YEREVAN

A new contingent of 34 Armenian peacekeepers under the command of
Senior Lt Ruben Papyan left for Kosovo today.

Eighteen of the 34 peacekeepers who left for Kosovo today are
participating in the mission for the second time. They implemented
their peacekeeping mission as part of the platoon which served in
Kosovo from February 2004, Armenian Deputy Defence Minister Lt-Gen
Artur Agabekyan told a news conference today.

Some of the peacekeepers who have been to Kosovo are preparing to go
to Iraq, the deputy defence minister said.

Expanding on the subject of Iraq, he noted that the leadership of the
Armenian Defence Ministry is maintaining constant contact with the
Armenian contingent of 46 people (doctors, sappers, signallers and
drivers) who are implementing their peacekeeping duty in that country.

The deputy defence minister spoke in detail about the work of the
Armenian military doctors saying that they are working in an army
hospital and rendering the necessary medical assistance both to the
local population and to peacekeepers serving in Iraq.

To recap, the second group of Armenian servicemen who had served in
Kosovo since 8 September 2004 returned to Yerevan last night.

historic letter: ‘painful memories'” published by Turkish newspaper

In a letter to Armenian President Robert Kocharyan, Prime Minister
Recep Tayyip Erdogan describes the 1915 events that the Armenians
charge constituted genocide as “memories that distressed our peoples
in the past.” Erdogan’s letter, which begins with the salutation “Dear
Mr President,” says that Turkey and Armenia have “differences of
interpretation” over the said period. Below is the text of the
historic letter.

“The Turkish and Armenian peoples have not only shared a common
history and geography in a sensitive part of the world but they have
also lived together for many years. However it is no secret that we
have differences of interpretation and evaluation over a certain
period of our common history.

“These differences have left memories that have distressed our peoples
in past years and today they play a role that does not make the
development of friendly relations between our countries easier.

“I believe that, as leaders of our countries, our principal duty is to
leave to our future generations a climate of friendship marked by
peace and harmony and characterized by tolerance and mutual
respect. Mr Deniz Baykal, the leader of our country’s main opposition
Republican People’s Party, also shares these views. In this framework
we invite your country [to join us] in forming a group comprised of
the historians and other specialists of our two countries to
investigate the developments and events related to the 1915 period by
researching all the archives of not only Turkey and Armenia but also
all relevant third countries and to report their findings to the
international community.

“I believe that an initiative in this direction will shed light on a
controversial period of history and will serve as a step towards the
normalization of relations between our countries.

“I hope that this proposal aimed at passing on a friendly and more
peaceful climate to future generations will be accepted. If you are
positively disposed towards our proposal to form a group of historians
and specialists to conduct joint work on archives we are prepared to
discuss the details of our proposal with your country.

“Sincerely, [signed].”

Report by Cenk Baglamis: “I did not receive any letter”

Armenian President Robert Kocharyan declared that he has not received
any letter from Prime Minister Erdogan proposing the formation of a
joint commission by the two countries to investigate allegations of
genocide. However, a few hours after Kocharyan declared that he did
not receive any letter, it was disclosed that the Armenian embassy in
Tbilisi faxed the letter to Yerevan. Viktor Soghomonyan, spokesman of
Armenia’s Office of the President, also declared that no letter has
been received. Armenian Foreign Minister Vartan Oskanyan, on the other
hand, said that the principal reason for [Armenia’s] insistence on the
recognition of the genocide by Turkey is its “security concerns.”

Although Erdogan’s letter is addressed to “Robert Kocharyan, president
of Armenia, Yerevan,” the letter was sent to Kocharyan via Georgia
because there are no diplomatic relations between Ankara and
Yerevan. The letter was reportedly delivered by the Turkish embassy in
Tbilisi to the Armenian embassy in the same city.

Humanitarian Assistance to Armenia Has Halved

HUMANITARIAN ASSISTANCE TO ARMENIA HAS HALVED

YEREVAN, APRIL 14. ARMINFO. The volume of humanitarian assistance to
Armenia decreased twice last year, Chairman of Commission for
Coordination of Humanitarian Program of the Republic of Armenia Simon
Ter-Simonian informed during the briefing.

According to him, humanitarian cargos worth a total of 18.4 bln drams
came to Armenia in 2004, which is 9.6 bln drams less than in 2003. He
explained this circumstance by the curtailing of humanitarian
programs in the republic and their substitution by development
programs. In total humanitarian and charitable programs worth a total
of 36.3 bln drams were implemented in Armenia last year. The United
States is in the lead as regards the volumes of humanitarian aid,
70.89% out of the total volume falls to its share.

EU Committee of Ministers to Discuss Ways of Settlement Of NK

EU COMMITTEE OF MINISTERS TO DISCUSS WAYS OF SETTLEMENT OF KARABAKH
CONFLICT

YEREVAN, APRIL 14. ARMINFO. On April 15 Committee of Ministers of the
European Union will discuss issues of regional conflicts in the South
Caucasus. Armenian service of Radio Liberty informs.

The ministers will also discuss ways of settlement of the Karabakh
conflict. It is expected that EU Committee of Ministers will appeal to
conflicting parties to make efforts for sooner settlement of regional
conflicts. The committee also intends to appeal to crucial countries
in the region – Russia and Turkey to render active assistance in
sooner settlement of the conflicts in the South Caucasus, which is a
significant region and links Europe with Central Asia.

Klemente will participate in plantation of trees in the Yerevan
community of Malatia-Sebastia tomorrow. An Armenian-Italian
Rendezvous Park opened there in 2001. Italian Embassy in Armenia
informs ARMINFO. The park occupies a territory of 1 ha and is
neighboring the school No.11. The park was founded on the funds of
the Italian Embassy and with support of the organization “Armenia
Tree Project.” The solemn opening of the park was on Dec 1 2005. 200
fruit and decorative trees were planted in the park. This spring
another 40 plants of tress and bushes occurred there due to the ATP
organization. To note, the organization has implemented projects of
tree plantation in Armenia since 1994 and has organized plantation of
592,000 throughout Armenia.

1.250 mln AMD from its reserve fund to the Ministry for Culture and
Youth Affairs and 1 mln AMD for the Ministry of Science and Education
for measures dedicated to the 1,600 anniversary of creation of the
Armenian alphabet and the 90th anniversary of the Armenian Genocide
in the Ottoman Turkey in 1915.

The Governmental press-service informs ARMINFO that in conformity
with today’s decision of the Government, the Ministry for Culture
will provide funds to the union of painters for organization of a
republican festival of declamation timed to the 1,600 anniversary of
the Armenian alphabet. The ministry will direct funds to Yerevan
State University for organization of measures dedicated to the 90th
Anniversary of the Armenian genocide.

started in Yerevan.

As Iran.ru informs, during the first day of negotiations,
representatives of countries’ consular services noted the
significance of regular conducting such meetings, taking into account
the neighborly relations of Iran and Armenia, as well as a great
transportation of countries’ citizens. Various social problems,
issues of residence of foreign citizens in both countries, problems
of giving visas, foreign students and bordering transportation will
be discussed during the sitting. Iranian delegation headed by IRI FM
director of consular department Rasul Mohajer is on a visit in

LIFE OF CHRIST AND THE GREAT ARMENIAN GENOCIDE

On April 24 at 00:00 a.m. in the Chamber Music Hall after Komitas maestro
Loris Chgnavoryan will give a midnight concert titled `Life of Christ’ in
memory of the Great Armenian Genocide victims. The male spiritual choir, and
soloists Souren Lazarian (tenor) and Vahagn Hovents (bariton) will sing in
the concert.

After the end of the concert they will march to Tsitsrnakaberd where they
will meet the April 24 dawn with the Nerses Shnorhali spiritual psalms named
`Dawn’. Today in the press conference in the Journalists House Loris
Chgnavoryan informed about it.

The composition `Life of Christ’ has been processed by the maestro. He has
processed the spiritual psalms connected with Christ for the male choir and
has summed them up in the oratory `Life of Christ’, which was performed for
the first time in 1975 in London.

Why Life of Christ? The maestro commented that the Armenian Genocide is like
the life of Christ: as he was crucified and raised from the dead three days
later, the Armenian nation was crucified in 1915 and raised from the dead 3
years later.

By the way, a DVD will soon be released about the Genocide in which a film
will be represented about the Great Armenian Genocide.

In 2002 the RA Government got the right to make the list of the objects of
state importance near which social events are forbidden.

The RA President residence, the Central Bank, the National TV and Radio
companies, the Armenian nuclear power station, the gas underground stores,
their serving buildings and the upground sputnik `Orbit-2′ are included in
the list.

`The including of the first four objects in the lists directly contradicts
the aim of organizing meetings, because the meetings are usually directed to
the executive bodies; besides they also contradict the 26th article of our
Constitution and the 11th article of the European convention’, said Vardan
Pogosyan, head of he non-governmental organization `Democracy: Center of
Political and Law Investigations’, during the round table in which the RA
Law about `Organizing meetings, marches and demonstrations’ was discussed.

In other objects, according to him, there can be restrictions, but all of
them must be confirmed by law, as the 44th article of the Constitution
states that the restrictions can be confirmed only by law.

`The decision of the Government is no law, and if the legislative body
decides a list of restricted objects, they must be directly confirmed by the
RA Law about `Organizing meetings, marches and demonstrations’, comments
Vardan Pogosyan.
