The Football Federation of Armenia (FFA) and Football Investment Group have announced the launch of the Benfica Academy Armenia project, under which the official academy of Portuguese club Sport Lisboa e Benfica will begin operating in Yerevan from the 2027-2028 season.

The Football Federation of Armenia announced the project in a statement.

The academy will be established at the FFA Technical Centre-Academy, part of which has been granted to Football Investment Group LLC under a long-term, rent-free agreement for the implementation of the project. According to the FFA, the decision reflects the initiative’s scale and strategic importance for the development of Armenian football, as well as the status of Benfica’s academy as one of the world’s leading football academies.

Benfica Academy Armenia will become only the third international development centre in SL Benfica’s global academy network. With planned investment, infrastructure and a projected intake of around 1,000 players, it will rank among the club’s largest international academy projects.

The initiative is aligned with the Football Federation of Armenia’s long-term strategy, which prioritises youth football development, the introduction of international best practices, improvements in coach education and the effective use of modern football infrastructure in Armenia.

Under the agreement, the FFA Technical Centre-Academy will undergo extensive modernisation before the academy begins operations. The first phase includes the renovation of six football pitches, the installation of two new artificial-turf pitches, the modernisation of the stadium, the complete replacement of the lighting system, the installation of floodlighting at all training pitches, the reconstruction of the gym and dressing rooms, and the creation of new facilities for players and parents.

The second phase envisages the construction of a new multifunctional complex comprising accommodation, educational and healthcare facilities, sports performance areas, conference halls and other infrastructure designed to provide a high-performance sporting environment.

The academy will begin operations with around 1,000 young footballers aged between four and 17. The programme will be implemented under Benfica’s technical supervision and methodology, providing continuous coach education, a unified player development system and the transfer of international best practices to Armenian specialists.

“We are confident that strategic investments of this kind will significantly enhance the competitiveness of Armenian football, create new opportunities for the development of young players and strengthen Armenia’s position on the regional football map.

“The Benfica Academy Armenia project is another important step towards creating an international-level football environment in Armenia and reflects the Football Federation of Armenia’s consistent policy of bringing the expertise and knowledge of the world’s leading football organisations to support the development of Armenian football.

“I am confident that this partnership will create significant value for Armenian football and help Armenia gradually become one of the region’s leading centres for football education and talent development,” FFA President Armen Melikbekyan said.

Since the early morning of July 6, the investigative committee has been carrying out operations in the private house of the leader of the “Prosperous Armenia” party, Gagik Tsarukyan, which is surrounded by armed forces. The access of the politician’s lawyers to the territory is prohibited.

According to the circulating information, investigative actions are being carried out within the framework of the criminal proceedings initiated on the alleged case of money laundering. The Investigative Committee officially confirmed the fact of the searches, stressing that it will issue a comprehensive report later.

The situation at the scene remains tense. According to Arman Abovyan, the candidate of the PAP pre-election list, the private house is surrounded by people in military uniforms and armed with assault rifles. He noted that the law enforcement officers do not allow the defenders to enter the territory, which he described as a gross violation of the law.

In parallel, information is also reported about similar activities taking place at the base of the Olympic Committee. These developments follow the public criminal prosecution against Tsarukyan, which began on June 9, accusing him of particularly large-scale tax evasion, as a result of which he was banned from leaving the country’s borders.

It should also be reminded that earlier the Prosecutor’s Office petitioned the CEC to deprive him of his immunity, but the issue was never discussed.

Asbarez: ARF Bureau Member Lilit Galstyan Calls on OSCE to Monitor Armenia’s D

Lilit Galstyan addresses OSCE Parliamentary Assembly in The Hague on Jul. 5

Lilit Galstyan, a member of the Armenian Revolutionary Federation Bureau and a Member of Armenia’s National Assembly representing the Armenia Alliance faction, delivered a speech on July 5 at the 33rd Annual Session of the OSCE Parliamentary Assembly in The Hague.

In her remarks she called on the Assembly to closely monitor the state of democracy in Armenia while also urging immediate action to address Azerbaijan’s ongoing violations against the Armenian people.

Among the key points highlighted in her address were:

  • The international community’s failure to respond to Azerbaijan’s ethnic cleansing of Nagorno-Karabakh and the continued destruction of Armenian cultural heritage.
  • The unlawful detention and mistreatment of at least 19 Armenian prisoners in Baku.
  • Growing concerns over democratic backsliding in Armenia, including the concentration of power, political prosecutions, and attacks against the Armenian Apostolic Church.
  • A call for the OSCE Parliamentary Assembly to monitor democratic developments in Armenia, demand the release of Armenian detainees, protect Artsakh’s cultural heritage, and reaffirm the right of return of its indigenous Armenian population.

Below is the full text of Galstyan’s speech:

Dear colleagues,

Each year we are discussing the state of human rights and democracy, and each year the picture becomes more troubling.

As the report rightly states, “Instead of strengthened co-operation, we are witnessing a widening gap between agreed standards and their implementation in practice.”

This is not simply an emotional disappointment, but a serious concern about our ability to restore trust and acknowledge our failures.

For the past four years, I have consistently raised two vital issues: the ethnic cleansing of Nagorno-Karabakh committed by Azerbaijan, and the democratic backsliding in Armenia.

At our Annual Session in Porto, I proposed sending an international mission to Baku to monitor the sham trials of the former political leaders of Nagorno-Karabakh and to assess the ongoing destruction of Armenian cultural heritage. The proposal was not supported.

By failing to act, we allowed Azerbaijan to continue its violations. Today, at least 19 Armenians—including Ruben Vardanyan, Bako Sahakyan, Arkadi Ghukasyan, Davit Ishkhanyan, Davit Manukyan, and others—remain unlawfully detained. They continue to face torture and inhumane treatment, while even the International Committee of the Red Cross has been denied access.

This is not an isolated injustice, but part of a broader policy that included the blockade of Nagorno-Karabakh, the forced displacement of its indigenous population, the destruction of Armenian cultural heritage, and the continued promotion of the so-called “Western Azerbaijan”—a state-sponsored, aggressive, and false narrative used to advance territorial claims against Armenia.

By failing to respond, we weaken the very standards that form the foundation of the OSCE.

Unfortunately, Armenia is facing serious democratic challenges of its own. International organizations have expressed concern about the concentration of power and the weakening of democratic institutions.

Recent parliamentary elections were often portrayed as a geopolitical contest. However, the majority of voters rejected further concessions, crimes against democracy, the rise of authoritarianism, political prosecutions, and unlawful attacks against the Armenian Apostolic Church.

Colleagues, our responsibility does not end with merely documenting these developments.

I therefore call on the Assembly to closely monitor the democratic decline in Armenia;

to demand the immediate release of all unlawfully detained Armenians;

to ensure the protection of the cultural heritage of Nagorno-Karabakh;

and to reaffirm the right of return of its indigenous population.

This is not simply a moral imperative, but also a legal obligation.

Let us restore trust in the principles we are committed to uphold.

Thank you.

Armenia Alliance Vows to Continue Political Struggle Following Court Ruling on

The Armenia Alliance issued a statement on July 6 outlining its strategy following the Constitutional Court’s decision to uphold the results of Armenia’s June 7 parliamentary elections.

The statement comes days after five opposition forces announced they would unite around a common political agenda focused on opposing Prime Minister Nikol Pashinyan’s government. The groups said the Constitutional Court’s ruling did not resolve questions surrounding the legitimacy of the emerging government and pledged to launch a new phase of coordinated political resistance.

In its latest statement, the Armenia Alliance reiterated its position that the Constitutional Court’s decision “does not correct electoral fraud” and “does not resolve the question of the legitimacy of the emerging government,” arguing that the reproduced ruling administration lacks legitimacy.

The alliance said its challenge before the Constitutional Court was directed at contesting the governing party’s representation in the National Assembly and its right to form a government, rather than disputing the votes received by the opposition.

Referring to the more than 550,000 citizens who voted for opposition forces, the alliance said those votes carry a significant responsibility and reaffirmed that it would continue coordinating its next steps with other opposition parties before making decisions regarding parliamentary mandates.

While emphasizing that parliamentary seats are not viewed as positions of privilege, the alliance said mandates constitute an additional legal and political instrument in what it described as the struggle against the government’s policies.

According to the statement, the Armenia Alliance will use its parliamentary representation to defend citizens’ rights, strengthen engagement with international partners, present alternative policy approaches in international forums, and help organize broader public resistance.

The alliance said its work in parliament will be guided by the four priorities outlined in the recent joint declaration signed by opposition parties:

  • Defending the Armenian Apostolic Church.
  • Protecting the rights of political prisoners and Armenian prisoners of war held in Baku, while advocating for their release.
  • Removing the current government and facilitating the formation of what it described as a new national government.
  • The alliance argued that the election results prevented the ruling party from obtaining a constitutional majority and said the Constitutional Court’s ruling should be viewed not as the end of the political struggle, but as the beginning of a more systematic phase.

Concluding the statement, the Armenia Alliance said it will send what it described as an ideologically committed political team to parliament while continuing its political activities both inside and outside the National Assembly.

Below is the full statement issued by the Armenia Alliance:

Dear compatriots, dear voters,

Following the Constitutional Court’s ruling, the Armenia Alliance considers it necessary to present its position regarding the strategy for the next phase of our political struggle.

We reaffirm our assessment: the Constitutional Court’s decision does not correct electoral fraud and does not resolve the question of the legitimacy of the emerging government. The reproduced ruling regime lacks legitimacy.

It is important to clearly state that we are challenging the ruling party’s representation in the National Assembly and its right to form a government—not the votes received by the opposition. The more than 550,000 citizens who cast their worthy votes for the opposition in the hope of saving the state place a profound responsibility upon us. It must also be clearly stated that our challenge before the Constitutional Court regarding the legality of the votes attributed to the ruling administration was intended to document this reality.

As previously announced, the Armenia Alliance has been and will continue to be guided by the imperative of maintaining a unified opposition position regarding parliamentary mandates and by the logic of continuing the struggle, while first discussing all possible scenarios and risks with public and professional circles.

For us, a parliamentary mandate is not a position or a source of comfort. It is an additional instrument—a legal and political tool that provides an opportunity for daily resistance. Therefore, we believe that in the difficult struggle ahead, we are obliged to use every available means to oppose the government’s anti-state agenda. A parliamentary mandate is a tool, and voluntarily abandoning it would be irresponsible toward both our state and our voters.

We view our parliamentary representation as a means of defending citizens’ rights, raising their concerns, proposing solutions, strengthening ties with the public and international partners, presenting alternative approaches in international forums, and organizing broad public unity and resistance.

All of our actions in the National Assembly will be guided by the core agenda established in the joint declaration of the opposition forces that appealed to the Constitutional Court:

Preventing imposed constitutional changes in Armenia. We will use all parliamentary instruments and public mobilization to oppose any attempt to amend the Constitution or undermine Armenia’s sovereignty.
Defending the Armenian Apostolic Holy Church. The parliamentary platform and our mandates will be used to oppose any unlawful campaign directed against the Church and Armenia’s national values.
Protecting the rights of political prisoners and prisoners of war. We will use our parliamentary mandate both in Armenia and internationally to defend those subjected to political persecution, as well as Armenian prisoners of war held in Baku, and to advocate for their release.
Removing the current ruling regime. This is our principal political objective. Parliamentary mandates will serve the goal of removing the current government and establishing a new national government.
Dear citizens,

Thanks to the high voter turnout and the support given to opposition forces, the ruling authorities were deprived of a constitutional majority, providing the opposition with significantly broader tools to shape a nationwide resistance agenda and pursue political change.

The Constitutional Court’s decision is not the end of the struggle, but the beginning of a new, more systematic phase.

Recognizing our responsibility before our homeland and our voters, the Armenia Alliance will send an ideologically committed and unwavering political team to parliament—one that stands ready to assume its share of responsibility on the front line of political resistance.

The struggle and resistance have no alternative.

Inside and outside parliament, we will continue our efforts for a secure and competitive Armenia.

Christian Solidarity Urges UN to Send Fact-Finding Mission to Artsakh

Joel Veldkamp, CSI’s director for public advocacy, delivers intervention at UN panel in Geneva on Jul. 2

Christian Solidarity International raised the issue of Azerbaijan’s ethnic cleansing of 150,000 Christian Armenians from their homeland in Artsakh during a United Nations Human Rights Commission session on July 2 in Geneva.

CSI’s intervention was delivered by Joel Veldkamp, CSI’s director for public advocacy, during an interactive dialogue with the Special Rapporteur on Contemporary Forms of Racism, Ashwini KP.

Azerbaijan’s expulsion of Artsakh’s Armenians from their homeland in September 2023 represents “one of the most complete ethnic cleansing campaigns in modern history,” Veldkamp said.

Veldkamp noted that Azerbaijan is defying multiple International Court of Justice orders in refusing to allow the Armenians of Nagorno Karabakh to return to their homeland, and by destroying Armenian religious and historic sites in Nagorno Karabakh.

“We urge the President of the Human Rights Council and the High Commissioner for Human Rights to take concrete measures against the aforementioned gross violations of international law,” he said.

Veldkamp also urged the Special Rapporteur “to undertake a fact-finding visit to the displaced people of Nagorno Karabakh, and submit a report on the ethnic cleansing of Nagorno Karabakh to the Human Rights Council.”

We publish the text of the intervention below.

Human Rights Council 62nd Session, Agenda Item 9
ID with Special Rapporteur on Contemporary Forms of Racism

2 July 2026

On September 19, 2023, the armed forces of Azerbaijan launched an attack on the Armenians of Nagorno Karabakh. Within twelve days, the region had been emptied of virtually its entire Armenian population of 120,000 people. This attack stands today as one of the most complete ethnic cleansing campaigns in modern history.

On November 17, 2023, the International Court of Justice ruled that Azerbaijan must, in accordance with its obligations under the International Convention on the Elimination of All Forms of Racial Discrimination, ensure that the persons who have left Nagorno Karabakh are able to return in a safe, unimpeded and expeditious manner.

So far, Azerbaijan has not taken any meaningful steps to fulfill this order. And it continues to hold as hostages twenty Armenians who were captured during this ethnic cleansing campaign.

On December 7, 2021, the International Court of Justice ordered Azerbaijan to “take all necessary measures to prevent acts of vandalism and desecration affecting Armenian cultural heritage” – again, in accordance with its obligations under CERD.

Instead, Azerbaijan continues to demolish Armenian churches, monuments and cemeteries, most recently the Holy Mother of God Cathedral in Stepanakert in Nagorno Karabakh.

We urge the President of the Human Rights Council and the High Commissioner for Human Rights to take concrete measures against the aforementioned gross violations of international law.

Madame Ashwini K. P., we urge you to undertake a fact-finding visit to the displaced people of Nagorno Karabakh, and submit a report on the ethnic cleansing of Nagorno Karabakh to the Human Rights Council.
