Arusyak Julhakyan, a member of the Civil Contract faction, has been elected as a representative of the Parliamentary Assembly of the Council of Europe (PACE) to the Group of States against Corruption (GRECO), the lawmaker has said on her Facebook page.

“I have been elected as a PACE representative to GRECO (the Council of Europe Group of States against Corruption),” Julhakyan has posted.

Armenpress: Internal Affairs Ministry presents reform results and future plans

The leadership of the Ministry of Internal Affairs of Armenia, headed by Minister Arpine Sargsyan, met with international partners to present the results of ongoing reforms and outline upcoming priorities.

In her opening speech, Minister Sargsyan expressed gratitude to the European Union and the United Nations Development Programme (UNDP) for supporting the organization of the third coordination meeting between the ministry and international partners.

She noted that the platform has become an institutional mechanism for continuously monitoring reforms, development, and joint results.

According to the minister, about 70 percent of the actions identified through the needs assessment have already been implemented through joint efforts, while the remaining 30 percent are in progress.

EU Ambassador to Armenia Vassilis Maragos stated that joint efforts have marked an important milestone in Armenia–EU relations, particularly in the areas of reforms and visa liberalization.

He noted that an action plan on visa liberalization has been submitted, describing it as the result of over a year of productive dialogue and aligned with Armenia’s reform agenda. Maragos emphasized that its implementation will serve both bilateral relations and the interests of Armenian citizens.

UNDP Resident Representative in Armenia Natia Natsvlishvili described the reforms in the Ministry of Internal Affairs and the police system as significant. She noted the transition toward a more integrated institutional model, where police, rescue, and migration services operate within a coordinated framework.

According to her, this reflects not only structural changes but also a deeper transformation in service delivery, including a shift toward more professional and system-based operations supported by improved human resource management, digital tools, and operational capacity.

Minister Sargsyan later presented key reforms implemented in recent years and the results achieved. Deputy Minister Armen Ghazaryan outlined sector-specific reforms and upcoming programs.

The meeting was attended by representatives of international partner organizations and diplomatic missions accredited in Armenia.

Verelq: The new manipulation of “war” and “peace”.

Yesterday, we can say, once again, Nikol Pashinyan terrorized the Armenian people with war. Moreover, Pashinyan mentioned a specific date: September. It is clear why September, because when Pashinyan is rejected after the June 7 elections, the formation of a new government will take place at that time.


In practice, Pashinyan constantly threatens war if he is rejected. Yesterday, the Foreign Minister of Pashinyan’s cabinet repeated the same threats in the National Assembly. But what does this mean?


Many questions are being asked about this these days. For example, does this mean an open hint to Azerbaijan to attack Armenia so that Nikol Pashinyan does not lose power? Or does this mean that Pashinyan has some deeper and more terrible concession agreements with Aliyev, after which Azerbaijan will “come” if Pashinyan is no longer in power? In the case of these authorities, nothing can be ruled out. However, whatever happens, it is actually understandable that Pashinyan is just terrorizing the people of Armenia, presenting himself as a “force of peace” and others as a “force of war”. At one time, in 1998, they said: “to war party” defeated the “peace party”, after that there was 20 years of peace. And when, so to speak, the “light” version “bringing peace” came to power, a war broke out shortly after. Wars. It turns out that “peace parties” bring war, “war parties” bring peace?


Pashinyan uses the topic of war to get votes before the elections, to play on the public’s emotions, to terrorize the public and to exploit those emotions.


Yes, by the way, in terms of knowing the date of the start of the war, Pashinyan says: I’ve been prime minister for so many years, I don’t know that either? What does this mean? In other words, did he learn about the start of the war in 2020 (was he warned)? Maybe he knows the day of the attack on Jermuk? It’s an interesting situation, isn’t it?

“Potato eaters”. the new packaging of populism

A clear trend has been formed in the domestic political discourse of Armenia in recent years. political speech is gradually simplified, often descending to the level of everyday, and sometimes crude figurative formulations.


Nikol Pashinyan’s divisions of “potato eaters”, “lavash eaters”, “black caviar eaters” are typical manifestations of this trend.


Pashinyan’s speech is an example of classic populist rhetoric. The society is divided into “common people” and “elite”, and the government tries to present itself as a natural continuation of the people, even when it has already formed as an institutional and social layer separated from society, alienated.


In the conditions of being in power for eight years, the thesis “we are the same as the people” gradually lost its credibility, especially when a significant part of socio-economic problems remain unsolved. In this situation, populism ceases to be a mobilizing tool and rather turns into a way to avoid political responsibility.


At the same time, such rhetoric is conditioned not only by the choice of the government, but also by the persistent gaps in the opposition. A citizen going to work by transport, a representative of a small business, a non-nomenclature intellectual often do not see a clear expression of their interests in the opposition field. As a result, a vacuum of inclusiveness is formed, which is filled with simple, understandable, but superficial narratives.


In these conditions, electoral behavior is often formed under the influence of primitive slogans rather than programmatic selection. Simple, emotional and “familiar” language becomes competitive with more substantive, but poorly communicated offers. Political competition is moving to a level where the quality of politics, but the effectiveness of its presentation, prevails.


In the long term, this trend contains serious risks. Public polarization deepens, the content of political discussion narrows, and the institution of responsibility weakens. The “domesticization” of politics overshadows systemic issues: the structure of the economy, issues of social justice, and the effectiveness of public administration.


Systematic solutions are needed.


The government should move to a clear agenda of accountable management, and the opposition should be able to formulate an understandable, reliable and substantial alternative for those social layers that do not feel represented today.


Only in this case will it be possible to return the political discourse to the substantive field and limit the influence of populism on public life.

HRD representatives made a quick response visit to the Yerevan garrison of the Ministry of Defense

On March 23, on the instructions of the Human Rights Defender Anahit Manasyan, the representatives of the Defender’s staff made a quick response visit to the Yerevan Garrison Hospital of the RA Defense Ministry.


The visit was caused by an alarm received from a member of the serviceman’s family, which was related to the health condition of the serviceman, the organization of medical care and the provision of his rights.


During the visit, the Defender’s representatives had meetings with the medical staff of the hospital. Issues related to the course of medical examinations, the medical care provided, as well as the assessment of all the health problems of the serviceman and the determination of further suitability for military service were discussed.


The representatives of the defender’s office also had a private conversation with the serviceman, during which the latter, among other issues, raised his concerns regarding health problems. The raised questions were discussed with the medical staff on the spot, in order to organize the necessary medical examinations and clarify the further course of treatment.


“At this moment, the necessary steps are being taken in the direction of properly addressing the remaining issues related to the protection of rights and providing appropriate solutions.


The procedure of consideration of the complaint related to the serviceman continues in the Office of the Human Rights Defender. His health condition and issues related to the provision of medical assistance are under the direct attention of the Defender.

Oil through Turkey. Baku is hiding the real supplies

In recent days, Turkey and Azerbaijan are actively discussing the scenario of expanding the war against Iran, as a result of which not only the energy infrastructures of the Persian Gulf countries can be targeted, but also the Baku-Tbilisi-Ceyhan pipeline supplying oil to Israel, which is of critical importance for the regional strategy of Azerbaijan and Turkey.


It is not by chance that these days Turkey is making consistent efforts to ease the US-Iran tension and stop hostilities.


And in Azerbaijan, for example, they falsify official statistics so as not to show at least at that level that they supply about 45% of Israel’s oil. Thus, the State Statistical Committee of Azerbaijan until 2024 always showed Israel as one of the main 5 destinations of Azerbaijani oil exports (about 5-10% of all exports). And in 2025 in the published export data, the line “Israel” is simply missing.


Thanks to Azerbaijan’s statistical “magic stick” (by the way, the same stick is used to inflate the population of Azerbaijan by almost two times), the oil supplied to Israel disappears from the statistics, although in 2022 since then, its volumes, on the contrary, have increased. Oil going to Israel is now registered as oil exported to Turkey, although technically oil going to all countries can be labeled as such, unless they are transported from Baku to Ceyhan, Turkey, and from there to other countries. However, all other countries are listed on a separate line and appear in the statistics, except for Israel.
In response to inquiries, the Azerbaijani authorities say that they are not responsible for where the Azerbaijani oil will go from the Ceyhan port.


This statistical deception may be effective in the information-propaganda domain, but not with the military-political leadership of Iran.

Adam Barro and friends will perform at the “Anurjner” concert

French-born opera singer Adam Barro (Murad Amirkhanyan) returns to Armenia again with a special concert evening. On April 6, the “Anurjner” concert dedicated to Arno Babajanyan’s 105th birthday will take place at the Chamber Music House named after Komitas.


According to Barro, he tries to mark his visit from Paris to Armenia with a memorable concert.

This is an exclusive historical concert on the occasion of the 111th anniversary of the Armenian Genocide, during which the works of Komitas, Makar Yekmalyan, Mariam Pozapalyan and Ara Partevyan will be performed in honor of the innocent Armenian victims.

There can be a war against Armenia only in one case

There will be a war in September, the authorities threaten. They decided to go to the elections with that threat.


The “war in case of victory of the opposition” supporters know very well that what they are doing is just an ugly speculation, spilled on blood and fears. Our task is to explain this clearly to our society.
 
In fact, what is Nikol Pashinyan’s peace structure? Let’s try to demarcate empty talk and reality.
 
The peace that the authorities are talking about is some written bilateral commitments made by the parties.  


Formally, the violation of these obligations can become an occasion for one of the parties to start military operations against the other.


Today, Pashinyan’s peace has the following structure.


1.    The actual situation. Artsakh as part of Azerbaijan (with Armenian heritage being destroyed), occupied territories of Armenia, delimited parts of the Armenian-Azerbaijani border, closed border with Turkey, beginning of trade with Azerbaijan, Armenian prisoners of war in Baku.


2.    Documents known to the public: declarations between Russia, Armenia and Azerbaijan, which the parties have not formally renounced at least, the Washington tripartite declaration, the signed agreement on peace between Armenia and Azerbaijan, the border delimitation and demarcation protocols. Maybe there are other documents, but the public is not informed about them.


3.    Aliyev’s public demands: the need to change the Armenian constitution, the narrative about “Western Azerbaijan” and the return of three hundred thousand Azerbaijanis to the “historical homeland”, the Zangezur corridor.


4. Pashinyan’s policy of pleasing the Turkic world: the narratives surrounding the “revanchism” of the opposition, the rejection of the Declaration of Independence and the memory of Artsakh, the constant thanks to Aliyev, the rejection of the image of Ararat, forgetting the subject of the Armenian Genocide, the anti-Russian steps, the attack on the church.


That’s all there is in the “peace” folder of Nikola.
 
These are documents signed on behalf of the state, and no reasonable political force in Armenia today or in the near future will seek to cancel them. This should be clearly said to our society.
As for Aliyev’s public demands, the Armenian side, according to the authorities, has no formal obligations towards them. Or has, but they are kept secret from the public.
 
Opposition steps
 
 There is one simple and interesting solution against the government’s false and obscene thesis “If we don’t exist, there will be war”.


– The main opposition political units make a joint statement that they are committed to fulfilling all the written, public commitments undertaken by Armenia. The joint statement will be a strong impulse for the international community, neighbors and our society, and will significantly increase the collective weight of the opposition systems.


–       If, however, some circumstances prevent a united action, then the main opposition forces can do it separately.


In oppositional systems, there is no adventurous leader or force. The task of the next authorities is not to “revision” the negotiation base, but to find solutions to many unresolved issues through peaceful negotiations. To increase the role and importance of Armenia in the region with thoughtful and effective ideas, new options for unblocking communications, and to ensure real peace without humiliating shadow conditions that only weaken peace.
 
Today we do not have peace, but “no war”, and the threats of the authorities only confirm the instability of the peace they “established”. In the coming years, the new authorities of Armenia should be able to skillfully manage this “no war” situation and turn it into a real, guaranteed peace.
 
After the surrender of Artsakh, war is possible only in one case. if Nikol himself incites that war to keep power.

The political calculation of the regime. today the people of Artsakh, tomorrow the people of Armenia

Based on political priorities, the government is targeting Artsakh residents at this stage, and at another stage it may also attack people living in different regions of the Republic of Armenia.


It depends on what the narrow-party agenda of the regime entails, what demands are made from Baku and Ankara, and what it will give the government from the point of view of political calculations.


The problem here is not the people of Artsakh. every Armenian who is ready to defend his land, the right to fight and sanctities can be targeted at any moment.
