Turkish Republic of North Cyprus will always support the fair position
of Azerbaijan in Nagorno-Karabakh conflict, Dervish Kamal Deniz,
minister of economiy and tourism of Cyprus, made such a statement on
June 19 in Baku within his participation at the 33rd session of the
Foreign Ministers of the Organization of Islamic Conference (OIC),
Trend reports.
“The head and people Azerbaijan have always been near us in our fair
fight, therefore we are very grateful for this,” told Deniz. We well
understand the difficulties facing Azerbaijan, and support Azerbaijan,
emphasized Cyprus minister.

Decoding transcripts of flight data recorder of A 320 plane that
crashed near the Black Sea coast on May 3, has not revealed the
tragedy’s causes. As REGNUM was informed at the Russian Transport
Ministry’s press office, as a result of last flight decoding it was
ascertained that the plane was not destroyed in the air. The plane’s
collision with water became fatal for it.
At present, complex analysis of all available recordings is
continuing. Flight stimulator is planned to be used to reveal the
cause of the crash.
It is worth reminding that the Armenian A 320 was flying from Yerevan
to Sochi on May 3. It fell into the Black Sea at a distance of only
6 km from the landing ground. 113 passengers were aboard; all of them
were killed.

Kyiv, June 19 (Interfax-Ukraine) – Armenia is not planning to enter
the GUAM group of countries in the near future, Vartan Oskanian,
Armenian foreign minister has said.
“GUAM membership is not on the agenda at present,” he said at a joint
press conference with Ukrainian Foreign Minister Borys Tarasiuk in
Kyiv on Monday.
During Ukrainian-Armenian talks in Kyiv on Monday, the two countries
discussed the intensification of political contacts, Tarasiuk said.
He said the countries discussed preparation for a visit by the
Ukrainian premier to Armenia, and also a visit of Armenian President
Robert Kocharian to Ukraine.

FM GUL ANTICIPATES OIC SUPPORT FOR TURKISH CYPRUS

Turkish Foreign Minister Abdullah Gul has anticipated that the
Organization of Islamic Conference (OIC), the body representing the
world’s Muslim countries, will endorse Turkey’s solution proposal
regarding the Cyprus problem.
Gul, who arrived in Baku on Monday to attend the OIC 33rd meeting of
foreign ministers, said that it was important to discuss the Cyprus
problem at the OIC meeting. “We have prepared a solution project. I
hope it will be accepted by the participating countries.”
The content of the proposal is not known but the Turkish proposal is
expected to call on OIC members countries to open direct trade with
Turkish Cyprus, which remains under international sanctions.
At a 2004 meeting of the OIC foreign ministers, member countries had
reached an agreement to improve ties with the Turkish Cypriots after
they had voted in favor of the UN-sponsored peace plan in April of
that year.
Minister Gul came together with Azerbaijani President Ilham Aliyev
on Monday on the sidelines of the meeting.
Regarding the Armenian occupation of the Azerbaijani lands of Upper
Karabag, Gul said that the OIC supports the Azerbaijani position.
“Occupied Azerbaijan lands should be returned to their Azerbaijani
owners.”
Gul is expected to come together with Iranian counterpart Manucohr
Muttaki later today.
The 33rd foreign ministers meeting of the Organization of Islamic
Conference kicked off in the Azeri capital Baku on Monday.
The foreign ministers of 57 member countries, including Turkish Cyprus,
will take up regional problems including Israel-Palestine, Iraq and
Sudan and will discuss the reconstruction of the organization for
the coming ten years.

YEREVAN, June 19 (RIA Novosti) – Examination of the flight recorder
from an Armenian airliner that crashed into the Black Sea last month
has produced no new information on the reasons for the crash, an
official said Monday.
The A-320 Airbus, operated by the Armavia Airline, came down in stormy
weather off Russia’s Black Sea coast May 3 with the loss of all 113
passengers and crew on board.
“The interstate aviation committee has finished decoding the flight
data recorder,” said Gayane Davtyan, spokeswoman for Armenia’s main
civil aviation department.
“The decoding … showed that the plane had not disintegrated in the
air,” Davtyan said. “The engines were operating until the plane hit
the water.”
She said the flight recorders had held information about eight flights
made by the plane April 30-May 3, including the fatal trip.
The tape lasted 26 hours 20 minutes, including 1 hour 26 minutes of
the last flight.
Russia’s Transportation Ministry said in a statement earlier Monday
that the plane had enough fuel to complete the flight safely, and
that the autopilot was off in the last minute.
Davtyan also said the commission had started detailed analysis of
recorders and planned to model the crash on a special A-320 training
plane.
“The conclusion about the reasons will be made after the analysis
and investigation, to be followed by flight safety recommendations,”
she said.
On June 8, the commission finished deciphering the other black box –
the cockpit voice recorder. The recorder had captured 33 minutes of
exchanges between the pilot of the plane and air traffic controllers at
Russia’s southern Adler airport, outside the popular resort of Sochi,
where the plane was heading.
The Russian Transportation Ministry said the transcript would not be
published in line with the standards and practices of the International
Civil Aviation Organization.

The Armenian airliner that crashed into the Black Sea last month
killing all 113 people aboard was intact, with its engines operating
normally and enough fuel to land prior to impact, a Russian
investigating commission said today.
The Armavia Airbus A320 was also under manual control by its pilots
up to the moment of the May 3 pre-dawn catastrophe near the Russian
port of Sochi, the Transport Ministry commission said in a statement.
The commission, which based its conclusions on an analysis of the
plane’s “black box” flight recorders, did not assign blame for
the crash.
Prosecutors have dismissed the possibility that terrorists had brought
the plane down, and officials point to rough weather or pilot error
as the likely cause.
Armavia officials have suggested that air traffic controllers were
at least partly to blame, for giving the pilots improper instructions.
The commission said it planned further analysis of the recorders and
computer modelling to determine a cause. The flight was en route to
Sochi from the Armenian capital, Yerevan.

The presentation of the book “Karabakh: facts and totals” was held
June 19 in Baku. The presentation was organized by Youth forum of
Islamic conference for dialog and cooperation that has a member’s
status in OIC, Trend reports.
The book is the first edition in “Humanitarian tragedy and problems in
Islamic states” series and it was distributed today among participants
of the 33rd session of OIC in Baku.
Performing at the presentation, secretary general of the forum Elshad
Iskenderov stated his regret on insufficient awareness of contemporary
problems of OIC countries. He said this edition is the first in Arabic
purposed for broad public and consists of 5 sections.
The book narrates about the history and totals of Armenia’s aggression
against Azerbaijan. Authors used archive materials to show the very
horror of Armenian terror.
The said forum was organized in Baku in December 2004; it unites 35
youth NGOs of OIC countries.

On June 19, 33rd session of the Organization of Islamic Conference
(OIC) foreign ministers began in Baku, a REGNUM correspondent reports.
In this connection, auto traffic was restricted in some Baku avenues
and streets in order to guarantee security of participants of the
OIC 33rd session.
Azerbaijani President Ilham Aliyev opened the session. He stated that
processes in the world, including attempts of some western countries’
mass media to equalize Islam with terror, worried Azerbaijan. Mr.
Aliyev stressed that Azerbaijan might not allow that because Islam
was religion of prosperity and peace; it might not be called religion
of terror. According to him, Azerbaijan was victim of terror itself
because only Armenians committed more than 30 terrorist acts in
Azerbaijan, as a result of which more than 2,000 Azerbaijanis died.
Terror does not have religion or nationality, President Aliyev
concluded. Also, he stressed importance of a dialogue between
civilizations and religions.

It is not easy to adopt a law “On alternative military service”, Samad
Seyidov, head of Azerbaijani delegation in the Parliamentary Assembly
of the Council of Europe (PACE), chairman of the permanent commission
of Azeri parliament on international and inter-parliamentary relations,
told Trend.
Adopting the law is one of the obligations of Azerbaijan undertaken
before PACE According to Seyidov, the main reason for not adopting
the law is that Azerbaijan is still in the war situation with
Armenia. “Adopting this law isn’t easy. But this obligation will be
fulfilled,” told Seyidov.
