ANYC TO RAISE ISSUE OF ADOPTING RESOLUTION CONVICTING ARMENIAN
GENOCIDE AT EUF CONGRESS TO BE HELD IN BRUSSELS ON APRIL 21-23

YEREVAN, APRIL 11, NOYAN TAPAN. Representatives of the Armenia
National Youth Council (ANYC) will raise issue of adopting resolution
convicting the Armenian Great Genocide within the framework of of the
General Assembly of the European Youth Forum (EYF) to be held in
Brussels on April 21-23, Vazgen Khachikian, the YNCA Chairman informed
the Noyan Tapan correspondent. A preliminary consent to organize a
youth meeting in Istambul in April was acquired last year at the EUF
Congress in Madrid. During the meeting, according to Vazgen
Khachikian, the Armenian party was also intended to raise the issue of
Genocide. But this meeting was postponed and terms of meeting to be
held in Istambul will also be discussed at the Congress in Brussels.

RAPA CALLS RA NA TO RECOGNIZE FACT OF ARMENIANS’ GENOCIDE IN
AZERBAIJAN

YEREVAN, APRIL 11, NOYAN TAPAN. Ramkavar Azatakan Party of Armenia
(Liberal Democratic) finds that discussion of the Artsakh problem in
international instances must go on on the legal field, not
contradicting international norms of territorial integrity and
nations’ self-determination one another. Haroutiun Arakelian, the RAPA
Chairman stated about this at the April 9 press-conference. According
to him, the RA National Assembly’s recognition of the fact of Genocide
conducted against Armenians in Azerbaijan in 1988-1991 will stimulate
settlement of the Nagorno Karabakh conflict. According to H.Arakelian,
a resolution concerning continuation and development of the party’s
further advances in social-economic, Diaspora-Armenia, Hay-Dat
(Armenian Trial), the NKR conflict, national ideology and other most
important national spheres, was adopted at the RAPA 13th special
(close) congress. H.Arakelian attached special importance to
Armenia-Diaspora relations. According to him, the party finds
necessary to create most favourable legislative conditions which aimed
at passing from charity programs of the Diasporan Armenians to
extensive investments using as much as possible potential and
practical and lobbist opportunities of the Diasporan Armenians to
provide serious economic presence in Armenia.

VICTOR DALLAKIAN: WE ARE IN FAVOR OF ROBERT KOCHARIAN’S RESIGNATION IN
A CIVILIZED WAY

YEREVAN, APRIL 11, NOYAN TAPAN. Secretary of the NA faction “Justice”
Victor Dallakian stated at the April 8 meeting with journalists at the
Azdak Club that the faction “Justice” is committed to its own slogan
of “achieving power shift through a nationwide movement”. “We are in
favor of Robert Kocharian’s resignation in a civilized way,” he
said. The faction is against the Kyrghyzian version of power shift,
though the authorities are doing everything to make this happen. Being
rather reluctant to present in public the faction’s future tactics,
the deputy only noted that the meetings with people in Yerevan and
marzes will continue, and the faction will chose the right moment for
joining the others for power shift. Before taking particular steps,
the faction is going to take into consideration the foreign political
and regional developments, the processes taking place within the
ruling coalition, political developments in the country, a certian
tension with respect to the Karabakh problem, the forthcoming
parliamentary elections in Nagorno Karabakh which are bound to have an
effect on the political situation in Armenia, and some other facts. On
the occasion of the anniversary of the violence committed by the
authorities against the demonstrators in Baghramian Avenue on April
13, 2004, the faction will not stage any mass protest rallies. It
intends using the National Assembly floor to express its attitude to
the authorities, despite the concern that the political coalition may
fail the NA sitting by not securing a quorum. “Justice” will also hold
a conference on April 13 with the participation of various parties.

President Becomes Captive of Coalition, RAPA Leader Considers

different things. We are against change of power, as, after that, time
of disappointment comes as it happened in Georgia.” Haroutiun
Arakelian, the Chairman of the Ramkavar Azatakan Party of Armenia
(RAPA) stated about it at the April 9 press-conference. According to
him, a difficult situation has grown up in the country today, and he
considered necessary to establish a dialogue among the authorities and
opposition. Noyan Tapan correspondend’s question concerning having
become more frequent, both in Armenian and in West and Russian press,
statements about possible revolution in Armenia H.Arakelian answered:
“One needn’t announce a revolution, one must carry it out, and I
consider unserious interviews dedicated to revolution.” He also
mentioned that RAPA is against any shocks. According to the RAPA
leader, holding of a referendum of confidence towards the authorities
is nothing but an experiment: “If many people, including us, point out
falsifications during elections, then it may be clear that the same
electoral commissions will also falsificate results of this referendum
up to 96% of votes for R.Kocharian”. H.Arakelian also mentioned that
President Robert Kocharian’s mistake is in the foundation of the
coalition by him, and that he became a captive of this coalition.
“There was no need to creat it as the coalition had no join program
not to mention ideological disagreements,” the RAPA leader mentioned.

S Sargsian: Expenditure on Armenian Army in 2005 Not Less than Azerb

SERGE SARGSIAN: EXPENDITURE ON ARMENIAN ARMY IN 2005 WON’T BE LESS
EVEN BY ONE CENT THAN AZERI ARMY EXPENDITURE

YEREVAN, APRIL 11, NOYAN TAPAN. “A soldier should be filled with
feelings of dignity and patriotism rather than with revenge,” the RA
Defence Minister Serge Sargsian expressed this conviction at the April
8 meeting with members of the Union of Writers of Armenia. Asked if
maintaining balance with Azerbaijan requires the Armenian army’s
rearmament, the defence minister replied it would be more expedient to
modernize the armaments available. According to the Defence Minister,
maintaining balance requires considerable financial resources. He
noted that although today the Armenian army’s armaments are at a high
level in comparison with the neighboring countries, there are programs
of its rearmament, with stress being laid on modernization rather than
on purchase of new military equipment. In particular, about 1 bln USD
is needed to acquire 300 new tanks, that is, 10 times more than
modernizing the tanks. Serge Sargsian stated that the amount to be
spent on the Armenian army in 2005 will will not be less even by one
cent that the expenditure on the Azeri army but “it is a different
matter how and where we will obtain these funds.” As regards
Azerbaijan’s hopes for a big military budget, the minister noted that
“we have heard this for 10 years already, and will hear for another 10
years.”

1) Turkey to Debate Genocide Denial Strategy

ALGIERS (Combined Sources)–Turkish Foreign Minister Abdullah Gul stated that
Turkey’s action plan to counter the Armenian genocide will be discussed at the
Turkish parliament on Wednesday.
Speaking to journalists accompanying him on a trip to Algeria, Gul confirmed
that he would take the floor at a special parliamentary session, scheduled for
Wednesday, to detail Ankara’s strategy, Anatolia news agency reported.
“Like it or not, Turkey has fallen behind on this issue,” Gul said. “Turkey
should have been more active and addressed this problem with courage to better
inform the international community.”
Asked if a United Nations committee could be formed to look into the issue,
Gul expressed that the UN is a political organ and not one that deals with
legal matters. “The UN may make mistakes in voting. Individuals raising their
hands to vote may vote wrongly based on political gains and interests. History
has many examples of voting that proved to be fallacious.”
Noting the existence of a strong Armenian lobby in the US, Minister Gul
remarked, “Every year, around this time, lobbies of the Armenians and Turks in
the United States work hard. There has never been a period when the Turks
disregarded Armenian attempts in the United States. We, as Turks, have an
ethical and moral obligation to inform the world about certain allegations.”
According to Gul, “enlightening US congress members” is a task that should be
done by all Turkish citizens and friends of Turks.
On April 24, Armenians will mark the 90th anniversary of the beginning of the
World War I massacres, which has already been acknowledged as genocide by
several countries, including France–home to a large Armenian diaspora.
Ankara worries that the Armenians are using the anniversary to step up their
campaign, particularly in the United States, whose traditionally close ties
with Turkey are today markedly strained amid differences over Iraq. Some
European Union politicians also maintain that Turkey should address the
genocide claims and mend fences with neighboring Armenia as it prepares to
launch membership talks on October 3.
Gul noted that “something which never occurred and bears no truth has
become a
tool of propaganda to win hearts in the West.”
“We must work with full force to create extraordinary efforts to illuminate
the truth,” commented Gul.

2) Erdogan Refutes Existence of Kurdish Minority in Turkey

OSLO (AFP)–Turkish Prime Minister Recep Tayyip Erdogan refuted the existence
of a Kurdish minority in Turkey on Monday, saying, “There is no concept of a
‘Kurdish minority’ in Turkey. The concepts of ‘Kurdish’ and ‘PKK’ should
not be
mixed up.”
Prime Minister Erdogan, who is currently on a state visit to Norway, met
Turkish citizens at the Oslo Military Museum Meeting Hall.
Differentiating between the Kurds and the PKK, Erdogan said, “Kurdish people
are citizens of the Republic of Turkey. On the other hand, PKK is a terrorist
organization. It is a serious mistake to characterize all Kurdish people as
members of PKK.”
“We have three red lines: ethnic nationalism, regional nationalism, and
religious nationalism. We will try everything to prevent them. There are some
western circles trying to divide our country,” he said.
Claiming that Kurdish people are one of the components of forming Turkey,
Erdogan said, “The most important thing is to understand each other. We should
not allow those who try to divide our country.”

3) President Meets with Students, Discusses Genocide Recognition

YEREVAN (Armenpress)–Speaking to the students and faculty of the Yerevan
State
University’s Economics Department on Monday, President Robert Kocharian
stated,
“The recognition of the Armenian genocide is a top priority for us. No state
entity has to date, however, raised the issue of territorial claims.”
During his talk, Kocharian told students that future statesmen will determine
the legal ramifications stemming from the recognition of the genocide
committed
against the Ottoman Armenian population, adding that any expectations
resulting
from such claims should not be too far removed from reality if disappointment
is to be avoided.
“We must be steadfast in our pursuit to gain international recognition of the
Armenian genocide,” Kocharian concluded.

4) Armenian Communities of Turlock and Modesto Give Warm Welcome to Marchers

TURLOCK–The March For Humanity grew close to 100 in number over the
weekend as
AYF members from Fresno and Los Angeles traveled to Turlock, California to
join
the group of marchers, who have now completed half of their journey from
Fresno
to Sacramento.
After spending two nights at the United Methodist Church in Merced, the
marchers were given a warm welcome over the weekend by the Holy Cross Armenian
Apostolic Church and the Armenian Community of Turlock and Modesto.
Arriving at the Turlock Adult Day Healthcare Center, the marchers received a
standing ovation and were greeted by representatives of the local Armenian
television program “Ararat.” After a brief rest, they enjoyed a delicious warm
meal prepared by the Holy Cross Armenian Apostolic Church Ladies Society.
During dinner, Kurt Vander Weide, Turlock City Council member and Field
Representative to California Assembly member Greg Aghazarian, visited the
center and congratulated the marchers.
As the night drew to an end, close to 100 children of genocide survivors
participated in a candle light vigil in memory of the 1.5 million souls that
perished during the genocide perpetrated by the Ottoman regime in 1915. The
participants sang “Godoradsn Ankout” and observed a moment of silence in honor
and memory of Pope John Paul II.
The Armenian families of Turlock and Modesto graciously accepted the marchers
into their homes that evening so that they may shower before embarking on
their
next stretch of road. They spent the night at the Turlock Adult Day Healthcare
Center, whose management kindly granted the marchers full access to its
facilities.
The marchers sent their best regards and gratitude to the Holy Cross Armenian
Apostolic Church, the chairman of the parish council Hagop Karakashian,
superintendent of the Armenian Language School Daniel Aydenian, the Ladies
Society of the Holy Cross Armenian Church, the management of Turlock Adult Day
Healthcare Center Vigen Mirzakhanian, and to council member Kurt Vander Weide.
Also inspiring the marchers and reminding us all that kindness still
exists in
the world, a homeless woman saw the March For Humanity van and approached it,
telling the marchers that she has heard about them and would like to support
them by donating all she had: $3.

5) Armenian Collegiate Student Groups Join Forces for Genocide Awareness,
Justice

LOS ANGELES–Local area Armenian college students will gather to commemorate
the 90th anniversary of the Armenian genocide. The All-Armenian Student
Association’s Genocide Recognition Committee, a coalition of collegiate
Armenian student groups, has been busy organizing two major events set to take
place this month–an educational panel presentation on genocide and denial,
which took place on April 7 at Cal State Long Beach, and the annual
candlelight
vigil, which will take place this Thursday, April 14, at UCLA.
The UCLA campus’ Bruin Plaza will serve as the site for the 2005 All-ASA
Candlelight Vigil. Hosted each year at a different college campus, this year’s
vigil will feature a reenactment of the genocide death march, performances by
UCLA students, and the premiere of an educational video commissioned by the
committee. The event will also feature UCLA Professor Paul Von Blum, a
specialist on media and genocide, as well as rapper Knowledge from the Axis of
Justice, a non-profit, social justice organization formed by Tom Morello of
Audioslave and Serj Tankian of System Of A Down. Local student and community
groups have been invited to participate and table at the event.
The panel presentation and the vigil will not be the first genocide-related
event of the year for many of the committee’s participating organizations. The
UCLA Armenian Student Association has also been addressing the impact of past
genocides on current affairs. In February, it co-hosted a similar panel
presentation on genocide denial as coalition student groups concerned about
the
genocide in Darfur. The event drew over 150 students and members of the
faculty.
“When groups of people are systematically oppressed and targeted for
destruction, it is our duty as humans to do something. Genocide and denial
seems to run hand in hand,” noted Matthew Sablove, a member of the Darfur
Action Committee at UCLA. “Students can lead the way for social justice as
well
as social change to stop the current genocide in Darfur.”
Earlier in November, the USC Armenian Student Association, another Genocide
Recognition Committee participant, co-hosted a reception and book signing
featuring Colgate University Professor Peter Balakian and his NY Times
Bestseller, Burning Tigris. The event was held in conjunction with the opening
of USC’s Edward L. Doheny Jr. Memorial Library exhibition documenting the Near
East Foundation’s relief efforts–commonly cited as an example of one of the
first world-wide humanitarian relief efforts in the global age–to help
survivors of the Armenian genocide.
The committee also addresses issues regarding education about the Armenian
genocide such as its proper inclusion in human rights-related curricula and
exhibitions such as the local Museum of Tolerance.
“The Museum of Tolerance issue is a continuing source of concern to the
student community,” explained Arineh Der Petrosian, president of the Glendale
Community College Armenian Student Association and representative to the
committee. In 2003, college students protested the lack of a permanent and
prominent exhibit on the Armenian genocide at the museum. The GCC ASA
supported
their efforts by collecting 1,500 signatures in support of this initiative.
“As of today, there is still no permanent exhibit. We think it is important
that the student community continues to work on this issue. The lack of an
adequate and prominent acknowledgement of the Armenian Genocide in a place
like
the Museum of Tolerance only serves to embolden deniers of all genocides.”
“The panel and the vigil being organized by the committee are critical not
only because they mark the April anniversaries of such tragedies as the
Armenian Genocide, Rwandan Genocide, and Holocaust, but also because we are
living in a world today in which genocide is being committed, specifically in
Darfur,” emphasized Raffi Kassabian, chair of the committee and president of
the UCLA Armenian Student Association. “I think this is a clear illustration
that if people continue to turn a blind eye or deny such atrocities the cycle
of genocide will continue to turn.”

AYF to Organize protest in Front of Turkish Consulate in Los Angeles

AYF TO ORGANIZE PROTEST IN FRONT OF TURKISH CONSULATE IN LOS ANGELES

GLENDALE, APRIL 11, NOYAN TAPAN. The Armenian Youth Federation Western
United States Garo Madenlian Public Affairs Office announced, that on
Saturday April 23rd the AYF will organize a large-scale protest in
front of the Turkish Consulate in Los Angeles. “Our protest will
demand justice from the Turkish government,” said Marie Minassian,
Director of the 2004 Protest. “For 90 years the Turkish Government has
cowardly avoided responsibility for the Genocide,” explained
Minassian. The protest, which has taken place now for close to thirty
years, is where thousands of Armenian-Americans, particularly Armenian
youth converge to demand justice for the Armenian Genocide. “The
Armenian Genocide is not debatable, it is a historical fact,” said
Shant Baboujian, chairman of the AYF Western Region. “This year marks
the 90th anniversary of the genocide and with each passing year we
grow bolder and more adamant in our demands for its proper
recognition, for the return of our lands in Western Armenia, and for
the proper allocation of reparations to the Armenians,” explained
Baboujian.

Union of Financiers of Armenia Considers Necessary Const. Reform

UNION OF FINANCIERS OF ARMENIA CONSIDERS IT NECESSARY TO
CONSTITUTIONALLY FIX POLITICAL INDEPENDENCE OF COMMUNITIES

YEREVAN, APRIL 11, NOYAN TAPAN. The April 8 seminar organized by the
Union of Financiers of Armenia was dedicated to the discussion of the
constitutional reforms concerning local self-government bodies.

According to Mkrtich Gimishian, Chairman of the Union of Financiers of
Armenia, these reforms are to provide the solution of 3 main problems
– political independence of communities, financial-technical
independence and accuracy of inter-relations between state government
and local self-government. At the same time M.Gimishian mentioned that
the current Constitution provides a number of guarantees of
implementation of the local self-government, including exact
differentiation of local self-government bodies and independence from
state government, the right of communities to dispose of their
property, right to their own budget and right to independent solution
of communal problems. According to him, these provisions are not only
to be preserved but to be developed in the new Constitution. And as
for the suggested provision, according to which regional administration
heads get a right to deprive communal heads of their authorities,
M.Gimishian considered it inadmissible. M.Gimishian considered it
necessary to constitutionally fix the authorities of communities and
minimal frames of financial resources, political independence of
communities, excluding the warrant of expressing distrust to community
heads by the government, to provide the judicial protectability of
communities making them a subject of the right of applying to to the
Constitutional Court.

YEREVAN, APRIL 11. ARMINFO. Competitiveness in international
transport operations is one of the possible results of the opening of
the Armenian-Turkish border, Armenia’s President robert Kocharyan said
during his meeting with Yerevan State University students today.

The lifting of Armenia’s blockade by Turkey might reduce the
transportation obstacle in business and make Armenian goods more
competitive abroad.

But the blockade has positive aspects too – high transportation costs
have resulted in more intensive production of import substituting
commodity. “Now that we have replaced the import and are thinking more
about export the lifting of the blockade is becoming an urgent
problem,” says Kocharyan. “Every cloud has a silver lining – and there
are seldom absolutely negative phenomena in economy,” he notes.

Month of Free Treatment of Great War Vets Held in Urology Clinic

MONTH OF FREE TREATMENT OF GREAT PATRIOTIC WAR VETERANS HELD IN
UROLOGICAL CLINIC

YEREVAN, APRIL 11, NOYAN TAPAN. A month of free examination and
treatment of Great Patriotic War veterans is being held in the
Urological clinic until May 9. Armen Muradian, Chief of the clinic,
Adviser to RA Minister of Health, informed journalists on April 8 that
on April 8-15 a free examination of men above 45 will be held in the
clinic. It was mentioned that during a 1-week action all men examined
in the clinic will be registered in the clinic’s data bank and will be
given electronic passports for the purpose of further control over
their health. According to the clinic head, 1080 men were examined
during the month of free treatment organized in 2004. According to
A.Muradian, Armenian men don’t care for their health so much and they
aren’t in a habit of seeing a doctor even if once a year.
