Turks grapple with minority taboo as EU imposes change

ANKARA, Dec 15 (AFP) – Are Turkey’s Christians and Muslims equal? Are
non-Sunni Turks a minority? European Union demands on minority
freedoms have struck at the heart of a taboo on Turkey’s national
identity, forcing the country to grapple with fears and prejudices
rooted deep in its history.

Hrant Dink recalls his childhood days when his mother, wary of
hostility, warned him to neither call her “mama” in the street nor to
speak in their native Armenian.

“Turkey perceives minorities as a threat… a security problem,” the
Istanbul-based publisher said.

Lying beneath the mistrust is the traumatic experience of World War I
when Greeks and Armenians sided with the Allies invading the decaying
Ottoman Empire and sealed its dissolution.

For many Turks today, the mere discussion of minority freedoms is a
recipe for national fragmentation.

Unwritten rules bar the country’s 130,000 or so non-Muslims from
senior public posts and school books still portray them as
unreliable.

Ankara today officially recognizes only Armenians, Greeks and Jews as
minorities, a concept based on modern Turkey’s founding document, the
1923 Lausanne Treaty, which envisaged special protection for
non-Muslims.

Citing the treaty, Ankara for decades rejected even the existence of
its sizeable Kurdish community, and only recently granted it cultural
freedoms, under EU pressure.

What was long shoved under the carpet is now coming into heated
debate, fueled by EU criticism over the treatment of minorities and a
report by a local human rights body, which said Turkey lacks any
sense of multiculturalism and described as “paranoia” its mistrust of
minorities.

The government, the president and the influential army all responded
with hostility, and hardline nationalists held protests.

Another group coming out for its rights despite the tensions is the
Alevi or Alawite community, a distant relative of Shiite Islam, which
follows a moderate interpretation of the Muslim faith, friendly to
secularism and gender equality.

Although they form about a quarter of the 70-million population and
their religious practices differ significantly from those of the
Sunni majority, Alevis are denied the status of a separate sect and,
unlike the Sunnis, receive no financial support from the government.

The EU has urged Ankara to grant the Alevis minority status, sparking
a wave of criticism that Brussels is aiming to foment divisions even
between Turkey’s Muslim population.

“We do not ask for special minority rights. We just want to be
equal,” said Izzettin Dogan, chairman of the Cem Foundation, a
leading Alevi grouping. “The EU process will bring us benefits. The
EU has certain standards on freedom of faith and Turkey must abide by
them.”

Alevis are already campaigning to have their religious identity
inscribed on their ID cards and for their faith to be included in
school books, which currently teach only the Sunni religion.

Prejudices against the Alevis stem not only from bloody sectarian
clashes throughout history, but also from the Cold War, during which
NATO-member Turkey tended to see them as potential allies of
Communism because of their traditional left-leaning stance.

EU opponents say Turkey’s efforts to align with the democracy norms
of the European bloc is pushing the country to the brink of break-up.

“Fulfilling EU demands would spell an end to Turkey’s unitarian
structure,” said Mehmet Sandir, a far-right politician. “Eventually,
we would get at each other’s throats.”

Dink, however, believes that the tensions are the birth pangs of
eventual reconciliation.

“I find the debates very helpful. A taboo is being destroyed,” he
said. “The more we speak, the more we get used to it and attitudes
soften.”

STRASBOURG (AA) – European Parliament on Wednesday rejected an
amendment motion recommending special partnership status to Turkey
instead of full membership.
In a voting held in EP General Assembly, the amendment motion
opposing Turkey’s membership was rejected.
European Parliament also rejected another amendment motion
demanding Turkey to recognize so-called Armenian genocide to start
entry talks.

European Parliament Accepts Resolution Calling For Start Of Entry
Talks With Turkey

STRASBOURG (AA) – European Parliament on Wednesday accepted
resolution calling for start of Turkey accession talks ”without
undue delay”.
The European Parliament, meeting in Strasbourg, France, voted
407 to 262, with 29 abstentions to pass the resolution.
The resolution appreciated the reforms made in Turkey and stated
that negotiations would be the starting point of a very long process,
and noted that the process was open-ended in its nature and does not
mean it would automatically result in full membership.
The resolution said full membership depended on the mutual
efforts of Turkey and the EU, and stressed that it was important that
public opinions of Turkey and the EU should be informed effectively
in Ankara’s integration process.
The resolution said negotiation process would last long and
wanted restrictions on free movement and agriculture not to have a
negative impact on Turkey’s full membership efforts.
The resolution hinted that full membership negotiations with
Turkey could not be completed before that targets foreseen for EU’s
2014 budget.
The resolution called on solution of Turkey’s problems with its
neighbors in line with UN agreement. The resolution wanted
restrictions toward Greek Cypriot flagged ships to be eliminated.
The resolution said there should not be restrictions on the
activities of minorities in Turkey, and called on Turkey to open
seminary in Heybeliada within this framework.
The European Parliament resolution included demands like
”recognition and protection of the Alawite sect, including the
cemevi (prayer houses) of Alawites, religious education to be
voluntary, taking influential measures in fight against torture, and
annulment of village guard system in the Southeast.”
The resolution called on Turkey to open its borders with Armenia
and the Turkish and Armenian governments to support the peace
process. It said sorrowful experiences of the past should be overcome
with the support of independent experts.
The amendment envisaging recognition of so-called genocide on
Armenians as a condition for start of negotiations was rejected.
However, an amendment making references to the resolution which
European Parliament accepted earlier regarding recognition of
so-called genocide, and another amendment envisaging European
Commission and the Council to demand Turkey recognize the so-called
genocide were accepted.
European Parliament meanwhile rejected an amendment proposing
Turkey ”privileged partnership” instead of full membership.

This was stated at the meeting of Ministers of Defense of Azerbaijan
and Belarus taken place on December 15 in Baku.

Minister Safar Abiyev has emphasized that relations between
Azerbaijan and Belarus continues since Soviet time, that though the
history of bilateral cooperation in the field of defense is short, in
this direction successful work is already conducted, and has
expressed confidence that after present visit the cooperation will
reach a new level. Informing the visitor about military-political
situation in region of the South Caucasus, occupation of the
Azerbaijan lands by Armenia, colonel-general Safar Abiyev has stated
that despite of achievement in 1994 of ceasefire, there is no result
in settlement of the Armenia-Azerbaijan conflict. The reason consists
that the Armenian state does not wish to refuse its aggressive
policy. However, Azerbaijan will not concede spans of its lands.
President Ilham Aliyev during his visit to London has resolutely
stated that if the Armenian aggressors do not abandon the Azerbaijan
lands, we shall release the occupied lands.

He has noted rapid development of economy of Azerbaijan, active
participation of the country in the international projects, readiness
of Azerbaijan for cooperation with many states, including Belarus, in
all areas.

Minister of Defense of Belarus Leonid Maltsev has told: `We are ready
to widespread cooperation, including in the field of defense with
Azerbaijan on the basis of mutual interests of both states. For this
purpose, the document concerning legal basis of the
Belarus-Azerbaijan military cooperation will be signed.

Having touched the question of settlement of the Armenia-Azerbaijan,
Nagorny Karabakh conflict, the visitor has said that his country
supports settlement of the problem on the basis of norms of
international law.

The sides also have carried out exchange of views on the various
sides of military cooperation.

No way to build a safer world

As someone who was declared persona non grata by the Turkish
government, in response to the declaration he made in his role as
minister of education regarding the Turkish responsibility for the
murder of the Armenian people, I – of all people – would like now to
come to Turkey’s defense regarding the matter of international
responsibility.

In recent years, Turkey has amazed me. Turkey of today is the only
Muslim country in our region that bears any resemblance to a
democratic country. Not only is the country overwhelmingly Muslim, so
is the ruling party, and the prime minister himself is a devout
Muslim. And despite that, Turkey is perhaps the proof that Islam and
democracy are not necessarily mutually exclusive.

This coming weekend, the leaders of the European Union will decide
whether to launch official talks regarding Turkey’s joining the EU as
a full member. Turkey has been courting Europe for 40 years now, only
to be spurned and rebuffed. Even if the EU leaders decide in Turkey’s
favor this week, the talks themselves will only begin months from
now, and they are expected to last about 10 years. And even in 2015
there is no certainty that Turkey will in fact be recognized as a
member state.

Europe has no interest in Turkey and has been conducting the affair
with Turkey against its will. Why in fact should the 25 countries of
the EU want it? Turkey is too big and has too many Turks; it is too
poor; they are not “like us”; and they may cover the entire continent
with traditional Muslim veils.

In order to abort the entire development, the EU has now set
“preliminary conditions” for the talks. First, Turkey must
immediately recognize the Republic of Cypress, the Greek part of the
island; second, it must improve the “state of human rights” in the
country.

True, Turkey is still not yet Sweden, but its prime minister, Recep
Tayyip Erdogan, made a far-reaching and surprising step in the right
direction, and the “Midnight Express” is no longer roaring forward;
it has definitely been slowed down.

While Turkish democracy is not yet a role model, the American
president can only dream of a similar democracy in liberated Iraq. If
Europe rejects Turkey with grimaces of fear and loathing, and if
America for its part does not spur the Europeans to accept it, they
will in fact be pushing it in the direction of Islamic fundamentalism
as it sends out its tentacles all over the world.

The West is signaling to the Turks that they will forever remain on
the outside, that they have no real chance of being desired and
accepted, that they are wasting their time and efforts on introducing
reforms. This signal is both unfair but even more important, it is
dangerous: The Muslims of the world, from Pakistan to Palestine,
understand and are taking in the message, and together they will
unite in their vengeful fanaticism, creating a catastrophic reality
of the entire world against all of Islam and Islam against the whole
world.

Saudi Arabia, although not a candidate for the European Union, is
warmly welcomed there. Red carpets are rolled out in honor of its
royal family – the king, the crown princes and others – in all the
countries of Europe and especially in the United States. Of this
corrupt family, in whose schools the global terror of Bin Laden and
his ilk incubates, no demands like those made of Turkey are made
before it may be accepted in enlightened company. The depraved Saudis
can be found in all international parlors and under every crystal
chandelier.

In Saudi Arabia, they still amputate the hands of anyone who as much
as steals an apple in the marketplace, and still stone to death women
suspected of committing adultery. But that in no way cramps the style
of the leaders of the “free world” in their rush to join the Saudi
fan club.

If one can be a sought-after and pampered Saudi Arabia, why take the
trouble to be a rejected Turkey? There is nothing like rewarding
democratization and moderation, but why take a chance on internal
conflicts?

In any case, impoverished Turkey has no chance of intoxicating the
world with oil and drugging it with bribes. In their destitute state,
the Turks will find it very difficult to replace the Saudi friends of
U.S. Vice President Dick Cheney, who needs to care for his huge
corporation, Halliburton, which without the nectar of contracts will
dry up.

It will not be long before Turkey becomes sick and tired of the
humiliating attitude toward it and disgusted with the American
hypocrisy, which reeks of French perfume, and the European
sanctimoniousness that smells of American apple pie.

When that happens, when Turkey moves further and further away from
its pro-Western orbit, all that will remain will be Bush and Cheney’s
Iraqi democracy as a model incentive for all the Arabs and Muslim in
our region; along with Saudi Arabia, of course, as long as it holds
on and doesn’t fall apart. That is no way to build a safer world.

Duma Speaker Meets with Armenian Speaker

SPEAKER OF STATE DUMA OF RUSSIA MEETS WITH SPEAKER OF NATIONAL
ASSEMBLY OF ARMENIA

YEREVAN, DECEMBER 15. ARMINFO. Speaker of State Duma of Russian
Federation Boris Gryzlov met Wednesday with Speaker of National
Assembly of Armenia Arthur Baghdasarian.

ARMINFO was informed in the press office of Armenian parliament,
chairmen of permanent commissions of Armenian parliament, leaders of
deputy factions and groups took part in the meeting, during which
Arthur Baghdasarian and Boris Gryzlov concerned issues of the
development of interstate relations. They laid emphasis to increase
the efficiency of activity of the Parliamentary Assembly of CIS, joint
word on elaboration of model laws of CIS PA, in particular, creation
of single legislative basis for fight against terrorism,
implementation of joint programs in the spheres of science, education
and culture, expansion of interregional relations, cooperation within
the bounds of international structures.

According to the speaker of the National Assembly of Armenia, our
country attaches great importance to the role of Russian Federation in
the issue of peaceful settlement of Karabakh conflict within the
framework of the OSCE Minsk Group. Arthur Baghdasarian stressed the
importance of re-launch of five Armenian enterprises transferred to
Russia by the agreement “Property against debt”, mentioning that
people are waiting for creation of working places and investments
envisioned by the agreement. The participants had stressed the
importance of restoration of the railway communication between Armenia
and Russia, launch of a ferry.

Boris Gryzlov stated that they will do their best for implementation
of the provisions of the agreement “Property against debt”, mentioning
that the Russian budget for 2005 envisions allocation of funds for
it. The speaker of the State Duma promised that after his returning
Moscow the question on restoration of the railway and ferry
communication will become a subject of special discussion. Boris
Gryzlov also introduced the Armenian counterpart with the results of
the activity of the tate Duma for the last year.

Poland is going to reduce the number of its military contingent in
Iraq from 2500 to 1700, Reuters news agency quoted Jerzy Szmajdzinski,
Polish minister of defense, as saying. Polish authorities declared
earlier that they would call few squads back only after the elections.

The group of Armenian doctors, deminers and drivers, which is supposed
to leave for Iraq, was to billet on the Polish-controlled territory
120-140 km farther from Baghdad together with servicemen from other 19
states. Poland declared earlier that it will withdraw the whole
contingent before 2005.

Endocrinologists are Unaware of New Medicines

There are around 20-25 thousand diabetics in Armenia according to
different figures. After Armenia gained independence in 1991, the
state was providing exclusively animal insulin which is cheaper
compared to the human insulin. This year the state imported only human
insulin. Some of the specialists confessed that diverse complications
during the treatment where the result of the animal insulin. Others
became alarmed that the change from one type of insulin to the other
will have negative impact on the insulin-dependants. But the new
insulin went into hospitals without passing additional tests and put
the patients in the situation of a laboratory animal.

Today both the endocrinologists and insulin-dependants are facing a
new experiment. MP Napoleon Azizian declared at the parliament that a
suspicious insulin of Egyptian origin, which is registered only in
Palestine and Nigeria, has entered Armenia.

But the healthcare minister, Norair Davidian, said that the Egyptian
insulin has an international certificate and meets all the
characteristics of human insulin. According to Davidian, 60 percent of
the insulin is consumed in Egypt and around 250 million people in the
world use it.

Later on Napoleon Azizian informed Azg Daily that he failed to find
facts proving the healthcare minister and could not find nay
information that thedrug is registered. Azizian assures that he has
talked with a dozen of endocrinologists and “none of them has
information on the medicine”.

To all appearances, it is uncertain as to what effect will the new
insulin, which has never been used in Armenia before, have on the
diabetics.

We tried to find out how aware the Armenian endocrinologists are. We
will withhold their names as they requested. Here is what a renowned
specialist says: “I have never read about the Egyptian insulin
anywhere. Armenian insulin-dependants today use not only the insulin
registered in the republic but also drugs sent from abroad by their
relatives, but I have never come across that kind of insulin. No
medical directory mentions of such a drug. I participated in many
international congresses and conferences where the insulin providers
all over the world were exhibited, but never noticed anything with
that name”.

Another specialist thinks: “The fact that the drag was never
introduced speaks well for its quality. There is no indication to this
insulin even inthe Internet”.

Chief endocrinologist of Armenia, Ashot Mamikonian, tried to evade a
direct answer and said that the issue is within pharmacists’
jurisdiction.

We found out that our specialists had expressed their worries over
importing the unknown insulin but no one listened to them.

The new medicine is being put in use, as in the case of the human
insulin.

A tender is going to define the organization that will import the new
drug to Armenia.

Egyptian Vaksera Company is the supplier of the insulin. It is only
bottling the Polish insulin. By the way, Poland is not a recognized
insulin supplier too.

Perhaps the fact that Vaksera Company offers a double low price for
the insulin is the reason why the Armenian authorities went on risking
peoples’ health.

Russia Working on Armenia Inclusion in North-So. Transport Corridor

RUSSIA ACTIVELY WORKING OVER ARMENIA’S INCLUSION IN TRANSPORT CORRIDOR
NORTH-SOUTH

YEREVAN, DECEMBER 15. ARMINFO. Russia is actively working over
Armenia’s inclusion in the international transport corridor
North-South. Speaker of State Duma of Russia Boris Gryzlov informed
during the meeting with Prime Minister of Armenia Andranik Margarian.

ARMINFO was informed in the press office of the government, stressing
the importance of improvement of the transport communication between
the two states, Boris Gryzlov has also informed about the intensive
activities on launching the ferry train communication Caucasus – Poti,
as well as on restoration of the movement through the Abkhazian
section of the railway. In his opinion, it will be effective from the
point of view of the economy both for Armenia and Russia. Speaking of
Armenia’s involvement in regional and transport programs, Margarian
mentioned that Armenia expects assistance from Russian parliament
members in the issue of lifting the blockade, opening of
Armenian-Turkish border, as well as in the issue of resumption of the
railway communication Tbilisi-Gyumri-Kars.
