YEREVAN, JUNE 17. ARMINFO. Prime Minister of Turkey Recep Tayyip
Erdogan sharply criticized the resolution of the Bundestag regarding
the issue on Armenian Genocide in Ottoman Turkey in 1915.

As German resources inform, Erdogan called “false and outrageous”
the resolution of the Bundestag. Speaking about Chancellor of
Germany Gerhard Schroeder, Erdogan mentioned that “he pays tribute
rather politicians, who have their point of view”, reminding that
during the last visit to TUrkey Schroeder had agreed with Turkey’s
position in this issue. As the Turkish newspaper “Vatan” informs,
as a protest, most likely Turkey will call its ambassador to Germany
for consultation.

KARABAKH DOES NOT WAIT FOR NATO PEACEMAKERS YET

YEREVAN, JUNE 17. ARMINFO. The issue of arrival of NATO pacemakers in
the zone of Karabakh conflict is not on the agenda of the negotiations
of Armenian and Azerbaijani foreign ministers. According to the 525th
newspaper, Vice Chairman of Azerbaijani Milli Mejlis Ziafet Askerov
made this statement. It should be noted that Armenian and Azerbaijani
foreign ministers will meet in Paris today.

Askerov says there is a big probability that after the two ministers’
meeting, the presidents of Azerbaijan and Armenia will meet. “The
negotiations are known to be held for withdrawal of Armenian armed
forces from the occupied 7 regions of Azerbaijan around Nagorny
Karabakh. Only after these meetings, one can speak of discussions
on other topics,” Askerov says. He says the place and the date of a
regular meeting of the presidents will depend on the negotiations of
the foreign ministers.

Turkish Smuggler Detained In Yerevan

TURKISH SMUGGLER DETAINED IN YEREVAN

YEREVAN, JUNE 17. ARMINFO. A citizen of Turkey tried to remove books
from Armenia by smuggling. ARMINFO was informed in the press office
of the National Security Service, the attempt of the contraband was
prevented Friday as a result of operative-investigatory measures
in Zvartnots airport. A large lot of books of 17-20 centuries, of
historical and cultural value, were revealed and confiscated from
the passenger of the flight Yerevan-Istanbul Yektan Turkilmazi. The
Turkish citizen tried to remove the books from Armenia, hiding them
from the check-up at the customs office.

YEREVAN, JUNE 17. ARMINFO. On June 16, 2005 U.S. Ambassador John
Evans met with Larisa Alaverdyan, Human Rights Ombudsman of the
Republic of Armenia. Ambassador Evans expressed his support for the
Office of the Ombudsman and the democratic principles for which it
stands. The press-service of the U.S. Embassy informs ARMINFO that as
an expression of this support, Ambassador Evans presented the office
with a computer to aid in its important work. The rights of women,
children, refugees, and other vulnerable groups is an important
priority for the U.S. Embassy. It should be noted that in connection
with detention of an employee of Ombudsman’s staff when taking a
bribe by the National Security Service, the processor of his computer
was confiscated at the end of May. The processor contained data on
those complaining to the Ombudsman Office. In this connection, Larisa
Alaverdyan made a statement accusing the National Security Service of
wrong acts and called it an unprecedented violation of guarantees of
independence of Ombudsman Institute. Moreover, she thinks such acts do
not contribute to formation of positive international image of Armenia.

YEREVAN, JUNE 17. ARMINFO. Project of an alternative road passing by
Shikahogh forest reserve will be adopted. Minister of Transport and
Communication of Armenia Andranik Manukyan told ARMINFO’s correspondent
after today’s public discussion on laying on Iran-Armenian highway.

Meanwhile, in his speech, Andranik Manukyan stated that in conformity
of the Armenian President’s instruction, the government is to elaborate
a detailed project on construction of Meghri-Kapan road passing by
the forest reserve within a week. He also stated that in conformity
with Prime Minister Andranik Margaryan’s decree, a governmental task
four will be formed today. The minister said that the alternative
road will be 7 km longer and 150 meters higher of the project of
the highway proposed by ministry of Transport – Meghri-Shvanidzor-
Verishen-Tsav-Kapan. The alternative road will pass by the forest
reserve via the village Shishkert. According to preliminary data,
its construction will cost $20 mln. The minister said that decision on
alternative project was not made under pressure of ecological public
organizations. “It is a decision of the government and instruction
of the president.” Moreover, he stated that the role of public
organizations, their numerous protests, was equal to naught in this
decision. This statement by the minister aroused bewilderment of
public ecological organizations.

HIS HOLINESS PAYS PONTIFICAL VISIT TO SACRAMENTO MEETING WITH
GOVERNOR AND STATE OFFICIAL

His Holiness Karekin II, Catholicos of All Armenians, accompanied by
His Eminence Archbishop Hovnan Derderian, Primate, His Eminence
Archbishop Vatche Hovsepian, and Vicar General Very Rev. Fr. Dajad
Dz. V. Yardemian, paid a visit to the Capital city of Sacramento on
June 15, 2005. Also present was Pastor of St. James Armenian Church
Rev. Fr. Yeghia Hairabedian.

His Holiness arrived at the Governor’s office at 11:00 accompanied by
his entourage. Over the course of one hour the Catholicos met with
several city officials including Senator Chuck Poochigian.

At 12:00 noon a reception took place in the Governor’s State Room in
honor of His Holiness with the presence of state legislators and
congressional officers. Senator Poochigian introduced His Holiness to
the officials, saying that the Pontiff, the 132nd Catholicos of All
Armenians, was visiting from Armenia and the centuries old center of
the Armenian Church, the Mother See of Holy Etchmiadzin.

Several Senators were present at the reception, including Jackie
Speier, Charles Poochigian, Joe Simitian, Jack Scott, Dave Cox,
Elaine Alquist, Dick Ackerman, Abel Maldonado, Richard Alarcon, Bob
Margett, and Roy Ashburn.

Assembly Members in attendance were Greg Aghazarian, Carol Liu, Dave
Jones, Jackie Goldberg, Cindy Montanez, Audra Strickland, Alan
Nakanishi, Betty Karnet (Chief of Staff Attended), Jerome Horten,

His Holiness meets with Governor: At 4:30 p.m. His Holiness Karekin

private meeting with California State Governor Arnold Schwarzenegger.
The Governor extended a warm welcome to His Holiness on the occasion
of his visit to the Capital city of California and wished him well on
his spiritual mission. The meeting was a historic and memorable one,
with a warm atmosphere.

MICHIGAN TO WELCOME CATHOLICOS NEXT WEEK

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, will be welcomed in Detroit next week, following his
month-long visit to the parishes of the Western Diocese. Our
Primate, His Eminence4 Bishop Bagrat Galstanian, will accompany His
Holiness Karekin II Supreme Patriarch and Catholicos of All
Armenians.

In Detroit, the Catholicos will lead a hrashapar service at the St.
John Church at 6:30 p.m. on Tuesday (6/21), before attending a
reception and dinner with parish council members. On Wednesday (6/22)
the Catholicos; Archbishop Khajag Barsamian, Primate of the Eastern
Diocese; and Detroit community leader Richard Manoogian will meet
with former U.S. President Jimmy Carter and work on a home through
the Habitat for Humanity project.

DIOCESAN COUNCIL TELECONFERENCE

On Thursday, June 23 2005 at 7:30pm the Diocesan Council of the
Armenian Church of Canada will hold its regularly scheduled
teleconference meeting. Diocesan council members from Ontario and
Quebec provinces will participate in the consultations presided by
Bishop Bagrat Galstanian.

The Diocesan Council will review a number of new proposals and
studies pertaining to various parishes as well as the youth of the
Diocese. Special consideration will be given to the future projects
of Holy Cross (Laval) and St Vartan (Mississauga) Churches.

JUNIOR CHOIR SINGS AT ST. VARTAN, MISSISSAUGA

The angelic voices of St. Mary’s Armenian Apostolic Church Junior
Choir of Toronto sang at the last Badarak before summer break for St.
Vartan Armenian Apostolic Church faithful, Sunday, June 5. The 30
boys and girls traveled by bus with their Choirmaster Lena
Beylerian.

Mrs. Beylerian has been leading the Junior Choir since 1999. Karin
Simonian, daughter of St. Vartan Parish Council Chairman Vartegez
Simonian, is the sole Mississauga member of the choir. The children
sang soprano-alto and included solos.

The church was filled with more than 100 faithful. Following his
sermon, Very Rev. Fr. Hayrik Hovhannisyan blessed the parish’s five
high school graduates and presented them each with a Bible to give
them guidance as they continue their education. Grade 12 graduates
Steven Beler, Danny Hanna, Nairi Kazazian, Lara Sevadjian and Taline
Shalvardjian were wished success in their future.

Members of St. Cuthbert’s Anglican Church, Oakville, had also been
invited to attend this service. St. Vartan rents St. Cuthbert’s
facilities for its Badaraks. Regular Sunday Badaraks will resume in
September for St. Vartan parishioners.

Zohrab & Yester Sarkissian the brother and sister of late Catholicos
of All Armenians, His Holiness Karekin I, have sponsored the
publication of Yegmalian Armenian Mass. The CD has been published in
memory of Vehamayr Ovsanna Sarkissian.

The Yegmalian Badarak is performed by Holy Etchmiadzin Chorus in
Armenian conducted by Khoren Mekhanejian accompanied on the organ by
Levon Abrahamian. The Soloists are Loussineh Zakarian, Nora
Melkonian, Hovhannes Bastajian, Constantine Simonian and Dickran
Jamgochian.

Upon the wish of Sarkissian family and directive of His Eminence
Bishop Bagrat Galstanian, the pastors of the Armenian Church Canadian

ST. VARTAN SUMMER DAY CAMP JULY 11-15

For the third summer in a row, St. Vartan Armenian Church is running
a summer day camp for children four to eight years old.

Under the guidance of Mississauga’s Very Rev. Fr. Hayrik
Hovhannisyan, the camp will offer five days of activities with an
Armenian theme at Fogolar’s Country Club in Oakville.

The children will be able to swim every day in the pool, sing songs,
learn prayers, do crafts and play games. Youth, 12 and older and

Bundestag’s Decision Ennobles German People,Head Of European Armenia

BUNDESTAG’S DECISION ENNOBLES GERMAN PEOPLE, HEAD OF EUROPEAN ARMENIAN FEDERATION SAYS

BRUSSELS, JUNE 17, NOYAN TAPAN – ARMENIANS TODAY. The decision on the
Armenian genocide made by the German Bundestag on June 16 emphasizes
Turkey’s policy of denial. This step taken in the name of truth and
remembrance ennobles the German people and represents an important
step forward in terms of the full recognition of the Armenian
genocide by Germany. Head of the European Armenian Federation (EAF)
Hilda Choboyan stated this. “If Germany is responsible for not taking
actions to prevent the annihilation of Armenians, today’s Turkey –
the direct legal successor of the criminal regime – must accept full
responsibility for the Genocide,” Hilda Choboyan underlined. The
EAF takes the view that Germany’s experience in the recognition and
compensation of the genocide of Jews and Gypsies should set an example
for all the states that have commited genocides to follow. Hilda
Choboyan deems the resolution of Bundestag to be a political step that
reaffirms the European citizens’ demand for including the Armenian
genocide recognition issue on the agenda of the negotiations for
Turkrey’s joining the EU.

Vartan Oskanian: It Has Been The Selective Amnesia Of The TurkishEst

VARTAN OSKANIAN: IT HAS BEEN THE SELECTIVE AMNESIA OF THE TURKISH
ESTABLISHMENT WHICH IS THE STUMBLING BLOCK TO EFFORTS TO RECKON WITH
OUR COMMON PAST

LONDON, JUNE 17, NOYAN TAPAN – ARMENIANS TODAY. As it was reported,
Armenian Foreign Minster Vartan Oskanian made a speech at the
Genocide Commemoration Conference held in the House of Lords of
the British Parliament. The text of Minister Oskanian’s speech was
provided to NT by the press service of the State Commission on the
Commemoration of the 90th anniversary of the Armenian Genocide and
reads as follows: I am pleased to join you in this remembrance of the
first genocide of the last century. Since then, the millennium has
changed, but man has not. That tragedy, that crime against humanity,
was followed by a dozen more such politically motivated murders of
entire nations. Today, at the beginning of the 21st century, in Darfur,
we are again witnessing a world caught up in condemnation, but lacking
the political will to name and stop the perpetrators of genocide. It
is history repeating itself. This year, on and around April 24,
we marked the 90th anniversary of the Genocide of Armenians. British
political life kept you from doing so here, and so today in June, this
conference reminds us that remembering and condemning are not limited
to anniversaries. I appreciate that this commemoration is taking
place in Great Britain, the home of Arnold Toynbee and James Bryce –
a historian and a diplomat who were charged with examining documents
about the treatment of the Armenians in the Ottoman Empire. Today’s
Turkish government wants to review and rewrite their work. That is
what Turkish Prime Minister Erdogan said in a letter addressed to
the British Parliament earlier this year. It’s not enough that they
have spent a good part of this century rewriting their own history,
now they want to rewrite yours. In the year 2005, in a world that no
longer has empires and colonies, in a world where it is lofty ideals
which unite countries and nations in alliances and guide their policies
and engagements, it is at the very least disheartening that a modern
Turkish government – hailed as a democratic beacon, an example of the
victory of universal ideals over sectarian beliefs – can continue
to cynically deny their history, AND ours. When a government plans
to do away with its own population to solve a political problem –
that’s genocide. At the turn of the 20th century, the Ottoman Empire
was shrinking, it was losing its hold over its subjects along the
periphery of the empire. For fear that in Anatolia, too, the Armenian
minority would agitate for greater rights and invite foreign powers to
exert pressure, the Ottoman leadership used the cover of World War I
to attempt to wipe out the Armenians. US Ambassador Henry Morgenthau
called what he witnessed, the Murder of a Nation. Others called it
‘race murder’. They did so because there was no term Genocide yet. When
the word was finally coined in 1944 by Raphael Lemkin, it was done with
clear reference to genocidal acts prior to that date, the Armenian
Genocide included. There is no doubt that if the word genocide had
existed in 1915, every one of the hundreds of articles would have
used the term. In the face of this, Turkey’s continued insistence on
rejecting and rewriting history costs them credibility and time. Two
months ago, Prime Minister Erdogan wrote a second letter. It was
addressed to my President – although they gave it to the press before
they gave it to us. The letter said let’s set up a joint historical
commission and let them study what he called this ‘disputed period in
history’. He said it would constitute a step towards contributing to
the normalization of relations between our countries. We would like
nothing more than normalization between our countries. But we think he
has it backwards. We need some normalization between our countries in
order for a joint commission to be able to work on this or any other
dispute. There is nothing normal about our relationship today. Within
Turkey, there is not a normal environment in which to discuss these
issues. In the two months since this letter was issued, Turkey has
ratified a penal code which makes use of the word genocide a punis
hable crime. In the two months since this letter, Turkey has put on
trial several writers and historians for use of the word genocide,
and most recently even for use of the term ‘massacre’. In the two
months since this letter, Turkish authorities forced the cancellation
of an academic conference co-sponsored by three Turkish universities,
with the very politically correct title: Ottoman Armenians During
the Decline of the Empire. One does not knock on Europe’s door
by blindfolding historians and gagging writers. In this kind of
environment, what are the members of the commission supposed to
discuss? In the absence of relations between the two governments, who
is to appoint them and who are they to report to? Denial and rejection
have taken deep root in Turkish society. They’ve been justified
by a rhetoric of Armenian treachery, aggression, criminality and
territorial ambition. The political consequence of this rationale has
been a unilateral closing of the Armenian-Turkish border. There have
been no normal exchanges, interactions or relations across our borders
– not in Soviet times, and not since our independence. Does Turkey
wish to spend the whole of the next century obstinately cementing the
memories and reproaches of the past? When will we move on to creating
a new context within which these two neighbors will be able to share
a common space, create new experiences and grow to live together
without acrimony or hostility? Armenians need recognition for very
tangible security reasons, as well, and not just in the interests
of historical justice. Consigning these difficult issues to a few
academics and experts, in such a vacuum, is not a genuine attempt
at creating a dialog. The massive resources and reputation of the
Turkish state have been invested in evading history and avoiding the
term genocide. It will take the engagement of that same Turkish state
to begin a dialog. We are not the only neighbors in the world who
have had, and who continue to have, a troubled relationship. That
is what President Kocharian said to Prime Minister Erdogan in
his response. He also said that Armenia is ready for a political
dialog. Under the rubric of a political dialog, all other kinds of
discussions – about today’s borders and yesterday’s history – can
take place. Under the rubric of a political dialog, those responsible,
committed and empowered to act can be engaged in the healing. Today’s
Turks do not bear the guilt of the perpetrators, unless they choose
to defend and identify with them. Armenians and Turks, together with
the rest of the modern world, can reject the actions and denounce
the crimes of the Ottoman Empire. Some Turkish writers and academics
have begun down that difficult road to introspection and study. Some
are doing so publicly and with great transparency. In this context,
it is essential that the international community doesn’t turn a

just as it edits visions of its future. It has been the selective
amnesia of the Turkish establishment which is the stumbling block
to efforts to reckon with our common past. We continue to hope that
Turkey’s 21st century vision of a future in Europe, and Europe’s
vision of a Europe with Turkey, will overtake 19th century politics.

HAROUTIUN KHACHATRIAN’S “POET’S RETURN” NEW DOCUMENTARY FILM TO
PARTICIPATE IN ROTTERDAM FILM FESTIVAL

YEREVAN, JUNE 17, NOYAN TAPAN – ARMENIANS TODAY. Film Director
Haroutiun Khachatrian’s “Poet’s Return” documentary film, the works
on which finished these days will be presented at the annual film
festival to take place in Rotterdam. The world premiere of the film
will take place just there. As Susanna Haroutiunian, the Chairwoman
of the Film Journalists and Film Critics Association of Armenia
informed the Noyan Tapan correspondent, first, the film was called
“Ashugh Jivani”(“Bard Jivani”) but after the finish, the director
renamed it. According to S.Haroutiunian, the famous director’s
this film is on the verge of the art of acting and a documentary
work. Those responsible for the Rotterdam festival saw the film
still unfinished but included it in the main program of the festival
without hesitation. To recap, Haroutiun Khachatrian’s previous film,
“Documentarist”, has been awarded at high-class festivals of the world.

YEREVAN, JUNE 17, NOYAN TAPAN. At the invitation of Nagorno Karabakh
Republic leadership the Public International Law and Policy Group
from the US led by James Hooper, head of the group, will participate
in the June 19 parliamentary elections as observers. As Noyan Tapan’s
correspondent was informed, Louis Sell from American University in
Kosovo Foundation, Paul Williams from Washington college of law,
Vladimir Matic from Clemson University and others are among the
observers included in the group.
