Murdered journalist’s family want proof of government’s intention to
punish all those responsible

Reporters Without Borders today backed lawyers for the family of
Hrant Dink, the murdered Turkish-Armenian editor of the weekly
newspaper Agos, in a call to the Istanbul chief prosecutor to punish
all those who failed to act on information that could have prevented
Dink’s murder in Istanbul on 19 January.

Lawyer Fethiye Cetin said in the 15 March request that at least 17
messages warning of a plot to kill the journalist had been sent to
Istanbul police by police in Trabzon, where many of the suspects
live. The lawyers also demanded that all legal procedures in the case
be transferred to an Istanbul court.

Reporters Without Borders said it expected `action against police who
displayed disgraceful negligence in the murder of Dink and some of
whom showed sympathy for the suspected killer. However, the
authorities have hardly been convincing in their condemnation of the
murder.’

Cetin and his colleague Bahri Bayram Belen told the media that the
murder could not have been an isolated act only involving people in
the Pelitli neighbourhood of Trabzon. The numerous attacks by
ultra-nationalist groups since a bomb blast at a McDonald’s
restaurant in Trabzon in 2004 have continued since Dink’s death, they
said, suggesting that a `terrorist group threatening the democratic
rule of law’ was responsible.

Cetin demanded to know what had become of official legal action begun
against police in Samsun, the town where the suspected killer, Ogün
Samast, was arrested and where police officers had taken `souvenir’
photos of themselves with Samast.

Reporters Without Borders said the government had shown `little
evidence of its intention to put an end to ultra-nationalist
violence’ and `repeated threats to journalists and intellectuals
discussing the 1915 massacres of Armenians and the Kurdish question.’

And speaking of black and charlatanism: there is a Canadian by the name of Black, Conrad Black, who had everything any man ever desired —wealth, power, intellect, looks, and an attractive, young, and smart wife (both Lord and Lady Black are prolific writers) who now stands accused of crimes that could land him in prison for 101 years. And then there is Bush whose understanding of history never went beyond Hollywood westerns — a good guy on a white horse liberating Dodge City from the nefarious grip of a bad guy and his gang of cutthroats. With one difference: unlike Gary Cooper, Henry Fonda, and Alan Ladd, this particular Texan never planned to confront the bad guy himself at high noon or at any other time of day or night. He was going to let others do the killing, dying, maiming and being maimed. He may think of himself as the leader of the mightiest empire in the world but he is neither Caesar nor Alexander the Great or Napoleon. Even Hitler had more first-hand experience of war than he.

Once in a while, when I’ve got nothing better to do, I google myself and read some of the comments. When the insults or words with more asterisks than letters outnumber the positive comments, I know I have not lost my touch and must be on the right track.

It is said, on the day Christians discovered the Bible, every Protestant became a pope. Something similar could be said of the average Armenian who discovers a belief system or ideology: he becomes either a Torquemada or a commissar.

War becomes a viable option provided (a) it is winnable, and (b) the enemy is in the league with the devil.

Most Americans are against the war in Iraq today because (a) the war seems unwinnable, and (b) the only way to win it is to adopt the tactics of the enemy by doing to them what they would do if they had weapons of mass destructions, i.e. nuke them back to the Stone Age.

WHEN YOU SEE A BAD MAN

In an Armenian-Turkish discussion forum on the Internet, a Turkish writer has posted an article in which he quotes several foreign and ostensibly objective observers to prove that Armenians are no better than the worst scum on earth, thus implying that if [that “if” must be emphasized] if the Turks did what they are accused of having done to the Armenians, they did the world a favor by cleansing it of such vermin. What seems to escape this particular Turkish patriot’s attention is that, if what he says is true, then part of the blame must be shouldered by the Turks themselves because after 600 years of uninterrupted life in the Ottoman Empire, Armenians must be seen as products of Ottoman culture.

Question: What was it that made the Turks wait for 600 years to do what must be done? Compassion? Next question: Has anyone ever advanced the theory that compassion has been a central concern of the Ottoman Empire, or for that matter, of any other empire, especially at a time when its own survival was at stake?
*
This Turkish writer forgets that until the turn of the last century Armenians were known as “the most loyal [and therefore the most desirable and useful] millet” within the Ottoman Empire. It is only when the Empire began to disintegrate and every national group claimed its place in the sun that Armenians became the worst scum on earth. In other words, the reason why Armenians were targeted for extermination was not their moral turpitude or defective DNA but the most human and universal desire of all: that of self-determination. But again, it should be emphasized that most Armenians, very much like most Turks, lacked political awareness. The troublemakers were as non-representative of the nation as a whole as was the Young Turks’ ephemeral regime.

The world will be a better place on the day we all stop projecting our worst instincts on an alien group and start examining our own conscience. There is an old saying: “When you see a good man, emulate him. When you see a bad man, examine your own heart.”

Most political controversies are based on the assumption “our side speaks the truth, the other side lies.” Translated into dollars and cents, this simply means: my self-interest matters more than your self-interest. Whenever I read an opinion or commentary that assumes this fallacy to be a self-evident truth, I know I am dealing with a dupe and a moral moron.

We all know there is a difference between self-interest and self-sacrifice. We look up to heroes and martyrs and down on charlatans and swindlers. A politician is more akin to a charlatan than to an honest man, and propaganda works because there is a swindler in all of us.

Nagorno-Karabakh Republic Arkady Ghukasian on March 20 signed the NKR
Law on Suspension of Activity of Cash Register Users, the NKR Law on
State Assistance to Innovation Activity, the law on making amendments
to the NKR Law on Purchases, the law on making additions to the NKR
Law on Taxes, as well as the laws on making amendments and additions
to the NKR Law on Trade Tax, the NKR Law on Audit Activity and the

YEREVAN, MARCH 21, NOYAN TAPAN. In January-February 2007, Armenia’s
GDP grew by 9.4% on the same months of last year and made 186 bln
799.3 mln drams (over 519.1 mln USD). GDP index-deflator made 103.5%.

According to the RA National Statistical Service, in January-February
2007, industrial production declined by 1% in Armenia on the same
months of last year and made 93 bln 635.1 mln drams, that without
diamond production increased by 5.6% and made 92 bln 906 mln drams.

The gross agricultural output grew by 2.4% to 25 bln 313.1 mln drams,
construction – by 12.4% to 14 bln 436.5 mln drams, retail trade –
by 6.9% to 101 bln 767 mln drams, services grew by 14.6% to 72 bln
45.1 mln drams.

The foreign trade of Armenia increased by 51.5% on January-February
2006 and made 552.6 mln USD. Export grew by 18.9% to 135.2 mln USD,
import – by 66.2% to 417.4 mln USD. Foreign trade without diamond trade
grew by 65.9% to 501.2 mln USD, export – by 33.6% to 113.1 mln USD,
import – by 78.5% to 388.1 mln USD.

In January-Feruary 2007, consumer prices increased by 5.1% on the same
months of 2006, while prices of industrial production fell by 0.9%.

Monetary incomes of the population increased by 18.9% in
January-February 2007 on the same period of last year and made 229 bln
349.5 mln drams, monetary expenditures increasd by 19.5% and made 244
bln 438.7 mln drams. The average monthly nominal salary made 68.298
thousand drams (25.2% growth), including the salary of employees of
budgetary institutions – 51.944 thousand drams (26.5% growth), that
of employees of non-budgetary institutions – 83.683 thousand drams
(24.7% growth). In January-February 2007, the average exchange rate
of one US dollar made 359.85 drams, while in 2006 – 416.04 drams.

The number of officially registered unemployed persons made 84.5
thousand in Armenia in late February 2007, declining by 5.4% compared
with the respective index of last year.

developing dynamically. The trade turnover between the two countries
amounted to 160 million dollars in 2006, which is a considerable figure
(NT: in 2005, trade turnover made about 140 million dollars). The
Ukrainian Ambassador E xtraordinary and Plenipotentiary to Armenia
Olexandr Bozhko stated this at the March 20 meeting at V. Bryusov
State Linguistic University.

According to the ambassador, there are some problems in economic
relations, "but such problems exist in any relations. The important
thing is to solve these problems." In this connection O. Bozhko
attached importance to the sitting of governmental commissions of the
two countries, during which urgent problems, particularly the issue
of Port Kavkaz-Poti ferry link, will be discussed.

Assembly who imagine the economy well and have a corresponding
positive experience.

NA Deputy Khachatur Sukiasian expressed such an opinion at the March 21
meeting with journalists. In his words, "at the parliament there are
deputies having different knowledge, moved from the economic sphere
to the political field, but there are also deputies about who it is
not clear yet what speciality they have or from where they came."

Kh. Sukiasian is not of the same opinion with the viewpoint that a
person engaged in business must not enter the political field, in the
given case, the parliament. Responding the question, why he decided
to be engaged in the policy, the deputy answered: "And why not? Show
people who are engaged in independent policy, occupying the places
following the 3rd-4th ones in the proportional list of any party."

In the opinion of another NA deputy, Khachik Manukian, economic
figures secure balance in the political field. In his words, at present
businessmen must themselves present their interests and the economic
field at the parliament.

And when the number of parties will decrease to 3, in that case
businessmen may refuse deputy’s activity and assist parties. In his
words, 80% of 800 drafts discussed by the present NA related to the
sphere of economy.

the country, a candidate for European Union membership, to a summit
marking the 50th anniversary of the Treaty of Rome, saying it was a
missed opportunity to showcase a united European family.

European leaders are set to meet in Berlin on March 24-25 for a summit
marking the treaty that launched the European common market. They
are set to issue a declaration that they hope will give momentum to
prospects of an EU constitution and revive support among citizens
for the EU, which remains low in many member states.

Turkish Foreign Ministry Spokesman Levent Bilman said in a statement
issued Tuesday that, while summit organizers were free to decide who
to invite, Turkey and other countries that hoped to join the bloc
should also have been asked to attend.

"Had Germany invited candidate countries to the event, it would have
served as a meaningful development that would have showcased the
unity of the European family," Bilman said.

The predominantly Muslim country began EU membership talks in October
2005, but EU leaders partially froze negotiations in December because
of Turkey’s refusal to open its ports to EU-member Cyprus.

German Chancellor Angela Merkel, the summit’s host, is skeptical about
Turkey joining the EU. In opposition, she called for a "privileged
partnership" for the mainly Muslim country that would fall short of
membership, reports International Herald Tribune.

on the possibility of signing of an agreement on Karabakh between
Armenia and Azerbaijan upon completion of the Armenian parliamentary
election coincides with Yerevan’s stance, RA Foreign Minister Vartan

However, the latest meeting of the FMs in Geneva doesn’t offer
ground for such optimism. "The Genevan meeting was an extra proof of
availability of contradictions that are hard for us to alleviate.

Although the meeting was arduous we agreed to meet in April again. If
we manage to come to an agreement it will be possible to speak of
a presidential meeting then. Certainly, the meeting will take place
after the parliamentary election in Armenia," the Minister said.

The Armenian Minister also noted that Armenia’s position is
unchangeable: Nagorno Karabakh’s status should be determined through
a referendum to be held among the NKR population. As to the Kosovo
settlement sample, Oskanian said that various approaches should
be taken to various conflicts. "Nevertheless, if the international
community recognizes Kosovo’s independence, it will have a positive
impact on the Nagorno Karabakh conflict settlement. If not, we will
continue talks for a solution admissible for the population of Nagorno
Karabakh," he said.

Municipality Usurped Forestlands

The Gyumri Municipality has captured the forestlands belonging to
the forestry, claims Ashot Valesyan, chief head of the forestry. In
Mr. Valesyan’s words, an illegal deal was concluded; the municipality
usurped over 2000 hectares forestlands of Severski district. As a
result of this illegal bargain, the forest management won’t be able
to realise planting.

The Urban Planning Department of the municipality seems to be unaware
of the matter. They don’t know that the claim of the forestry has
already been submitted to the RA Ministry of Environment Protection.

Henrik Gasparyan, deputy head of the department states that 4.8-hectare
forestlands were given to the Gyumri municipality under the decision
of the RA Government.

But the department has no intention to realise tree planting in the
disputable forest areas.
