V.OSKANIAN: INTERNATIONAL DOCUMENTS SIGNED BY RA IN LEGAL SPHERE WILL
BE RATIFIED IN SHORT TERMS

YEREVAN, OCTOBER 13, NOYAN TAPAN. On October 13, RA Foreign Minister
Vartan Oskanian received Tomas Hammarberg, Council of Europe
Commissioner for Human Rights, who has arrived in Armenia for taking
part in the 27th conference of CE Justice Ministers.

According to the report submitted to NT from RA Foreign Ministry
Press and Information Department, the interlocutors spoke about
Armenia’s joining the human rights sphere international conventions
and process of ratification of signed agreements. Minister Oskanian
assured that ratification will be done in as short time as possible.

The sides also discussed legislative initiatives in human rights
sphere that followed the constitutional reform in Armenia and
possibilities of their full-value use.

At the guest’s request Minister Oskanian in general outline presented
the Nagorno Karabakh settlement process.

Tomas Hammarberg was born in 1942, in Sweden.

T.Hammarberg was elected as Commissioner for Human Rights on 2005
October 5 by PACE. He assumed the post of the Commissioner since 2006
April 1 succeeding CE first Commissioner for Human Rights, Mr Alvaro
Gil Robles.

In 2002-2005 T.Hammarberg was Secretary General of Olof Palme
International Center in Stockholm, in 2001-2003 Regional Adviser to
UN Commissioner for Human Rights on Issues of Europe, Central Asia
and Caucasus. In 1996-2000 he was appointed by UN Secretary General
Kofi Annan as UN Secretary General’s Representative for Human Rights
in Cambodia. He was also member of the Refugees Working Group of East
Europe multi-lateral peace process. In 1994-2002 he was the special
ambassador of Swedish government for humanitarian issues.

AZERBAOIJAN WAGES ACTIVE INTERNET WAR AGAINST ARMENIA AND NAGORNO
KARABAKH, ROSBALT REPRESENTATIVE SAYS

YEREVAN, OCTOBER 13, NOYAN TAPAN. "Since the start of the Karabakh
conflict, Azerbaijan has conducted an Internet propaganda at the
state level against Armenia and Nagorno Karabakh." Samvel
Martirosian, Armenian representative of the Rosbalt news agency,
stated this at the October 13 seminar "Information War in the
Internet and Armenia" held at "Noravank" scientific and education
foundation. According to him, Azerbaijan is quite efficient in its
war against Armenia in terms of information websites and resources,
often resorting to misinformation.

Thus, according to S. Martirosian, DAY.az site spreading
misinformation is currently considered to be the main and most
frequently visited Internet site in the South Caucasus. It provides
information about the region, and even the Armenian mass media uses
information available at this site. "It is noteworthy that after
registering key words related to Armenia and Nagorno Karabakh in the
Internet, Azerbaijani information resources become availabale first
of all," S. Martirosian noted.

According to him, Azerbaijan also uses hacker methods in its
information war against Armenia in order to damage Armenia’s Internet
resources temporarily or permanently, with the Armenian side trying
to counteract.

In his opinion, taking all this into consideration, it is important
for Armenia to ensure information security in this field. S.
Martirosian said that shortcomings of Internet propaganda are in
certain cases related to insufficient development of the Internet and
especially Internet resources, to that fact that Armenian mass media
are not fully informed, etc. The successful work of Armenian Internet
resources in some cases is due, in his words, to efforts of
enthusiasts.

Newly elected dep. of Akhltshkha assembly turns down his mandate

NEWLY ELECTED DEPUTY OF AKHLTSKHA REGIONAL ASSEMBLY TURNS DOWN HIS
MANDATE

AKHALKALAK, OCTOBER 13, NOYAN TAPAN – ARMENIANS TODAY. Yura
Melkonian, elected the deputy of the Akhalkalak Regional Assembly on
October 5 from the rural community of Tsghalkbila, turned down the
deputy’s mandate under pressure of the village population.

According to A-Info, Yura Melkonian won his rival Sergey Babajanian
only with privilege of 150 votes, falsifying about 300 votes:
cooperating with disctrict electoral commission members, he fixed in
his favour votes of people not living in Tsghaltbila.

To all probability, the Akhaltskha regional electoral commission will
soon give the mandate of the regional sakrebulo to Segey Babajanian.

Regional Sakrebulos formed as a result of elections of the local
self-government bodies taken place on October 5 in Georgia were made
public, the A-Info agency states.

According to it, 27 Armenian, 5 Georgian deputies were involved in
the staff of the Akhalkalak Regional Sakrebulo, 19 Armenian deputies
and 1 Georgian in Ninotsminda, 8 Armenian and 17 Georgian deputies
were elected in Akhaltskha.

Europe chess club teams championship being held in the city of
Innsbruck, Austria. At the 5th stage held on October 12, the team
representing Armenia won with a score of 2.5:1.5 the Saratov
"Economist" and continues alone heading the tournament table with 9
points. The Georgian "Energy Invest Sakartvelo" has a pointer less
than the leader and occupies the 2nd horizontal.

At the men’s tournament, the Armenian "Bank King" played a drawn game
at the 5th stage with the RF "Tomsk – 400" and shares with 8 points
the 3rd-9th places.

Draft Constitution of the Nagorno Karabakh Republic, adopted at first
reading in the Parliament on October 6, was published today in a
special issue of `Azat Artsakh’ newspaper. The newspaper published
also the address of the NKR National Assembly to people, which says
in particular, `We anticipate your active and interested
participation in the discussion of the Main Law of the country.’
NKR citizens can present their remarks and suggestions both to the
Parliament and the working group of the NKR Constitutional
Commission.

Azeri Milli Majlis to send a second protest letter to the French

Chairman of Azerbaijani Milli Majlis Oktay Asadov has condemned the
bill penalizing negation of the Armenian Genocide the French
Parliament adopted October 12, `Trend’ agency reports.
Asadov noted that the adoption of the bill `contradicts democracy and
human freedom.’ He said Armenians of France played a great role in
the adoption of the document.
It has been decided that on behalf of Milli Majlis a special
commission will prepare a second letter to the French Parliament. The
commission will be chaired by Vice-Speaker of Milli Majlis Bahar
Muradova.

Armenian films return from int’l film festivals with prizes

ARMENIAN FILMS RETURN FROM INTERNATIONAL FILM FESTIVALS WITH PRIZES

YEREVAN, OCTOBER 13, NOYAN TAPAN. Armenian films returned from
international film festivals with good results. Only at the New
Cinema (Novoye Kino) international festival held from September 29 to
October 7 in Smolensk, Armenian cinematographers gained three
"weighty prizes." Ruben Gevorgiants, Chairman of the Armenian Union
of Cinematographers, said this at the October 13 press conference.

Film director Armen Khachatrian’s 63-minute documentary "Hope,
Belief, Love" was awarded the festival’s Grand Prix. Edgar
Baghdasarian’s "Mariam" feature film received the Best Script prize
and Arman Yeritsian’s documentary "How Do You Do Felini" was given
first-class diploma.

Earlier, animator Naira Muradian’s animation film "Small Soldier" had
received Grand Prix on the Best Experimental Film nomination at the
International Film Festival held in Belarusian city of Mogilev. And
Hrant Hakobian’s documentary "Inhabitants of Forgotten Islands" was
awarded first-class diploma at the Kinoshock International Festival
of Anapa.

In E.Baghdasarian’s words, works by cinematographers of different
countries of the world were presented at the festival, but most of
prizes were received by Armenia. As he affirmed, many people shoot
films today, this is not difficult. "If you have money, you can shoot
a film, but not any film is a real one. One shoult shoot good films."

OSCE Mission revealed no cases of truce violation

In compliance with an earlier agreement with NKR authorities, October
13 the OSCE Mission carried out planned monitoring at the contact
line of the armed forces of Azerbaijan and Nagorno Karabakh near
Gyulistan settlement in Martakert region.
Press Service of NKR Ministry of Foreign Affairs informs that from
the positions of NKR Defense Army the monitoring group was headed by
the Personal Representative of the OSCE Chairman-in-Office Andrzej
Kasprzyk. The monitoring croup comprised Field Assistants of the
Personal Representative of the OSCE Chairman-in-Office Peter Kii
(Great Britain) and Gunter Folk (Germany). The monitoring was held
according to the preset schedule. Different from the Karabakh side,
the Azeri party did not lead the OSCE Mission to its front positions.
The monitoring revealed no cases of truce violation. From Karabakh
side the monitoring mission was accompanied by representatives of NKR
Ministries of Defense and Foreign Affairs.

October 13 RA Foreign Minister Vartan Oskanian received Council of
Europe Commissioner for Human Rights Tomas Hammarberg, who arrived in
Armenia to participate in the 27th sitting of CoE Justice Ministers.
The interlocutors dwelt on the issue of Armenia’s joining the
international conventions in the sphere of human rights and the
process of ratification of the documents signed. Minister Oskanian
confirmed that the ratification of the latter will be completed as
soon as possible.
The parties discussed the legislative initiatives after the
Constitutional amendments and the opportunities of full
implementation of these.
At the request of the guest, Minister Oskanian generally presented
the process of settlement of the Nagorno Karabakh conflict.
