The Foreign Minister of Finland Erkki Tuomioja has declared that the
Armenian Genocide that took place in the Ottoman Empire at the turn
of the century is not an "exaggerated definition" and Turkey must be
ready to acknowledge it.

According to "Anatolu" agency, the Finnish Foreign Minister said that
with ratification of the bill criminalizing Armenian Genocide denial
the National Assembly of France "made a mistake" and the French
Parliament should refuse from the idea. He said that Parliaments
should not write laws about historical facts. "Black pages can be
found in the history of any country, society or religion. The most
important is for the country to face its history and accept it."

The anger and delight which greeted Orhan Pamuk’s Nobel prize in
Turkey are no surprise, says Elif Shafak. Turkey has always expected
novelists to provide more than words

When news that Orhan Pamuk had won the Nobel prize for literature
reached Turkey, the literary world and wider society were split
in two. Pride and condemnation went side by side. After all Pamuk
has never fitted into the role which Turkish society demands of its
novelists. Dedicating all his life to literature, he has always been
more absorbed in his own fictional world than the "real" world outside.

Ever since the end of the 19th century Turkish society has been in a
hurry. Abdullah Cevdet, one of the most radical thinkers of the late
Ottoman Empire, asked despairingly "how long has it taken the western
world to reach the level of civilisation that they now enjoy? Four
hundred years perhaps? Can we wait that long?" His conclusion was
that in order to catch up with western civilisation the flow of time
had to be speeded up. This was the task that fell upon the Turkish
intelligentsia – to quicken the flow of history, to expedite the
process of westernisation – placing writers at the forefront of
efforts to mould Turkish society.

With the establishment of a modern, secular Turkey, literature took
on an even greater role. The new elite, depicting the new regime as
a fundamental transformation from eastern civilisation to western
civilisation, aimed to make culture the cement of the modern
Turkish nation-state. For them modernisation and secularisation
meant a complete detachment from the past, a mistrust of anything,
of everything associated with the Ottoman heritage. The Turkish state
elite was ready to speed up the flow of history from above.

So the novel – a literary genre which was new, modern and, unlike the
old tradition of poetry, utterly western – gained a unique position.

No wonder then that a novelist is always more than a novelist in
Turkey. He is, first and foremost, a public figure. Novelists are the
"babas", the fathers of their readers. They are loved and hated, looked
up to and looked down upon. This is a society which is writer-oriented,
not writing-oriented.

Orhan Pamuk has been working against this background for years. He
writes with great passion and determination, all the while endorsing,
publicising and internationalising the Turkish novel. As conspicuous
as his books have been, he himself has always remained almost
unreachable. If he has been any kind of "baba" to his readers he has
only been a detached father more inspired by his own imagination
than by his nation. Perhaps it is this that triggers some sons,
some segments of Turkish society, to attack him.

As a Turkish woman writer, I too have often felt out of tune with the
baba tradition. While the son-society keeps discussing the implications
of this award, I am filled with delight, pride and optimism. Pamuk’s
Nobel is not only a great honour for him and for the richness of
Turkish literature, but also a sign of the great contribution Turkey
can make to world culture if and when it reaches out beyond national
borders and nationalist debates.

Western Armenians to Elect Their National Assembly

YEREVAN, OCTOBER 20, ARMENPRESS: About thirty prominent Armenian
intellectuals have come out today with an initiative to create a body
that will represent the heirs of Armenians who escaped the genocide of
Armenians in the historical Western Armenia in the Ottoman Turkey. The
signatories propose to establish a National Assembly, a National
Council and committees.

The initiating committee had sent messages to all heirs of Armenians
who escaped the genocide to seek their accord and based on the feedback
has decided to call a meeting in Paris on December 9-10. The group’s
statement says the meeting will elect an ad hoc National Council with
its committees which will organize and steer elections of deputies
to the National Assembly in all countries where heirs of the genocide
live. This National Assembly is supposed to elect the National Council
of Western Armenians.

The idea behind this initiative, according to the statement, is to
work out and carry out such all-Armenian projects which will promote
strengthening of Armenia and Nagorno-Karabakh, consolidation of free
democracy and defense of Armenians’ interests globally.

Another goal is to negotiate with Turkish authorities and other
stakeholders to attain the recognition of Armenian genocide, its
condemnation and press for compensations for the property of Western
Armenians and to ensure unobstructed return of the heirs to Western
Armenia where their ancestors lived.

YEREVAN, OCTOBER 19, ARMENPRESS: A veteran Armenian politician,
Vazgen Manukian, chairman of once very influential National Democratic
Union (NDU), before it split into several minor parties, said today
the deteriorating Russian-Georgian relations are stirring up more
sentiments than the Armenian-Azerbaijani conflict.

"Russia’s unprecedented crackdown on Georgia is being reflected on all
residents of the South Caucasus. It is absurd to think that Armenia
will stand next to Russia and against Georgia. Russians are mistaken
thinking that Armenians morally owe them. Our relations with Russia
must be equal, irrespective of our countries’ size,’ Manukian said.

He said many elements of Georgia’s foreign policy are not in Armenia’s
liking, but despite it ‘we have lived with Georgians side by side for
millennia and it is our destiny to continue to live as good neighbors.’
Manukian said he was in favor of building close relations with NATO,
but spoke against Armenia’s membership in the Alliance. "We have to
pursue a balanced policy with Russia, Iran and Turkey, but I do not
think that we can be in the same military bloc with Turkey."

Manukian also spoke about domestic developments lamenting that the
opposition has become weak, with no finances and resources and unable
to pose as an alternative to the regime.

The only cultural center for children in Erebouni community is
the former Pioneer Palace where pupils can learn singing, dancing,
embroidery and handicrafts. The center has more than 850 pupils who
periodically organize exhibitions of their works. They have recently
participated in the exhibition organized within the framework of the
celebration of the Yerevan day.

The center exists almost 30 years, but the building is rather old and
needs reconstruction. According to headmaster Mr. Rshtouni, the roof of
the building has been repaired thanks to the donation of the community
head. The backyard has also been cleaned of garbage and trees have
been planted. But the money is not enough for full reconstruction of
the building. The headmaster himself found it difficult to name the
necessary sum.

By the way, the center also has a problem of heating.

The rooms are heated by stoves; as for the fuel, the children bring
it from their own houses.

Armenians Evicted From Krasnodar

evicted from Krasnodar.

Movement "Migrant" in Kuban aims at finding foreigners with illegal
status in Russia, agency "Regnum" informs. The eviction takes place
within the framework of the movement.

The majority of the above mentioned foreigners are not registered;
they do not have passports and permission to work.

YEREVAN, OCTOBER 18, NOYAN TAPAN. The Hayastan All-Armenian Fund does
not agree with the qualifications that the fund’s programs in Nagorno
Karabakh should be considered as a failure, Naira Melkumian, Executive
Director of the fund, stated at the October 18 press conference. She
said that the fund conducts a comprehensive international audit
twice a year. "If the board of trustees had any serious complaints,
it would express them," N. Melkumian noted.

According to her, all documents of the fund were carefully examined
by the head of the fund’s New York local body on September 25-26.

As for accusations that the program-envisaged construction tenders
were held by false documents, N. Melkumian said that they hold such
tenders based on a definite procedure.

In her words, the cases concerning the collapsed sections of
North-South Highway were sent to the NKR Prosecutor’s Office and are
being examined. These sections have been repaired. According to her,
the fund does not bear responsibility for this. "May be it happened
because of bad maintenance of the road," she said.

ISTANBUL, OCTOBER 18, NOYAN TAPAN – ARMENIANS TODAY. Henceforth special
permission of Turkish Secret Services is needed for ascending Mount
Ararat. The Turkish authorities put forward this demand after American
Armenian students hoisted the Armenian flag on the Ararat peak.

According to Marmara’s report, a protocol on Ararat was signed
among Turkish Ministry of Culture and Tourism, General Headquarters
leadership, Ministry of Internal Affairs and Turkish Secret Services.

According to this protocol, those wishing to ascend Mount Ararat
should present the respective application at least two months ago and
in the circumstance of persons of foreign nationalities they should
get a permission from Turkish Secret Services.

Those ascending Mount Ararat will be prohibited to implement a
scientific study on the mountain. They should say that they ascend
the mountain just for the purpose of mountaineering and tourism and
after getting a permission they should buy the necessary instruments
that should be checked during the descent.

their last farewell to well-known singer, laureate of a number of
international contests Varduhi Vardanian who died in a car accident.

Being gifted with an exclusive voice and diligence, V.Vardanian in
a short period gained fame and spectator’s sympathy.

"I have performed on tours abroad with V.Vardanian. Besides being a
good singer, she was a friendly, sociable person. Varduhi still had
much to do, though rather great work was done in this short time. She
was one of the single singers who was able to perform both variety
and folk songs: this was evidence of her talent. It is a pity that
this tragic incident happened to such a young, talented singer. Her
memory will always remain in all of us," People’s Artist Ofelia
Hambartsumian said.

In the words of RA People’s Artist Ruben Matevosian, V.Vardanian was
a singer with a big range, which can be said about few singers. In his
words, the young singer was loved by everybody. "This is an irreparable
loss for all of us. Let this be a warning for us all, for us to be a
bit careful and think that we live not only for ourselves, but also
for the people that has come to bid its last farewell to its beloved
singer today," R.Matevosian said.

RA Defence Minister Serge Sargsian, Yerevan Mayor Yervand Zakharian and
other high-ranking officials bade their last farewell to the singer.

V.Vardanian was buried at Yerevan town cemetery.

YEREVAN, OCTOBER 18, NOYAN TAPAN. Term serviceman, private soldier
Alexander Papakhchian got fire-arms injury in the thorax tract from
a shot fired by an Azeri sniper on October 16. NT was informed about
it from RA Defence Ministry Press Service.

The 19-year-old serviceman called up for military service from
Vardenis military registration and enlistment office was taken to
Erebuni medical center where he died at 12:30.

Investigation is carried out.
