. The second determining factor in the steps undertaken by
U.S., in V. Khachatrian’s opinion, is lack of any progress and advance
in the issue of settlement of Nagorno Karabakh conflict.

World Confederation of Turkish Unions To Be Created

WORLD CONFEDERATION OF TURKISH UNIONS TO BE CREATED AS A
COUNTERBALANCE TO ORGANIZATIONS OF ARMENIAN DIASPORA

ANKARA, MARCH 27, NOYAN TAPAN – ARMENIANS TODAY. Mehmed Azeriturk,
Secretary General of Federation of Turkish-Azerbaijani Organizations,
stated that organizations of Turkish-Azerbaijani diasporas decided to
create a world coordinating body, World Confederation of Turkish
Unions, which will regulate the activity of Azerbaijani and Turkish
non-governmental organizations.

"Armenians are able to make the whole world admit and recognize the
groundless assertions, which took place 95 years ago, while the
Turkish world comes across difficulties in the issue of counteracting
to assertions about Armenian Genocide in the international arena," he
stated in his interview to Zaman Turkish newspaper.

Azeriturk mentioned that the activity of that structure will extend in
the future and offices will open in U.S., Canada, France, Russia,
Australia and all Turkish colonies of foreign countries. In his words,
the Confederation’s Center will be in New York and all organizations
of Turkish world may join it.

Among the first and foremost problems of the organization are the
Nagorno Karabakh conflict, the Cyprus conflict and the problem of
Meskhetian Turks.

To recap, Conference of Turkish-Azerbaijani Diasporan Organizations
took place on March 9 in Baku with participation of Turkish Prime
Minister Recep Tayyip Erdogan, President of self-proclaimed Republic
of North Cyprus Mehmed Ali Talat and Azerbaijani President Ilham
Aliyev. A decision to extend cooperation of Turkish-Azerbaijani
organizations at the world level and to counteract to the intensive
activity of Armenian Diaspora was made at the conference.

Yerevan, 27 March: The Holy See of Echmiadzin said today that
representatives of the Armenian Apostolic Church (AAC) will not take
part in the opening ceremony of the Surb Khach Church in Turkey (Lake
Van, Akhtamar Island), planned for 29 March.

The main reason for this decision is the fact that "the church,
restored by the Turkish authorities, will be turned into a museum and
will not be functioning as a church under the religious sacred
authority of the Armenian Patriarchy of Constantinople", the press
service of Holy Echmiadzin told Mediamax today. The press service of
Holy Echmiadzin also said that the ceremony will bear a particularly
secular character, and according to the canons of the AAC, Holy
Echmiadzin will not participate in it.

"This action of the Turkish authorities, directed against the
Christian feelings of the Armenian people, cannot be perceived as a
positive step along the path to mutual rapprochement of the Armenian
and Turkish peoples, especially in the context of the general striving
for cooperation of nations, the dialogue of religions and cultures,"
the press service of Holy Echmiadzin said.

The invitation to take part in the opening ceremony of the Surb Khach
Church, sent by the governor of Van, was handed to the head of the
AAC, Catholicos Garegin II, through the Armenian Foreign Ministry.

National Unity, the Republican Party of Armenia, the Youth Party of
Armenia, the People’s Party, the Democratic Party of Armenia, the

Social-Democrat Hnchakian Party, the Nor Zhamanakner and Hanrapetutiun

Gates Says U.S. Open to More Talks With Iran on Iraqi Stability

March 27 (Bloomberg) — Defense Secretary Robert Gates said the U.S.
is willing to hold expanded talks with Iran about stabilizing Iraq
even as he cautioned that Iranian leaders are pursuing unacceptable
ambitions, such as a suspected quest for a nuclear bomb.

Gates described the March 10 regional meeting on Iraq in Baghdad as a
good start, in a speech to a conference on U.S.- Turkish relations in
Washington today. The U.S. is “open to higher-level exchanges” to
achieve political reconciliation and reduce violence in Iraq, he
said.

Iran is “invested and involved” in Iraqi affairs and should be part
of a regional effort to ensure that Iraq doesn’t become a failed
state, Gates said. He encouraged Turkey to set aside its opposition
to the U.S. invasion of Iraq four years ago and focus on its
neighbor’s future.

Gates’s remarks pointed toward an expanded political engagement with
Iraq’s neighbors even as the U.S. military intensifies its campaign
to drive out insurgents in Baghdad and hold areas for economic
rebuilding. Gates said that operation, led by General David Petraeus,
so far showed encouraging signs of progress, “though it is too early
to call them trends.”

While Iranian help would be worthwhile, Iranian aims in the broader
Middle East are cause for concern, Gates said. The search for Iranian
moderates has been mostly a “fruitless” endeavor since the Islamic
revolution, he said.

Mending Ties

A desire for moderation was at the heart of Gates’s message to
Turkey. His appearance at the annual conference, where military
officers and top policy makers from both countries mingle, carried
the symbolism of a relationship on the mend.

Gates recited a Turkish proverb, “A wise man remembers his friends
at all times, a fool, only when he has need of them.” Former U.S.
National Security Adviser Brent Scowcroft, a retired general who is
chairman of the American-Turkish Council, said the standing ovation
at the end of the speech was the first he had heard at the gathering
in several years.

Nabi Sensoy, the Turkish ambassador to the U.S., said he believed
Gates had made a “heartfelt” appeal to Turks to rebuild ties.
“Turkish-American relations are good and sound, and there’s a
determination on both sides to push things forward,” he said in an
interview.

Gates said while the relationship with Turkey had “undergone some
turbulence,” he pointed to Turkish help in Afghanistan, the use of a
Turkish air base and Turkish purchases of new American warplanes as
evidence of still vibrant ties. He said both countries should work to
tone down antagonizing actions and rhetoric.

Armenian Dispute

Already Gates has come out against a congressional resolution that
would declare that the massacre of Armenians in Turkey during World
War I was genocide. The Turkish government says while killings took
place, the bloodshed didn’t amount to a campaign of genocide.

Secretary of State Condoleezza Rice and Gates sent a joint letter to
House Speaker Nancy Pelosi on March 7 expressing their “deep concern
about the harm” that passage of the Armenian genocide resolution
“would cause U.S. efforts to promote reconciliation between Turkey
and Armenia.”

The two cabinet officials said passage would “significantly endanger
U.S. national security interests in the region,” citing the
logistical help Turkey provides for U.S. combat efforts in Iraq.

The letter noted that President George W. Bush already annually
recognizes the “horrendous suffering” of ethnic Armenians endured
during the final years of the Ottoman Empire.

The government of Armenia resigned after the death of Prime Minister
Andranik Margaryan. New prime minister will be appointed within ten
days. The resignation of the government after the death of the prime
minister is in accordance with the Constitution.

`Andranik Margaryan passed away in a crucial period for us when the
government must reach right solutions to find a way out of this
situation,’ said the Armenian president Robert Kocharyan.

The current period is really crucial. As crucial as the period which
preceded the death of Ashot Navasardyan and Vazgen Sargsyan, the
previous leaders of the Republican Party. Death in Armenia is
unfortunately becoming a political figure. The untimely death of
Andranik Margaryan, who was considered by many as a balancer in the
government, mixed the cards. It is possible that someone will have to
open his cards earlier, and someone will get new opportunities. And
though the political forces are reluctant to discuss before committing
the prime minister to the earth who will be appointed prime minister,
the problem nevertheless exists. Because the pre-election period is
not a matter of individuals or even political parties but the
philosophy of development of the state.

Within 20 days after the appointment the new prime minister will
appoint a new government, in other words, the government should be
shaped by April 26, and 16 days later a parliamentary election will be
held in Armenia. And after the first meeting of the new parliament
the government will resign.

It has already become known that the chair of the council of the
Republican Party, the minister of defense Serge Sargsyan will be
acting leader of the Republican Party after the death of Prime
Minister Andranik Margaryan, the leader of the Republican Party.
