RUSSIA GIVE HIGH PRIORITY TO MODERNIZATION AND FULLY OPERATION OF MARS PLANT

YEREVAN, DECEMBER 15. ARMINFO. While meeting with Armenia’s President
Robert Kocharyan today Speaker of Russia’s State Duma Boris Gryzlov
said that Russia gives high priority to the quick modernization and
full operation of the Mars control device plant.

The sides also discussed the development of Armenian-Russian relations
in the context of international cooperation and in accordance with the
Armenian and Russian laws. Kocharyan was pleased to note that the
structure of the Armenian-Russian trade turnover has been improved
this year. Gryzlov said that the high level of Armenian-Russian
relations gives ground for hoping for more. In this light the sides
stressed the importance of the late Dec Moscow meeting of the
Armenian-Russian intergovernmental commission who is expected to
consider ways to actively operate the companies bought by Russia from
Armenia under the Assets For Debts agreement.

The sides also discussed how to intensify the transport communication
between Armenia and Russia, particularly, the railway communication
and the work of the Kavkaz ferry complex.

French FM Statements Aim to Soften French Attitudes to Turkey/EU

YEREVAN, DECEMBER 15. ARMINFO. French Foreign Minister mentioning the
demand from Turkey to recognize the Armenian Genocide, the mass
annihilation of Armenians and the negotiations for Turkey’s admission
to the EU have been strongly linked for the first time, writes the
French newspaper Le Figaro.

According to the source, this statement by the representative of the
French government pursues a goal to soften the negative attitude of
the French people to the membership of Turkey at the EU. Pointing out
that the adoption of the decision on the issue of the Armenian
Genocide by France in 2001 have led to some tension in the relations
of France and Turkey, the newspaper expresses concern that Paris risks
reopening the old wounds by demanding Ankara to recognize the Armenia
Genocide of 1915. To note, recently French Foreign Minister Michel
Barnier have stated that after the negotiations for Turkey’s admission
to the EU begin, France intends to put the issue of recognition of the
Armenian Genocide by Turkey on the agenda. Tuesday, Barnier stated on
the air of France-2 channel that France has no intention to advance
the issue as a precondition for starting the negotiations. The French
minister is of the opinion that it is impossible in the legal field

Molybdenum Production Co. Intends to Import Molybdenum Concentrate

ARMENIAN MOLYBDENUM PRODUCTION COMPANY INTENDS TO IMPORT MOLYBDENUM
CONCENTRATE TO ARMENIA

YEREVAN, DECEMBER 15. ARMINFO. Armenian Molybdenum Production (AMP)
intends to begin the import of molybdenum concentrate to Armenia next
year. General Director and co-founder of AMP Karen Karapetian informed
ARMINFO.

According to him, the import is economically purpose-orientated and
technically based at the current high world prices for metal. It is
possible to import raw material from Chile, Canada, Mongolia or China.
AMP is engaged in receiving ferromolybdenum, molybdenum oxide and
rhenium. The plant receives raw material from the Zangezour
copper-molybdenum pant and monthly processes about 200 tons of
molybdenum concentrate. Karapetian mentioned that 600 tons of
concentrate is extracted per a month. After the privatization of the
plant the extraction volumes will be brought to 1,000-1,200
tons. AMP’s share in the capital of the ZCMP is 12.5%.

It should be noted that the Armenian Molybdenum Production was founded
last year in the suburb of Yerevan and $2 mln has been invested for
its foundation. The product of the plant meet the European standards
and fully exported to Japan, Germany, Austria, Sweden and Italy.

The NKR bill of the state budget 2005 is discussed by the permanent
committees of the NKR National Assembly. According to the schedule,
the permanent social committee discussed the budget bill on December
10. The NKR minister of health Z. Lazarian, the minister of education,
culture and sport A. Sarghissian, minister of social security
L. Ghulian, the head of the government Agency for Refugees and
Re-settlement S. Amirkhanian, the chairman of the state retirement
fund V. Avetissian were invited to participate in the discussion. The
chairman of the permanent committee on finance, budget and economic
management M. Danielian and the head of the parliamentary faction of
the Armenian Revolutionary Federation V. Balayan we also
present. Besides the 2005 budget bill the committee also discussed the
amendments to government programs and laws. The committee approved of
the report on 2005 annual state plan for preservation, propaganda and
development of culture (made by the minister of education, culture and
sport A. Sarghissian), 2005 annual state plan for social security of
the disabled (ministry of social security L. Ghulian). The committee
discussed the amendments to the NKR bill on state pensions, as well as
the NKR bill on the minimum salary.

Children’s Bible in Turkish

The “Bible for children” translated in Ottoman language to evangelize in
Turkey

KONIGSTEIN, Germany, December 13 2004 (CNA) – Turkish-speaking Christians
now have access to a Bible for children printed in Turkish published by the
international Catholic charity Aid to the Church in Need (ACN).
The 1st edition of the Bible, entitled “God speaks to his children,”
comprises 15,000 copies, 5,000 of which are to be distributed in Turkey,
while 10,000 are destined for being given to Turkish native speakers in
Western Europe.
“There are about 100,000 Christians” among the country’s population of about
66 million, said  Father Lorenzo Piretto, O. P., an Italian priest based in
Istanbul.
The majority of Christians in the Western Asian country “are Apostolic
Armenians. The Catholics are Latins, Chaldeans, Armenians and Syrians. There
are also Greek and Syrian Orthodox, as well as various Protestant groups,”
said Fr Piretto.
“The Catechists are very content to have excerpts from the Bible in
Turkish…At the entrance of churches, where the books are displayed, Muslims
are free to take a copy,” the Dominican priest added.

An Azerbaijani opposition newspaper has accused the Azerbaijani
government of trying to harm Georgia and lower its international
standing. Comparing the leaderships of the two countries, Azadliq said
that Azerbaijani President Ilham Aliyev had never initiated a dialogue
with the Georgian authorities to resolve the problems of ethnic
Azerbaijanis. The following is the text of the report by Ali Rza in
Azerbaijani newspaper Azadliq on 14 December headlined “The difference
between the two governments” and subheaded “Mikheil Saakashvili is
trying to resolve the problems of ethnic Azerbaijanis in Georgia,
while Ilham Aliyev is trying to create problems for Georgia” and “This
is also a difference in values”; subheadings have been inserted
editorially:

The tension between the Georgian authorities and ethnic Azerbaijanis
following the violence against the local population there when an
ethnic Azeri woman was killed in a clash over land came close to a
positive solution last week. Georgian President Mikheil Saakashvili
received the Azerbaijani ambassador to Georgia, Ramiz Hasanov, and
replaced the governor of Kvemo Kartli Region, where the incident took
place, right after the meeting. He appointed the new governor to
resolve the problems the ethnic Azerbaijanis are facing.

“Old” problems

An elite group of ethnic Azerbaijanis living in Georgia cast some
light on the nature of the problems they face at a press conference in
Baku last week. Besides, they observed justice by saying that the
current problems are not new, but have been in place since the times
of former Georgian President Eduard Shevardnadze and even first
Georgian President Zviad Gamsakhurdia. They also confirmed that the
reason for stopping railway wagons at the Azerbaijani-Georgian border
has nothing to do with transporting goods to Armenia. Goods have been
transported to Armenia through Georgia for the past 10
years. Therefore, there is no need to cool the already cold attitude
towards ethnic Azerbaijanis in Georgia by this meaningless suspension
of freight.

Both Saakashvili’s step and the approach of ethnic Azerbaijanis to the
issue give ground to hope that the tension that has been in place in
Borcali from time to time and that resulted in bloodshed the last time
will be gradually eliminated Borcali is known as Borchalo in Georgian;
administrative unit in Tsarist Russia since 1880, which included parts
of the current Georgian districts of Bolnisi, Dmanisi, Marneuli,
Tetri-Tsqaro and Tsalka . As a democratic head of state who expresses
the will of his people, Saakashvili undoubtedly makes a point of being
particular about the problems of his citizens. At the same time, he
thinks without distinguishing between the citizens that the problems
of ethnic Azerbaijanis are his own, like those of
Georgians. Therefore, he believes that an incident that resulted in
the killing of one individual is reason enough to sack his regional
representative.

“Positive” developments

It is interesting to wonder at this point if Ilham Aliyev would take
the same step in the same situation. It is difficult to give an
affirmative answer to this question, because since Azerbaijani
ex-president Heydar Aliyev’s rule there hasn’t been a single case of
the dismissal of a head of executive authorities in favour of the
grass roots.

But Saakashvili is ready and able to take these steps, because he is
building a democratic society in Georgia and accordingly sees no
reason to hide or conserve problems in the country, including in
Borcali. On the contrary, he is trying to uncover and fairly resolve
them.

At this point ethnic Azerbaijanis in Georgia, especially their elite
are behaving much in conformity with the quality of the new
regime. They are talking about their problems without giving way to
confrontation and conflict and in the worst case trying to resolve
them by democratic means such as peaceful protests. They have chosen
the line of integrating into Georgian society, which is getting
democratic, and cooperating with Georgia’s democratic authorities.
Like the new Georgian government, they are also trying to uncover
problems and resolve them fairly. They do not see a need to hide those
problems for the sake of the “Aliyev-Shevardnadze friendship” or to
aggravate them with counter-arguments. All these are positive
developments.

Azerbaijan creating problems for ethnic Azeris in Georgia

But let us see if Azerbaijan’s political leadership can contribute to
these positive developments. No, it cannot. On the contrary, it
creates needless problems, not just because its abilities are weak or
this is what it can do, but also because it wants to. It wants to harm
the Georgian leadership and spoil its reputation internationally and
among Azerbaijanis by creating problems for it. Because of this
approach, it has been keeping freight bound for Georgia at the border
for a long time and is glad to report price rises in Georgia. The
Ilham Aliyev administration, which is endeavouring to fan the incident
in Borcali and present it in a more dramatic light by using different
means, especially the electronic media it controls, has never entered
a normal dialogue with the Saakashvili administration to help resolve
the problems. On the contrary, it irritated the Georgians more by
keeping numerous railway wagons at the border under the pretext of
“their moving to Armenia”. The political irritation, which was created
by the Ilham Aliyev administration with political nastiness in Baku,
will harm ethnic Azerbaijanis living in Georgia.

(Opposition) MHP (Nationalist Action Party) Chairman Devlet Bahceli
has said that Turkey reached a critical juncture ahead of the EU’s
summit meeting on 17 December. He said: “The prime minister should
tour the country and lend an ear to the people rather than touring
Europe and making concessions.”

In a speech he delivered during a rally entitled “My Turkey’s unity
and my nation’s well-being”, which was organized by MHP’s Istanbul
branch at Caglayan Square, Bahceli noted that Turkey had been besieged
and drifted towards a crossroads.

Criticizing the government officials for touring the European
countries and making concessions one after another before 17 December
in a bid to convince the EU to fix a date for starting accession
talks, Bahceli went on to say: “Those who say that they are pursuing a
win-win policy are actually acting like inexperienced and impetuous
merchants and have rather taken a submissive stand based on giving up
what we have. We urge them to stop making concessions. The prime
minister should tour the country and lend an ear to the people rather
than touring Europe and making concessions.”

Arguing that the nation was insidiously besieged by using some
criteria, which, he said, had been put before the people as the
Copenhagen criteria, Bahceli noted: “Demands voiced by those who want
to divide and dismember the country fully coincide with the terms that
the EU is trying to dictate.

Accusing the EU of finding new excuses every other day in order to
avoid setting a date for beginning accession talks with Turkey,
Bahceli remarked: “The prime minister has said ‘We would push ahead by
renaming the Copenhagen criteria as the Ankara criteria if they
decline to set a date.’ What are your Ankara criteria Mr Erdogan? Why
do not you make them public? In our view, the principles set forth in
the preamble of the constitution are our red lines and represent our

Reminding that there were some attempts aimed at ensuring recognition
of the Fener Greek Orthodox Patriarch as the ecumenical patriarch,
Bahceli said: “This nation will never grant you ecumenical status. If
you have such a goal, you should rather go to Athens where they would
confer on you the highest title.”

Noting that the EU countries had been putting pressure on Turkey in
order to convince it to reopen the Greek Orthodox seminary and to
recognize Bartholomeos as ecumenical patriarch in addition to their
demands concerning ethnic minorities, Bahceli stated: “Nobody should
attempt to plant weeds in this country’s flower garden, asserting that
it is necessary under the Copenhagen criteria. We would never allow
this flower garden to be overgrown with weeds.”

Bahceli concluded his speech by saying: “I advise the leaders against
trying to darken Turkey’s future. If you want to admit Turkey, then go
ahead. Otherwise, just say that you will not. One day, this nation
will make its presence felt in Europe.”

Pro-MHP demonstrators attending the rally at Caglayan square shouted
slogans, including “Neither the United States, nor the EU: Patriotic
Turkey” and “We Love Turkey, not Brussels” during Bahceli’s address.

The demonstrators carried Turkish flags as well as the flags of the
Turkic republics and the (self-declared) Turkish Republic of Northern
Cyprus.

A total of 2.2bn manats (about 448,000 dollars) have been allocated
from the Azerbaijani state budget for the development of a new
topographic map of Nagornyy Karabakh, Trend has quoted the head of the
executive authorities of the town of Xocali, MP Elman Mammadov, as
saying.

He said the placenames given by the Armenians in the Soviet period not
only on the territory of Karabakh itself, but also in the adjacent
Goranboy District will now correspondent to their historical
equivalents. Mammadov said more than 20 residential settlements had
been Armenianized in Xocali alone, but in the years of independence
the places received their original names.

The new map of Nagornyy Karabakh is being prepared jointly by
specialists from the Institute of Cartography under the National

On December 10 the first full-program concert of the new chamber
orchestra of Artsakh took place in Stepanakert, which was dedicated to
the 13th anniversary of the Referendum on Independence. The art
director and conductor of the orchestra Gevork Muradian says, for the
musicians and for himself it is very important to dedicate their first
concert to this event. Maestro shared his feelings with the audience
with a child-like straightforwardness: he is happy to be the founder
of the chamber orchestra of Artsakh. At the concert of the orchestra
were present the minister of foreign affairs Ashot Ghulian, minister
of education, culture and sport Armen Sarghissian and other officials.
Congratulating the musicians on their first performance Armen
Sarghissian stressed the importance of the orchestra for the culture
of the country. `On December 10 the whole nation decided their fate
and it is symbolic that the first performance of the first orchestra
of Artsakh coincides with that day,’ said the minister. ` They say,’
he added, `classical music is a peculiar constitution of a nation.

Today we may say that we have such a constitution, and it is brought
into being by the musicians of Armenia and Artsakh. Unification
proclaimed by the Karabakh movement is embodied in definite actions.’
The orchestra presented a two-hour program consisting of the works of
European and Armenian composers. There were also interesting solo
performances. Simon Sarghissian (electric piano) and Ashot Jenterejian
(first violin) played `Adagio’ by Albino. Christine Chitchian (violin)
and Ashot Jenterejian played the duet from Sarasate’s `Navarra
‘. Alexander Gharakhanian played Heidn’s cello concerto. Mary
Karapetian sang `Lullaby’ by Barsegh Kanachian. In brief, the concert
was full of surprises. According to Gevork Muradian, there will be
more surprises at the concert which will take place on Christmas.

13 years ago, on December 10, 1991 a referendum was held in Nagorni
Karabakh and 99.98 per cent voted for independence of NKR. On December
28 the election to the Supreme Council took place in Stepanakert under
the bombs of the Azerbaijani army. On January 6, 1992 the NKR
legislative body adopted the Declaration of State Independence of NKR
based upon the right for self-determination and the will of the people
of Nagorni Karabakh. On the same day the members of parliament
extended messages to the UN, countries of the world appealing them to
recognize NKR and prevent another genocide in Artsakh. On January 8
the Supreme Council chose its first speaker, 32-years-old Artur
Mkrtichian. These events were preceded by the law on dissolution of
the Autonomous Region of Nagorni Karabakh adopted by the Supreme
Council of Azerbaijan by which NKAR was dissolved as an ethnic and
territorial unit and the NK districts obeyed thenew administrative
centers. By its November 28, 1991 decision the USSR Committee on
Constitutional Control condemned the action of Azerbaijan as a
violation ofthe status of NKAR maintained by the Constitution of the
USSR. One of the active participants of the Karabakh movement, member
of parliament Maxim Mirzoyan claims that the national liberation
movement of the Armenians of Nagorni Karabakh turned into an open
confrontation and then a war due to Baku. `However, fortune favoured
the fair decision of the people of Artsakh who by their heroism and
stoicism managed to eliminate the danger of physical extermination and
step on the way of fulfilment of their right for self-determination
based on the basic international norms,’ told Maxim Mirzoyan to the
reporter of`Regnum’.
