In the 2nd quarter pf 2006, the number of local cards "Armenian Card"
(ArCa) in circulation increase by 10,714 or 1.16 times and reached
75,689 at the end of June, 2006, Armenian ARKA News Agency reported.

The Payment and Information System Development Department and the
Settlement System Department, Central Bank of Armenia (CBA) report
that During the period under review, a total of 331,729 transactions
worth AMD 9,828mln were effected by means of ArCa cards – an AMD
2,734mln or 1.31-time increase in volume, and 63,030 or 1.23-time
increase in the number of transactions.

Two transactions were effected a month on the average, with the
average volume of one transaction being AMD 29,000 – an AMD 2,000
increase compared to the 1st quarter of 2006.

The average share of one cash dispenser was 714 ArCa cards. A total of
106 cash dispensers served ArCa cards.At the end of the 2nd quarter of
2006, 19 commercial banks issued and served plastic cards in Armenia,
17 of them were members of the ArCa system.

During the period under review, the total volume of transactions by
means of all types of plastic cards was AMD 30,944, with the number
reaching 719,878. a total o 176,104 plastic cards were in circulation
at the end of June 2006, 19,430 more than at the beginning of the 2nd
quarter of 2006. ($1 – AMD 399.66)

The Armenian government heard a report on internet-connection failures
in the republic, presented by the RA deputy Minister of Transport and
Communication Hrant Beglaryan, the press and public relations
department of the RA government informed ARKA News Agency.

ArmenTel supplies Armenia with internet only through Georgia by means
of the only cable passing through the bottom of Black Sea. During
recent three days two big damages have occured on this cable. On
August 5 at 02:00 o’clock (local time) fiber-optic cable on the
Sochi-Poti section was damaged and a day earlier, on August 4 at 11:55
o’clock (local time) the cable was caused rather big damaged on
Kutaisi- Zestafon section, which caused cut of the Internet connection
in Armenia. The connection was restored only in 7 hours.

Armenian `Deno Gold Mining Company’ (DGMC) and
Canadian Dundee Precious Metals signed an agreement on new $10mln
investment program in Kapan ore-dressing plant in Yerevan, Mediamax
reported.

As the DGMC Public Relations Officer Vahe Mkhitaryan stated at the
press conference today, the investment program will create the
necessary prerequisites for the large-scale examination of the Kapan
mine area reserves.

The investment package envisages a transfer of 80% shares of Dundee
Precious Metals to DGMC, the exclusive owner of which is the
`Vatrin Investment’ company.

As the President and the General Director of Dundee Precious Metals
Jonattan Goodman stated, the company took upon itself the
responsibility to gain crediting of the Kapan ore-dressing plant by
the European Bank for Reconstruction and Development (EBRD) for the
increase of the production of the plant to 1mln tons a year. At
present the annual volume of the production makes 300 000 tons of
production.

68 Small Entities Established In Agricultural Spere

In 2005-2006, 68 small entities, which need serious financial and
legislative support, were established in the agricultural sphere of
Armenia, RA Minister of Agriculture David Lokya informed during a
working talk with the Armenian President Robert Kocharyan.

Press service of the president reported that pointing out importance
of this aspect, Kocharyan said that a long-term program should be
worked out and the reprocessing branch must become the main driving
force of agriculture’s development, ARKA reported.

During the meeting sides pointed out that starting from January 1,
2009, VAT will be imposed on agricultural goods in
Armenia. Particularly there is an agreement on exemption from VAT
those rural economies, turnover of which does not exceed AMD 8
mln. For others VAT rate will be set at 8-12% level, which can have
serious influence on their activities.

Kocharyan inquired about the present situation in the sphere of
agriculture of the republic, problems of villagers, as well as
governmental support to this sphere.

Community Reps in The US Meet With Education Minister of Lebanon

ARMENIAN COMMUNITY REPRESENTATIVES IN THE US MEET WITH THE EDUCATION
MINISTER OF LEBANON

On August 10, 2006, a delegation representing the Armenian community on the
eastern seaboard of the United States met with the special Envoy of
Lebanon’s Council of Ministers Tarek Mitri in New York. The Minister is in
New York to lead the efforts of the Government of Lebanon at the UN to
secure a cease-fire and withdrawal of the Israeli army from Lebanon. The
meeting was also attended by the Lebanese ambassador to Mexico Nouhad
Mahmoud.

The Armenian delegation included the Prelate of the Eastern Region
Archbishop Oshagan Chologyan and Vicor Bishop Anoushavan Tanielian. The
Armenian Relief Society Eastern Region USA (ARS) was represented by Mrs.
Anais Cholakian and the Armenian Revolutionary Federation – Dashnaktsoutiun
Eastern Region USA (ARF) was represented by Central Committee member Mr.
Alex Sarafian and Mr. Jirayr Beugekian.

The Prelate passed on the blessing of the Armenian Catholicos Aram I and
expressed the readiness of the Armenian-American community to do whatever it
can to ease the pain of the civilian population.

The minister praised the Armenian community in Lebanon for its contributions
to the political and social life of Lebanon. The attendees then discussed
the latest events in Lebanon and the ongoing Israeli aggression against the
people and civilian infrastructure of Lebanon, which is creating a dire
situation. The minister touched upon the economic, social, and medical
assistance needed in Lebanon.

The representatives of the ARS and ARF focused on the Armenian community’s
actual efforts to secure relief material for the refugees of Lebanon and
means of transporting it to Lebanon in the current situation. The ARF
representatives informed the Minister that the Armenian community in the US
is taking part in political activities supporting the territorial integrity
of Lebanon and calling for an immediate cease fire, condemning attacks on
civilian targets and the powers stalling the efforts to reach an immediate
cease fire.

At the end of the meeting, all attendees expressed their readiness to meet
again at a later date and keep the lines of communication open for the sake
of the people of Lebanon.

STRASBOURG

YEREVAN, AUGUST 10, ARMENPRESS: As part of `Kiev
Initiative’ program representatives of cultural sphere
of Armenia, Azerbaijan, Georgia, Moldova and Ukraine
will gather August 31 in Strasbourg and discuss issues
on cultural problems of their countries. Robert
Palmer, the director of the fourth Chief Education,
Culture and Heritage, Youth and Sports Directorate of
Council of Europe, who is in Armenia on a five-day
visit said yesterday that `Kiev Initiative’ is a
program directed towards the development of democracy
through culture and it is carried out in Armenia,
Azerbaijan, Georgia, Moldova and Ukraine. The program
kicked off in September, 2005.
During his visit Palmer met with the
representatives of the Armenian Culture and Youth
Affairs Ministry. During the meeting with Hasmik
Poghosian, Armenian culture minister, the latter
presented to the guest the structure of the ministry,
its system, achievements of the sphere, issues and
priorities.
According to Palmer, Armenia has firm grounds on
the basis of which it is possible to start effective
activity. He said from the point of view of cultural
values Yerevan is a town with European standards. He
also added that within the framework of the program an
importance will be given to the protection and
restoration of historic-cultural values.
Bojana Urumova, special representative of the
Secretary General of the Council of Europe in Armenia,
said that she is very much pleased with the results of
the visit of Palmer and expressed hope that in future
the initiatives will turn to the regional cooperation.

management state academy will be established in
Vanadzor from the beginning of the new academic year.
It will not be the branch of the Yerevan academy but
will function as an independent higher educational
establishment.
Rector of the Yerevan crisis management state
academy Hamlet Matevosian said that it will be
established in Stepanavan because `Lore’ rescue squad,
of republican importance, is operating there.
According to Matevosian, the development of the squad
is very important.
The rector of the Stepanavan crisis academy will be
the head of the rescue squad Armen Arakelian. The
study in the academy requires payment but it is more
available as compared with the Yerevan academy. The
best graduates of the academy will have jobs.

Gyumri mayor Vardan Ghukasian, socially unsecured
people of Gyumri who have eye problems will undergo
eye operations free of charge.
Hovhannes Simonian, an oculist of the Yerevan
Malayan medical center, will operate people who have
cataract. Mayor of Gyumri said that old people, those
who are included in the `Paros’ system, people who
have three and more teenage children, members of the
family of killed or handicapped freedom fighters will
undergo operations free of charge.
Around 120 residents of Gyumri have already applied
for having the operation, 25 of them will be operated
free of charge, for the rest the municipality of
Gyumri will pay the 60 percent of the cost of the
operation.

ANCA URGES ADMINISTRATION TO OPPOSE DEPLOYMENT
OF TURKISH FORCES TO LEBANON-ISRAEL BORDER

— Argues that "the presence of Turkish troops would undermine
United States’ interests in a lasting and durable peace"

WASHINGTON, DC – In the interest of preventing further regional
unrest – and mindful of Turkey’s violent legacy in the Middle East
– the Armenian National Committee of America (ANCA) this week
expressed the Armenian American community’s opposition to the
prospect of Turkish armed forces being deployed between Lebanon and
Israel as part of a future peacekeeping operation.

In an August 9th letter to President George W. Bush, ANCA Chairman
Ken Hachikian called upon the Administration to oppose any proposal
to include Turkish troops in such a deployment, noting that,
"Turkey’s presence on Lebanese soil will only make the current
situation even worse." He added that, "as Armenian Americans – the
sons and daughters of a people who endured genocide at the hands of
the Ottoman Turkish government – we are especially mindful of
raising the legacy of Turkey’s brutal Ottoman rule over the Middle
East and unnecessarily introducing a nation with history of
destabilizing behavior into an already complex and highly sensitive
region."

Stressing that, "Turkey’s record of persecution and genocide has
left deep scars in the collective memory of the Lebanese people,"
Hachikian explained that, "it would be immensely insensitive on the
part of the United States to promote Turkish participation in an
international peacekeeping force that will need every ounce of
credibility and goodwill that it can muster in order to succeed in
such a highly delicate and challenging mission."

The opposition of the Greek American community on this matter was
communicated to the President last week in a letter from the
American Hellenic Institute.

Dear Mr. President:

We are writing to share with you the Armenian American community’s
opposition to any deployment by Turkey of its armed forces to serve
as part of peacekeeping force between Lebanon and Israel. We
learned of this possibility from news reports of Secretary of State
Condoleezza Rice’s recent discussions in the region.

The presence of Turkish troops would undermine United States’
interests in a lasting and durable peace. As Armenian Americans –
the sons and daughters of a people who endured genocide at the
hands of the Ottoman Turkish government – we are especially mindful
of raising the legacy of Turkey’s brutal Ottoman rule over the
Middle East and unnecessarily introducing a nation with history of
destabilizing behavior into an already complex and highly sensitive
region.

Turkey’s record of persecution and genocide has left deep scars in
the collective memory of the Lebanese people. The famous Martyrs’
Monument in Central Beirut is a vivid reminder of the record of
mass brutality that Turkey has left behind in this tortured land.
It would be immensely insensitive on the part of the United States
to promote Turkish participation in an international peacekeeping
force that will need every ounce of credibility and goodwill that
it can muster in order to succeed in such a highly delicate and
challenging mission. Turkey’s presence on Lebanese soil will only
make the current situation even worse.

As Armenian Americans, we are, as you know, profoundly troubled
that, more than eight decades after the collapse of the Ottoman
Empire, the Republic of Turkey continues to deny this atrocity.
The Turkish government has compounded their ongoing attempts to
escape responsibility for this crime, effectively seeking to
complete the evil campaign launched in 1915, by, even today,
blockading and seeking to isolate Armenia. In addition, Turkey
maintains its military occupation of Cyprus, more than thirty years
after its illegal 1974 invasion. Within its own borders, Turkey is
regularly cited as among the worst abusers of human rights. In
only the past few days, the Turkish military has, against the
advice of U.S. officials, threatened to launch cross border attacks
into Iraq, a move that has the potential of severely destabilizing
U.S.-led coalition efforts to bring peace to this troubled nation.

As you know, Turkey has, in recent years, proven itself an
unreliable U.S. ally on a number of occasions. First and foremost
among these was its refusal, in March of 2003, to allow Coalition
forces to open a northern front in the Iraq War. Secretary of
Defense Donald Rumsfeld has said that the strength of the current
Iraqi insurgency is due, in large part, to Turkey’s rejection of
our request for cooperation in this crucial aspect of the war.

Mr. President, we respectfully call upon you to consider our
reservations, and those already expressed to you by our friends in
the Greek American community, on this matter of profound importance
to our nation’s interests in the Middle East.
