ANNUAL TELETHON LAUNCHES IN USA TO CONTRIBUTE TO
IMPLEMENTATION OF `ARTSAKH REVIVAL’ PROGRAM

The annual telethon launched today in the USA to
render financial assistance to the implementation of
"Artsakh Recovery" Program. "Hayastan" All-Armenian
Fund informed that it is envisaged to send the means
from the telethon for the recovery and development of
NKR’s Hadrud region. It is scheduled, in particular,
to restore the water-supply system, the health objects
and schools of the region. The 12-hour telethon will
be broadcasted from the TV studio in Los Angeles.
Broadcast to Armenia will be carried out by the Public
Television of Armenia. Moreover, it is envisaged to
rebroadcast the telethon to the countries of Europe,
Asia, Near East and in the USA. The largest cable TV
channels of the Armenian Diaspora, which also intend
to carry out the telethon rebroadcast, will join the
project.

TIGRAN TOROSIAN RA PARLIAMENT SPEAKER LEAVES FOR MOSCOW

The Delegation of RA Parliament members headed by RA
Parliament speaker, Tigran Torosian, left for Moscow
for a two-day official visit by invitation of the
chairman of the Federation Council of Russia’s Federal
Assembly, Sergey Mironov. The press service of RA
National Assembly informed that meetings of the
Armenian delegation members with the speaker of
Federation Council of Russia’s FA, S. Mironov, the
chairman of State Duma, Boris Gryzlov will be held
during the visit. Meetings in permanent commissions of
State Duma are also envisaged. The Days of Armenian
Parliament will be held within the frames of the
official visit in the Federation Council.

New Oppositional Body to Be Formed

NEW OPPOSITIONAL BODY TO BE FORMED

`The announcements of the authorities that the forthcoming
parliamentary elections will be transparent and fair are but an
illusion. The 2007 elections have already been held-de facto’, claims
Garnik Margaryan, Colone and leader of `Motherland and Honour’ Party.

Mr. Margaryan, can you give reasons for your statement?

Everything is visible. The elections are already fabricated under the
guise of charity. I cannot say definitely whether it is a party or a
charity organization but I am convinced in one thing; its head thinks
himself a giant or a monster.

He has been distributing potatoes, fertilizer to the RA residents to
provide his electorate in the elections. I wonder how a party can have
30 000 members if it doesn’t have an ideology. There is another
benefactor-Tigran Karapetyan who gathers his voters via songs and
dances. The authorities rely on the above-mentioned electorates and
want to show the international community that the elections are fair
and transparent in Armenia.

The previous elections have shown that people vote for the candidate
they want, though they take the bribes offered on the eve of
elections. Don’t you think that candidates had better take care of the
voters’ confidence than bother about the electorate formed via bribe
taking?

Yes, you are right. The 2003 elections proved that the authorities,
that had only 7 – 8 percent of votes, fabricated the elections. As a
result they had 51 – 52 percent votes. The previous elections have
also shown that the opposition cannot combat against the criminal
authorities with joint efforts. A committee must be formed which will
unite all the forces which are convinced that there is only one
outcome of the situation; to hold out-of-order elections to get rid of
the authorities.

And how do you imagine the formation of the new committee?

We already have `Civil Disobedience’, `Alternative’, `Anti-criminal
Movement’ and various suchlike oppositional movements which are
concerned about the future of the country. I don’t agree with the
wide-spread opinion that the Democratic Party of Armenia (DPA) has
already exhausted. They merely passed on to a milder policy. They
still have their stable electorate that follows Stepan Demirchyan with
nostalgia and trust him. Today, all the oppositional representatives
agree that the acting authorities are criminals and we must get rid of
them. That very ideology can become a stimulus for the oppositional
forces and unite them. I assume that the Opposition will be able to
set up a body available for all.

Our country has past, present and future. We cannot let the current
authorities deprive us of the future. We haven’t got oil supplies but
we have intelligentsia and scientists – the mental set,
instead. Today, the names of Armenian scientists appear in a number of
international magazines. Why should an Armenian scientist use his
abilities for the prosperity and future well-being of other countries?
A few years ago we said that the emigration increased in Armenia and
the population greatly decreased. We face a bitter reality because of
the authorities. The USA urges that the Armenian troops must be taken
out of the occupied territories and the troops of the NATO must be
located there to settle the U.S. matters with Iraq. And Russia says
that the NATO troops have nothing to do in the above-mentioned areas.

What will Armenia do in this situation?

We must be guided only by the interests of Armenia according to which
the NATO troops mustn’t enter the region. These authorities have
weakened the country so much that the superpowers treat us like a
ball. They get whatever they want from us. The same Russia exerted so
much pressure on us that deprived us of objects of military importance
under the program `Property in Return of Debt’. Provided Russia
strengthens its position in Armenia, it will not allow us to become a
member of any European structure. The USA also wants to make use of
Armenia for its own interests. If we sit awaiting for the decision of
the superpowers we had better surrender. And all this hustle and
bustle was caused by the current authorities. The country will not
prosper unless the RA Constitution guarantees protection for
Armenians. The emigration will continue, provided the prime minister
of the country announces that families can live on the 11 000 pension.

Should we blame only the acting authorities for the current situation
in the country? Don’t the Opposition representatives have their share
of guilt?

Certainly, they are also guilty. We couldn’t display enough
determination and prudence to combat against the criminal regime. We
couldn’t unite in 2003, 2004 and in 2005.

And why couldn’t the Opposition unite?

The reason is that Armenians suffer from megalomania, to be the
first. I can speak of it easily and openly as I don’t have such
ambitions. We must finally realise that the president of the country
can be one person and we must allow people decide themselves. This is
bitter and cruel reality.

And do you have guarantees that the Opposition will not repeat the
same mistakes?

I call on the Opposition to be sober. We have no way back. All the
means to stop this regime are justified. Who says that political
disobedience is not a constitutional norm? It is one of the
fundamental rights of people. The regime has drawbacks and the society
doesn’t obey it. The point is that we overestimate the acting
regime. But in fact they are rather weak.

Why do you think that the current authorities are weak?

There are numerous examples. Let’s take the visit of the Defense
Minister to Iraq. Serge Sargsyan anticipated guarantees from
Condoleeza Rise. Our authorities are in a constant search; they always
seize the opportunity to meet with the superpowers. Today, our
high-rank officials see the indifference of the North that’s why they
have turned to the West. The economy of the country is number one
priority of the Armenian authorities. Only the country with
`self-service’ can maintain the liberated territories and its victory.

The acting regime came to power with the slogan, `we shall not giving
the territories back’. What is your opinion on the RA policy in view
of the Karabakh conflict?

They deem their policy objectively in their announcements. If the
Defense Minister announces that Aghdam is not an Armenian territory,
or they have liberated the territories on condition to return them
later or to initiate trade in those territories, I have nothing more
to say about him. I only advise Mr. Sargsyan to view the pages of
history and to turn to politicians’ help. The whole world is aware
that the second Tigranakert is in Artsahk. Perhaps, only the Defense
Minister is unaware of it. These authorities have `labeled’ themselves
with their evaluations to the former regime. The main difference
between them is that unlike the former authorities, the current
authorities cannot accept their defeat with honour.

What `label’ do you mean?

The label of betrayers. The RA authorities have no right to forget
Erablour and the innocent victims of Armenia and Artsakh. The most
striking point is that they want to keep their office. But they should
bear responsibility for every robbery, political murder, the
parliamentary carnage of October 27 and the white Genocide of the
Armenians over the past 4 – 5 years initiated by them.

RAP NEEDS A MILCH COW NO LONGER

Haroutyun Arakelyan, chairman of Ramkavar Azatakan
Party (RAP), is indignant at Ara Abrahamyan, the
President of World Congress of Armenians and the Union
of the Armenians of Russia.

`I shall pursuit him to the end’, declared Haroutyun
Arakelyan in the club `Urbat’ today.

RAP is no longer a member of the World Congress of
Armenians as they came to realise who `Ara Abrahamyan
is in reality’.

Mr. Arakelyan claims that they realised it long ago
but they have decided to abandon the structure now,
after three years’ work. In Mr. Arakelyan’s words, the
World Congress of Armenians is in a terrible state, on
the verge of collapse.

Haroutyun Arakelyan says that RAP was one of the
founders of the structure which then had over 2000
members.

Mr. Haroutyun’s offence is not determined by the fact
that Ara Abrahamyan refused to sponsor their party in
the forthcoming elections. They merely don’t want to
trust the fate of the party to a man like Mr.
Abrahamyan who is `far from being a generous person’.

As for the alliance RAP-Ara Abrahamyan during the
previous elections, Mr. Arakelyan says, `We found a
milch cow. Why shouldn’t we fleece him?’ Then Mr.
Arakelyan added that they really respected and had
close ties with Ara Abrahamyan’s family and his
brothers.

Mr. Arakelyan didn’t say which party they will join in
the 2007 Parliamentary elections. He only noted that
they currently cooperate with Samvel Babayan and it is
upon the party’s congress to decide.

He claims that ideological struggle is apparent in the
political field and the political mentality has not
developed in the country since 1988.

POLICY, TRICK OR A POLITICAL BARGAIN?

Today the guests of the `Hayely’ club were politician
Levon Zaroubyan, Rouben Hovsepyan, member of
Dashnaktsutyun Party and Paruyr Hairikyan, leader of
the Union of National Self-Determination.

`The recognition of the Armenian Genocide is but a
moral category. The worst point is that the acting
administration shifted the genocide issue into the
political sphere. Thus, it became a theme of political
debates and political bargain’, maintains Levon
Zaroubyan.

His opponent Mr. Hovsepyan noted, `Morality has no
place in this world, and it is inadmissible when the
authorities do nothing in connection with the
recognition of the massacre and build museums or
convene symposiums instead’.

Prior to Mr. Hovsepyan’s remark on museums, Levon
Zaroubyan had announced that their administration took
serious measures in view of the genocide recognition.
They have initiated their policy since 1991. The
Genocide Museum was opened in 1995 and the first
summit was convened with the participation of genocide
experts.

At that moment Paruyr Hairikyan entered the debate. He
said that the UNO has launched the recognition of the
Genocide since 1987 and our authorities could do
nothing on this score.

Mr. Hairikyan assumes that the criminal mustn’t be
sent for and asked whether he has committed any crime;
he must be immediately punished.

The leader of the Union of National Self-Determination
the authorities find the recognition of the Genocide a
game with their participation.

«Is there a law in Armenia under which the refuters of
the Genocide will be punished».

Levon Zaroubyan says that the current authorities use
the issue for two objectives; first of all they want
to divert people’s attention from many social,
political issues, and secondly, they want to enjoy the
votes of the Diaspora during the elections.

While speaking of the tendencies of the recognition
procedure, MR. Hovsepyan said that the procedure
lingers as the countries which were supposed to
recognise the Armenian Genocide have already done it
whereas the others are waiting for the USA’s final
decision.

As for the Turkey’s membership to the European Union,
Mr. Zaroubyan said that Turkey’s chances are few. But
Turkey’s membership is favorable for Armenia as we
shall have a predictable neighbour and a borderline
with the EU in that case.

By the way, Mr. Hovsepyan mentioned that when the EU
declares that its `doors are not open for everyone’ it
means not only Turkey, but also the countries of South
Caucasus, including Armenia.

On this score, Mr. Hairikyan said that the EU is first
of all a system of values; if you don’t accept this
system, you have no chance of membership.

Aliev Threatens Again

ALIEV THREATENS AGAIN

Regardless of the fact that Ilham Aliev agreed to
meet with his Armenian counterpart Robert Kocharyan on
the Karabakh conflict peaceful settlement, today he
made the following announcement, «It is impossible to
grant the NKR the status of an independent country».

According to the Trend agency Ilham Aliev made this
announcement during the interview with Abu-Dabi TV
Station. «Armenians seek freedom for the NKR but it is
improbable. Azerbaijan will never accept it. We cannot
give only sovereignty».

Ilham Aliev remarked that Azerbaijan is trying to
settle the matter in a peaceful way and noted, «If
Armenians want to see the conflict settled and live in
safety, they must implement the commitments of
Resolution 4 of the UNO Security Council».

Though Mr. Aliev spoke of the peaceful regulation of
the conflict, he again couldn’t avoid making
militaristic announcements. «At the same time we are
strengthening our economy, army and hence must be
ready for the liberation of the occupied territories.
It is our legal right».

Azeris Demand to Change the Acting Co-Chairs

AZERIS DEMAND TO CHANGE THE ACTING CO-CHAIRS

The Azeri community of the NKR is displeased with the
Minks group work. `We call on you to organize a
meeting with the Co-Chairs each time they arrive in
the region. Since the formation of the OSCE Minsk
group, the group has exerted pressure on us in order
to give the occupied Azeri lands to Armenians.

All the Co-Chairs are partial. We demand their
change’, announced Deputy Elmar Mammadyarov, member of
the Azeri community of the NKR according to the APA
agency.

By the way, Mammadyarov is especially discontent with
Minsk group U.S. Co-Chair Mettew Bryza. `The USA deems
itself as a symbol of democracy, peace and justice and
recognizes the regional wholeness. In this respect,
why should they render financial assistance to the
separators of the NKR?’

The heads of the country conducting a separating
policy are also criminals. They regularly visit the
USA to meet with the administration of the country.

The position of the American Co-Chair goes in line
with that of Arkadi Ghyukasyan and Robert Kocharyan.
Bryza meets with the representatives of criminal and
separatism world and supports their activity instead
of meeting with us.’

«When a child I couldn’t understand how could a few
Turks displace over 10 000 Armenians and murder them.
But today, I already understand it. Nowadays we
counter the same phenomenon», announced Arkadi
Karapetyan, president of «Erkrapah» Union during the
first conference of Civil Disobedience Movement.

Mr. Karapetyan claims that we must forget about our
political views, preferences and unite as the moment
is pressing. «To give you a full picture of my
personality, I can add that I have got a house in
Yerevan, but I don’t have my business. I just want to
proceed the deal we initiated in Artsakh», said Mr.
Karapetyan.

In his words it is time to act and not to speak.

There were also other guests at the conference. They
maintain that today’s chaos is determined by the fact
that the current regime is constantly breeching human
rights.

Susanna Haroutyunyan, president of «Armenian Mothers»
NGO, claims that disorder reigns in all marzes of
Armenia. Each marz is ruled by some criminal
representative. Each day thousands of crimes are
committed at our sight but no one bears responsibility
or is punished for his wrongdoing.

Mr. Haroutyunyan was indignant at the Prime Minster’s
announcement that Armenian can live on the 11 000 AMD
pension. «Even the mouse of the Prime Minster cannot
live on that sum».

Today, Vachagan Hakobyan, president of «Protector of
the Right to Property» NGO also joined the
disobedience movement members. «Let’s ally and combat
these robbers with joint efforts», offered Mr.
Hakobyan.

Academician Rafael Ghazaryan was among the movement
representatives too. By the way, he has been seriously
ill for a few months. «I am abandoning this world but
so far I don’t see the country I longed to have».

The current authorities lead the country to collapse.
No justice is administered. And when people see that
their hopes are frustrated they become disappointed. I
call on you not to surrender and to struggle till the
end. I am glad that such movement was launched in
Armenia», ended the academician.

On November 27 at 12:00 the Civil Disobedience
Movement will hold a meeting opposite the
Constitutional Court in connection with the frauds and
fabrications of the Constitutional amendments.

Harutiun Arakelyan, chairman of the Armenian Ramkavar
Azatakan Party (Armenian Liberal Democratic Party),
said he has been brought up in Kentron community and
will nominate his candidature at the 9th electoral
unit in the same community on the majority list. `It
is not excluded that some other party member nominate
themselves on majority list in other places,’ he said.

Arakelyan does not exclude that some community
authorities may win the elections with money or other
methods. `We will not make a tragedy out of it,’ he

POLITICIAN SAYS NO EUROPEAN WILL ALLOW ARMENIA TO APPROACH EU

Turkey will be as dangerous as part of the European Union as it is
today, Ruben Hovsepyan, member of the Armenian Revolutionary
Federation (Dashnakcutiun), said.

Levon Zurabyan, ex-press spokesman of the ex-president of Armenia,
believes Turkey will be more predictable within EU. However, he thinks
EU is not very interested in having Turkey as its member.

Speaking about Armenia’s membership to EU, Paruir Hairikyan, chairman
of National Self-Determination Union, said, `How can any European
allow Armenia to approach EU when 4 political parties distribute
