Garegin II Thanked Canadian PM for Support of Armenian Genocide

/PanARMENIAN.Net/ A Canadian Armenian delegation, led by the Primate
His Eminence Bagrat Galstanian, met with Canadian Prime Minister
Stephen Harper in his Parliament Hill office. During the meeting the
Primate congratulated the Prime Minister on his recent election, and
thanked him for actively supporting discussion of Armenian issues at
the Parliament, especially the passage of Bill M-380 by the House of
Commons in 2004, which recognized the Armenian Genocide. The Primate
told Mr. Harper that he was gratified to hear the policies of the
Conservative government on social issues, and offered his cooperation
towards enhancing dialogue with Church and interfaith community
leaders in Canada. Bagrat Galstanian also presented a letter from His
Holiness Garegin II, Supreme Patriarch and Catholicos of All
Armenians. `We highly appreciate this important action,’ said the
Catholicos in his letter to the Prime Minister, referring to Bill
M-380. `We look forward that during your term in office, there may be
further tangible cooperation between Canada and the Republic of
Armenia, leading to official diplomatic representation in Yerevan,’
added His Holiness.

Armenian Genocide – Horror for All Alive, Piotrovsky Said

/PanARMENIAN.Net/ `The entire world must recognize the Armenian
Genocide in Ottoman Turkey in 1915, recognize and condemn the genocide
system that made 20th century notorious, starting from Armenians and
Jews. The world must condemn it together, because the 20th century has
demonstrated that humans are animals, not humans,’ stated Head of the
Russian Hermitage Museum, Corresponding Member of the Russian Academy
of Sciences (RAS) Mikhail Piotrovsky on March 23, after ceremony at
the Tsitsernakaberd Memorial of victims of the Armenian Genocide in
Yerevan. He said that the Armenian Genocide is a great tragedy that
everybody must learn from. If people resist, Genocide becomes the
moral victory of victims, as became the Armenian Genocide, said
Piotrovsky.
Today Mikhail Piotrovsky along with his son Boris Piotrovsky and
Director of South Caucasian branch of the Caucasian Institute for
Democracy Development Foundation Armenika Kiviryan visited the
Museum-Institute of the Armenian Genocide. Museum Director Lavrenty
Barseghyan familiarized the guests with the history and facts of that
monstrous crime, as well as presented them with literature on the
subject. In his turn M. Piotrovsky left a record in the Book of
Memory, `Blessed memory to all the victims and those annihilated. It
is a horror for all people alive, it cannot be forgotten or
forgiven. Eternal glory to those, who found strength to resist under
those conditions, their death gives hope.’

US and Turkey Hampered Recognition of Armenian Genocide by UN in 70s

/PanARMENIAN.Net/ Already in 70s of the 20th century US and Turkish
Governments worked closely to prevent recognition of the Armenian
Genocide by the UN. According to the Armenian National Committee of
America (ANCA), lately unclassified documents of the US State
Department show it. These documents mainly represent US State
Department correspondence with the American delegation to the UN and
Ambassador to Turkey and contain recommendations how to cooperate with
the Turkish Government and the Turkish delegation to the UN not to
admit recognition of the Armenian Genocide.
«Documents shed light on the fact of close cooperation between the US
and Turkish Governments in denial of the Armenian Genocide,» ANCA
Executive Director Aram Hamparian said.

Armenian Radio to Broadcast in Turkey

/PanARMENIAN.Net/ Armenian community in Turkey plans to start radio
broadcasts in Armenian this year. In the words of editor-in-chief of
the Agos Armenian newspaper Hrant Dink, the Armenian community of
Turkey has collected $300 thousand for that purpose. `The campaign to
collect means started 10 years ago. The Armenian community has its
schools and newspapers. Now we work to create Armenian radio in the
country. We have submitted an application to the Supreme Council on
Radio and Television of Turkey,’ Hrant Dink said, reports the Turkish
Zaman.

NKR Public Negative on International Crisis Group

/PanARMENIAN.Net/ The public of the Nagorno Karabakh Republic was
negative both on reports and recommendations of the International
Crisis Group (ICG), Chair of the Standing Commission for Defense and
Security of the Supreme Council of the Nagorno Karabakh Republic in
1992-1995, Chairman of Tradition NGO Valery Balayan stated in an
interview with a PanARMENIAN.Net reporter. In his words, a whole range
of rhetoric questions arises when acquainting with ICG documents and
they remain unanswered. «Which of the parties to conflict invited the
ICG as a mediator? If none, who imposes them upon us? What do they
have to do with the conflict? Do they have any views of the many
aspects of the conflict? If they do, which are these, etc.,» he said.
Balayan also remarked that `ICG professionalism arouses special
perplexity. In their reports they often make conclusions based on
doubtful articles of interested parties in favor of the same party.’

VOTES GIVEN TO REPUBLICAN PARTY OF ARMENIA MAY DEFINE POSITION OF
ANDRANIK MARGARIAN
“The negotiations for Nagorno Karabakh conflict settlement are still
on and the process is not locked in dead end. None of the parties is
interested in war,” RA PM Andranik Margarian said.
He said that Republican Party of Armenia will participate in the
parliamentary elections independently, though he didn’t exclude that
they may unite with a political force in a faction. As for his future
position, Mr. Margarian said that it will be defined only after the
elections, taking into account the votes his party received.
In response to the question about Artashes Tumanian’s resignation, RA
PM said that he learnt about that from the newspapers and added that
the coalition didn’t demand resignation from him. “Creation of a party
should not be conditioned by its leader’s position. The party
construction process should be based on an ideology, ” he stated.
Mr. Margarian express content with the construction projects carried
out in the center of Yerevan. As for the issue of A1+ TV, Margarian
said that the Government has kept its promise and allocated territory
for the TV, A1+ TV should only agree with it.
RA PM informed that RA Culture Minister has responded the letter of
“Heritage” party and in case the party members aren’t satisfied with
the response, Raffi Hovhannisian may apply to the court.
In connection with the increase in price for Russian gas, Margarian
said that he will give detailed answers to the questions only after
the negotiations are completed.
As for the amendments to the law “On energetics,” Margarian said that
no confrontation is observed at the parliament concerning the law. He
said that some of the deputies expressed certain concerns about the
amendments and they still have time to make suggestions to the
issue. He added that the draft law will be included in the agenda of
the parliament during the coming four days.
It’s worth mentioning that the draft law creates legislative grounds
for using the sources from non-governmental sector for construction of
a new NPP.

Karabakh: Interests of Parties to Conflict Observed «as Luck Would Have It»

is not that much self-dependent, as it seems to
Azerbaijan. Peculiarities of contemporary policy in the globalization
age are the way, that when deciding core matters of world policy – and
the Nagorno Karabakh conflict refers to those – some consensus is
reached at the EU or UN, Chair of the Standing Commission for Defense
and Security of the Supreme Council of the Nagorno Karabakh Republic
in 1992-1995, Chairman of Tradition NGO Valery Balayan stated in an
interview with a PanARMENIAN.Net reporter. In his words, consensus is
being reached mainly within the interests of large countries, who fund
activities of those organizations, while interests of the parties to
conflict are taken into account «as luck would have it.» This
was true also at division of Yugoslavia, it is observed now when
solving the Kosovo issue and that of Iraq. Thus, those who insist on
it are advised to read Krylov’s fable or recall arithmetic rule on
changing the order of items,» Balayan underscored.

GYUMRI AIRPORT TO BECOME ALTERNATIVE TO `ZVARTNOTS’
The Gyumri airport is considered an alternative one to “Zvartnots”
airport. The airport needs to be reconstructed. In 2006, AMD 67
million was allocated for elaborating the projects for its
restoration. RA PM Andranik Margarian stated that the rest of the
required sum will be allocated from RA State budget in 2007.The
experts should explore the airspace of the airport, elaborate flight
and landing schemes, make geological research, form project documents,
carry out capital re-equipment of illumination and signal systems of
the airport. Mr. Margarian stated that after restoration of the
airport not only the air companies from the CIS states but those from
neighboring areas may be interested in making flights from this very
airport. RA PM also promised that RA Government will spare no efforts
to assist the restoration works of the airport.

Co-Rapporteur of PACE Committee on Refugees to Visit South Caucasus in
June

Refugees and Population Leo Platvoet will visit South Caucasus in
June, PACE Azeri delegation member Gultekin Gajiyeva said. To remind,
a meeting of the PACE Committee on Migration, Refugees and Population
was held March 20. Matters of Turkish migrants to Europe, as well as
the missing in South Caucasian republics, refugees, migrants and
people seeking asylum were discussed at the meeting. Leo Platvoet will
report on the missing in Azerbaijan, Armenia and Georgia, Gajiyeva
said. «However, he did not take part in the meeting owing to certain
reasons. A decision is made for him to visit Switzerland in April to
investigate a matter he had to report on, where the Read Cross
Committee is headquartered,» Gajiyeva said. The MP also underscored
that Platvoet will also visit South Caucasian countries in June and
will gather information on the known report, Trend reports.

Armenia awaits league roll call

The new Armenian season will start on 25 March with
the opening games in the Armenian Cup but league
matters are still shrouded in mystery.
Big guns
Twelve sides will compete in this season’s Armenian
Cup, with big guns FC Pyunik, FC Banants, FC MIKA and
FC Kilikia not joining until the quarter-finals in
early April. By then it is hoped that more will be
known about who will compete in the Armenian Premier
League when it starts in mid-April.
Promoted sides
Last season, the Premier League kicked off with nine
clubs but ended with eight following the withdrawal of
FC Lernayin Artsakh. Three more sides were set to join
the division this season – FC Ararat-2 Yerevan, FC
Yerevan United and FC Gandzasar Kapan – but there have
already been problems.
Clubs dissolved
FC Dinamo-Zenit Yerevan and Yerevan United have
already been forced to dissolve following the
departure of their Australian backers, Hakob
Djambazyan and Tigran Hovivyan respectively, while FC
Kotayk, FC Shirak and FC Lernagorts are all
experiencing varying levels of financial problems.
Kotayk concern
Kotayk in particular are not out of the woods despite
resolving their initial problems with unpaid wages to
players and staff. The club are only just beginning
their preparations for the new campaign, but their
Iranian owners are showing a worrying lack of urgency
in paying off Kotayk’s debts.
Name swap
In an unusual move, newly promoted Ararat-2 have
swapped names with their senior side FC Ararat
Yerevan. Ararat-2, originally the reserve side of
Ararat, won promotion to the top division at the same
time as the senior side were being relegated. The
original Ararat will now play in the second division
as Ararat-2.
Four Brazilians
The new Ararat have inherited much of the old Ararat’s
squad, and have brought in Marcos Pizeli to add to
their Brazilian trio of Emilio Kalsani, Renato De
Moraes and Renato Gabriel. However, Levon Kasaboglyan
has joined Kilikia along with Shirak midfielder Ararat
Harutyunyan.
Pyunik campaign
Among the title contenders for 2006, reigning
champions Pyunik have yet to make any new additions,
although Russian Boris Melkonyan and Eduard Partsikyan
are expected to sign. Mika, meanwhile, have signed
Ukrainian Vadim Gospodar, Russian Aleksei Semenov and
two Brazilians, Alex and Kleber.
Banants reinforcements
Banants have appointed Nikolaj Kiseljev as their new
coach and have brought in goalkeeper Nikolay
Galiguzov, defender Andrei Cherevko, midfielders
Sergei Sizikhin and Andrei Burdian along with striker
Ivan Zabolotskiy on one-year contracts.
