facts to achieve its goals on the Nagorno Karabakh conflict, Polish
Ambassador to Armenia Tomasz Knothe said when commenting on the
reports spread by the Azeri media. According to these reports, Polish
President Alexander Kwasniewski during the meeting with Ilham Aliyev
allegedly said that `Karabakh is the essential of Azerbaijan’, Arminfo
agency reports. In Knothe’s words, the Presidents just discussed the
Karabakh problem. `Comprehending the complexity of the issue President
Kwasniewski would never make a statement of the kind. The information
spread by the Azeri media contains no single true word’, the Polish
Ambassador stressed.

Chairman of Soc. Security Considers Social Cards System Unnecessary

CHAIRMAN OF SOCIAL SECURITY FUND CONSIDERS INTRODUCTION OF SOCIAL
CARDS SYSTEM IN ARMENIA AS UNNECESSARY

YEREVAN, APRIL 1, NOYAN TAPAN. The social insurance cards should serve
the citizen, not vice versa. Vazgen Khachikian, the Chairman of the
Social Insurance State Fund, said about it during the March 28 press
conference. He also said that he doesn’t know, for what purpose the
social insurance card in Armenia serves. As the RA citizen, he
considers that there is neither necessity nor need of this card. It
was noticed that such a system has been introduced in Ukraine by the
means of the same PADCO international organization. According to
V. Khachikian, the notion of the social insurance (not security) card,
which mainly plays the role of an electronic pocket-book, is customary
in the world. V. Khachikoian considers that the serious discussions
should be held on this issue. “It isn’t shameful to recognize own
mistake and follow the right path.” The wrong application of the
system may be compared with carbon monoxide, which has neither color
nor smell but can become a reason of death with time. It was also
noticed that as of March 23, 10,990 pensioners received social
insurance cards in Yerevan. 2,778 out of them received the cards by
the reason of the old Soviet passports, 3, 813 didn’t apply for
receiving the cards, and 1,494 pensioners refused to receive them at
all.

Seminar Dedicated to Problems of Implantology Held in Armenia

SEMINAR DEDICATED TO PROBLEMS OF IMPLANTOLOGY HELD IN ARMENIA FOR THE
FIRST TIME

YEREVAN, APRIL 1, NOYAN TAPAN. The April 1 seminar held in Yerevan was
dedicated to the discussion of the problems of application of
implantology in stomatology. The seminar was organized by the Armenian
Association of Stomatology jointly with the RA Ministry of Health.

Karen Grigorian, RA Chief Stomatologist, said that such a seminar is
held in the republic for the first time. According to him,
implantology became one of the most effective methods of treatment,
which will become a leading method among the stomatological services
in the 21st century. According to Ashot Gevorgian, Chairman of the
Association, this sphere is out of control at present. According to
him, this permits anyone to open a stomatological cabinet and even
work without a licence. A.Gevorgian said that in accordance with the
order of RA Ministry of Health, checkings will be held in all
stomatological cabinets acting in the republic in April-May.

PROFITS OF ARMENIAN INSURANCE COMPANIES GROW 49.6% IN 2004

YEREVAN, APRIL 1, NOYAN TAPAN. Some activization has been registered
in the insurance sphere of the country in 2004 as a result of the
application of the new Law on Insurance. Head of the Department of
Insurance of the RA Ministry of Finance and Economy Ashot Gomtsian
stated at the April 1 press conference that only last year, another 4
companies received licences to carry out insurance activities. As of
January 1, 2005, there were 26 licenced insurance companies in
Armenia, 20 of which operated in accordance with their regulations.

According to A. Gomtsian, the overall authorized capital of the
companies grew 33.4% in 2004 and made about 2 bln 398.8 mln drams
(about 4.5 mln USD) as of January 1, 2005. In the year under review,
the companies’ own capital increased 34.5% to about 2 bln 768.6 mln
drams, while the assets – by 48.8% to about 6 bln 304.8 mln drams. The
insurance reserves and insurance payments grew 48.9% to 1.9 bln drams
and 47.1% to 3.9 bln drams respectively. Insurance compensations
decreased 2.2% to 444.5 mln drams. The profit of the insurance
companies grew 49.6% to 178 mln 473 thousand drams. According to the
department head, with the aim of protecting the interests of the
insured, stricter normatives for the operation of the companies were
established by the new law, in particular, the minimum amount of the
authorized capital was increased. It will make 100 mln drams in 2005,
200 mln drams in 2006, and 500 mln drams in 2008. The speaker
underlined that the introduction of various types of compalsory
insurance is a top priority for developing the sphere. At present the
companies mainly insure against accidents, as well as cargo, property,
plane risks, whereas life insurance is available only at 3-4
companies.

/PanARMENIAN.Net/ The train-ferry with 18 cars of grain destined for
Armenia will arrive from Kavkaz port (Russia, Krasnodar Territory) to
Poti port (George), Regnum news agency reported. In the words of the
chief of the Department of Railways of Armenia Ararat Khrimian, the
delivery of the load to Armenia via train-ferry is organized for the
first time within the latest 14 years. At present 11 out of the 29
cars of the Armenian load are in Kavkaz port ` it was possible to
transport only 18 cars at a time. It should be reminded that the
Agreement on opening the train-ferry passage between Kavkaz and Poti
ports was signed by Russian Minister of Transport Igor Levitin and
Georgian Minister of Economic Development Alexy Aleksishvili in
Tbilisi January 10, 2005. The parties also signed agreements on the
transportation rules and temporary rules of exploitation of the
passage. Armenia, Azerbaijan and Central Asian countries can use the
Poti-Kavkaz passage besides Russia and Georgia.

Safar Abiyev met with the delegation headed by Deputy Commander of US
Headquarters European Command general Charles Wald As stated by
Abiyev, Azerbaijan considers the US it strategic partner. He noted the
high level of bilateral ties in all spheres, specifically in
development of military cooperation. Azerbaijan also expands it ties
with the NATO within the Partnership for Peace Programme. S. Abiyev
informed the guests on the Nagorno Karabakh conflict and its
outcomes. As Abiyev emphasized, «Armenia does not give up t aggressive
urges.» «Unfortunately, the international community forms conditions
for strengthening Armenia in the occupied territories of Azerbaijan.

Armenia settles the occupied territories of Azerbaijan with
Armenians. However, Azerbaijan comes for peaceful settlement of the
conflict,» he noted. In his turn, Ch. Wald said he does not «doubt
that Armenia pursues a policy of settling the occupied territories of
Azerbaijan.» «One country occupying the territory of another is
illegal. The conflict should be solved via diplomatic means. The US
will strengthen attention to the solution of the conflict,» the
general added.

Genocide the US will do what other countries have done some time or
later, Armenian Assembly of America Executive Director Ross Vartian
stated, the Milliyet Turkish newspaper reported. `France has
recognized the Genocide, however it did not damage the Turkish-French
relations at all,’ he added. He considered senseless the proposals to
submit the genocide issue for discussion, grounding it with the
historians having discussed it long ago and have come to a certain
conclusion. Answering the question that `genocide is merely the
problem of the Diaspora,’ Ross Vartian noted, `the acknowledgement of
the Genocide is one of priority tasks of Armenia’s foreign policy.

Some 1 million people visit the Memorial of the victims of the
Genocide victims April 24 each year ` this makes 1/3 of the population
of Armenia. We ` the Diaspora representatives ` are not hostile
towards the Turkish people.’ Answering the questions referring to the
territorial integrity of Turkey and the Armenian-Turkish relations,
Ross Vartian did not deny that the acknowledgement of the Genocide
will have certain consequences for Turkey. Simultaneously, he noted,
`however the definition of the consequences of the acknowledgement of
the Genocide does not concert the Diaspora. It is the affair of
Yerevan and Ankara. As of the land demands, the authorities of Armenia
have made an unilateral statement on respecting the territorial
integrity of Turkey.’ `Armenia and Turkey should be able to discuss
all problems available. It is necessary to open the borders. The
acknowledgement of the Genocide is not a precondition to settlement of
the relations between Yerevan and Ankara and it cannot be. The sound
dialogue is important. The Genocide will be recognized when the
Turkish people themselves want it and make the Turkish Government do
it, but not under pressure from the outside. Turkey is being gradually
reconstructed, challenges the history, otherwise Orhan Pamuk! would
ha ve not been able to make a public statement on the murder of 1
million Armenians,’ he stated.

leaders, who have authority in the Syrian Arab Republic, are in
Armenia to participate in the commemorations of the Armenian
Genocide. In early past century the fathers of the sheiks provided
asylum to the Armenians, who survived the genocide. Today the
delegation members held a news conference, at which they expressed
admiration of the culture, science and the hospitality of the Armenian
people, the Yerkir newspaper reported. The entire world should
recognize the Armenian Genocide, the sheiks noted, adding that every
stone, every inch of our country provide evidence of the Armenian
Genocide victims. The guests also visited the Tsitsernakaberd Memorial
of the Genocide victims, Yerevan State University, and met with
Armenian officials.

YEREVAN (YERKIR) – The organizers of Philip Kirkorov’s trip to Yerevan
officially announced on Thursday that the Russian singer’s concerts
have been cancelled.

The cancellation followed a public outrage organized by the ARF’s
Nikol Aghbalian Student Union, the Armenian Youth Federation and about
30 other youth organizations that cited the singer’s anti-Armenian
stance for their reason to protest his performance in Yerevan.

Nikol Aghbalian Student Organization and the AYF issued a statement
late on Thursday expressing their gratitude to the public and media
for the support in the action.

VATICAN CITY (AP) ‘ Pope John Paul II showed the first signs of losing
consciousness at dawn on Saturday, the Vatican said, as priests around
the world prepared the Roman Catholic faithful for his passing.

But John Paul, 84, was not in a coma and opened his eyes when spoken
to, papal spokesman Joaquin Navarro-Valls said.

The pope’s health began deteriorating Thursday after he suffered a
urinary tract infection. In its latest statement the Vatican, which
earlier described his heart and kidneys as failing, said his condition
was unchanged and “very grave.”

Navarro-Valls said the pope was still speaking late Friday but did not
take part when Mass was celebrated in his presence Saturday morning.

“Since dawn this morning there have been first signs that
consciousness is being affected,” he said.

“Sometimes it seems as if he were resting with his eyes closed, but
when you speak to him, he opens his eyes,” Navarro-Valls said.

He said aides had told the pope that thousands of young people were in
St. Peter’s Square on Friday evening. Navarro-Valls said the pope
appeared to be referring to them when he seemed to say: ‘”I have
looked for you. Now you have come to me. And I thank you.'”

Vatican cardinal Achille Silvestrini visited John Paul Saturday
morning, accompanied by another cardinal, Jean-Louis Tauran.

“I found him relaxed, placid, serene. He was in his bed. He was
breathing without labor. He looked like he lost weight,” Silvestrini
said.

He said the when he and Tauran came into the room, the pope seemed to
recognize them.

“The pope showed with a vibration of his face that he understood,
indicating with a movement of his eyes. He showed he was reacting,” he
added.

For a second day, the Vatican announced a series of papal appointments
including a Spanish bishop, an official of the Armenian Catholic
Church and ambassadors to El Salvador and Panama.

One of the pope’s closest aides, Cardinal Joseph Ratzinger, was quoted
Saturday as saying that when he saw the pontiff on Friday morning,
John Paul was “aware that he is passing to the Lord.”

The pope “gave me the final farewell,” the news agency of the Italian
bishops conference quoted the German cardinal as saying Friday night.

Tourists and pilgrims streamed anew into St. Peter’s Square on
Saturday, and around the world, priests prepared Roman Catholics for
the pope’s death. Many expressed hope that his final hours would be
peaceful.

“Now he prepares to meet the Lord,” Cardinal Francis George said at a
Mass in Chicago on Friday. “As the portals of death open for him, as
they will for each of us … we must accompany him with our own
prayers.”

A workman in the square, declining to give his name, told The
Associated Press that crews were taking down the canopy on the steps
of St. Peter’s Basilica, which had covered an altar during Easter
Sunday Mass. They said they had orders to clear the space for when the
pope’s coffin eventually is carried into the square.

Several cardinals from the United States and Latin America said they
were heading to Rome. After the official mourning period following the
death of a pope, cardinals hold a secret vote in the Sistine Chapel to
choose a successor.

The Il Secolo XIX newspaper of Genoa reported that the pope, with the
help of his private secretary Archbishop Stanislaw Dziwisz, wrote a
note to his aides urging them not to weep for him.

“I am happy, and you should be as well,” the note reportedly
said. “Let us pray together with joy.”

However, Navarro-Valls said he couldn’t confirm the report, even after
speaking to the pope’s secretary.

As word of his deteriorating condition spread across the globe,
special Masses celebrated the pope for transforming the Roman Catholic
Church during his 26-year papacy and for his example in fearlessly
confronting death.

Hospitalized twice last month after breathing crises, and fitted with
a breathing tube and a feeding tube, John Paul has become a picture of
suffering.

His papacy has been marked by its call to value the aged and to
respect the sick, subjects the pope has turned to as he battles
Parkinson’s disease and crippling knee and hip ailments. The pope also
survived a 1981 assassination attempt, when a Turkish gunman shot him
in the abdomen.

In Washington, the White House said President Bush and his wife were
praying for the pope and that the world’s concern was “a testimony to
his greatness.”

Cardinal Marcio Francesco Pompedda, a high-ranking Vatican
administrator, visited the pope Friday morning and said he opened his
eyes and smiled.

“I understood he recognized me. It was a wonderful smile ‘ I’ll
remember it forever. It was a benevolent smile ‘ a father-like smile,”
Pompedda told RAI television. He told the Milan daily Il Giornale the
pope was lying in bed propped up by pillows, and twice tried but
failed to say something.

“There were various tubes, and an intravenous drip, but I confess that
I didn’t dwell on these details,” said Pompedda, adding that the pope
appeared to be “suffering but serene.”

John Paul’s health declined sharply Thursday when he developed a high
fever brought on by the infection. The pope suffered septic shock and
heart problems during treatment for the infection, the Vatican said.

Septic shock involves both bacteria in the blood and a consequent
over-relaxing of the blood vessels. The vessels, which are normally
narrow and taut, get floppy in reaction to the bacteria and can’t
sustain any pressure. That loss of blood pressure is catastrophic,
making the heart work hard to compensate for the collapse.

Dr. Gianni Angelini, a professor of cardiac surgery at Bristol
University in England, said the chances of an elderly person in John
Paul’s condition surviving septic shock more than 48 hours was no more
than 20%, “but that would be in an intensive care unit with very
aggressive treatment.”
