Yerevan To Host E-Summit

YEREVAN, OCTOBER 4, ARMENPRESS: Ninety representatives from 35
countries have arrived in Armenia for a world e-Summit that will be
hosted by capital city Yerevan from October 5 to October 7. They will
be joined by about 300 Armenian businessmen, chief business executives
and IT experts.
The Armenian Information Technology Foundation is one of its
organizers. Its head Garegin Chukaszian told a news conference
today that the decision to choose Yerevan as the venue of the summit
was prompted by Armenia’s achievements in the previous summits, and
especially in the 2005 Tunisia summit. The Armenian summit is divided
into two separate parts. On October 5 and 6 the Council of Europe and
Armenian foreign ministry will hold Human Rights in the Information
Society: Pan-European Forum on “Empowering children and young people”
forum that will be attended by representatives of Council of Europe
member states, civil society, the private sector, academia and the
media, and other interested organizations.
The forum will stress that filtering and labeling Internet content
is not enough to ensure that children and young people can surf the
web safely – in the exercise of their rights and freedoms, including
the freedom to hold opinions and to receive and impart information
and ideas. On October 6-7 the prize awarding committee of the summit
and the Foundation will hold a forum on development of cultural and
language diversity Internet content.
In a related development prime minister Andranik Margarian received
today Sarbuland Khan, executive coordinator of the UN Global Alliance
for Information and Communication Technologies and Development.
Launched in Kuala Lumpur, Malaysia on 19 June, the Alliance promotes
action to utilize new information and communication technologies to
fight poverty and promote development.
Margarian was quoted by government press office as saying that Armenia
is prepared to take active part in Alliance’s actions. Margarian
invited Khan to participate in Digitech international fair that opens
in Yerevan on October 6. Khan has accepted the invitation.
Khan was said to convey to Margarian UN Secretary General Kofi
Annan’s greetings.

Public Prosecutor’s Brother Nominated

06:00 p.m. of October 4 was the deadline for putting forward
candidacies for the post of the head of the Ajapnyak community. There
are four candidates for the post.
The first three of them are – former head of the community Norik
Galstyan, member of “Democratic Path” party Ishkhan Arshakyan, and
member of ARF Dashnaktsutiun Gagik Sargsyan.
And today another event took place which has been discussed much
lately: Ruben Hovsepyan, the brother of RA Public Prosecutor Aghvan
Hovsepyan, was nominated for election in Ajapnyak.
Let us remind you that present head of the community Artsrun
Khachatryan and member of Republican party Arman Sahakyan waged
cold war over their participation in the elections. Arman Sahakyan
announced that he will not put forward his candidacy only if Artsrun
Khachatryan does not do so. Both of them have decided to refrain from
participating in the October 29 elections.

European Academy Was Out Of Control

The RA Ministry of Education and Science did not have its official
representative in the council of trustees of the “European Regional
Academy”, press secretary of the Ministry Lilit Galstyan informed
“A1+”. This gives us ground to suppose that the Academy managed to
remain out of state control, although it had a state license.
According to the decision of the RA Government, the Ministry
of Science and Education is supposed to have an official
representative. Nevertheless, the academy managed to avoid the law,
as well as the decision of the Ministry about limiting the number of
students who may postpone their military service. Let us remind you
that the Academy organized entrance examinations without letting the
students know about the restriction. And when the students complained,
the rector of the Academy, Sergey Bichakhchyan resigned from his post.
According to Albert Qeshishyan, the administrative head of the
Academy, the council of trustees has not yet accepted the resignation
of the rector. The issue is being discussed. As for the Ministry of
Education, they are investigating the situation. “The presence of
the official representative of the Ministry will be our first step
to get acquainted to the situation.
After that the Ministry will decide what to do”, Lilit Galstyan said.
The Ministry will decide soon who will be the official representative
in the Academy.

Monitoring After The UN Resolution

The monitoring of the international expert mission, with OSCE Economy
and Environmental issues coordinator Bernard Snow at the head, has
started in Nagorno Karabakh and in the nearby territories, in order
to assess the influence of fires on the environment.
The group includes the head of the UN Environmental Issues Mission, and
experts from the CE, the EU, the USA and other local and international
structures.
The monitoring will last 11 days. In order to get a full picture of
the scene the groups intends to investigate the fire zones, as well
as the borderline.
The monitoring mission was created after the UN resolution according
to which the UN Environmental program must join efforts with the
OSCE. According to which, the report about the results of the OSCE
mission must be represented in the UN General Assembly until April
30, 2007.

Dead Body Will Be Taken To Yerevan

DEAD BODY WILL BE TAKEN TO YEREVAN

Today the rescuers took out the dead body of M. Poghosyan (b. 1979)
from a pit under rocks, near the St. Varvara chapel on Mount Ara. Let
us remind you that the young teacher was lost on September 30 when
she went hiking together with a number of pupils.
The search for the girl started on that very day. The reasons for
her death will become known after forensic examination.

Armenian Chess Players Made A Successful Start

The Chess youth World Championship was launched in Yerevan. Armenia
is represented by 11 boys and 11 girls.
In the first round Arman Pashikyan, Zaven Andreasyan, Levon Babujyan,
Hrant Melqumyan, Robert Hovhannisyan, and Gevorg Alaverdyan celebrated
victories.
As for the girls, only Liana Aghabekyan won in the first round.

Stepan Demirchyan Reminded

The rapporteurs who were in Armenia last week have represented their
impressions in the PACE monitoring session, member of the Armenian
delegation Stepan Demirchyan informed “A1+”.
Demirchyan himself made a speech in that session. He reminded the
members of the Monitoring group that the opposition of Armenia demands
to punish those who fabricated the 2003 elections and to reopen
“A1+”, but nothing has been done so far. He also reminded that the
Constitutional referendum was also fabricated.
“And yet they speak about the fairness of the coming elections”,
Stepan Demirchyan said.
During the session the amendments to the RA Electoral Code were also
found important. In connection with this Stepan Demirchyan hinted that
the 2003 Electoral Code was quite normal according to the experts and
observers, but it did not prevent the elections from being fabricated.
Tomorrow Stepan Demirchyan will address the PACE session.
“I will naturally speak about the Armenian Genocide. I will mention
that the fact that the Armenian Genocide was not condemned on
time resulted in new crimes”, Stepan Demirchyan informed “A1+”
from Strasbourg.

Today the Parliamentarians were interested in the possible losses
of Armenia due to the tension in the relations between Armenia and
Georgia. Politician Hmayak Hovhannisyan blamed the Government for
not doing everything possible for the interests of our country.
“We are too kind towards our Southern neighbor. We are member of the
Collective Security Treaty Organization where the responsibilities of
the countries are clearly mentioned. In particular, when Azerbaijan
threatened Armenia to launch war, Russian Defense Minister announced
that in that case Russia will carry out its responsibilities within the
framework of the treaty. Today we can remain undecided long… we must
make up our mind”, Hmayak Hovhannisyan said and added that everything
has its price in politics.
“If Georgia expects us to remain neutral, our neutrality must have its
price. Isn’t it high time to ask Georgia to renounce the construction
of the railway Kars-Akhalqalaq? ” Asked this question, the Prime
Minister said that he will pass it on to the Government which means
that it will be answered no sooner than in a month.

Vahan Hovanisyan, NA vice speaker, stood against the impressions
that the Law on Body Guards supports skinheads. “On the contrary,
it is about restriction of their rights and putting them under state
supervision,” Hovanisyan said.
Hrair Karapetyan, co-author of the law and chairman of Armenian
Revolutionary Federation block at NA, said, “We try to bring
illegal acts of body guards under the law.” The law will also cover
bodyguard services providing more complex procedures for their
licensing.

Rober Keshishyan, renowned French producer of Armenian decent,
is in Armenia for the fourth time. He is shooting a documentary,
Reviving Armenia, ordered by several French film producers. The film
is expected to be shown in January-February, 2007. Keshishyan said
he does not speak about the genocide in the film, as he does not want
to make a correlation between Armenians-Armenia-genocide in the minds
of French people. “I want to show the West that Armenia is developing
and is a country with potential,” the producer says.
