DEPUTY SAYS ARMENIAN LAND ON AUCTION

Viktor Dallakyan, member of parliament, blamed power authorities
today in "putting the Armenian land into auction."

In his words, the Armenian-Georgian committees must have finished
the design of the state border by the end of this year. Dallakyan
cited Armenian deputy foreign minister Gegham Gharibjanyan as saying
that the committees are suggested to be guided by the decisions of
the central executive committees dating back 1938. However, Dallakyan
said Andranik Margaryan refuted this statement saying the negotiations
are not around the map of 1938.

The deputy says 1938 map is unacceptable since there is a danger of
losing Armenian land. He said the point is about giving away land in
former Borchalu region to Georgia.

President Of Azerbaijan Makes Contradicting Statements

The Azeri President Ilham Aliev made two contradicting statements in
the course of three days. He said, "I have assigned the government and
patriots of Azerbaijan to fight against Armenia in all fronts until
they leave our territory. When they do so, our relations will come back
to normal again and we can live side by side like neighbors." Shortly
after this statement, Aliev said, "Azerbaijan has friendly relations
with all states in the region and with its neighbors."

Aliev made the address to the government of Azerbaijan and Azeri
patriots in an interview to Al-Djazura, an Arab TV station, speaking,
in fact, to mainly Muslim community. Aliev also claimed that Yerevan
conducts "policy of aggression to its neighbors." Azerbaijan
probably forgets that she is making militaristic statements
herself.

The main task of the development of information technologies in
Armenia at the present phase is formation of information community,
Ara Hakobyan, adviser to the Armenian prime minister, told a press
conference today. In his words, it is necessary to qualitatively
change the policy and dispositions to IT to attract the community and
investors to the field which will eventually result in economic growth
of the country. He said IT ratio in GDP makes up 2%, which he said is
"not bad."

Summing up of IT month in Armenia, which ran from September 15
to October 15, the adviser to the head of the government said the
participation involved large geographic scope.

Ara Hakobyan underscored cooperation agreements with Sun Microsystems
and with Incubator of Enterprises, Unions of Information Technologies
of Armenia and an identical organization in Egypt. Hakobyan said the
mentioned documents open opportunities for educational and research
centers in the region and on the international level."

Torben Holce Is Pleased With Armenia

For the last five years the relations of Armenia with the EU have
developed considerably. This was the opinion of Torben Holce, the head
of the European Committee delegation to Georgia and Armenia. Today
was the last day of Torben Holce in this post. Pierre Ilgand will
replace him in this post.

In 2004 Armenia was included into the EU New Neighborhood Policy
program. The national action plan for Armenia has been confirmed
lately. According to Holce, the visits of many European officials to
Armenia and Armenian officials to Europe within the framework of the
program give us grounds to hope that the cooperation between Armenia
and the EU will be enhanced.

"The national action plan organizes a number of events which will
hold the economy of Armenia and a number of political structures up
to European standards", Mr. Holce said.

Asked the question if he is pleased with his mission, the diplomat
gave a purely diplomatic answer, "Yes, I’m very pleased. I have
cooperated with the authorities of Armenia and it is rather sad to
leave this country".

Alber Poghosyan, chairman of Rober Poghosyan and Friends Fund
and member of board of directors of All Armenia Fund, decided to
reconstruct Pushkin park on USD 600,000 donation. Naira Melkumyan,
the executive director of All Armenia Fund, said Kentron community
administration and Kentron green company have agreed to rent the
park to Rober Poghosyan foundation for 21 years. Melkumyan said,
water pools, a theater, public toilets, cafes, security posts and
children swimming pool will be built in the park. She said it is a
unique way of promoting tourism in Armenia also saying the park will
have Armenian and Japanese elements.

Moscow May Vote for Anti-Iranian Punishment Measures, if ….

US State Secretary Condoleezza Rice warned the Iranian authorities that
in case they continue the implementation of their nuclear program,
the Country will have to face the punishment measures that were
approved by the UN Security Council and applied against Korea.

AFP informed that Rice stated that she expects UN Security Council
to begin elaboration of the resolution on the Anti-Iranian punishment
measures already this week. Rice stated that countries like Korea and
Iran create main threats against the spreading of the anti-nuclear
regime.

On Saturday, UN Security Council unanimously adopted the bill on
anti-Korean resolution and initiated punishment measures for the
nuclear tests carried out by Korea on October 9. The American try to
make UN decide to take punishment measures against Iran as well. Iran
continues concentration of uranium in its territory.

The representatives of the European Union carried out 4 stages of
negotiations with the Iranians in order to stop the concentration
of uranium. The negotiations yielded no positive results. Thus, EU
decided to submit Iran’s "nuclear case" to the UN Security Council
to secure the implementation of the Anti-Iranian resolution.

USA and EU fear that the nuclear program of Iran will help the Iranians
create nuclear bomb. As for Russian and China, these countries are
against the anti-Iranian punishment measures and they may use their
right for veto.

Russia stated yesterday that it may vote for the anti-Iranian
punishment measures at the UN Security Council, if USA
reconsiders its decision concerning "Soukhoy" and "Rusboronexport"
Russian companies. In August, the US State department applied
punishment measures against these two Russian companies for their
military-technical cooperation with Iran.

Une trentaine de ressortissants turcs de Roumanie ont manifeste
mercredi devant l’ambassade de France de Bucarest contre la proposition
de loi adoptee par le Parlement francais sur le genocide armenien,
a constate l’AFP.

"Il ne faut pas que les politiciens prennent de decisions sur la
verite historique", pouvait-on lire, en francais, sur l’une des
pancartes brandies par les protestataires.

Certains d’entre eux ont depose, a l’entree de l’ambassade, une lettre
de protestation contre cette proposition de loi sur le "soi-disant
genocide armenien", a pour sa part indique l’agence Mediafax.

Les socialistes francais sont a l’origine de cette proposition,
adoptee jeudi dernier en première lecture par les deputes, et rendant
passible d’un an de prison et d’une amende de 45.000 euros la negation
du genocide armenien, ce qui a par ailleurs provoque la reprobation
de la Commission europeenne.

Les massacres et deportations d’Armeniens entre 1915 et 1917 dans
l’Empire ottoman ont fait plus de 1,5 million de morts selon les
Armeniens, 250.000 a 500.000 selon la Turquie, qui recuse la notion
de genocide.

Turkey was told yesterday by the European Union that it had to
safeguard freedom of expression in the country as a "matter of urgency"
amid diminishing expectations that Ankara’s stalled membership bid
can be revived.

Olli Rehn, EU enlargement commissioner, told Turkey’s delegation at
the last formal meeting between the two this year that it was not
good enough to merely wait for Turkish judges to rule on the issue
and that legislative action was needed.

Yesterday’s meeting took place amid widespread expectations that
Ankara’s membership talks would reach a crisis point later this year
and could prove impossible to retrieve.

The European Commission’s hopes of convincing Turkey to carry out
reforms have been greatly complicated by France.

Last week the French National Assembly supported a bill that would
make it a crime to deny that there was a genocide of Armenians during
the last years of the Ottoman Empire. Turkey says no genocide occurred.

Abdullah Gul, Turkey’s foreign minister, yesterday said the National
Assembly vote had hit France’s prestige as a country that allowed
full freedom of expression, while adding that Turkey would not repeat
France’s mistakes.

But he failed to give a clear signal that Turkey would revise or
remove article 301 of its penal code, which forbids denigration of
the Turkish state. Instead, he merely said that "we are following
the implementation (of the article) closely and we will do what
is necessary".

Brussels believes that Turkey’s reform process has slowed dramatically
and will issue a critical report next month. Its conclusions will
form the starting point for a debate between EU member states on
whether to declare a formal suspension of talks.

This is likely to be decided by heads of state and government later
in the year.

In effect the negotiations have already stopped, with Cyprus, which is
an EU member state but has no diplomatic relations with Ankara, vetoing
the opening and closing of any of the individual dossiers in the talks.

Cyprus makes clear it will not approve any such steps while Turkey
fails to meet an EU deadline to open its own ports and airports to
Cypriot vessels.

An attempt to break the deadlock by Finland, the current holder of
the EU presidency, has shown little sign of being accepted.

The proposal would see the EU taking charge of a port in the Turkish
Cypriot northern half of the island, to allow Turkish Cypriots to
trade with the rest of the EU, and return a nearby town to the Greek
Cypriot south.

MFA delegation led by Undersecretary Famiano Crucianelli. The parties
noted the high level of relations between Armenia and Italy and spoke
for their strengthening, especially in the economic and educational
sectors. The Italian MFA official said Italy is ready to assist
Armenia within the European Neighborhood Policy. The interlocutors
also referred to the Armenian-Turkish relations and the Nagorno
Karabakh conflict settlement, reports the RA MFA press office.

Andranik Margaryan said that it’s an honor for the Armenian delegation
to be hosted in the French parliament remarkable for its rich history
and traditions. Andranik Margaryan underscored that the delegation
arrived in Paris for opening of the Year of Armenia in France and
has already held some important meetings in the Senate. October 18
the delegation will take part in a solemn event dedicated to the 15th
anniversary of Armenia’s independence.

Recently we have had the opportunity to speak our friendship. These
are not empty words. The Armenian-French ties record centuries-old
traditions.

Today they are active and multisided. Several weeks ago French
President Jacques Chirac paid a visit to Armenia. Our people welcomed
him with great warmth. We evaluate this visit as recognition of a
successful way towards legal state, developed democracy and free
economy the RA passed during 15 years," Premier Margaryan said.

He also remarked that Armenia always felt the support France and
its people. In his words, France assist the process of Armenia’s
integration into the European structures and takes part in the Nagorno
Karabakh conflict settlement as the OSCE MG Co-chair. Major French
companies invest in the Armenian economy. "The French parliament plays
an important role in these processes. There are a number of groups
assisting in the implementation of various programs on Armenia. The
people who gathered here are our friends and it does not matter
whether they represent the ruling party or the opposition. We assess
highly sincere friendship and I am extremely glad to see that our
intergovernmental ties are built on mutual respect, cooperation and
friendship," Margaryan said, reports the RA government’s press office.
