Turks Turn to Flag, Nationalism as EU Talks Loom

ANKARA, Turkey (Reuters) – Anyone visiting Turkey in recent weeks
might be forgiven for thinking the country had just gone to war or at
the very least won a major soccer tournament.

Public buildings, homes, buses, taxis and private cars have been
festooned with the national flag, depicting a white Islamic crescent
moon and star against a red background.

Rallies and protests featuring the flag have been held across
Turkey. In the eastern city of Erzurum, the German ambassador was
prevented from cutting a cake decorated with the Turkish flag on the
grounds it could signify disrespect.

This outpouring of patriotic fervor was sparked by neither war nor
soccer but an incident last month in which youths tried unsuccessfully
to set fire to a Turkish flag during a pro-Kurdish demonstration in
the port city of Mersin.

An overreaction? Turkey’s military General Staff did not think so. It
issued a statement vowing to defend the nation to its “last drop of
blood.” Prime Minister Tayyip Erdogan announced sternly that the flag
was a sacred symbol for Turks.

Security officers detained the 13- and 14-year-old boys accused of
setting fire to the flag, along with nine others.

The flag-waving has raised some awkward questions about Turks’ state
of mind as they prepare for the start of talks in October to join the
European Union, a club founded on the rejection of nationalism that
enjoins its members to share sovereignty and focus on common values.

“Turks are feeling cornered, besieged from outside and betrayed from
within. The explosion was waiting to happen. In Mersin, somebody
simply lit the match,” said Dogu Ergil, head of the liberal think-tank
TOSAM.

The perceived threats from outside include EU pressure on a range of
sensitive issues including Cyprus as well as U.S. troops in
neighboring Iraq. Inside Turkey, he said, people fear “betrayal” by
Kurds and other ethnic or religious minorities.

TROUBLING SIGNALS

The reaction to the Mersin incident is just one of a number of signals
troubling advocates of Turkey’s EU membership.

Adolf Hitler’s anti-Semitic tract “Mein Kampf” has shot onto the
best-seller lists. Turkey’s best-known novelist Orhan Pamuk has
received death threats for backing Armenian claims of genocide at
Turkish hands in World War One. A government minister said Christian
missionaries threaten national unity, even though only a tiny handful
of Turks have converted.

The Constitutional Court struck down a law allowing foreigners to buy
real estate, and the president threw out a bill ending restrictions on
foreign ownership of national broadcasters, saying it would harm
national interests.

The ruling Justice and Development Party (AKP) has vowed to press
ahead with those two laws. But the impression from these incidents is
of a country succumbing to paranoia and conspiracy theories and trying
to retreat into its shell, diplomats say.

“The perception gap between Turkey and the EU is wider than at any
time since the AKP came to power (in November 2002),” said one
Ankara-based European diplomat.

The diplomat noted that nationalism is a founding principle of the
Turkish Republic and viewed as a very positive force, while Europeans
are far more mindful of its destructive power, which led to the
decision to set up an EU in the first place.

“Turkey did not go through the catharsis of World War II. To reject
nationalism here is to reject the republic and (its founder Kemal)
Ataturk. This difference in experience can feed a sense of
incompatibility between Turkey and Europe,” he said.

Emin Sirin, an independent member of the Turkish parliament, said the
Turks’ “pressure cooker” discontent stemmed mainly from a sense of
hurt pride over the EU’s treatment of their country.

DOUBLE STANDARDS

The EU has said Turkey will face a tougher negotiation process, with
much stricter monitoring of its reforms, reflecting widespread unease
in the wealthy bloc about admitting the relatively poor Muslim nation
of 70 million people.

“Turks see double standards … Europe has a colonial governor
attitude toward us,” Sirin told Reuters.

Even if Turkey successfully completes the lengthy entry talks, French
voters could block its membership in a referendum promised to them by
President Jacques Chirac. Germany’s Christian Democrat opposition,
which could come to power next year, actively opposes Turkish
accession.

Sirin said Turks felt more vulnerable because EU reforms threaten to
emasculate the army — the country’s most respected institution — and
could hamper efforts to crack down on Kurdish separatist guerrillas
still active in the southeast.

Hasan Unal, a nationalist-minded professor at Ankara’s Bilkent
University, said the benefits of Turkey’s strong economic growth were
failing to reach many Turks.

Many AKP deputies fear that Turkey will have to make more concessions
to the EU on the vexed issue of Cyprus, he said, adding that such
nationalist concerns helped account for a steady trickle of defections
from the party in recent weeks.

But TOSAM’s Ergil took a more optimistic view, noting Turks’ continued
strong support for EU membership in opinion polls.

“There is no going back (on reforms). A good government will have to
explain clearly to the Turkish people what is at stake.”

AGBU TORONTO SPORTS & YOUTH COMMITTEE SPONSORS CHARITY CONCERT

New York, New York — On February 19th, 2005, AGBU Toronto Sports and
Youth Committee (SYC) sponsored a charity concert at AGBU Alex
Manoogian Cultural Center in Toronto, Canada, raising CAD$2000
(USD$1600) for its sports and youth programs. Three bands, Antigen
(), The Machams (), and The
Polar Contrast, whose members are all of Armenian descent, performed
for over 175 eager fans.

“It was really great that the SYC sponsored a live concert with such
famous bands and I look forward to even more events so perfectly
geared towards Armenian Canadian youth. I was already a fan of
Antigen’s so it was really cool to actually meet the band members
after their performance and socialize with them, said Garen Hagopian,
14-year old basketball player for Toronto’s Sports and Youth Group.

All the bands generously donated a portion of the proceeds from their
CD and T-shirt sales to AGBU Toronto’s successful sports programming.

“We have never questioned the need for compromises in the settlement
of the Nagornyy Karabakh conflict,” Armenian President Robert
Kocharyan told a meeting with the students of the Economy Department
at Yerevan State University today.

“The essence of possible compromises depends on several factors,”
Kocharyan said, pointing to Armenia’s domestic political and economic
situation and the position of the international community among
others.

“The stronger we are, the more we will get. The more we will get, the
better it is,” Kocharyan said. “We have to understand that compromises
in the settlement are inevitable. But we had better not speak about
their possible scale today.”

ARMENIAN GENOCIDE COMMEMORATED IN BELGIUM, CANADA

YEREVAN, APRIL 11, ARMENPRESS: Several Belgian and Belgian Armenian
organizations joined efforts to hold an event on April 8 at Brussels’s De
Zeyp Center, within the frameworks of commemoration of the 90-th anniversary
of the Armenian genocide. The event featured Armenian history and culture.
The main keynote speaker at the event was Bernard Culy, rector of Leuven
Catholic University and an expert in Armenian studies. He spoke about the
origin of the Armenian nation and major pages of its history, art and
culture. On the sidelines of the event the Center hosted an exhibition about
Armenia.
On the same day a similar event was held by the Union of Armenian
Students of Canadian Carlton and Ottawa Universities. The exhibition had on
display works and books about the Armenian genocide. A documentary by
British director Mike Connor, The Forgotten Genocide, was shown.

RUSAL ATTRACTED 46.6 MILLION EURO EXPORT CREDIT FOR MODERNIZATION OF ARMENAL

aluminum has attracted a 46.6 million euro credit from Bayerische
Landesbank. The credit is provided with the guarantee of EULER HERMES, the
German Agency of Export Crediting and is destined for financing a
large-scale program of modernization of ARMENAL foil plant, Firm Secret
project reports. The modernization program at RUSAL’s ARMENAL foil mill
facility in Armenia, started in October’2004 is aimed both at improving the
quality of its foil products and boosting the plant’s profitability – in
helping the mill to become one of the world leading foil producers. German
engineering firm Achenbach was selected to execute the program scheduled for
completion in 18 months at an investment cost of US $70 million. The credit
will completely cover the cost of equipment and services essential for the
program implementation and will be provided via two tranches. The first 6.99
million euro commercial tranche will be provided by BayernLB with term of
3.5 years, while the second one will make 39.61 and will be allocated with
the guarantee of the German Agency of Export Crediting with the term of 8.5
years. Vladislav Soloviov, Chief Financial Officer noted, `The credit
attracted by RUSAL will not only contribute to the development of company’s
activities in the region but will also play a key role for the Armenian
economy. BayernLB is a pioneer to have credited business in the republic and
we hope that other representatives of international association will follow
its example.’ Minister of Trade and Economic Development of Armenia Karen
Chshmaritian said, `The modernization of ARMENAL has become the one of the
major investment programs to be carried out in the Armenian economy. Thanks
to RUSAL Armenia will have a super modern foil plant and the BayernLB’s
credit received with the assistance of the Russian company will considerably
improve the investment climate in the republic.’ The first stage of the
modernization program is to be finished in autumn 2005. The modernization
program, which will also provide for a major upgrade in foil rolling
equipment and also the establishment of a full production cycle, will lift
the plant capacity by 25,000 tons of foil per year, including 18,000 tons of
highly profitable thin foil in 6-9 micron gauge.

Armenian Issues Member Rep.
Mark Foley today for urging Turkish officials who are calling for an
investigation into the

Armenian Genocide to instead use the opportunity to come to terms with their
Ottoman legacy, the AAA reported. Foley, in a statement issued before
Congress, said Turkish Prime Minister Recep Tayyip Erdogan’s calls for a
`political settling of accounts with history’ appeared to be a delaying
tactic meant to escape the judgment of history. `That accounting has already
been done,’ Foley said. He added that experts in Holocaust and Genocide
studies, as well as foremost authorities on WWI, have attested that the
crime of genocide was committed by Ottoman Turkey. Foley also added that if
Turkey is prepared to acknowledge the truth, its leaders should immediately
engage in direct dialogue with their Armenian counterparts. If Turkey is
still unwilling to take this essential step with Armenia, it could take a
number of intermediate actions to demonstrate its shared values with
countries of the European Union. The EU agreed last December to open
membership talks with Turkey. Foley called upon the government of Turkey to
consider the following preparatory steps: decriminalize speech on this
subject within Turkey, destroy all monuments, museums and public references
to the specious notion that the Armenian minority committed genocide against
the majority Turks, end denial within Turkey, specifically within textbooks
& reference books, officially condemn attacks against any Turk that
acknowledges the facts of history, end the global campaign of threats
against any nation that is in the process of affirming the Armenian
Genocide.

Union’s initiative entitled `The day of commemoration of Armenians on
occasion of 90-th anniversary of the massacres on April 24, 1915: Germany
should contribute to reconciliation of Turks and Armenians’ will be
submitted to the consideration of Bundestag April 21 or 22, author of the
resolution, President of German-Caucasian parliamentary group Christoph
Bergner stated, Arminfo Agency reports. In his words, the information was
spread by the Turkish media that the consideration has been postponed for an
uncertain term does not correspond to reality. `The first reading is
scheduled for April 21 or 22 after what the Committee for International
Policy will the discuss the issue. The parliament is expected to come to

MEETING OF ORTHODOX AND PROTESTANT CHURCHES IN ECHMIADZIN

On April 13-17 the Mixed Committee of Orthodox participation in the World
Church Council will be received in Holy Echmiadzin.

The WCC Orthodox Participation Mixed Committee was created in 2002 instead
of the WCC Special group of Orthodox Participation which investigated the
problems which hinder the participation of Orthodox Churches in the WCC.

During the meeting in the Holy Echmiadzin more than 16 representatives of
the Orthodox and Protestant Churches will refer to the results of the WCC
Central Committee February Session about the WCC participation. They will
also refer to several themes to be discussed in the WCC 9th assembly.

The Catholicos of all Armenians Garegin II will also receive the
representatives of the Churches. They will also meet students and professors
of the Gevorgyan Theological Academy and Sevan Vazgenyan seminary.

The participants of the meeting will also get acquainted with the life of
the Holy Echmiadzin, they will visit Geghardavanq and RA National Academy of
Science, and on Sunday they will attend the Holy Mess in the Cathedral.

Forty-Five Armenian Companies to Showcase Their Goods in Tbilisi

FORTY-FIVE ARMENIAN COMPANIES TO SHOWCASE THEIR GOODS IN TBILISI

confirmed their participation in a display of Armenian goods and services at
Armenia Today fair that will take place in Tbilisi, the capital of
neighboring Georgia from April 21 to April 23.
Anna Tadevosian, a press secretary of the Yerevan-based Logos Center,
dealing with organization of various exhibitions, said the showcase of
Armenian goods is organized by the trade and economic, foreign ministries
and the Union of Armenian Businessmen and Industrialists.
She said Armenian companies will showcase foodstuff, drinks, various
lathes for processing of stone, chemical and electronic goods, paints,
tourist facilities and services.
The aim of the exhibition is to seek new partners in Georgia and help
expand Armenian exports to that country.
