ROBERT KOCHARIAN: ESTABLISHMENT OF HYPOTHEC MARKET MAY BECOME SERIOUS
COMPONENT OF FUTURE DEVELOPMENT OF ARMENIAN ECONOMY

YEREVAN, November 4. /ARKA/. Establishment of hypothec market may
become serious component of future development of Armenian economy, RA
President Robert Kocharian stated at the working meeting on development
of hypothec crediting in Armenia. Ministers of Finance and Economy,
Justice, Chairmen of CBA and State Real Estate Committee and Chief
President’s Advisor on Economic Issues took part in the meeting.
Kocharian offered corresponding departments to study the experience of
other countries and assigned Ministry of Finance to start works on
regulation of necessary legal field for implementation of the system.
The President pointed on social orientation of the system, which makes
possible the improvement of housing conditions of the population. The
participants of the meeting stated that they have the package of offers
from German KfW Bank, which expresses readiness to provide assistance
in implementation of hypothec in Armenia. Kocharian welcomed given
offer and noted the importance of presence of partners. RA Minister of
Finance and Economy Vardan Khachatrian noted that draft law on
hypothec, hypothec companies and hypothec securities is already
developed and soon will be put into circulation. L.D. –0–

REPRESENTATIVE OF ARMENIA WON FIRST PLACE AT 11TH WORLD BEAUTY CONTEST
`MISS TOURISM’

YEREVAN, November 4. /ARKA/. Representative of Armenia, 19-year old
student Anush Grigorian won first place at 11th world beauty contest
`Miss Tourism’ that took place on Oct 29 in Beijing. As Grigorian
stated at today’s press conference in Yerevan, Armenia was represented
in the final of the contest for the first time. `I have never enjoyed
of peculiarities and developments of tourist sphere of Armenia, however
I’m pleased with the fact that I took part in given activity and well
represented my country’, she said. She also said that received many
offered on participation in advertising projects and other activities
on tourism development, but the agreements will depend on the
agreements with Fashion Center Atex, where she works.
The contest includes beauties from 31 countries, mainly from France,
Italy, Spain, Greece and Ukraine. The winner of the contest received

MAGAZINE `EDUCATION AND SCIENCE IN NAGORNO KARABAKH’ ISSUED IN YEREVAN

STEPANAKERT, November 4. /ARKA/. Magazine `Education and Science in
Nagorno Karabakh’ has been issued in Yerevan. Three editions with the
volume of 600 pages are issued annually.
The magazine is also registered by supreme attestation commission of
Armenia as an edition for publication of PhD dissertations. Soon the
magazine will be approved also at the line of doctorate dissertations.

ARMENIAN GOVERNMENT DEFINES THE SECOND OPERATOR ON ARMENIAN MOBILE
COMMUNICATION MARKET – K-TELECOM CJSC

YEREVAN, November 04. /ARKA/. Armenian Government recognized the winner
of the tender for providing of mobile services K-Telecom CJSC company.
As Armenian Government Public and Press Relations Department told ARKA,
the decision was adopted on the basis of results of a tender presented
to Armenian Transportation and Communication Ministry. In this relation
Armenian Justice and Transport and Communication Ministries are given
relevant instructions.
To mention the decision on establishing of the tender commission on
submission of licenses for GSM services on frequency of 900 MHz, headed
by Armenian Transport and Communication Minister was adopted during the
extraordinary sitting of the Armenian Government on November 03, 2004.
Yesterday the Armenian Government on its extraordinary sitting took a
decision to amend the license of telecommunication monopolist of
Armenia – ArmenTel. According to the amendment ArmenTel was deprived of
exclusive right for the mobile communication.
ARKA Agency applied for commentaries about the new operator of the
mobile communication, its participants and dates of tender held to the
Armenian Government, Armenian Justice, Transport and Communication
Ministries Press Services, however no clarification were given on this

SCHOOL IS BUILT IN MARALIK (ARMENIA) ON ASSETS OF HAYASTAN ALL-ARMENIAN
FUND

YEREVAN, November 4. /ARKA/. Hayastan All-Armenian Fund put into
commission a school in Maralik (Armenia). According to the Press
Service of the Fund, the schoolchildren previously studied in temporary
buildings for 15 years, as the school was completely ruined as a result
of the earthquake.
The construction of the new school, which started in 2002, was carried
out with the assistance of Jan Pogosyan, Belgian sponsor of Armenian
origin. `Thus, the last school in Shirak Marz which was located in a
temporary building will be functioning in a modern, well-built and
comfortable building’, states the press release.
The school is designed for 964 schoolchildren. The construction of the
heat supply system will be completed by the end of the year. L.V. – 0–
