Yerevan, 15 September: A meeting has started between Azerbaijani
President Ilham Aliyev and Armenian President Robert Kocharyan at
Hotel Intercontinental in Astana.

A special correspondent of Mediamax news agency reports from the Kazakh
capital that at the beginning of the meeting of the two countries’
presidents, in attendance were the co-chairmen of the OSCE Minsk Group
from Russia, the USA and France – Yuriy Merzlyakov, Steven Mann and
Henry Jacolin.

The Armenian and Azerbaijani presidents are to hold another meeting
today in the presence of Russian President Vladimir Putin.

A source in the Armenian delegation has told the Mediamax correspondent
that if today’s talks between Kocharyan and Aliyev are successful,
this will open up a new stage in the dialogue of the two countries’
foreign ministers who are working on possible solutions to the
Karabakh problem.

Kazakh Foreign Minister Kasymzhomart Tokayev, Health Minister Yerbolat
Dosayev, Astana Mayor Umirzak Shukeyev and the chairman of the CIS
Executive Committee and CIS executive secretary, Vladimir Rushaylo,
welcomed Robert Kocharyan at Astana airport.

The Georgian, Uzbek, Tajik and Kyrgyz presidents are expected to
arrive in Astana today.

15 September headlined “Azerbaijan showed its real face”

Armenian Prime Minister Andranik Markaryan left for the capital
of Kazakhstan Astana yesterday [14 September] to take part at the
CIS summit. Before leaving, he answered journalists’ questions at
Zvartnots airport.

[Ayots Ashkar correspondent] What are your expectations from the
meeting that will take place in Astana? What problems will you discuss?

[Andranik Markaryan] The expectations are not very big. This is simply
a regular meeting of CIS government leaders. At the same time, CIS
presidents will also meet.

Fight against terrorism will be in the centre of attention. Certainly,
there are also economic problems, and the powers of the economic
council should be outlined. These are regulation problems in the work
of tax structures and transport.

[Correspondent] How do you assess the fact that Azerbaijan did not
issue visas to Armenian officers to attend NATO exercises, and the
fact that NATO cancelled the exercises?

[Markaryan] This step evidently demonstrated Azerbaijan’s attitude
towards the Karabakh issue. Because Azerbaijan viewed participation
in the NATO exercises in the context of the Karabakh issue. And the
NATO leadership made an absolutely correct decision, showing that
this international organization provides equal opportunities to all
its member countries.

I think that this international organization, as well as the
world community, have understood very well that there is a great
difference between what the Azerbaijani leadership says and what
it does. Certain arrangements are made at meetings with the OSCE
Minsk Group co-chairmen as well as at meetings of the two presidents
[Armenian and Azerbaijani]. But they present them to their people or
political forces in such a way that does not correspond to the made
arrangements. For this reason, the talks do not progress much. I
think with this action Azerbaijan showed its real face.

Last time two Armenian officers took part in a NATO conference [in
Baku]. But you also remember how they were received in Baku. They
held a show trial and sentenced leaders of the Karabakh Liberation
Organization to several years [in prison]. But this time they are one
more step ahead. Not only public and political organizations expressed
their displeasure, but also the Azerbaijani parliament and officials
voiced what they really thought.

[Correspondent] What can you say regarding [Azerbaijani President]
Ilham Aliyev’s statement that this meeting in Astana could be crucial
in the Karabakh settlement?

[Markaryan] I think that no serious shifts or changes have taken place
recently in the positions which could lead to a certain progress at
the Astana meeting. The latest events show that even if there are
serious changes, they will have negative rather than positive results.

Baku, 15 September: Preparations for the Cooperative Best Effort
2004 exercises lasted one year and for the last six months the
Azerbaijani authorities had been promising to issue visas to Armenian
officers. However, with only one day left for the start of the
exercises Baku refused to do what it had promised.

This sensational statement was made today by US Ambassador to
Azerbaijan Reno Harnish.

“The USA regrets Baku’s refusal to issue visas to three Armenian
officers. Both countries are members of the Partnership for Peace
programme and both have to take part in the exercises,” the ambassador
said.

The cancellation of the exercises will have a certain impact on
Azerbaijan’s relations with Partnership for Peace, the ambassador said.

Yerevan, 15 September: The USA welcomes the involvement of Armenian
sappers and doctors in the post-war restoration in Iraq, the US
ambassador to Armenia, John Evans, told a news conference in Yerevan
today.

The US forces have been currently experiencing difficulties in Iraq
and the Armenian government’s assistance will be rather important,
he said. “We realize that the Armenian parliament and public have to
discuss this issue. We, however, highly appreciate Armenia’s desire
to help the restoration in Iraq,” he added.

On 30 July 2004, the Armenian government made a decision to send a
group of doctors and sappers to Iraq.

It was announced on 6 September during Armenian President Robert
Kocharyan’s official visit to Poland that Yerevan would send about 50
military specialists to serve as part of the Polish contingent in Iraq.

The news about the forthcoming dispatch of military specialists to
Iraq caused mixed reaction in Armenia though it first became known
about Yerevan’s intention to contribute to the peacekeeping operation
in this country in August 2003.

The main reason of this mixed reaction, most likely, lies in the
fact that nobody wants to clearly explain to the people why Armenia,
the only country in the South Caucasus not included in the anti-Iraq
coalition, has decided to send its military specialists to Iraq. For
instance, the authorities of Georgia, which is going to increase
the number of its servicemen in Iraq to 300 in the near future,
sincerely state that in such a way they fulfil their commitments
before the United States. Representatives of official Baku are also
making similar statements. As to Armenia, the decision to dispatch
peacekeepers to Iraq was not accompanied by any PR-support and this,
of course, tells upon the public perception.

Armenia’s rapprochement with NATO, and as a result, Armenian officers’
training at US military academies will sooner or later lead to
a situation when representatives of Western and Russian military
schools within the Defence Ministry will begin “conflicting” with each
other. And if rapprochement with NATO continues, those few officers
who study in the United States today will have much more opportunities
for professional and career growth than dozens of their colleagues
who graduate from Russian military academies every year.

It is natural that this kind of situation can bring about a gap
between the disposition of the officers who are going to become the
new Armenian military elite. The older generation of the officers and
their younger colleagues having studied in Russia, whether they want
it or not, continue to perceive NATO as a potential enemy. Unsettled
Armenian-Turkish relations only heat up these moods. On the other
hand, the officers trained in the United States admire the power of
the US military machine and are disposed correspondingly. Such state
of affairs can be considered normal for any country going through a
transition period. However, already today it is necessary to think
about how to minimize the possible risk and to create a homogeneous
officers’ staff.

As to the suppositions of the Armenian deputy defence minister [Yuriy
Khachaturov] that the parliament of the country might not ratify the
agreement on sending the Armenian contingent to Iraq, most likely this
is groundless. At any rate, last June the Armenian National Assembly
without any problems ratified an Armenian-Kuwaiti agreement on the
status of Armenian armed forces in Kuwait. The agreement outlines
procedures for the presence of Armenian servicemen in this country
before being dispatched to Iraq.

It is natural that the dispatch of Armenian military specialists is
fraught with a threat to their lives. However, first, every man who
has become a professional serviceman knows that at any time he might
have to risk his life. And, second, many people think that Western
values, integration into Europe, contribution to the world security are
only words. In reality, one should go a thorny path full of unpopular
decisions to achieve all these. And today we must answer the question:
Is Armenia ready for this?

BIENTOT LA CONVENTION DES ARMENIENS D’EUROPE

— Des rencontres entre les délégations arméniennes et les responsables
européens en préparation. —

Plusieurs dizaines de cadres associatifs arméniens d’Europe ont déjà répondu
positivement à l’invitation lancée par la Fédération Euro-Arménienne et
participeront à la première Convention des Arméniens d’Europe.

Au premier rang des personnalités attendues se trouve M. Vartan Oskanian, le
ministre des affaires étrangères d’Arménie qui a souhaité une participation
au plus haut niveau de son ministère.

Cette convention se déroulera au Parlement européen à Bruxelles, les lundi
18 et mardi 19 octobre 2004. Elle vise à créer un espace de dialogue entre
les différentes sensibilités qui traversent les communautés arméniennes d’
Europe afin de dégager des positions communes sur des questions
essentielles.

Des experts européens, des universitaires, notamment de Grèce, d’Italie, de
Grande-Bretagne, de France, d’Allemagne, du Portugal et de Belgique
participeront aux tables rondes, aux côtes de responsables d’organisations
et d’institutions arméniennes, de parlementaires européens et d’officiels de
la Commission européenne. Ces derniers feront le point de la politique de l’
Union sur chacun des sujets traités.

Les thèmes abordés couvriront un large spectre allant des enjeux
énergétiques de l’Arménie à la culture, la langue et l’identité arméniennes
en Europe en passant par le problème de l’adhésion de la Turquie à l’Union.

« Nous tenons là une occasion unique de faire entendre notre voix dans un
contexte politique crucial et au cœur même de la vie politique européenne.
Nous préparons activement des rencontres entre la présidence du Parlement,
diverses représentations nationales et des délégations issues de la
Convention. Ces entrevues devraient avoir lieu dans l’après-midi du mardi »
a annoncé Hilda Tchoboian la présidente de la Fédération.

« D’ores et déjà la participation des jeunes responsables arméniens d’Europe
est remarquable. » s’est elle félicitée.

Astana, 15 September: Russian President Vladimir Putin has arrived
in the Kazakh capital of Astana, where he will take part in two
international summits. Today there will be a summit of the heads
of state of the Single Economic Space [SEC] member states (Russia,
Ukraine, Belarus and Kazakhstan), and tomorrow there will be a forum
of CIS leaders.

Besides, this evening Putin will have a tripartite meeting with
Armenian President Robert Kocharyan and Azeri President Ilham
Aliyev. The Kremlin assumes that the presidents of Armenia and
Azerbaijan “must find an agreement between themselves”, but that Russia
“can make its own contribution to the development and strengthening
of dialogue” between Yerevan and Baku.

Putin’s working day in Astana will start with a private meeting with
his SEC counterparts. The presidents will then be joined by other
members of the delegations. After the talks, 29 joint documents will
be signed and a news conference will be held.

The president’s aide, Sergey Prikhodko, told ITAR-TASS that the
agreements which have been prepared for signing “are designed to
create the necessary conditions for deeper economic integration and
a step-by-step advance towards the free movement of goods, services,
capital and workforce within the four countries”. Prikhodko said that
these documents would allow “not only the consdierable liberalization
of reciprocal trade but also creation of the prerequisites for a
future transition to a customs union”.

[Presenter] Baku can forget about the idea of holding joint military
exercises, a visiting delegation from the NATO Parliamentary Assembly
stated before its departure from Armenia.

[Correspondent over video of news conference] The cancellation of
the Cooperative Best Effort 2004 military exercises in Azerbaijan
has become a subject of discussion in the international media. It is
significant that the delegation from the NATO Parliamentary Assembly
was on a visit to Armenia at the time.

[Markus Meckel, Vice President of the NATO Parliamentary Assembly,
speaking in English with Armenian voice-over] It is important that
cooperation in the region is comprehensive. NATO is interested
in implementing the Partnership for Peace programme in regional
cooperation. If one of the sides decides to act against the general
rules, it is unacceptable. The delegation from the NATO Parliamentary
Assembly visited Armenia for the first time. Among them are also
Turkish citizens who were not barred from entering Armenia.

[Mger Shakhgeldyan, chairman of the standing parliamentary commission
on defence, national security and internal affairs] Armenia is always
open and ready, intends to contact and expand its relations, being
more transparent and communicative.

[Correspondent over video of meeting] During its visit to Armenia,
the delegation from the NATO Parliamentary Assembly met Armenian
Defence Minister Serzh Sarkisyan and Head of the Armenian Police
Ayk Arutyunyan.

During the meeting with Serzh Sarkisyan, the NATO delegation stressed
the importance of continuing cooperation.

The head of the [Armenian] National Security Service pointed out
that Armenia is ready to deepen cooperation with NATO and other
member countries.
