More images On March 15 in 1921 opposite the house N14 in Hardenberg
street in Berlin the Minister of Internal Affairs of the Turkish
Government and one of the main organizers of the Armenian Genocide
Taleat Pasha was killed with a gun.

The avenger was 24-year-old student Soghomon Tihliryan. The act of
vengeance was carried out by the decision of the 10th Conference of
the Armenian Revolutionary Federation. The actions named after the
Greek Goddess of vengeance Nemesis meant to punish the main organizers
of the Armenian Genocide.

Today in Yerevan the anniversary of the event was celebrated in which
about 200 people participated. The celebration took place near the
monument to Tihliryan.

Member of the Supreme Council of the ARF Armen Roustamyan explained
in his speech the meaning of the day, underlined the efficiency of
the plan “Nemesis” noting that “the demand of the Armenians was fair”,
and the trial held in Germany proved that it is not a crime to punish
the organizers of a Genocide.

During the celebration national songs were performed.

By the way, it was mentioned that in the 15th district of Ajapnyak
a monument will be erected to Gevorg Chaush.

By the way, the Security Administration of Berlin prohibited to hold a
march in Germany on March 15-18 in memory of Taleat Pasha and against
the Armenian Genocide.

/PanARMENIAN.Net/ Participation of Armenia’s representatives in
the work of the second preparatory conference of the Enhancing
Security and Transport in the OSCE Zone 14th economic forum does
not display economic cooperation between Armenia and Azerbaijan,
Azeri Vice-Premier Abid Sharifov stated at a news conference in Baku
March 16. “The event is organized by the OSCE and we take part in it
as an organization member,” Sharifov said, remarking that Azeri and
Armenian representatives participate in various international events,
either in Baku, Yerevan or other cities of the world. “Cooperation with
an occupant country cannot be the point,” he emphasized. It should be
remarked that three representatives of Armenia take part in the two-day
conference. In Sharifov’s words, the second preparatory conference
in Baku is of high importance. “A conference of that scale is held
in Baku for the first time and the event is one of three preparatory
measures within the OSCE 14th economic forum, which is scheduled in
Prague this May,” he reported.

/PanARMENIAN.Net/ “We heard nothing of Ramil Safarov and we hear about
this case for the first time,” stated Islan Vashari, a member of the
Azeri community in Hungary, who arrived in Baku to take part in the
Second World Azerbaijanis Congress. He regretted over the occurrence,
saying he will try to acquaint with trial on Safarov case upon return
to Budapest, APA reports.

February 19, 2004 lieutenant of the Armed Forces of Armenia Gurgen
Margaryan, sent to Budapest to take English courses within the NATO
Partnership for Peace Program, was brutally hacked by Azeri officer,
who took the same courses. Safarov is indicted in compliance with
article 116.2 of the Criminal Code of Hungary (murder, committed
with special cruelty, and attempt at lives of over one person), which
provides for punishment varying from imprisonment of 10-15 years to
life sentence.

/PanARMENIAN.Net/ Turkish and Armenian Ambassadors in Rome accepted
an invitation by RAI Italian State TV Company to take part in a
discussion on the Armenian Genocide, the Marmara newspaper reports,
referring to Sabah Turkish newspaper. Turkish Ambassador Uguru Ziyalin
has initiated the TV discussion. He stated that the Italian channel
often carries broadcasts on the subject of the Armenian issue, which
are in general one-sided. “We want Turkey’s stance to be presented
as well,” Ziyalin said. He also remarked that they earlier exchanged
letters with Armenian Ambassador Ruben Shugaryan. Shugaryan has agreed
to participate.

Along with the two Ambassadors, a historian representing each of the
parties will take part in the TV program. Omer Turan will accompany
the Turkish Ambassador. The name of the Armenian historian is not known
yet. Each Ambassador will speak 5 minutes, the opponent can interfere
5 times. Though the Turkish Ambassador objected to demonstration
of documents during the broadcast, as he considers it propaganda,
the TV company leaders wish to show these. The Turkish Ambassador
reported that the TV discussion is scheduled March 20 morning.

Yerevan, 16 March: Armenian Foreign Minister Vardan Oskanyan received
US Assistant Secretary for European and Eurasian Affairs Daniel
Fried and US co-chairman of the OSCE Minsk Group Steven Mann in
Yerevan today.

The sides discussed issues of ensuring the energy security of the
region and Armenia, the press service of the Armenian Foreign Ministry
told Mediamax. In this context, it was noted that the settlement of
conflicts in the South Caucasus will make it possible to fully use
the possibilities of the region in the future.

Vardan Oskanyan, Daniel Fried and Steven Mann discussed the Nagornyy
Karabakh peace process, exchanged opinions on possible steps towards
continuation of the [peace] talks within the framework of the Prague
process.

The sides also discussed Armenian-Turkish relations. In particular,
they touched upon issues of opening the borders and using
communications routes.

Strengthening democracy in Armenia was also discussed at the meeting.

/PanARMENIAN.Net/ During the visit to the countries of the South
Caucasus three basic topics were discussed: prospects of the Karabakh
peace process, energy security and the future of the region, US
Assistant Secretary of State for European and Eurasian Affairs
Daniel Fried stated during a news conference at the US Embassy in
Yerevan. “Speaking of the future of the South Caucasus, I mean the
time, when all conflicts – Nagorno Karabakh, Abkhazian and South
Ossetian are settled, the countries live in peace and choose their
place in this world without any external pressure,” Fried remarked. In
his words, the dialogue with Armenian FM V. Oskanian will continue
in Washington – during the ceremony of signing an agreement between
Armenian Government and the Millennium Challenge Corporation March

AZERBAIJAN TO REVIEW POLICY SHOULD ARMENIA DISRUPT PEACE PROCESS, PRESIDENT SAYS

AzTV Baku
16 Mar 06

President Ilham Aliyev has said that Azerbaijan wants to resolve
peacefully the conflict over the disputed region of Nagornyy Karabakh
but it may rethink its policy if Armenia disrupts the peace talks,
the state-run AzTV reported on 16 March.

In a live address to the Baku-hosted second congress of Azeris of
the world, the president said: “If we see that the peace process is
being undermined by Armenia…, then of course, Azerbaijan will have
to reconsider its participation in the peace process.”

“Over the past 12 years we have shown loyalty to the peace talks
despite the failed attempts to resolve the conflict. There has been
a cease-fire regime between Armenia and Azerbaijan over the past 12
years. We are taking part in the talks because we are still hoping
to achieve certain results. But how long will this continue? This
process cannot go on forever. The patience of the Azerbaijani people
and authorities is being tested… Our participation in the peace
talks once again confirmed our resolve to settle the problem not
militarily, but peacefully. We have channelled all our efforts into
this. If we see that Armenia’s position at the talks is insincere and
not constructive, if we see the international community being deceived
and misinformed by Armenia – we will have no choice…. Azerbaijan
will not participate in the talks for the sake of talks,” Aliyev said.

The president called for the Armenian withdrawal from the occupied
territories and the return of Azerbaijanis to their homeland, including
to Nagornyy Karabakh.

“Normal relations between Armenia and Azerbaijan can be restored only
after this. Only then will the peace process be possible. We will not
allow Nagornyy Karabakh to part with Azerbaijan today, tomorrow, in a
decade or in a century. We are the victims of the conflict. Armenia
had carried out an ethnic cleansing policy against us for which it
should answer before the international community,” the president said.

/PanARMENIAN.Net/ The talks over the process of the Nagorno Karabakh
settlement stagnate, US Assistant Secretary of State for European and
Eurasian Affairs Daniel Fried stated at a press briefing in Yerevan. In
his words, based on the meetings between Armenian and Azeri Presidents,
one can say with confidence that the talks will continue. “Presidents
of both parties resolutely insist on their national interests,” he
remarked. Daniel Fried also said that before the visit to the region
the OSCE MG American Co-Chair Steven Mann and he met with Russian
and French mediators and got their full support. At the same time
US Assistant State Secretary rejected the supposal that there are
differences between the mediators.

In his turn, Steven Mann present at the briefing said that Armenian
and Azeri presidents show interest towards progress. “The US is ready
to support them by all possible means,” he said.

Kok’s support is visibly swelling (see rightmove06.org). In Europe,
where the majority of important tournaments are still held, it has
already become obvious that the Dutchman will rout Ilyumzhinov. Were
the aloof Kalmyk’s woes confined to that continent, he could hold
out hopes of garnering enough votes from the other two-thirds of the
electorate. This looks increasingly implausible. Neglect is palpable;
dissatisfaction global. While some delegates may be won over by
hopes of preferment, few will be induced to support the incumbent on
principle. Here is a president so disdainful of his constituents as
not to show up for the 2004 AGM in Calvia. The Kirsan campaign is as
shambolic as his governance: his team does not even have a website. In
the absence of anything resembling strategy and, for the first time,
with his back firmly to the wall, the Caucasian demagogue will have
to come up with other goodies to sway fickle affections. More of
the Kirsan T-shirts, watches or vodka that many received at the last
Olympiad, perhaps? Venal and gullible as Homo ludens undoubtedly is,
for once Ilyumzhinov’s hopes may be dashed.

The Morelia/Linares tournament was won by Levon Aronian. While all eyes
were on the resurgent world champion, Veselin Topalov, the Armenian
immaculately timed his acceleration for the last round against the
faltering Peter Leko.

NO POLITICAL IMPLICATION IN OSCE MG MEETING IN ISTANBUL

/PanARMENIAN.Net/ There is nothing special about the next meeting
of co-chairs of the OSCE MG for settlement of the Nagorno Karabakh
conflict being held in Istanbul, OSCE MG US Ambassador Steven
Mann told journalists in Yerevan. In his words, “there is no
political implication in it.” “It is just suitable to everyone,” he
remarked. Steven Mann does not think the talks in Rambouillet were a
step backwards. “Currently we continue consultations and still hope
to have some results. The talks continue and it is the most important
thing,” he emphasized. To remind, the next meeting of the OSCE MG
will be held in Istanbul March 20.
