Türkei gegen Resolutionen zu Armeniern

Ankara – Die Türkei hat den deutschen Bundestag und andere westliche
Parlamente aufgefordert, auf geplante Resolutionen zur Armenier-Frage
zu verzichten. Parlamente könnten keine Urteile über historische
Ereignisse fällen, sagte Außenminister Abdullah Gül am Mittwoch in
einer Regierungserklärung in der Nationalversammlung von Ankara. Er
wies darauf hin, dass im Bundestag ein Beschluss zur Armenier-Frage
diskutiert werden solle; in den Parlamenten Frankreichs und der USA
gebe es ähnliche Bestrebungen. Gül wies erneut den Vorwurf eines
Völkermords der Türken an den Armeniern 1915 zurück. Die Türkei sei
aber bereit, den Völkermord-Vorwurf gemeinsam mit Armenien zu
untersuchen.

Gül betonte, das Osmanische Reich habe sich 1915 gegen armenische
„Terroristen` wehren und die Umsiedlungen einleiten müssen. Die
Türkei habe nichts zu verbergen. Nach den Worten Güls habe der
türkische Ministerpräsident Recep Tayyip Erdogan in einem Brief dem
armenischen Präsidenten Robert Kotscharian die Bildung einer
gemeinsamen Expertenkommission zur Untersuchung des
Völkermord-Vorwurfes vorgeschlagen. sei

MP proposes to discuss fake `Armenian genocide’ issue in parliament

Chairman of Yurddash Party, MP Mais Safarli has proposed to discuss
the fake `Armenian genocide’ issue in the Azerbaijani parliament.
Safarli told a Tuesday session of the Mili Majlis (parliament) that
parliaments of several countries have recognized the false `Armenian
genocide’ due to the propaganda conducted as well as funds spent by
Armenians for years.
`Armenians’ aim to divert the world community’s attention from the
occupation of Upper Garabagh, damage the image of Turkey and get
compensations from this country.’
Safarli noted that the Turkish parliament will discuss the issue of
fabricated `Armenian genocide’ on Wednesday and that the Azerbaijani
parliamentarians should show solidarity with their Turkish
colleagues.
`If necessary, a common working group of Azerbaijani and Turkish MPs
should be set up,’ he added.*

`Armenia ready to accept compromises voluntarily’ – President Kocharian

Armenia has never denied the possibility of settlement of the Upper
Garabagh conflict exclusively based on mutual compromises, Armenian
President Robert Kocharian said in his speech at the Yerevan State
University last week.
`The Armenian side’s compromises directly depend on the domestic
policy and economic stability of Armenia as well as on the
international community’s position.’
Commenting on public opinions, which say that international
organizations, including the countries co-chairing the OSCE Minsk
Group make the conflicting sides go to compromises, Kocharian said:
`No one makes anybody do anything. On the contrary, mediators have
unequivocally stated that they will use all political and economic
resources to assist the conflicting sides in solving the conflict.
Armenia is ready to go to compromises voluntarily.’
The Armenian president noted that the measures taken to achieve peace
in Balkans are unacceptable for solution to the Upper Garabagh
conflict, recalling that this mechanism was implemented during
military operations in Balkans to end humanitarian crisis.
`The situation in Garabagh is quite different and there has been
peace and development here for 10 years,’ said Kocharian.*

HUMAN RIGHTS LIBRARY IN SEVAN TOWN

>From now on in the Sevan town the protection of Human Rights is paid serious
attention. Today the opening ceremony of the Human Rights Library was held
in the Cultural Palace of Sevan town. Representatives of state governing and
local self-governing bodies, as well as international, local organizations
and the mass media were invited to the event.

Sevan Human Rights Library is the sixth one among the libraries of the ACRPC
Human Rights Library Network. The other libraries are located in Vanadzor,
Dilijan, Hrazdan, Artashat and Gavar towns of Armenia.

There is a reading-room in the newly founded library; it is saturated with
modern computer techniques and stationary.

The book fund is accounted through the software program WINISIS, which also
gives the opportunity of a fast search of needed publications.

The readers make use also of the Legal Informative System IrTek, which
represents the e-versions of the full set of legislative enactments, laws
and legal acts adopted by state bodies of the republic.

At present the Network possesses about 15000 pieces of literature of 3600
titles. The libraries receive the periodical republican and foreign press.

INDIVIDUAL PARTNERSHIP WITH NATO

`In the course of army formation and defense improvements we follow the
principle of gradual but firm improvements with the aim of creating till
2015 an army able to carry out the demands of the 21st century and to
provide the military security of the country’, said Arthur Aghabekyan, RA
Deputy Defense Minister during the seminar with the theme `Individual
Partnership Action Plan (IPAP), Armenia’.

General-lieutenant Aghabekyan mentioned that in the course of the defense
improvements that started in RA he finds Security Strategy processing and
its social realizing and approval extremely important. `The military
doctrine will clear out the tasks of the armed forces creating the main
frames for the military improvements’, he says.

`The Defense Ministry will carry out the defense improvements with four
principles – realism of improvements, graduality of improvements,
flexibility and analytics, and democracy’, said Aghabekyan in his speech.

In the joint seminar organized by the Defense Ministry and the Foreign
Ministry representatives of the Security Investigating European Center,
Ambassadors of USA and Germany to Armenia, and representatives of the above
mentioned Ministries took part.

Agenda of Armenian, Azerbaijani Presidents’ Meeting Clarified

THE AGENDA OF THE ARMENIAN AND AZERBAIJANI PRESIDENTS’ MEETING CLEARED OUT

During the meetings in Moscow and Warsaw the leaders of Armenia and
Azerbaijan will firstly discuss the problems of eliminating the results of
the war.

According to the internet newspaper day.az, the main themes of the meetings,
however, will be the creation of the security zone, the mutual guarantees
and the return of the refugees to their living places. If certain agreement
is reached about the mentioned issues, the sides will discuss the problem of
the Nagorno Karabakh status.

During the meeting on April 15 in London the Foreign Ministers will once
again clear out the agenda of the Presidents’ meeting.

Most Respondents of ACNIS Survey Support “Package” Variant

MOST OF RESPONDENTS OF SURVEY CONDUCTED BY ACNIS SUPPORT KARABAKH
SETTLEMENT “PACKAGE” VARIANT

YEREVAN, APRIL 12, NOYAN TAPAN. A discussion by the results of the
expert and public survey “Artsakh Problem: Unfinished History Lasting
for 17 Years” was held on April 12 in the Armenian Center for National
and International Studies. The survey was conducted among 1900
respondents in all Armenian marzes and Yerevan. 60 people were
interrogated during the expert survey. Most of the experts (71.7%) and
population (61.9%) are discontented or very discontented with the
course of Karabakh settlement negotiations. And most of the experts
(83.3%) and population (51.5%) blame the Armenian authorities for
it. 75% of experts and 72.4% of population are sure that the
negotiations process should be trilateral: Armenia, Nagorno Karabakh
and Azerbaijan should participate in it. None of the experts agrees
with the current negotiations format with participation of Armenia and
Azerbaijan and only 6.9% of population is satisfied with the current
negotiations format. 63.4% of experts considers that Nagorno Karabakh
should be either an independent state or part of Armenia. 84.3% of
population holds the same opinion. 73.3% of experts and 50% of
population believe that some concessions are possible to Azerbaijan on
the part of Armenia in the issue of territories included in the
“security zone” beyond NKR bounds. 66.7% of experts and 50.4% of
pupulation among those who agree to the possibility of concessions
believe that concessions are possible in exchange for the recognition
of NKR independence or its recognition as part of Armenia. So, in
fact, the majority of respondents among the experts and population
supports the political formula “territories in exchange for status,”
i.e. are supporters of the NKR settlement “package” variant. 41.7% of
experts and 39.8% of population agree to the “freezing” of the
conflict and preservation of the status quo. And the relative majority
of respondents among experts and population considers that the final
decision should be made by Nagorno Karabakh people.

GOD HELP US

`If the Armenian authorities ask me, I can do something to free the Armenian
pilots arrested in Guinea’, Ara Abrahamyan, head of the Union if Armenians
of Russia had announced recently.

Today answering a question from a journalist how Vardan Oskanyan refers to
the fact that Ara Abrahamyan will free the pilots till June the latter
answered, `God help him’.

But when he noticed that his words caused laughter in the hall, he said that
he is completely serious and will be very thankful to Ara Abrahamyan if he
manages to do what he has said.

MPs condemn OSCE PA Vice-President’s statement

MPs condemned the recent statement by Tanish Kaminish, Vice-President
of the OSCE Parliamentary Assembly (PA), in a Tuesday meeting of the
Milli Majlis (parliament).
Speaking of the Armenia-Azerbaijan conflict over Upper Garabagh in an
international conference held in Athens, Kaminish stated that there
are 300,000 refugees in Armenia. However, he did not mention the
occupation of 20% of Azerbaijani territory and over one million
refugees and displaced persons.
MP Asaf Hajiyev, who attended the conference, organized by the Greek
parliament and the Black Sea International Research Center, proposed
that the parliament express its position on the Vice-President’s
statement and send a letter to the OSCE PA.
`Besides, the Azerbaijani delegation at the Parliamentary Assembly of
the Council of Europe should ask for permission to raise the issue on
Kaminish’s statement in the next meeting of the Assembly’, he said.
Parliament Speaker Murtuz Alasgarov approved of Hajiyev’s proposal,
noting that the OSCE has not given a political assessment to the
Upper Garabagh conflict yet.
`The OSCE has always approached Azerbaijan with a double standard,’
Alasgarov said.*

`No need for war’ – parliament speaker

Parliament speaker Murtuz Alasgarov says there is no need for the
start of military action between Azerbaijan and Armenia.
`The potential for talks has not been exhausted yet. There is
currently no alternative other than peaceful conflict resolution.’
The speaker said he believes the ongoing negotiations will be
fruitful. `All foreign forces supporting Azerbaijan should therefore
defend the country’s authorities’, he added.*
