The depositors of the bank “Armenia” which went bankrupt were gathered
opposite the Central Bank again this morning. This was by approximate
calculations their 250th meeting.

According to cheated depositor Qnarik Avetisyan, There are all in
all 140 depositors who have lost a total sum of only 140 thousand
USD. She is especially angry with the fact that the sum can be lost
by a state official in a casino in a single hour. She is also angry
with the latest announcement of the President of the Central Bank
that his income has raised as the income of the bank has raised,
and he has no money to give to the depositors.

compensation, he will allot 30-35 thousand USD for the first phase
of compensation.

Is the Yerevan municipality a closed or an open structure? The
journalists tried to get the answer to this question from the head
of the Yerevan Management technologies Center Khazhak Karayan –
the guest of the traditional Monday briefing.

“It will gradually become and open structure”, he commented mentioning
that the investment of new management technologies in the form of the
new official website of the municipality will greatly
contribute to that. On April 15-20 Yervand Zakharyan will organize
the official presentation of the website.

According to Khazhak Karayan, in the newly created website the
citizens can get acquainted with the work of all the administrations
of the municipality.

Gradually it will become an open system for all the citizens.

Today the President of the RA Court of Cassation Hovhannes
Manoukyan received the special envoy of the CE Secretary General
Boyana Urumova. The aim of the meeting was the discussion of the
possibilities of cooperation of the RA and the CE court systems.

The sides agreed that the amendment of the Judicial Code is a
must. Hovhannes Manoukyan represented separate provisions of the
Code and mentioned that it refers almost all the fields of the court
system. He also referred to the execution of authorization of the
Court of Cassation given by the Constitution.

The special envoy of the CE Secretary General stated that the CE
specialists will investigate the draft Code and will express their
opinion. She also found the training of specialists extremely
important.

Today “A1+” placed an order to participate in the competitions of
radio frequencies.

Today is the deadline for the orders for participation in the
competitions for licensing the broadcasting of radio programs by
the frequencies FM 90.7 MHz and FM 90.3 MHz in the territory of
Yerevan. The Television and Radio National Committee announced about
the competition in December 2005. The names of all the participants
of the competition will be known later.

The competition packets will be opened on April 7.

Let us remind you that these are the 11th and 12th competitions
“A1+” is participating in. As for the previous 10 competitions,
“A1+” did not get the license to broadcast.

By the way, April 2 is the 4th anniversary of depriving “A1+” of air.

Actor of the Yerevan Chamber Theater Hrant Tokhatyan has been awarded
the title of Honored artist. The title was of course won four years
ago when he actively participated in the process of depriving “A1+”
of air together with the company “Sharm”.

By the decree of Robert Kocharyan a number of theatrical figures have
been awarded titles. Among them are opera singer Barsegh Toumanyan,
actor of the Yerevan Drama Theater Hovhannes Babakhanyan, actor of
the Puppet Theater Derenik Martirosyan, actor of the Artist Theater
Lala Mnatsakanyan and chief conductor of the Opera and Ballet national
Theater Karen Sargsyan.

By another decree Head of the State Drama Theater of the city of
Kapan Kamo Arzoumanyan has been awarded the Movses Khorenatsy medal.

They Still Have Hopes

The residents of the Yerevan realization zones who call themselves
“those evicted from their houses” still have hope that one day the
President of the country “will learn the truth about them”. Shoghik
Galstyan and Gayane Asatryan are sure that the officials “give false
information to him”.

Today the people opposite the main entrance to the municipality
building were the residents of the realization zones again. The demand
was the same – fair compensation for the confiscated houses, as well
as cessation of violence. In connection with the letter they mentioned
that a week ago the representatives of the police beat several owners
of the Dalma gardens who tried to protect their property.

The participants of the meeting demanded a meeting with the Yerevan
mayor Yervand Zakharyan so that he orders to cease the violence until
the Constitutional Court finishes the hearing of the cases.

Let us remind you that the first hearing in the Constitutional Court
took place on March 21 and was postponed for two weeks.

The order of the Minister of Health Norayr Davidyan, according to which
those who died at home must as well be taken to forensic autopsy,
has created a great stir. During the latest four-day sessions of
the NA Deputy Vram Gyulzadyan even announced that the above decision
gives forensic doctors an opportunity to extort money from “socially
people in need,” and later demanded “That order must be hampered from
being realized.”

To note, before this the autopsy of those who died at home was carried
out by local pathologoanatomists. And the above mentioned order passed
by the Minister is explained by saying that sometimes murders occur
in those very distant villages, or even small towns which remain not
only undisclosed but also obscure. Whereas, in case of compulsory
autopsy by a forensic doctor the real cause of death can be revealed.

At any rate, according to the information of Minister N. Davidyan,
up to no win 18 out of 78 cases of home deaths in Yerevan city murders
have been disclosed by means of compulsory autopsy.

Although Deputy Vram Gyulzadyan is concerned with the fact that
forensic doctors would get great amounts of money from forensic
autopsies, deputy Minister of Health Hayk Darbinyan informed us that
the autopsies are to be carried out free of charge irrespective of the
social layer the family belongs to. But are the doctors controlled
during their work? Is there a doctor who will reject the financial
“gratitude” of the relatives of the dead? Or is there a citizen who
will complain against the doctor in the state of mourning for his/her
dead relative?

On March 24 at 14.45 it has been informed that that the roof of the
two-storied building on Gorky Street, 30 in Gyumri fell.

The operative group of Shirak Regional Saving Board sent to the site
of occurrence found out that on March 21 the stones of the Southern
wall of the building fell into ruins. As it has been informed in
RA Saving Service press centre there are no victims. To note, the
building was built in 1968, it is an emergency building and was
dwelled illegally.

Aid To Karabakh Refugees Carried On

In 2005 the NKR government decided to provide aid to refugees and
free transportation of their property. About 35 thousand refugees
were registered, 329 families of refugees lost their sons in the war.

Each member of the family will receive 20 thousand drams, if the
refugee got married and has children, each child receives 5 thousand
drams. 5000 drams is provided for fare. Approximately, a family of
five receives 140 thousand drams. This year 82 350 thousand drams
was provided from the state budget, which will be distributed to
1000 families. “I am going to request the government to provide aid
to another 500 families. We will aid the remaining 1500 families in
2007,” said the head of the Department of Migration, Refugees and
Re-Settlement Pavel Najaryan.

According to Pavel Najaryan, in the past few years 18 houses were built
for refugees. In 2005 the number of houses built for refugees was 22.

Armenia To Participate In Nato Exercise

Armenia will participate in the NATO exercise in the framework of the
Partnership for Peace program in Moldavia, on September 11-29. The
press secretary of the Ministry of Defense Seyran Shahsuvaryan told the
news agency ARKA about this. He mentioned that in 2006 the Cooperative
Best Effort and Best Partner exercises were held in the framework of
the Partnership for Peace Program as Collaborative Arrow exercise. From
Armenia participated two commissioned officers, a doctor, a signaler,
as well as а squad of eight soldiers of the peacemaking battalion
of the Armed Forces of Armenia. Seyran Shahsuvaryan informed that two
officers from Armenia participated in the opening and main conferences
of these exercises, held in Moldavia in March. The press secretary of
the defense ministry of Armenia informed that the Armenian servicemen
will participate in the closing conference in May and the working
consultation of the exercise that will take place in September.
