US Hopes for Agreement between Kocharian and Aliyev in Romania

/PanARMENIAN.Net/ The hope would be that the Presidents of Azerbaijan
and Armenia might at that point be able to come to closure on some of
the issues that divide them within the context of settlement of the
Nagorno Karabakh conflict, stated Sean McCormack, an official of the
US Department of State. He was commenting on the result of the visit
of US Assistant Secretary of State Daniel Fried to the South Caucasus.
`Fried was to the South Caucasus working with the OSCE Minsk Group
co-chairs, Russia as well as France, to see if we could find a way
forward on resolving the Nagorno Karabakh issue between Armenia and
Azerbaijan,’ Sean McCormack said. `I don’t have a readout for you as
to what sort of progress they may have made,’ he added.
«I know that the Presidents of Azerbaijan and Armenia are scheduled to
get together in Bucharest, Romania, in early June. They made a run at
it while they were in France. They weren’t able to come to agreement,’
the US official stressed. “We, working with the Minsk Group co-chairs,
are hopeful that they can come together to resolve whatever
differences there are. These are tough issues, we know. It’s going to
require tough political decisions on both sides. But we think that at
the end of the day, taking this tough political decisions will benefit
all the peoples of the region,’ McCormack concluded.

Very few, probably one in a thousand or even ten thousand. Many others, among them myself, have tried to read it and have given up after the first few pages.

Is Marxism a science, a philosophical system, or a religion?
To the believers, it is all three.

If it is incomprehensible to most laymen, why is it so popular?
People are attracted to the incomprehensible. Consider the mysteries of our own religion. Consider the popularity and longevity of astrology.

What is its source of strength?
The short answer is, propaganda. We call ourselves Homo sapiens (man the knower), but “man the propagandizer” would have been far more accurate.

If propaganda is the source of many wars, revolutions, and massacres, why is there no law against it?
Because all organized groups (religions, ideologies, and political parties) engage in it. Some day if we ever meet extraterrestrials that have never experienced war on their planet, we may be astonished to discover that the secret of their pacifism is an educational system that rejects propaganda as a medium of communication.

For every article against Turks, our pundits should write at least two about Armenians, and I don’t mean petty little success stories (which may be moral failures) but articles exposing our filth. To concentrate only on Turkish criminal conduct means to cover up our own, which also means to conspire with crooks against their victims.

According to Aldous Huxley,”War has been one of the principal occupations of civilized human beings”; which amounts to saying, behaving like barbarians is a favorite pastimes of civilized men.

There is information according to which Samvel
Balasanyan, the head of the Orinats Yerkir party and
Hovhannes Margaryan are going to leave the party. They
weren’t’ present at the briefing today, and Gagik
Mkheyan and Gagik Avetisyan refrained from commenting
on the information. «We have not heard of it», they
said. They did not have information about the people
leaving the regional structures of the party either.
They only mentioned that during the 10-year history of
the party many people left it, but the main party
remained.
When one of the journalists asked, «And what about
Sergo? », Gagik Avetisyan noted, «The main part of the
Orinats Yerkir is the people». The deputies did not
have information about pressure inflicted upon the
regional structures of the party in order to crash it.
By the way, during the briefings the National Unity
and the Orinats Yerkir party expressed readiness not
to continue their quarrel and not to answer different
statements about their relations.
Meanwhile, the pedagogues who left the Orinats Yerkir,
come to the Republican party. `The Republican party
does not have the problem of republicanizing anything.
The fact that we did not argue about the post of the
Minister of Education,’ Galoust Sahakyan, head of the
Republican Party faction in NA said. According to him,
not only teachers, but also doctors and other
specialists become member of their party, and the fact
that on May 2 120 teachers became member of the party
is not a unique one.
In contrast to the Republican party, it is not an easy
thing to become member of the Armenian Revolutionary
Federation. «The ARF does not have the problem of
increasing the number of its members», head of the
faction Hrayr Karapetyan said. He announced that it is
not right when you make somebody member of a party
contrary to his will. He added that taking the post of
the Minister of Education the ARF is not going to
force the teachers to join them.

NA NEWLY CREATED DEPUTIES’ GROUP MEMBERS TO KEEP GOOD-NEIGHBOURLY
RELATIONS WITH COALITION FROM NOW ON

YEREVAN, MAY 25, NOYAN TAPAN. The choice of the name of the NA newly
created “Gortsarar” (Business) deputies’ group is provided by the
issue that it mainly involves former businessmen. As Grigor Margarian,
the group head, a former member of the “Orinats Yerkir” party informed
journalists, the group members will again pursue from now on solution
of issues concerning the economic policy for what they came to the
National Assembly three years ago. The group members will from now on
keep “normal good-neighbourly relations” with the political coalition
as it has been for the last three years.” Not wanting to comment upon
NA Speaker and party Chairman Artur Baghdasarian’s statements
concerning the faction members’ leaving the OYK as a result of
pressure,
G.Margarian mentioned: “If people have been in the ruling field for
three years and do not want to leave it today and go to the
opposition, what is it spoken about then?” He also assured that the
group members “have at all no obligations in any issue in front of
anybody.” The group has no goal to create a new party.
Grigor Margarian himself, as in 2003, intends to participate in the
2007 parliamentary elections as well, by the majoritary electoral
order.

A. Arshakian: Political Situation Artificial, Guided by 3rd Force

AGHASI ARSHAKIAN: SITUATION FORMED IN POLITICAL FIELD IS ARTIFICIAL
AND IS GUIDED BY THIRD FORCE

YEREVAN, MAY 25, NOYAN TAPAN. The current situation in the political
field is artificial and is guided by a third force, Aghasi Arshakian,
member of RA NA National Unity faction, declared at the May 25 dispute
with Hovhannes Margarian, member of the Orinats Yerkir (Country of
Law) faction, at the Hayeli (Mirror) club. According to Arshakian, the
“mutual insults and accusations” between the Orinats Yerkir and
National Unity were initiated by the very third force. Whereas,
according to him, the National Unity only wanted to receive an answer
to the question “why is it so bad in our country and who are the main
persons to blame for this?”. By the way, the National Unity also wants
to receive an answer to this question from the new forces introduced
to the policy and guided from one center. “Only then we will meet them
with open arms in the opposition field,” Arshakian declared. As he
estimated, “the authorities realize that it is no longer possible to
hold new elections by old methods, so they introduce new forces to the
political field.” Hovhannes Margarian mentioned that the two political
fields, the power and the opposition, belong to the people and it
should decide what force to what field is more acceptable.
According to him, OYP left the coalition not at the bidding of a
“third force” but “because of having essential disagreements with the
coalition partners around some issues of principle.” As H.Margarian
estimated, no split took place in OYP, but the party has become
stronger. “Only 84 members of the political force having 62 thousand
devotees left the party and 1800 joined it during the past month,” he
mentioned. In connection with the accusations addressed to member of
National Unity faction Gagik Kostandian Aghasi Arshakian said that
Kostandian does not any longer supply anything to RA Defence Ministry.

Economists’ Club Functions in Gavar State University

Club of Gavar State University has been marked lately. The club was
founded with the efforts of the students of the Faculty of Economics
and University’s management. Founder-Rector of Gavar State University,
professor Hrant Hakobian, Dean of the Faculty of Economics Samvel
Amirkhanian and Deputy Dean Mariam Hergnian became honorable members
of the Economists’ Club. The club’s mission is to unite the students,
to give them additional information about innovations in the sphere of
economy, about issues relating to this or that sphere. Dean of the
Faculty of Economics Samvel Amirkhanian said in his interview to Noyan
Tapan correspondent that besides economic knowledge, the students

Ararat Governor Sure Region Will Not Have Drinking Water Problems

ARTASHAT, 24 MAY, NOYAN TAPAN. The supply of the irrigation water in
the village economy of the marz of Ararat does not run normally, In
many places the water-pipe streams have not been cleaned up. Almost
all the community heads of the marz mentioned about this during the
enlarged sitting of regional council held on May 24 in Ararat.
Considering this problem issue number one of the marz, Regional
Governor Alik Sargsyan ordered the regional heads and heads of water
user companies to improve the situation as soon as possible. At the
same time, the Governor informed that within the framework of the
Millennium Challenge program, 38 million US dollars are envisaged for
solving the irrigation problems and for road building in the marz of
Ararat. He assured that a few years later, the marz will have no
problems with drinking water. As the Noyan Tapan correspondent was
informed at the Regional Administration of Ararat, issues concerning
the sanitary situation in the dwelling places of the marz, street
cleaning and public regulation works carried out in communities, as
well as undertaking measures against bird flu, finding and curing sick
animals and birds were also discussed at the sitting. Introducing the
writ of execution of the 2005 budget of the communities of the marz,
Lernik Khachatrian, the head of the Financial Department of the
Regional Administration, informed that as compared to the previous
years, this year much more revenues were registered on the line of all
kinds of payments.

Development Center NGO, Against Legal Wilfulness NGO on May 24
rendered free therapeutic, psychotherapeutic and psychological medical
service in Armavir. As Zhorzheta Mesropian, coordinator of the

Ministry of Health and UMCOR organization provide their assistance in
the free medical service. The Foundation of Protection of Youths NGO
working since 1991 was renamed Against Legal Wilfulness. The
organization’s mission is to reveal missing freedom-fighters and to
integrate the prisoners of war to the society.
