Ankara’s diplomatic efforts continue as the EU leaders summit
approaches. The summit is critical for Turkey as the EU leaders are
going to make a decision about the future of Turkey’s accession talks.

Foreign Minister Abdullah Gul had telephone conversations yesterday
evening with German Foreign Minister Frank Walter Steinmeier,
Finnish Foreign mMnister Erkki Tuomioja and Czech Foreign Minister
Cyril Svoboda.

Gul told them that the European Union should, "think big and act
strategically," in making a decision on Turkey.

Gul’s telephone diplomacy attracts attention particularly after the
"deadline recommendation" made by French President Jacques Chirac
and German Chancellor Angela Merkel.

Conspicuously, Abdullah Gul contacted his German counterpart whereas
he did not call his French counterpart.

Additionally, Turkish Prime Minister Recep Tayyip Erdogan shared his
opinions only with the German leader.

Although this issue is associated with Ankara’s policy of "maintaining
relations at a low level" in the aftermath of the Armenian genocide
bill’s passage in the French National Assembly, spokesman for
the foreign ministry Namik Tan said: "Of course our meetings will
continue. The EU issue is another matter."

Gazprom’s major strategy concerning Russia’s neighboring countries is
equating tariffs for gas sold to these countries with the European
level of prices, Gazprom’s Spokesman Sergey Kupriyanov said on air
of Ekho Moskvy Radio. According to him, the cheapest price for CIS
countries will be for Armenia. "The gas price for Armenia, $110 per
1,000 cubic meters, will be preserved under our agreement by 2008,"
Kupriyanov said.

For Ukraine the gas will, as before, cost $130 for 1,000 cubic meters,
the spokesman said. As he put it, this January’s crisis in Ukraine
should not repeat next year. "There have been no agreements on gas
prices with Belarus, Georgia and Moldova yet, but it is clear already
the price will increase. Supposedly, Minsk will buy the Russian fuel
at a price of $200 per 1,000 cubic meters. Gazprom is ready to sell gas
to Georgia at a price over $200 per 1,000 cubic meters," he informed.

Sergey Kurpiyanov admitted that Gazprom is pursuing a tough policy,
however, the countries importing the gas fulfill their obligations.

The spokesman also noted that the company will decrease significantly
the amount of gas sold to Azerbaijan. Besides, the gas price for
Baku will be also raised to the level the rest countries will pay –
about $200, Kupriyanov said. At that he noted that the united economic
space with the countries should be preserved at the expense of the
gas tariffs.

It is worth mentioning, this year Gazprom and the Armenian government
signed an agreement for 25 years on strategic principles of cooperation
in gas and energy projects in the Armenian territory. The agreement
fixes the gas price for Armenia at the level of $110 by January
1, 2009.

Oskanian said while meeting with the CE Secretary General Terry Davis.

To hold elections meeting international standards in Armenia, Armenia’s
fulfilling CE commitments, necessary changes expected to be made in the
legislation after Constitutional reforms were discussed at the meeting.

Besides, Vartan Oskanian informed the Secretary General about the
process of settlement of Nagorno Karabakh conflict and the referendum
to be held in Nagorno Karabakh.

Vartan Oskanian claimed that Armenian cross monuments were destroyed
in Julfa region of Azerbaijan and discussed with Terry Davis the

THE GROWING IMPORTANCE OF EURO-AZERI RELATIONS

As its ties with the EU grow stronger, Azerbeijan must take care not
to weaken already established ties with its regional neighbor Russia.

During a November meeting between Azeri President Ilham Aliyev and
European Commission (EC) President Jose Manuel Barrosso in Brussels,
the pair signed an agreement to launch an energy partnership between
Baku and the European Union (EU). But the EC president insisted
that the importance of Euro-Azeri cooperation went far beyond energy
security.

Barroso said he was pleased with the strengthening EU-Azerbaijan
relations through the European Neighborhood Policy (ENP), but the
agreement was multi-faceted. "Our relations are also about pursuing
shared European values of democracy, good governance, fundamental
freedoms and the protection of human rights," he said.

Barroso’s words reflect the increased European interest in Azerbaijan
and the South Caucasus area.

The Cooperation Council, consisting of the EU and the Republic of
Azerbaijan, held its seventh meeting in Brussels on 14 November,
just one week after Aliyev’s visit, highlighting Europe’s strong
interest in stabilizing the region and forging solid energy relations.

At a time of growing anxiety over energy security and worries
about Georgia’s political instability, the EU is actively seeking
a comprehensive security policy for the troubled, but energy-rich,
region. And it must do so while at the same time initiating a new
common stance policy toward a resurgent Russia, which appears committed
to restore its hegemonic role in its neighborhood.

It will not be an easy task.

Behind developing Euro-Azeri relations The EU’s enlargement into
former Soviet regions has brought new security issues. Since 2003,
the ENP framework has been aimed at enhancing political, security,
economic and cultural cooperation with a number of countries, including
Georgia, Armenia and Azerbaijan.

In such a broad framework, the Euro-Azeri relations have taken on
a new dimension. As a country whose post-Communist elite showed
interest in cultivating good relations both with Russia and with
Western institutions, Azerbaijan was quickly identified as one of the
new republics in need of Western economic aid. Additionally, European
leaders have not been opposed NATO’s steps to include Georgia and
Azerbaijan among the countries which may join the organization in
the next decade.

Azerbaijan’s geopolitical location is key. Notwithstanding its
troubled relations with Armenia and the unsettled Nagorno-Karabakh
issue, Baku enjoys relative political stability and its importance
as a gateway between the Caspian Sea and Georgia is reflected by
the new Baku-Tbilisi-Ceyhan oil pipeline and other pipeline projects
that aim at increasing hydrocarbons transportation between Kazakhstan
and Azerbaijan.

Former EC President Romano Prodi stated in 2004 that Azerbaijan
and Kazakhstan were destined to play an increasingly vital role for
Europe’s energy needs. The EU’s interests lie especially in fostering
broad legal reforms in Baku, leading to the possible harmonization
of EU-Azerbaijan energy market rules.

Such a goal is pursued by European negotiators at a time when Russia’s
ambitious energy-based power strategy – thanks to state-owned Gazprom-
is perceived as a threat to European energy diversification needs
and liberal rules.

Big stakes beyond idealism Viewed from Europe, the most important task
in the next few years is the diversification of Caspian oil and natural
gas routes, contrary to Gazprom’s hegemonic attempts. For Azerbaijan,
it is vital to preserve national security and its role as an energy
hub between Central Asia and Europe, and Russia and Iran.

Although Europe insists on Azerbaijan’s democratization and full
commitment to respect human rights – as stated in the November
agreement – energy security obviously emerges as the most important
goal beyond Europe’s actions.

The agreement’s priorities include energy legislation harmonization,
security and safety enhancement of energy supplies and transit systems,
development of an energy demand policy and exchange of expertise.

However, from the Azeri perspective, the country needs to secure its
growth and be regarded as a reliable partner, while guaranteeing its
strategic security.

Elnur Aliyev, Azerbaijan’s representative for multilateral economic
relations in Brussels, told ISN Security Watch during an interview
this week that Baku wanted to enhance cooperation with Europe on all
fronts. "What we think is that focusing on energy will facilitate
other kinds of cooperation, since Europe’s needs make it a good basis
for more common policies."

Since Azerbaijan’s foreign policy is based on balancing good relations
among Russia, the EU and the US, Baku will be careful not to strain
ties with the parties.

"Our relations with Russia are very pragmatic," Aliyev said. "They
follow a strategy dictated uniquely by our need to protect our
interests." He stressed that Azerbaijan "is not trying to be
pro-Western or pro-Russian."

Aliyev said that as a consequence "we are positive that we can be
a stabilizing player in South Caucasus. We will continue to support
Georgia’s territorial integrity against separatism and all kind of
extremism, just like we’ve always had."

Renewed tensions challenge Euro-Azeri relations The main obstacle for
the future of the EU-Azeri bilateral relations could be Russia, which,
among other issues, does not share Europe’s views on EU expansion.

After his Brussels trip, Aliyev flew to Moscow where he discussed the
future of the Russo-Azeri strategic partnership with President Vladimir
Putin. Although Moscow’s main worry concerning Azerbaijan is Baku’s
strengthening ties with NATO, energy matters were also part of the
talks. Aliyev’s apparent unwillingness to satisfy Moscow’s requests on
Georgia and NATO may expose the country to possible energy blockades
reminiscent of the Russo-Ukrainian dispute in January this year.

Analysts in Russia and Western Europe have described the context of
the EU-Russia-Azerbaijan relations in various ways. Some European
reports highlighted Moscow’s chances of fully restoring its hegemony
in Azerbaijan – like in the Soviet days.

However, in a report in the Russian daily Komersant earlier this
month it was argued that Azerbaijani authorities appeared determined
to resist Russia’s diplomatic offensive and continue forming its
EU-US ties.

For Europe, stability in the South Caucasus and an effective
partnership with Azerbaijan are key to enhance energy security and
prestige. As the EU prepares for enlargement in the Black Sea area
– with Romania and Bulgaria joining next month – its capability to
attract the Caucasian republics and project its political influence
in the region has become increasingly important.

How to reach such goals while improving relations with Russia is one
of Europe’s big challenges in the years to come.

December 6, in the course of a press conference held in the
zone adjacent to Azerbaijan, in the direction of Aghdam, the
Nagorno-Karabakh Republic Defense Minister Lt. – General Seyran Ohanian
estimated the situation along the Nagorno-Karabakh and Azeri Armed
Forces’ contact line as comparatively calm, DE FACTO own correspondent
in Stepanakert reports.

At the same time the Minister stated skirmish and sniper war was
being waged on the front line, noting, "the cease-fire was violated
by the enemy". "With a view to propaganda the Azeri party is trying
to charge us with the cease-fire’s violation; however, the competent
organizations and persons know what is really going on", Seyran
Ohanian underscored. The General said in 2006 the Karabakh forces’
losses in the confrontation zone were actually reduced to zero.

Speaking about the growth of Azerbaijan’s military budget, Seyran
Ohanian noted, "we are, undoubtedly, concerned over the fact; however,
we should make qualitative changes in our army to oppose them to
quantitative changes in the Azerbaijani army, that is to say, the
NKR Defense Army’s battle efficiency and flexibility should be raised".

Answering the question concerning the fact that the Azeri President
Ilham Aliyev repeatedly stated in case of a failure Baku would
resolve the Karabakh issue by force of arms, Seyran Ohanian stressed,
"I believe it is just propaganda, however, until the issue’s final
peaceful settlement is achieved, we should strengthen our defense
positions".

Touching on the possibility of return of the territories forming the
Nagorno-Karabakh’s security zone to Azerbaijan, he remarked, "if we
wish to resolve the issue, we should be ready for the compromises
being discussed at the talks".

Commenting on the DE FACTO Agency’s request the proposal made by
the GUAM countries to send their peacekeeping forces to the Karabakh
conflict zone, the Minister noted, "the peacekeeping contingent should
act under the OSCE aegis, as the process of the conflict settlement
proceeds within the frames of the organization, which the Minsk group
Co-Chairs have repeatedly stated".

US House of Representatives on Wednesday evening backed a resolution
that would bloc the US Eximbank from providing a credit loan for the
construction of a railway linking Turkey, Georgia and Azerbaijan.

A resolution put forward by Joseph Crowley, a Democrat congressman
for New York and a supporter of the Armenian lobby, said the project
should not be supported because it did not include Armenia in the
plan for the 258 kilometre rail line.

This exclusion of Armenia from the project was an illegal economic
blockage of that country and would only serve to further undermine
stability in the region Crowley said. The resolution was adopted by
the House as there was no opposition to the motion.

Crowley’s office later issued a statement saying that a similar
resolution would be tabled before the US Senate. The statement also
said that it was planned to have the resolution passed into law by
the end of the month.

The minister noted that Turkish Armed Forces played a great role in
the development of Azerbaijani Armed Forces. Safar Abiyev and Ishik
Koshaner discussed the military-political position in the South
Caucasus and Armenia-Azerbaijan conflict. Ishik Koshaner said that
Turkey will have no relations with Armenia unless the latter releases
Azerbaijani territories.

ANKARA: Oktay Eksi: A Turk In Stockholm

OKTAY EKSI: A TURK IN STOCKHOLM

These days in the Swedish capital of Stockholm, there is an event
taking place which has occured only in the dreams of our generation,
not to mention those of many generations before us: a Turk is
receiving, for the first time ever, a Nobel prize.

And no one can diminish this, no one can insult it, no one can say
"I wish we hadn’t gotten this." Which is why an experienced cadre
of Turkish journalists has gone off to Stockholm to stand by author
Orhan Pamuk when he received his award.

I wish that all of us here in Turkey, and in fact every Turk all over
the world, could experience the great pleasure of this extraordinary
event, a process which begins today, and ends on December 10, with
a dinner given by the Swedish King.

If only we could all celebrate, some with champagne, others with
whatever they liked….

But that’s not going to happen….

The writer of these lines you are reading now has been deeply angry,
ever since the publication of Orhan Pamuk’s statement that "Turkey
has killed 1 million Armenians and 30 thousand Kurds," a statement to
which he added the opinion that "no one but him would be able to say
these facts." Because it is difficult not to think that this award
was given to Pamuk precisely for those words.

In recent news reports, we have read that Pamuk has declined to answer
politically-oriented questions posed to him by reporters. Why?

Whatever "history" and proof Pamuk based his comments on originally,
he could have later added "I am not a historian. I have no real ideas
on these subjects."

But he didn’t. Let me say this clearly:

As far as we can understand, these political questions do not sit well
with his conscience. He somehow can’t escape from the doubt that he
got the award more for his own political comments than for the books
he has written.

A friend of mine noted, right after the news of Pamuk’s Nobel, that
"Those sentences he spoke will be forgotten, but 30 years later,
the fact that Pamuk won the Nobel will remain."

Brutus also thought that those plotting against Caesar were actually
doing Rome a favor. But how do we remember Brutus now?

When friends speak about Harout Mekhdjian, one of the phrases that
constantly comes up is, "He was always there for people."

"He was easygoing," said Justin Dietrich, a friend of Mekhdjian.

"Honestly, he was a good down-to-earth person."

Mekhdjian, 21, a San Jose State University student, died on Nov. 5
after crashing a friend’s motorcycle in the parking lot at De Anza
College.

At Mekhdjian’s memorial service on Nov. 9, family and friends
from SJSU, De Anza, the Boy Scouts and National Aeronautics Space
Administration came to show their respect for the San Jose native.

"I had never seen a funeral with that many people," said Valerie
Pagtakhan, a friend of Mekhdjian and a nursing major at SJSU. "There
was not a seat that was empty."

Pagtakhan said that the amount of people that went to Mekhdjian’s
service reflects on how nice of a person he was.

"It’s unfortunate that he had to leave us so early," Pagtakhan said.

"He touched so many people’s lives and really made a difference."

While majoring in management information services at SJSU, Mekhdjian
was a Boy Scout troop leader, involved with his Armenian church and
was the Web master for the business fraternity, Alpha Kappa Psi.

Pagtakhan said Mekhdjian was always willing to help anyone that needed
it. She said that Mekhdjian was there to help fraternity brothers
that were having trouble in classes.

"He was really smart, so he would help the brothers that needed it,"
Pagtakhan said. "He was always going out of his way to help people."

Dietrich said Mekhdjian showed dedication in whatever he did, whether
it was at his internship at NASA or in school.

"I think he had over a 3.5 here (at SJSU), and a 3.8 or higher at De
Anza," Dietrich said. "I think he was so dedicated because he had a
lot of admiration for his parents. That made him want to do well. His
parents were really proud of him."

Dietrich said Mekhdjian was close to his family. Mekhdjian is survived
by his mother, father and two sisters.

"He would always be talking to his family," Dietrich said. "Every
time I was with him, he was on the phone with his parents,"

Julisa Lee, a junior at SJSU, said she first met Mekhdjian during
a tour at NASA, where her boyfriend, Dietrich, and Mekhdjian were
interning.

Lee described Mekhdjian as an easygoing and caring person. Lee got
to know him better while she was his pledge mother for the SJSU
fraternity.

"He was funny and always happy," Lee said. "I never saw him sad
or worried."
