The new or comparatively new rector of Yerevan State University Aram
Simonyan met news reporters September 11 and gave his first press
conference. Aram Simonyan gave the press conference after 100 days of
office, even more. And it is not accidental that he chose September 11
for the 100 days news conference. 9/11 is considered as a beginning
of a new situation in the world, a new epoch, new relations. And the
interview of the new rector was about this, not in global terms, of
course, but in terms of the university. Despite huge difference in
space, over the past 3 or 4 months Aram Simonyan managed to change
so many things that Bush did not manage over the past 5 years.
Simonyan’s changes are connected with the structure and staff.
Aram Simonyan dismissed ones and appointed others, closed down some
departments and opened others. The new rector appointed vice rectors,
heads of departments. He says what he did is not an end in itself
but a necessity that occurred long ago.
“When a new leadership comes, they must select people from their
so-called team he can work with and trust. Therefore, considering
the fact that the leadership of the university are elderly people,
and almost half are aged 70 and more, it was therefore necessary to
renew the leadership of the university,” says the rector of Yerevan
State University Aram Simonyan. He denies the news that by the new
appointment he rewarded people who elected him rector and Serge
Sargsyan head of the Managing Board of YSU.
Aram Simonyan says the appointments were not made at random. He named
people who have corresponding work experience, knowledge and have
worked in the administration of the university for many years. Simply
they were occupying lower positions, they were promoted, but it does
not mean that Simonyan had to. “There was no pressure on me,” the
rector says. Nevertheless, people who participated in the election
of rector and voted for Aram Simonyan profited from most of his
appointments. For instance, the department of public relations he
set up is led by students who are members of the board and voted in
the election, not hiding that they preferred Aram Simonyan. However,
this and the other staff changes do not mean that we deal with rewards
by the rector and the chair of the board of the university.
This is God’s will rather than a black arrangement.
Aram Simonyan also decentralized the financial levers. He
divided planning and finance from accountancy and set up a separate
department. Besides, the new rector established a department of reforms
in the university, a center of culture, a psychological center, a
career center, and several other centers. Meanwhile, the personnel
of service was laid off, and the university thus economized for new
jobs. Eventually, a renewed and young university appeared, and in order
to see it there will be very many people who would even gladly pay,
if not for themselves, they will surely pay for their children. For
the changes are for nobody else but the children.

EU "Trio" To Arrive In Armenia

EU “TRIO” TO ARRIVE IN ARMENIA

For the purpose of signing the European New Neighbors Program EU
Trio will arrive in Armenia in the framework of a regional visit,
acting press secretary of the Ministry of Foreign Affairs Vladimir
Karapetyan informs.
The press Secretary reported that the Trio delegation will comprise
representatives of the European Commission, the Council of Europe,
and the Finnish Chairmanship of the European Union. He added that
he possesses no official in formation who will represent the “Trio”
sides. However, according to preliminary information, Chairman of
the Council of Europe Havier Solana, Commissioner on Foreign Policy
Benita Ferero Waldner and the Finnish Foreign Minister are expected
to arrive in Armenia.

On September 5, 2006, the Armenian Revolutionary Federation Lebanon
Central Committee Press Office issues the following statement to
Lebanese media agencies.
The Armenian Revolutionary Federation Lebanon Central Committee held
a special session, during which the main topics of discussion were
the latest developments in Lebanon, and particularly the stance the
Lebanese government has taken relative to the possible participation
of Turkish troops in the U.N. peacekeeping force in southern Lebanon.
The A.R.F. Lebanon Central committee reiterated that thanks to the
united front the Armenian community presented against the deployment
of Turkish troops in the south, the cabinet discussed the matter,
after being urged to do so by the Lebanese president. However,
the Lebanese government did not respect the wishes of the Armenian
community. By doing so, the Lebanese government ignored the calls
of all the leaders and representatives of the community, including
Catholicos of all Armenians Aram I, the leaders of the three Armenian
Christian denominations in Lebanon, and the leaders of the three
active Armenian political parties in Lebanon.
a- We see the denial of the demands of the Armenian community as an
insult to one of Lebanon’s seven main secterian groups: this violates
the basic idea of co-habitation which Lebanon is built on, and harms
the efforts to establish secterian dialogue and unity. Unity among
ths sects in Lebanon is necessary for the implementation of any major
policies in the counrty, and contributes to the formation of a strong
Lebanese government.
b- None of the officials statements made by government officials
provide any justification for the unfair stance the Lebanese government
has taken in this situation. In fact, the government has decided to
ignore the objections of the Armenian community, objections based on
moral, political, and ethical arguments.
c- The deployment of Turkish troops to the region will not help the
peace process, it will in fact hurt it, given that Turkey cannot be
impartial, since it has signed a military pact with Israel. All over
the world, peacekeeping forces sent to any region are required to
be impartial.
It is important to mention that the government has decided to allow
the participation of Turkish troops in the UNIFIL mission despite the
objection of a number of minister, who have sided with the Armenian
community on this issue.
The A.R.F. Lebanon Central Committee, while highly praising these
particular minister, consider the cabinet as a whole responsible for
this unfair and insulting decision. The Central Committee also assures
that the Armenian community is determined to correct this mistake.

Commenting on the UN General Assembly Resolution on Fires NKR
Foreign Minister Georgy Petrossian’s said in particular, “On the
whole taking into account the final result, namely an intention to
send the OSCE Mission with support of the UN experts to the region
to assess the long-term and short-term threats, which can lead to
ecologic catastrophe in the region, the Resolution can be considered
acceptable for the NKR. Moreover, it is necessary to emphasize
that this process is a logical continuation of Nagorno Karabakh
authorities’ initiative. The NKR authorities were extremely alarmed
at the situation with the fires as those inflammations caused damage
to the agriculture of our republic. In connection with this the NKR
MFA sent a note to the Office of the Personal Representative of the
OSCE Chairman-in-Office with an urgent request to conduct a crisis
monitoring in the area bordering with Azerbaijan. Two weeks late the
OSCE Mission conducted a series of monitorings, which resulted in the
report of Personal Representative of the OSCE Chairman-in-Office, which
refuted the accusations of the Azerbaijani side on alleged burnings
of settlements in the NKR security zone. Thus, the NKR authorities
were the first to address the OSCE for a dispatch of a monitoring
group to the region, which was passed over in silence by the OSCE
Minsk Group Co-Chairmen in their report, which was made public at the
General Assembly’s session. However, if the report of the OSCE high
rank needs additional confirmation, – we are ready to receive a new
Mission of the OSCE to discredit Azerbaijani myths once more.”
The Minister said that the position of this issue in the UN itself
and some formulas of the Resolution are not acceptable. The attempts
to transfer the issues, which are to be solved by the OSCE Minsk
Group, to the UN cannot promote the advance of negotiation process
but only postpone the possible prospect of the Nagorno Karabakh
conflict settlement.
Georgy Pertrossian considers that the fact that the given Resolution,
namely its contents is a result of consensus between Armenia and
Azerbaijan – rare phenomenon for recent years, especially under the
conditions of the absence of confidence between the parties, is worthy
of notice and it can be only welcomed. We consider that such projects
are to be discussed with participation of all three parties to the
conflict in order to avoid problems in the course of implementation
of accepted decisions especially because these decisions concern the
territories, which are exceptionally under the control of the Nagorno
Karabakh republic’s authorities.

ANKARA: Turkish Premier Says Armenian Genocide Claims "Unacceptable"

TURKISH PREMIER SAYS ARMENIAN GENOCIDE CLAIMS “UNACCEPTABLE”

Ankara, 11 September: “Accusations of irrelevant countries on the
so-called Armenian genocide are unacceptable,” Turkish Premier Recep
Tayyip Erdogan said on Monday [11 September].
Taking the floor at the 15th Turkish History Congress, Erdogan said:
“Turkey has nothing to be ashamed of in the past. In spite of this,
there are countries, which try to slander our history by political
reasons. The calumny regarding the so-called Armenian genocide is
one of them.”
“I personally proposed Armenian authorities to establish a joint
history commission. I underlined that this issue should be investigated
and assessed by historians. We have not yet received any affirmative
response (from them),” Erdogan indicated.
“History should be studied thoroughly based on documents and without
any political consideration. This is very important in achieving
peace in our region and in the world,” Erdogan added.
Turkish premier also noted that 310 scientists from 43 countries
were attending the 15th History Congress, stating that he believed
the congress would lead to new horizons.
“Turkey, which has the position of a central country at the
intersection of Europe, Asia and Africa, cannot keep itself off the
tensions in the Balkans, Caucus and the Middle East,” Erdogan said,
noting that, “we should be vigilant against the dangers and threats
and put necessary measures in place.”
Recalling that Turkey and Spain initiated last year the Alliance of
Civilizations Initiative to pioneer settlement of a peaceful and
prosperous world, Erdogan said, “studies performed by estimable
scientists like you, will of course have very big contribution to
this initiative.”

Panel Approves New Ambassador,
Vote in Full Senate is Uncertain

After two postponements in the past four months, the Senate Foreign
Relations Committee finally voted 13 to 5, last week, to confirm Richard Hoagland as
the next Ambassador to Armenia.
The Turkish Daily News published a boastful report the next day, calling the
vote “a blow to the Armenian lobby groups in the United States.” It is not
yet clear if and when the full Senate would approve Hoagland’s nomination. If
confirmed, he would replace Amb. John Evans who was dismissed from his post
after publicly acknowledging the Armenian Genocide during a visit to California
last year.
More than 60 Congressmen and a dozen Senators had written to Secretary of
State Condoleezza Rice expressing their displeasure and questioning the Bush
administration’s reasons for recalling Amb. Evans. The Armenian American
community asked the Senators to delay Amb. Hoagland’s confirmation until the State
Dept. provided a clear and public explanation for Amb. Evans’s dismissal.
During a heated 40-minute session on Sept. 7, nine members of the Foreign
Relations Committee took the floor, five of them opposing Hoagland’s nomination
and four others supporting him. In a clear indication of the administration’s
pressure on the Republican-dominated Committee, several absent Senators voted
for Hoagland by proxy.
Just days before the Committee’s vote, the State Dept. had conveniently
ordered Amb. Evans to leave Armenia, thus forcing the Senators to act on
Hoagland’s nomination under the pretext that Armenia is too important to beleft
without a U.S. ambassador. Several Committee members used that argument when voting
for Hoagland. The State Department’s ploy worked — for the time being!
Of course, if the Bush administration truly cared about having an envoy in
Armenia, it would not have fired Amb. Evans in the first place. Furthermore, it
would not have compounded its error by ordering him to leave the country
without waiting to see if the full Senate would confirm his successor. If Armenia
is deprived of the services of a U.S. ambassador, the State Department should
only blame itself for creating such an undesirable vacuum.
It is interesting that all of the Senators from both parties who spoke in
Committee, including those who voted for Hoagland, confirmed the facts of the
Armenian Genocide and many of them chided the administration for its policyof
not using the word genocide to describe the mass killings of 1915.
Sen. Joe Biden (D-Delaware) said: “The administration’s policy [on the
Armenian Genocide] is not only wrong — it is factually inconsistent with history.”
Unlike disagreeing with policy, this almost calls for disagreeing with
history! He reminded the Senators that Pres. Bush, as a candidate, had pledged to
recognize the Armenian Genocide. He urged the administration to recognize
history. He said that he would vote for Hoagland reluctantly in order not to deprive
Armenia of an ambassador.
Sen. George Allen (R-Virginia) said that the administration must acknowledge
the Armenian Genocide. He said, “I disagreed very much with Amb. Hoagland’s
refusal to use the term Armenian Genocide, but he is not responsible for the
administration’s policy.”He said that he was voting for the nominee becausehe
believed that Armenia should have an ambassador.
Sen. Barbara Boxer (D-California) said that this is a time to make a stand
on genocide recognition. She read excerpts from a recent Los Angeles Times
editorial that had severely criticized the Bush administration for avoidingthe
use of the term Armenian Genocide. She reminded the Senators of the pledge
George Bush had made as a presidential candidate to recognize the Armenian
Genocide. She said that Amb. Evans was recalled for simply telling the truth! She also
stated that she could not support Hoagland “until he is allowed to call the
first genocide of the 20th century by its rightful name.”
Sen. Norm Coleman (R-Minnesota) said that, as someone of the Jewish faith,
he grew up with the concept of “Never Forget.” He said, “I use an analogy. I
can’t conceive of an Ambassador to Israel being effective if he cannot talk
about the Holocaust=80¦.. Bring back Amb. Evans, change the policy.” He concluded, “I
am just not in a position to cast an affirmative vote for this nominee.”
Sen. Paul Sarbanes (D-Maryland) pointed to his long-time opposition to the
administration’s policy on the Armenian Genocide. He said that there would not
have been such a situation if Amb. Evans was not recalled and if the
administration had recognized the Armenian Genocide. He said he was going to vote “no”
on Hoagland.
Sen. Christopher Dodd (D-Connecticut) called for the Senators took take a
stand. He said that this was an important issue, and he would vote no.
Sen. John Kerry (D-Massachusetts) stated, “The Turkish government itself
makes an enormous mistake to get hung up in current day support for something the
Ottoman Empire did that I don’t think they support, I don’t think they honor.
For us to allow an ambassador to be recalled because he utters the word
“genocide” is to kowtow, is to cave in, to those who change history=80¦. We’re not
going to allow revisionism. We are not going to allow people to push the United
States of America around and say what you can and can’t say about what’s
happening with respect to history. We honor history and we honor the truth,” he
said. “My vote no is not against Amb. Hoagland personally, it is against the
policy of this administration.”
It is still possible that any one Senator could block his nomination by
placing a “hold” on it in the full Senate. It is also possible that Pres. Bush
would make recess appointment, while the Senate is out of session, thus
circumventing the requirement of Senate confirmation.
The Turkish newspaper’s declaration that the Armenian lobby was defeated is
both inaccurate and premature. In fact, the Armenian Cause has gained
considerably from the three hearings held by the Senate Foreign Relations Committee
which dealt extensively with the Armenian Genocide issue in the past four
months. Throughout these lengthy discussions, not a single Senator ever questioned
the historical facts, thus further embarrassing the denialists in Ankara and
hastening the day when the U.S. government would officially reaffirm the
Armenian Genocide. Independently of the eventual outcome of Hoagland’s nomination,
the Armenian Cause was the clear beneficiary of these discussions which received
widespread coverage in the U.S. and international media.
Mrs. Evans Speaks Out for the First Time!
Over the weekend, a newspaper in Armenia “168 Hours” — published a lengthy
interview with Mrs. Evans, prior to her departure from Armenia. Contrary to
Amb. Evans’s reluctance to discuss his recall, Mrs. Evans readily admitted that
her husband was “being recalled for telling the truth regarding the events of
1915.” She told the reporter: “It is sad that he is being punished for speaking
the truth,”and that she considered “the punishment to be unduly harsh for
what he said. My husband told the truth in the United States, to American
citizens, in an academic setting. These were very difficult times for me, but when
you realize that you are right, that helps you hold your head high.”
Mrs. Evans also commented on the “Constructive Dissent” award bestowed by
the American Foreign Service Association upon her husband last year and later
withdrawn under pressure from the State Dept. She said the important thing is
that her husband’s colleagues had nominated him for that award. Being nominated
for that award by colleagues who respected him is much more important to me
than its subsequent withdrawal, she said.
Mrs. Evans also stated that she and her husband were very touched when
thousands of Armenians, in his honor, tied yellow ribbons to ropes at the Genocide
Memorial Monument in Yerevan on April 24. “My husband thanked the young people
who were wearing yellow ribbons,” she said. “We were truly touched by that
action.”

2 – Armenia Volunteerism is Cover Story
For Major US Magazine this Month
LOS ANGELES – Volunteerism in Armenia is the cover story this month for
“Transitions Abroad” magazine, a major US periodical that serves a readership that
is interested in “learning, living, working, and volunteering overseas.”
The four-page cover story, which is on newsstands September 1, is written and
illustrated by Matthew Karanian and Robert Kurkjian. The story describes
volunteer opportunities in Armenia for long or short-term stays, and for both

3 – Cilicia Catholicosate Allots $250,000
To Armenian Schools in Lebanon
BEIRUT – The “Khatchig Babikian” Fund, operating under the sponsorship of the
Catholicosate of Cilicia, will donate $250,000 to the Armenian national
schools of Lebanon, announced Catholicos Aram I last week.
“As we had previously announced, the yearly income of this fund will be
channeled for use in educational, cultural, social and publishing projects.
However, considering the hardships created in Lebanon as a consequence of the recent
war, we decided to exceptionally grant the largest part of the fund’s
allocation this time to our schools. We believe this was a wise decision considering
the importance of the Armenian school in the life of the community,” Aram I
said.
“The Catholicosate of Cilicia and We, personally, will continue to consider
the Armenian school as one of the most important aspects of our mission,” the
Pontiff added.
The decision was taken on Sept. 1 to make the grant for the academic year
2006-2007.
The Khatchig Babikian Fund was established recently at the Antelias
headquarters of the Catholicosate of Cilicia. It is run by a special committee under
the direct supervision of the Catholicos.

4 – Apostle Matthew’s
Grave Found in
Armenian Monastery
MOSCOW (Regnum) – Kyrgyz archeologists are sure that they have found the
grave of Apostle Matthew in the Armenian monastery on the shore of Issyk-Kul lake
in Kyrgyzstan, says archeologist Vladimir Ploskikh.
He says that this summer his expedition carried out excavations on the
north-eastern shore of Issyk-Kul and found the Armenian monastery, which, according
to a 14th century map, is the place where Apostle Matthew is buried.
The legend says that Apostle Matthew died on his way to Greece after founding
several Christian communities en route. The document kept in Venice says that
there is an Armenian monastery in the place called `Issyk-Kul’ and it is
there that Apostle Matthew is buried.
However, Ploskikh says that they need additional research to prove this fact,
reports the Kyrgyz service of Radio Liberty.

5 – AUA Team Scale Mt. Ararat to Mark
15th Anniversary of Independence
YEREVAN – Celebrating the 15th anniversary of Armenia’s independence and the
founding of the American University of Armenia, a group of six members from
the faculty and friends of the University made to the summit of Mount Ararat
(5,165m, 16,945feet).
The group was made up of: President Haroutune Armenian, Sona Armenian, Arsen
Grigoryan, Arthur Melkonyan, Varduhi Petrosian and Ara Tekian.
The team started its ascent from Dogubeyazit on Aug. 25, reaching first camp
at an altitude of 3,200 meters in the afternoon.
They continued their ascent and reached second camp at an altitude of 4200
meters the next day. They reached the summit at 6:30am on August 27th. Theymade
it back down to the plain in the same day.
“The group had both a sense of collective and individual achievement and
marked these15th anniversary occasions in a most appropriate manner” said
President Armenian.

6 – Buenos Aires Adopts Law to Teach
About Armenian Genocide in Schools
BUENOS AIRES, Argentina – On August 17, the City Council of Buenos Aires
unanimously passed a law according to which April 24th will be honored as
“Commemoration day of the first genocide of 20th century where Armenian people were
persecuted.”.
This decision was made based on law number 13.478 which was introduced last
June with the effort of director of “Sardarabad” newspaper and district
member of parliament Sergio Nahapetian.
The law envisions that every April 24th all schools of the city have classes
giving an overview of the Armenian Genocide issue.
The draft was presented by MP Gorge Sanmartino.
Attending the August 17 session were Armenian Ambassador to Argentina
Vlatimir Karmirshalian, Minister Khoren Terterian, embassy associate on cultural and
media matters Ruben Mozian, Primate of Argentine and Chile, Archbishop Gisak
Muradian, vice-president of Armenian Central Committee Dr. Alperto Cherechian,
AGBU vice-president Ricardo Halachian, Hayk Shahinian (ADLP), Pedro Muradian
(ARF), and Tiana Ter-Karapetian (Tekeyan Cultural Center).
After the adoption of the law,. Sanmartino thanked all the members of
parliament as well as Provincial parliamentarian Sergio Nahapetian. He also greeted
the presence of the Armenian ambassador, embassy staff, the Armenian Primate
and representatives of Armenian organizations.

$535,000 to Prelacy Schools
ENCINO, Calif. – The Lincy Foundation has once again made a generous donation
of $535,000.00 to the Armenian schools of the Western Prelacy for the
2006-2007 academic year, the Prelacy announced last week.
Renowned and respected for its charitable mission, the Foundation continues
to provide for the various and numerous needs of both the Armenian Diasporaand
our Homeland with its generous endowments.
The donation will be disbursed as follows:
$100,000 each to: Ferrahian Armenian High School, Encino, Rose and Alex
Pilibos Armenian High School, Hollywood, Mesrobian Armenian High School,
Montebello, and Vahan and Anoush Chamlian Armenian School, Glendale;
$50,000 each to the Ari Guiragos Minassian Armenian School, Orange County and
the Krouzian-Zekarian-Vasbouragan Armenian School, San Francisco;
$25,000 to the Levon and Hasmig Tavlian Armenian School, Pasadena, and
$10,000 to the Richard Tufenkian Armenian Preschool, Glendale.

Feature Armenia, Nagorno Karabagh
LOS ANGELES – The National Public Radio (NPR) show “Travel with Rick Steves”
will feature Armenia and Karabagh ina coast-to-coast broadcast on Sept. 16-17.
The highlight of the broadcast is an interview with Matthew Karanian and
Robert Kukjian, co-authors of “The Stone Garden Guide: Armenia and Karabagh.” The
interviewees take questions from callers and discuss their travels throughout

popular “Stone Garden” travel guide, and also with the 15th anniversary of the
independence of Armenia.
The nationwide broadcast, which encourages tourism to both Armenia and
Karabagh, is unprecedented in the US, says Karanian. “Armenia is frequentlyin the
news, but seldom as a holiday destination, and certainly not on a national
broadcast.”
In most parts of the country, the show will be heard on National Public Radio
on Saturday morning, Sept. 16. The interview will also be broadcast on Sirius

Armenian immigrants and their descendants are the most successful ethnic
group in the country, according to an analysis of “melting pot” Britain.
They are followed by the Japanese, Dutch and Greek Cypriots among the groups
who are economically and socially most successful. Bangladeshi Muslims and
migrants from Sierra Leone and Syria have fared worst.
The new analysis places the 42.2 million adults registered to vote in
mainland Britain in 200 ethnic groups – on the basis of a person’s surname and first
name.
The information is linked to a marketing database to rank the socioeconomic
status of each group. The system, Origins Info, is used by hospitals, retailers
and charities to tailor their services to individual ethnic groups.
Its developers claim it is reliable even though most married women adopt
their husband’s name and some immigrants may have changed their surname to avoid
discrimination.
Richard Webber, a professor of spatial analysis at University College, London
who developed Origins Info, said: “The patterns that this analysis have
uncovered are striking. We are hoping it will prove a valuable tool for government
and business.”
The system can also be used to identify where different ethnic groups live
and the ethnic composition of the professions.
Of the 2,651 people of Armenian descent in Britain, more than 1,600 run
businesses and a high proportion live in expensive parts of west London.
Among the most successful is Bob Manoukian, property developer and former
agent for Prince Jefri of Brunei. He has a family fortune of £300m, according to
The Sunday Times Rich List.
Other successful people with Armenian roots include David Dickinson,
presenter of the BBC’s Bargain Hunt, and Ara Palamoudian, chairman of the Armenian
community & church council of Great Britain.
He said: “Armenians have always tried to be self-sufficient and not to be a
burden on any country. It could be the history of the Armenian people, the way
their lives have been over centuries. They had to find shelter around the
world.”
Many Armenians fled to England after the first world war, during which up to
1.5 million died from genocide by the Turks.

OSCE Minsk Group Co-Chairs To Hold Consultations In Paris And London

The OSCE Minsk Group Co-Chairs intend to hold consultations in Paris
and London, the Group on Nagorno Karabakh of the Russian Ministry of
Foreign Affairs told “Trend” agency.
It was noted that the Russian Co-Chair of the OSCE Minsk Group Yuri
Merzlyakov left for Paris, where the mediators are scheduled to hold
consultations with RA Foreign Minister Vardan Oskanyan on September
12. Later the Co-Chairs will leave for London, where they will meet
with Azeri Foreign Minister Elmar Mammadyarov.
During the stay in Paris and London the Co-Chairs intend to analyze
the negotiation process and to decide upon the future deeds.

UN Resolution on Fires on Territories Around Nagorno Karabagh Adopted
On September 7, a UN resolution initiated by Azerbaijan, with text agreed to
by Armenia, was adopted during the 60th session of the UN General Assembly.
Armenia negotiated over the draft resolution and come to an agreement on its
content and formulation. Hence, the document, in general, became acceptable
for the Armenian side, since it essentially gave agreement to a text that
simply reiterated support for an OSCE expert mission to study control and
extinguishing of fires in the region.
Following are the text of the resolution, the statement by Ambassador Armen
Martirosian, Permanent Representative of the Republic of Armenia to the
United Nations, and the statement by the OSCE Minsk Group Co-Chair
countries.

Azerbaijan: resolution
The situation in the occupied territories of Azerbaijan
The General Assembly,
Seriously concerned by the fires in the affected territories, which have
inflicted widespread environmental damage,
1. Stresses the necessity to urgently conduct an environmental
operation to suppress the fires in the affected territories and to overcome
their detrimental consequences;
2. Welcomes the readiness of the parties to cooperate to that end and
considers such an operation to be an important confidence-building measure;
3. Takes note of the OSCE intention to organize a mission to the
region to assess the short-term and long-term impact of the fires on the
environment as a step for preparation of the environmental operation;
4. Calls upon, in this regard, the organizations and programs of the
United Nations system, in particular the United Nations Environmental
Programme, in cooperation with the OSCE to provide all necessary assistance
and expertise, including, inter alia, the assessment of and counteraction to
the short-term and long-term impact of the environmental degradation of the
region, as well as in its rehabilitation;
5. Asks the Chairman in Office of the OSCE to provide a report to
Member States of the General Assembly by April 30, 2007

Statement by H.E. Mr. Armen Martirosian, Ambassador, Permanent
Representative of the Republic of Armenia to the United Nations
Mr. President,
The draft resolution at hand addresses an issue, which we thought had been
brought to a close, two weeks ago, through discussions with the OSCE
Chairman-in-Office, the Minsk Group Co-chairs and the OSCE
Chairman-in-Office’s Personal Representative. A decision was taken to send a
mission of experts under the OSCE to assess the fires.
The authorities of Nagorno Karabagh had already accepted this proposal, and
Armenia was certainly ready to use its good offices to facilitate such a
mission. It was our understanding that Azerbaijan had also agreed.
Given all this, it was surprising to see a draft resolution circulating at
the UN on this same issue, especially since it called for a parallel mission
under the UN auspices.
This approach was unacceptable. We considered such a step to be an obstacle
to continuing negotiations. And, since it was clearly intended to pursue
other political ends, Armenia opposed this motion.
However, as a result of our consultations with the Minsk Group Co-chairs, we
have come to agreement on a text that simply reiterates support for the OSCE
mission. In this regard we would like to welcome the readiness of all the
parties to negotiate in the spirit of compromise under the able and very
effective mediation of the Minsk Group Co-chairs.
Nevertheless, although we support the content of the agreement, we continue
to remain opposed to the general idea of this agenda item and a UN
resolution under it. That is the reason Armenia dissociates itself from the
consensus on this resolution.

Sixtieth Session of the UN General Assembly
Agenda Item 40, “The situation in the occupied territories of
Azerbaijan”
The Russian Federation, France, and the United States of America, as the
Co-Chair countries of the Organization for Security and Cooperation in
Europe’s Minsk Group, remain committed to promoting a peaceful, negotiated
resolution of the Nagorno-Karabakh conflict. In this capacity, we take with
great seriousness concerns raised by either side to the conflict regarding
threats to the security and stability of the region, as well as any
developments that pose new obstacles to the negotiation process.
Accordingly, we have examined closely the information provided by the
Government of Azerbaijan regarding fires in the eastern part of the occupied
territories of Azerbaijan surrounding Nagorno-Karabakh. We also note the
report of the Personal Representative of the Chairman-in-Office of the OSCE,
who, at the request of the Government of Azerbaijan and direction of the
Chairman-in-Office, has carried out a monitoring mission to the affected
areas. We note, in particular, that fires of both natural and manmade origin
are a regular occurrence in the region in question. The question of whether
more extensive fires this year are a cause of ecological concern requiring
international attention to their suppression is one that can only be
answered through a technical examination of the situation.
Therefore, the Co-Chairs stand ready, together with the Personal
Representative of the OSCE Chairman-in-Office, to lend their immediate
assistance to the organization of an OSCE mission, with the support and
expertise of the United Nations Environmental Programme, and to report to
the UN General Assembly the results of the mission, as requested in the
present resolution, as well as to the OSCE.
We commend the spirit of goodwill demonstrated by both Armenia and
Azerbaijan in agreeing to cooperate to address the situation raised through
this resolution. We hope the agreement reached today reflects a new
readiness by both sides to engage in further measures to build confidence
that will advance the process of negotiations, and we will redouble our
efforts, through the OSCE’s Minsk Group, to promote such activities.
Mr. President, we note that over the past two years, the Co-Chairs of the
Minsk Group have worked intensively with the Foreign Ministers and
Presidents of Armenia and Azerbaijan to identify core principles of an
agreement that would lead to a just and lasting settlement. Our nations,
reinforced by the voices of the Group of Eight leading nations at their
summit in St. Petersburg in July, have called on the Presidents of both
Armenia and Azerbaijan to accept now these core principles as a basis for
resolution of the conflict, and to prepare their publics for peace, and not
war. We reiterate that call today and restate the readiness of our
governments to lend full support to the achievement and implementation of a
peace agreement.

Renate Stille, Newly-Appointed Ambassador of the
Federative Republic of Brazil, Presents Copies of Credentials
On September 8, Minister Oskanian received Renate Stille, Ambassador of the
Federative Republic of Brazil to the Republic of Armenia, who presented her
copies of credentials to the Minister.
Minister Oskanian congratulated Ms. Stille on her appointment, and wished
her good luck in the high mission.
During the meeting, the Minister spoke of the high level of Armenia – Brazil
relations, while underscoring that Brazil was one of the first to recognize
Armenia’s Independence.
He welcomed the opening of a Brazilian Embassy in Armenia – the first in the
region – and expressed confidence that it will contribute greatly to the
development of Armenia – Brazil relations.
Minister Oskanian also informed the Ambassador that Armenia intends to open
an Embassy in the Brazilian capital.
Ambassador Stille expressed satisfaction with the current level of
cooperation between the two countries.
The interlocutors stressed the importance of strengthening and extending
legal interaction, efficient cooperation in international organizations, and
activating trade and economic links between Armenia and Brazil.

ANCC Opposes Sending of Turkish Troops to Lebanon
Ottawa, Sep. 8- The representatives of Armenian National Committee of
Canada (ANCC) today met with Lebanon’s ambassador to Canada, His Excellency
Raymond Baaklini, to discuss the Canadian-Armenian community’s anxiety and
concern in regard to the participation of Turkish troops in the UN
peacekeeping forces in Lebanon (UNIFIL)
Jean Meguerditchian, president, ANCC, and Aris Babikian, the committee’s
national office Executive Director, handed Mr. Baaklini a letter opposing
the inclusion of the Turkish forces in the UNIFIL peacekeeping mission
between Lebanon and Israel. The ANCC representatives said it is ironic that
a country which has the world’s worst record of human rights abuses and
ethnic cleansing of its minorities is being called upon to participate in a
peace mission.
The invitation is doubly ironic because the country that Turkey is supposed
to help (Lebanon) is a former colony of Turkey. During the colonization,
Turkey perpetrated massacres and mass hangings in the Martyrs Square in
downtown Beirut and implemented a deliberate policy of starvation of the
Christian population of Mount Lebanon.
The Lebanese ambassador was attentive to the concerns and position of ANCC.
He promised that he would transmit the committee’s letter and the concerns
of the Canadian-Armenian community to the Lebanese government.
On August 30 the ANCC sent a similar letter to the Foreign Affairs of
Canada, the Hon. Peter Mckay questioning the moral authority and the value
of the Turkish Forces participation in a peacekeeping mission in a country
were hundred thousand of Armenian victims of the Genocide which Turkey
perpetrated still live.
