1) New Armenian Ambassador to US Assumes Duties

WASHINGTON, DC–Armenia’s newly-appointed Ambassador to the United States
Tatoul Margarian, arrived in Washington, DC and assumed the duties of his
office on March 31. Prior to his appointment, Margarian served as Deputy
Foreign Minister of Armenia.
According to an embassy press release, Margarian brings to his position a
wealth of experience in US-Armenian relations.
Margarian received the appointment from President Robert Kocharian on March
19, and is expected to present his credentials to President George W. Bush
shortly.
Prior to assuming this position, Margarian served as Deputy Minister of
Foreign Affairs of Armenia, beginning June 2000. In that capacity, he was the
Armenian coordinator for US-Armenia Strategic Dialogue, as well as the
NATO-Armenia Political-Military Dialogue.
Margarian also served as the President’s Special Representative for
Mountainous Karabagh negotiations, in 2002-2003.
His previous diplomatic assignments include a term as Deputy Chief of Mission
and Minister-Counselor at the Armenian Embassy in Washington, DC from December
1994 to January 1999.
Before joining the Armenian Foreign Service, Margarian served in Armenia’s
legislative and executive branches. He was Assistant to the Vice Chairman of
the Armenian Parliament from 1990 to 1991, and Assistant and Adviser to the
Vice President of Armenia from 1991 to 1994, and also served as Acting
Chief of
Staff to the Prime Minister of Armenia from 1991 to 1992.
Margarian was born on April 16, 1964, in Ghapan, Armenia. He holds a Master’s
degree in International Relations degree from the School of Advanced
International Studies at the Johns Hopkins University, and is a Doctoral
candidate at the London School of Economics and Political Science. He
graduated from the Yerevan University of National Economy in 1985, and
completed a PhD in Economics at the same University in 1988.
Margarian is fluent in English and Russian. He is married and has one son.

2) Armenian Delegation to Attend Pope’s Funeral

YEREVAN (Armenpress)–An Armenian delegation headed by Prime Minister Andranik
Margarian will leave for Vatican City on April 7 to attend the funeral of Pope
John Paul II.
The delegation includes Armenian ambassador to Italy Ruben Shugarian,
ambassador to France and Vatican Eduard Nalbandian, deputy foreign minister
Armen Bayburdian, as well as Catholicos Karekin II, who will be accompanied by
Armenian Patriarch of Constantinople Archbishop Mesrob Mutafian, Primate of
the
Diocese of the Armenian Church of America (Eastern) Archbishop Khajag
Barsamian, and Rev. Fr. Geghard Vahuni.
Catholicos Karekin II paid tribute to the pope’s legacy in a message of
condolence to the Vatican. “Throughout his 26-year reign, His Holiness Pope
John Paul II was a staunch defender of life and champion of justice,” he
wrote.
“His Holiness’s calls for peace and reconciliation in the world were anchored
in his moral convictions and love for humanity.”
John Paul was the first head of the Roman Catholic Church to set foot on
Armenian soil and describe the 1915 slaughter of Armenians in Ottoman
Turkey as
genocide–a fact emphasized by Karekin II. The pontiff spoke of a “moment of
grace and joy” as he arrived in Yerevan on September 25, 2001 on a three-day
visit that coincided with official celebrations of Armenia’s adoption of
Christianity as a state religion.
“For ever, the annals of the universal Church will say that the people of
Armenia were the first as a whole people to embrace the grace and truth for
the
Gospel of our Lord Jesus Chris,” he declared. “You zealously guard the memory
of your many martyrs: indeed, martyrdom has been the special mark of the
Armenian Church and the Armenian people.”
The pope had termed the 1915 tragedy a genocide in a joint communiqué with
Karekin issued in the Vatican in November 2000. Another joint statement signed
by the two spiritual leaders in Yerevan likewise referred to “the
extermination
of 1.5 million Armenian Christians in what is generally referred to as the
first genocide of the 20th century.”

3) Armenia Dismisses Coach Casoni

YEREVAN (Combined Sources)–Armenia’s French coach Bernard Casoni was fired on
Tuesday, following a string of poor performances, federation president Ruben
Hayrapetyan confirmed.
The former Marseille player and manager, who had landed a one-year contract
with the Armenian football federation last August, had been widely criticized
for his methods and tactical choices, as his side endured 4 consecutive
defeats
against Macedonia (3-0), Finland (0-2 and 3-1), and Czech Republic (0-3)
before
collecting their first 2006 World Cup qualifying campaign points against
Romania (1-1) and Andorra (2-1).
And last Wednesday’s 2-0 defeat in Holland appears to have been the last
straw
for the tactician.
“We were very dissatisfied with the coach’s work, especially his choice of
players for games and his work methods,” Hayrapetyan said.
A new coach is expected to be named within the next 10 days.
Armenia shares last place in European Zone Group One with Andorra after their
most recent defeat, a 2-0 loss to the Netherlands.

4) Armenia, Azerbaijan to Mull New Karabagh Peace Plan

MOSCOW (RFE/RL)–The foreign ministers of Armenia and Azerbaijan will meet in
London next week to discuss new proposals on Mountainous Karabagh put forward
by international mediators, a senior Russian diplomat said on Tuesday.
Yuri Merzlyakov, the Russian co-chair of the OSCE’s Minsk Group, said that
Vartan Oskanian and Elmar Mammadyarov may also agree a date for a meeting of
the two countries’ presidents, which he said is essential for further progress
in the peace process. “The parties seem to have reached a point where a
meeting
of the presidents should give a new impetus to the negotiations,” he said.
Mammadyarov announced last week that his new round of talks with Oskanian,
originally scheduled for March 2, will take place on April 15. The Armenian
Foreign Ministry confirmed that Oskanian will travel to London to meet with
the
Minsk Group’s French, Russian, and US co-chairs. But it said a face-to-face
encounter with his Azeri counterpart has yet to be confirmed.
Merzlyakov acknowledged that the London talks will determine whether Aliyev
and Kocharian will meet in Warsaw on the sidelines of the May 15-16 summit of
the Council of Europe member countries. The mediators hope that they will
discuss and present their opinion on the new peace proposals, he said.
“The co-chairs believe that a political decision is required at the highest
level,” he said. “It is possible that they will not agree to our proposals and
will suggest something else.”
The Russian diplomat refused to reveal those proposals, saying that they
require major concessions from both conflicting parties. “The co-chairs of the
Minsk Group have always said that public opinion needs to be prepared for
agreement and to be told that mutual concessions are inevitable,” he said.

with Lithuanian National Defense Minister Gediminas Kirkilas, the
Press Service of the Armenian Defense Ministry reported. “It is very
important to us to cooperate with you. We consider ourselves Europeans
and we work for becoming full members of the European family,” Serge
Sargsian noted. In his words, Armenia develops relations both with
European and other countries, which work for peace. “Armenia is the
second country after the US I paid an official visit to,” Kirkilas
noted. He said Lithuania is ready to cooperate with Armenia in all
fields, including the defense. “We appreciate cooperation with such
a country having rich historical past and culture as Armenia,â”
the head of the Lithuanian defense department added. Touching upon
the Nagorno Karabakh conflict settlement Serge Sargsian especially
emphasized the peace-making activities of the OSCE Minsk Group in the
11-year-long cease-fire regime. At the end of the meeting Gediminas
Kirkilas expressed readiness to discuss any proposals on military
cooperation between the two countries.

with President of the Chamber of Representatives of the Kingdom of
Belgium Herman De Croo, the Press Service of the Armenian leader
reported. In the course of the meeting the parties appreciated the
level fo the Armenian-Belgian relations, noting that the fact that
Belgium is the main trade partner of Armenia among the EU states
evidences it. The interlocutors emphasized the need to expand the
political dialogue between the two countries, to which the activation
of the interparliamentary cooperation can contribute. In the course
of the meeting Robert Kocharian and Herman De Croo discussed matters
of Euro-integration of Armenia, specifically within the context of
the Wider Europe: New Neighbors EU Program. Besides, the parties
discussed a range of regional issues.

BALASHIKHA, Moscow Region (RIA Novosti) – The exercise of the CIS
Combined Air Defense System is to involve 56 fixed-wing and one
rotary-wing aircraft, Colonel-General Boris Cheltsov, chief of staff
of the Russian Air Force (RusAF), told RIA Novosti on Tuesday.

According to him, such exercises are conducted biannually. Honing
the interoperability skills is to involve intercept of intruders and
rescuing aircraft in distress.

“The exercise also it to involve the Russian Air Force’s Tu-160
and Tu-95 strategic bombers that will land at a Belarus airbase,”
the general said, adding that two A-50 airborne warning and control
system (AWACS) aircraft were to be used in the exercise.

“One of them is to operate in the Belarus airspace and the other in the
south of Russia. There were plans to use it in the Armenian airspace
but Georgia did not grant it flyover rights,” Cheltsov emphasized.

Lieutenant-General Aitech Bizhev, RusAF’s deputy commander-in-chief
for the CIS Combined AD System, said that the Russian A-50 AWACS
plane would cue Belarus fighters to their targets in Belarus. He
also mentioned that CIS aircraft would exercise joint maneuvering
and intercept fast threats at high altitude.

“Russian aircraft stationed at Kant airbase in Kyrgyzstan, in
conjunction with the Tajik Air Force, are to participate, however, the
weather conditions there remain adverse,” Bizhev said. “In all, eight
CIS member states are to participate in the exercise, namely Armenia,
Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Ukraine and Uzbekistan.”

   YEREVAN, APRIL 5, ARMENPRESS: An Armenian delegation headed by
prime minister Andranik Margarian will leave for Vatican on April 7
to attend the funeral of the deceased Pope John Paul II. The Armenian
delegation will include Armenian ambassador to Italy Ruben Shugarian,
ambassador to France and Vatican Eduard Nalbandian, deputy foreign
minister Armen Bayburdian and Catholicos Karekin II.
   John Paul II was the first head of the Roman Catholic Church to
set foot on Armenian soil . He spent three days in Armenia in late
September 2001 that coincided with official celebrations of Armenia’s
conversion to Christianity in 301 A.D. John Paul II visited o the
genocide memorial in Yerevan to pay respects to the victims of 1915
massacres of Armenians in Turkey.
   In a joint communique with Karekin II issued in the Vatican in
November 2000 the Pope had described the 1915 tragedy a genocide. He
confirmed this by another joint statement in Yerevan during his
visit.

ARMENIAN PM THANKS BELGIAN PARLIAMENT FOR A GENOCIDE RESOLUTION

   YEREVAN, APRIL 5, ARMENPRESS: Armenian prime minister Andranik
Margarian thanked today the parliament of Belgium for a resolution
condemning the Armenian genocide and told the speaker of the Belgian
House Representative, Herman de Croo that Yerevan expects Belgium’s
support in what is related to OSCE and NATO Parliamentary Assembly’s
reports on Armenia.
   Herman de Croo arrived in Armenia Monday on the first leg of his
regional visit. He will travel also to Georgia and Azerbaijan.
   Margarian was quoted by the government press office as saying that
Armenian president Robert Kocharian’s visit to Belgium in 2003 gave a
strong boost to development of bilateral relations.
   He also praised the Council of Europe, OSCE and NATO for their
efforts to bring peace and stability to the South Caucasus and
emphasized Armenia’s active participation in a range of projects,
supported by the European Union, which he said may have a positive
impact on the regulation of the Nagorno Karabagh conflict.
   Margarian and de Croo also spoke about the prospects for
normalization of Armenia-Turkey relations.

European Parliament To Hold Armenia-Turkey Discussions

EUROPEAN PARLIAMENT TO HOLD ARMENIA-TURKEY DISCUSSIONS

   STRASBOURG, APRIL 5, ARMENPRESS: The European Parliament will hold
discussions on Aril 12 in Strasbourg, titled “The Future of the Past:
Armenians in Turkey” and “Ankara-Yerevan Relationships.” Discussions,
according to Turkish ANT, are organized by The Greens/ European Free
Alliance in the European Parliament and will be moderated by Jem
Ozdemir, a Turkish member of the European Parliament from Germany.
   According to ANT, Taner Akcam, a Turkish professor at Minnesota
University will take part in the discussions. He will present a
report called “The Ottoman archives as witness to the past: A new
understanding and re-evaluation of official Turkish history”.
   Also Etjen Mahcupian, a Turkish Armenian columnist from Zaman
daily and Hrant Dink, editor of an Armenian weekly Agos, published in
Istanbul, will partake in the discussions along with members of the
European Parliament and representatives of Armenian Diaspora
organizations.
   NTV reminded that the European parliament adopted a resolution in
1987 recognizing the Armenian genocide and by another resolution in
2004, December 15 it demanded that Turkey must recognize it.
   A press release by The Greens | European Free Alliance in the
European Parliament said the current situation of the Armenian
minority in Turkey as well as the Turkish discussion of its own
history with respect to the Armenians remains one of the largest
remaining taboos. Many in the Armenian Diaspora demand that Turkey
accepts responsibility for its crimes of 1915 as a precondition for
its EU membership. The official Turkish position, on the other hand,
has difficulty recognizing Armenian suffering.
   “By planning an event at the European Parliament, we seek to bring
a larger European dimension to the Armenian discussion and give
constructive opposing voices a fair debate forum. Any discussion
about Turkey’s future includes confrontation of the past based on
collective respect and empathy. Our goal is to contribute to this
process of understanding. More broadly, it is our goal to better the
future cohabitation of different cultures and ethnicities in Turkey,”
the press release said.

Judges from Caucasus and Germany meet to to discuss improving courts

Georgia’s third international conference of judges has opened
discussions at the Courtyard Marriott Hotel. Organized by the German
Technical Cooperation Association (GTZ) the conference, opened on
Monday, focuses on the effectiveness of the judicial system in the
participant countries.

Judges from Armenia, Azerbaijan, Georgia and Germany are all
participating in the event.

“The conference will review the level of sentences, the organization of
courts, education and the improvement of the skills level of judges,”
said the head of the GTZ project on Judicial and Legal Reforms in
South Caucasus Zeno Reichenbecher while opening the conference.

German Ambassador to Georgia HE Uwe Schramm welcomed a German
delegation at the conference saying their participation “proves the
readiness for cooperation better than words.”

Modern Georgian law is modeled largely on the German legal system.

The judges from Germany included the head of the supreme court of
Berlin and the head of the court of first instance of Bremen.

The conference was opened by the head of the Supreme Court Kote
Kublashvili.

GTZ has been supporting the South Caucasus countries in reforming
their justice systems since 1993. It helped establish offices in the
Constitutional Court of Azerbaijan and in the ministries of justice
of Georgia and Armenia. German lawyers as well the local specialists
are working in GTZ’s offices.

According to GTZ , its project on Judicial and Legal Reforms in the
South Caucasus aims to promote South Caucasian countries’ cooperation
in the field of legal reforms and in doing so contribute to crisis
management and conflict reduction.

GTZ has two other projects in Georgia – support of legal system
and judicial systems implemented in partnership with the Ministry
of Justice.

One of the conference speakers, the head of Tbilisi district court
Giorgi Gogiashvili, presented a report on the amount of appeals in
Georgia in 2004. The appeal chamber of civil cases in the Tbilisi
district court received more than 3,000 appeals last year and the
court overturned decisions in approximately 500 appeal cases.

The conference ends on Tuesday evening.

said that Georgia denied Russian long-range reconnaissance aircraft
A-50 (NATO codename: Mainstay) to over fly Georgia as a part of the
maneuvers of the air forces of the Commonwealth of Independent State
(CIS) member countries, which was launched on April 5, RIA Novosti
and Itar-Tass news agencies reported.

Boris Cheltsov said that two A-50 aircrafts will participate in the
maneuvers. “One will conduct a flight over Belarus.

It was planned that another would have been used in the Armenian
airspace; however, Georgia did not let it [the A-50 aircraft] through
its airspace,” Commander of the General Staff of the Russian Air
Forces stated.

RAO UES To Privatize Bulgarian Power Plant

MOSCOW, APRIL 5, (RIA Novosti) – The RAO UES (Unified Energy Systems)
power grid plans to take part in the privatization of Bulgaria’s Varna
thermal power plant and to establish a Russian-Kazakh joint venture
on the basis of the Ekibastuz state district power plant. RAO UES
board member Sergei Dubinin announced this today.

Addressing a conference entitled “Russian Investors are the Future of
Russia’s Economy” (that was organized by the association of managers),
Dubinin also said that RAO UES and Gazprom had drafted their joint
proposal this year on completing five power units at Armenia’s Razdan
thermal power station.

Moreover, Russia had exported 19.150 billion kWt/hr of electricity
to China, Poland, Romania, Moldova and Norway in 2004, Dubinin
added. Electricity imports totaled 11.566 billion kWt/hr last year
(Kazakhstan, Ukraine and Lithuania).

Foreign investors perceive the Russian economy as quite attractive
during the current RAO UES reform, Dubinin stressed. In his words, RAO
UES hopes that Russia will establish a power-market mechanism by 2009.
