German opposition motion on Armenian massacre upsets Turkey

The Turkish ambassador to Germany, Mehmet Ali Irtemcelik, has accused
the parliamentary group of the CDU/ CSU [Christian Democratic/Social
Union] of turning itself “into the mouthpiece of fanatical Armenian
nationalism,” and “poisoning Turkish-German relations”

This sharp attack was prompted by the CDU/ CSU’s motion to the
Bundestag commemorating the 90th anniversary of the massacre of
Armenians, which began on 24 April 1915. The motion calls on the
federal government to press Turkey “to come to terms unconditionally
with its role towards the Armenian people in history and the present
day”.

The term “genocide” was deliberately avoided by the CDU/CSU, so as not
to provoke Turkey, which to this day denies the genocide of 1.5 million
Armenians. Despite this, Ambassador Irtemcelik accused the CDU/CSU
of jeopardizing the integration of Turks in Germany with its motion.

Weeks ago, Turkish Foreign Minister Abdullah Gul described the
CDU/CSU motion as “a slander of Turkish history”. Greens European
parliamentarian Cem Ozdemir nevertheless expects Turkey to have
recognized that the genocide took place by the time it joins the EU.
He believes there are increasing numbers of Turkish intellectuals who
view their history in more complex terms than a saga of heroic deeds,
and are also willing to face up to its dark chapters.

Yerevan, 21 April: Since Azerbaijan is not talking about concessions,
Armenia should not make them, the president of the Nagornyy Karabakh
Republic [NKR], Arkadiy Gukasyan, has told journalists. He regarded
it pointless to talk about mutual concessions as long as Azerbaijan
did not display a constructive approach to this issue. Azerbaijan
thinks that the international community should give Karabakh to
Azerbaijan on a silver tray. Now that there is no Soviet Union,
there are the NKR and the Azerbaijani Republic. The situation has
changed and Azerbaijan should reconcile itself to this.

The security of Karabakh reduces to the resolution of the status
issue. Security cannot be ensured without the resolution of the
status issue. “We repeatedly stated that we support the package
option for the resolution of the issue, i.e. all issues should be
tackled simultaneously and the most important problem is the status
issue. If the status issue is not resolved, it is very difficult for
me to imagine the security situation,” the NKR president said.

He also said that the problem could not be resolved without the
involvement of Karabakh. “If Azerbaijan is against Karabakh’s
involvement, it means that it is not interested in the settlement
of the conflict,” Gukasyan said. He did not agree that the Armenian
authorities had softened their position on the Karabakh issue. “I
reckon that this issue will be definitely resolved by the Armenian and
Karabakh people.” As for the Armenian authorities, their position is
not a defeatist one today either. They want to be more constructive
than the Azerbaijani authorities.

Speaking about Azerbaijani troops advancing on the contact line,
Gukasyan pointed out that this had always been happening. But this
is dangerous because it contains a threat in itself. He said that
the Karabakh authorities had asked the co-chairmen of the OSCE
Minsk Group to clearly fix the contact line and strictly condemn
the violators. Gukasyan recalled that back during the war, when the
Armenian side had no planes and Azerbaijanis bombed Armenian villages,
they also appealed to the co-chairmen. However, the latter only called
on the two sides to refrain from bombing each other’s territories. He
noted that at least this time equalization should be avoided.

Gukasyan also denied rumours that there had been 30-40 casualties on
the Armenian side over the last two months. He said that there were
unfortunately casualties but no more than one or two people in a month.

“I am regarding it our duty to conduct exemplary elections since
this will convince the international community that Karabakh can be
independent,” the NKR president said.

Asked whether [Nagornyy Karabakh’s former Defence Minister] Samvel
Babayan would run in the parliamentary election, he said that he did
not see any problem for that. He expressed his confidence that the most
legitimate elections in the former Soviet Union were held in Karabakh,
be it presidential, parliamentary or local government elections.

“The [latest] presidential elections had been held at a very high
level. If parliamentary elections [due on 19 June] are held at the
same level, then everything will be normal,” the NKR president said.
Gukasyan, who has been the Karabakh president for 10 years, said that
he was not going to move to Armenia and would stay in Karabakh.

“If we settle our relations with Turkey and Azerbaijan, we will
find answers to all pressing problems and it will be easy for us to
resolve the Karabakh problem. We lack confidence in each other the
most, which prevents us from finding a political solution. Since we
will always remain neighbours with Turkey and Azerbaijan, it would
be natural for us to understand each other,” Gukasyan said.

UNITED STATES FEDERAL COURT DISMISSES ACTION AGAINST AGBU

NEW YORK, NY, April 22, 2005 – In an order issued on April 15, 2005,
Hon. Judge Manuel L. Real of the United States District Court in
Los Angeles dismissed without leave to replead a complaint brought
by the Patriarch of Constantinople, Archbishop Mesrob Mutafyan,
against the Armenian General Benevolent Union (AGBU), relating to
the closing of the AGBU Melkonian Educational Institute in Nicosia,
Cyprus and the claim of the existence of a Trusteeship.

“AGBU is gratified with the decision of the U.S. District Court,
Central District of California. While change is always difficult,
we are committed to serving the evolving needs of the Armenian people
in a proactive and dynamic fashion. AGBU embraces the vision of the
Melkonian brothers and will continue to implement their noble intention
for the benefit of Armenians everywhere, including the Armenian
community in Cyprus.” noted Berge Setrakian, President of AGBU.

Setrakian further added that AGBU looks forward to working with His
Beatitude Patriarch Mesrob Mutafyan toward common national goals,
as the organization has worked very closely with Armenian religious
leaders since its inception.

AGBU strongly believes that the Church remains the most important
institution of the Armenian nation, and the Union will continue to

“The Russian Federation State Duma expresses its deep compassion for
the brother Armenian National and offers the” international community”
to “celebrate that sad date”. In connection with the 90th anniversary
of the Armenian Genocide the RF State Duma has made this announcement.

The text of the corresponding decision was put into the State Duma
agenda on the offer of the State Duma Committee on CIS affairs. By
the way, instead of the 226 votes necessary for the adoption of
the decision 310 delegates have voted “for”, and there have been no
“against” or people abstaining from voting.

Today the members of the party «New Times» organized a special
action in connection with the 90th anniversary of the Armenian
Genocide. Visiting all the foreign Embassies to Armenia they thanked
those countries which have recognized the Armenian Genocide.

According to Vardan Gevorgyan, member of the party «New Times»,
one of the aims of the action is to contribute to the recognition of
the Genocide by those countries which have not yet done it. According
to him, the Armenian authorities take measures in connection with
the recognition of the Armenian Genocide, but the process is still
very quiet.

Mr. Gevorgyan is sure that much time will be needed for the issue of
the Armenian Genocide to be solved from the material point of view,
«The issue is developing by phases and maybe the coming generations
will confidently speak about material compensation».

Today in hotel Yerevan the final phase of the Law student second
conference titled «Advocacy ; the Present State and the Perspectives
of Development in RA». The aim of the conference is to raise the
knowledge of the law students about the Advocatory institute. The
conference was organized by the Armenian law fund together with the
Law student department of the Armenian Young Lawyers Association.

43 Law students had applied, but only 22 had taken part in the written
phase, and 7 has passed on to the oral phase.

The prizes were «Winner of the Conference», «Best orator», and
«Best writer». The three of them were awarded to Anna Vardapetyan,
student of the Yerevan State University Law faculty 3rd year. He was
presentd with the RA Criminal and Civic Codes and other law books.

Today RA Foreign Minister Vardan Oskanian received co-chair of
the Eu-Armenia parliamentary cooperation commission, member of the
European Parliament Marie-Ann Isler-Beguin (France) who has arrived in
Yerevan to participate in the «Ultimate crime, ultimate challenge»
international forum dedicated to the 90th anniversaty of the Armenian
Genocide.

The parties exchanged opinions and stressed the role of the
forums. They also touched upon issues concerning further steps to be
taken within the framework of the European neighbourhood policy. In
particular, the Armenian Foreign Minister presented work related to
the Action plan.

Today an exhibition of documentaries and photographs on the first
genocide of the 20th century – the Armenian Genocide – was opened
in the RA National Assembly. At the opening ceremony Speaker of
the National Assembly Arthur Baghdasaryan said that the event once
again confirmed the condemning stand of our Parliament to the crime
committed by the Turkish government regarding the Armenian nation.

At the same time this was an appeal to the parliaments of the countries
that have not recognized the Armenian genocide to recognize and
condemn the crime committed in the early 20th century.

Garegin II Catholicos of all Armenians received in Holy Echmiadzin
Lekh Valensa, the ex-President of Poland, winner of Nobel Prize for
peace, toether with Tomas Nouf, Polish Ambassador extraordinary and
plenipotentiary to Armenia.

His Holiness expressed his gladness for the visit of Lekh Valensa
to Echmiadzin referring to the friendship of the Armenians and the
Poles which formed in the Middle Ages. His Holiness also expressed
hid gratitude to the Polish nation and the authorities who on the
threshold of the 90th anniversary of the Armenian Genocide recognised
and condemned it in the Polish Parliament.
