RFE/RL – Activists Call Baku Court’s Sentencing Of Journalists An ‘Unmistakabl

When Human Rights Watch’s Georgi Gogia heard that several independent journalists were handed lengthy sentences this week by a court in the Azerbaijani capital, Baku, he didn’t know what motivated the judge. But he does know the message.

“An unmistakable warning: anyone involved in independent journalism or civic activism risks losing a substantial part of their life in prison,” Gogia, deputy director, of HRW’s Europe and Central Asia Division, told RFE/RL on July 30.

Two days earlier, Toplum TV co-founder and director Alasgar Mammadli was sentenced to 14 years in prison, while Akif Gurbanov and Ruslan Izzetli, who were involved in the co-production of station programming, received 15-year prison sentences.

Four others in the case were handed sentences of between 12 and 15 years in prison for what the Serious Crimes Court ruled was acting as an “organized criminal group” to commit multiple financial crimes connected to the receipt and use of Western donor funds.

All denied the charges, calling them politically motivated.

“The sentences also suggest that the government believes it can continue escalating the crackdown without paying a meaningful political price,” Gogia said.

“Previous convictions, arrests, and international criticism have not led it to reverse course. By imposing terms of up to 15 years, the authorities are raising the cost of independent work not only for those convicted, but for everyone who might consider continuing it.”

It’s a cost journalists are paying more and more, activists say, in the Caucasus nation.

Since taking power shortly before the death of his predecessor and father, Heydar Aliyev, in 2003, President Ilham Aliyev has faced accusations of suppressing dissent by detaining journalists, opposition figures, and civil society activists.

This trend appears to have accelerated recently, with dozens of journalists and human rights defenders arrested on similar charges that international institutions regard as politically motivated.

Yet Azerbaijani authorities consistently deny these characterizations. In the case of Mammadli and the others in the case, the government insists their arrests stem from specific criminal acts, not political reprisal.

Rights groups reject that explanation and say the convictions are part of a broader campaign to silence independent media.

“The shockingly heavy sentences meted out to nine individuals linked to Toplum TV are a textbook example of how an absence of international accountability emboldens autocrats like Azerbaijan’s President Ilham Aliyev,” said Fiona O’Brien, the Committee for the Protection of Journalist’s Europe and Central Asia regional director.

“European states in particular must wake up to the fact that their increasingly warm ties with Aliyev’s regime – and their failure to hold it to international human rights standards — not only have devastating consequences inside Azerbaijan but also undermine their claims to stand for media freedom.”

The same court last year upheld the nine-year prison sentence handed to journalist and economist Farid Mehralizada on charges he says are tied directly to his critical reporting for RFE/RL’s Azerbaijani Service, known locally as Azadliq Radiosu.

Mehralizada’s economic analyses frequently criticized Azerbaijan’s reliance on oil and gas and questioned official unemployment and poverty statistics.

“The chilling effect will be profound,” Gogia said of the Toplum sentences.

“It is difficult to predict how this will affect individual release decisions. The Azerbaijani authorities have occasionally released people following sustained international pressure or for political reasons. But these verdicts provide no evidence of an imminent broader opening. On the contrary, they suggest that, without stronger and more coordinated international pressure — and tangible consequences for continued repression — the authorities are likely to continue using imprisonment to eliminate independent journalism.”

RFE/RL – Former Official Sues Pashinian After ‘Prosecution Order’

A former government official who has denounced Armenia’s recent parliamentary election as fraudulent filed a defamation suit against Nikol Pashinian on Friday one day after the Armenian prime minister accused him of corruption and demanded criminal proceedings against him.

Pashinian dismissed Liparit Drmeyan as his government’s top lawyer representing it in international courts in August last year after the latter objected to his decision to seize Armenia’s national electric utility owned by jailed billionaire Samvel Karapetian.

Drmeyan specifically said that the Armenian authorities should comply with a Stockholm-based arbitration body’s July 2025 order to refrain from confiscating the utility pending a verdict in the case brought by Karapetian’s Tashir Group. The authorities ignored the injunction anyway.

“I am the government … no one can have a position that contradicts my position,” Pashinian declared the day before the announcement of Drmeyan’s sacking.

Pashinian lashed out at Drmeyan on Thursday, branding him as Karapetian’s “Trojan horse” inside his government and demanding that law-enforcement authorities investigate his activities. Drmeyan was quick to deny the allegations not backed up by any evidence. He linked them to the fact that he ran in the June 7 parliamentary elections on the opposition Wings of Unity party’s ticket and alleged serious fraud afterwards.

“The statements made yesterday were untrue and also defamatory of my honor and dignity, and I have filed a lawsuit to oblige [Pashinian] to refute the defamatory information,” the former official told reporters on Friday.

Armenia’s Office of the Prosecutor-General was quick to pledge to act on Pashinian’s claims. Drmeyan was not charged with any crime or interrogated over the next 24 hours.

The Wings of Unity is led by former human rights ombudsman Arman Tatoyan. It did not collaborate with Karapetian’s Strong Armenia bloc before or after the elections. Tatoyan even criticized the tycoon during the election campaign.

In a statement issued late on Thursday, Tatoyan condemned Pashinian’s “political order to prosecute” Drmeyan and pledged to use “all legal mechanisms and instances” to defend his political ally.

Moscow Warns Of Economic Cost Of Armenia’s Exit From Eurasian Union

Russia has dismissed Prime Minister Nikol Pashinian’s claims that its recent bans on agricultural imports from Armenia have left the Eurasian Economic Union (EEU) “paralyzed” and said Yerevan would pay a heavy price for its exit from the Russian-led bloc.

Pashinian claimed on Wednesday that Moscow’s failure to lift the bans soon would mark “the beginning of the EEU’s end.” He said the next day that he will raise the matter with the prime ministers of Russia and other EEU member states during a meeting next week.

“And if this issue is not resolved quickly, I am 100 percent sure that Armenia will overcome this problem while the EEU will not,” he added said without elaborating.

“From an economic point of view, the thesis that without Armenia there will be no EEU is, to put it mildly, an exaggeration,” Russian Minister for Economic Development Maksim Reshetnikov countered later on Thursday.

Speaking to journalists, Reshetnikov argued that Armenia accounts for less than 1 percent of Russia’s foreign trade. By comparison, Russia’s share in Armenian foreign trade stood at 28 percent in the first months of this year.

“It will not be difficult for us to replace Armenian supplies,” Reshetnikov said, according to the TASS news agency.

Citing “expert estimates,” he said that a loss of the tariff-free access to the Russian market would cause Armenian exports to Russia, which reached $3 billion last year, to shrink by more than half. Moscow, he warned, will also stop “subsidizing” the price of Russian natural gas for Armenia if the South Caucasus nation leaves the EEU to continue seeking membership of the European Union.

“Russia supplies gas to Armenia at a price of $177.5 per thousand cubic meters. And if you compare this price with current ‘European’ gas prices exceeding $600 per thousand cubic meters, it can’t be called anything other than a subsidy,” added Reshetnikov.

The minister’s remarks came just hours after Passhinian vowed to end the Russian Railways (RZhD) monopoly’s management of Armenia’s railway network. The Armenian government may take RZhD to international court for that purpose, said the Armenian premier.

The RZhD chairman, Oleg Belozerov, responded by saying that Yerevan would have to compensate his company for about $400 million in investments its claims to have made in the network since 2009. Reshetnikov also warned of such compensation.

Armenian Opposition Leader’s Home Searched Again

Law-enforcement officers searched the Yerevan home of the main opposition Strong Armenia alliance’s incoming parliamentary leader on Friday two days before the inaugural session of the country’s new parliament.

The Investigative Committee told RFE/RL’s Armenian Service that the raid resulted from criminal charges leveled against Narek Karapetian more than a week ago. It gave no other details.

Karapetian condemned the search as politically motivated and said that investigators did not confiscate anything from his mansion.

“The reason for all this is our engagement in politics, there is no other reason,” he told reporters. “We have to engage in politics in our country because it is on the wrong track.”

Karapetian’s home was already searched last year following the arrest of his uncle and billionaire businessman Samvel Karapetian, who set up the opposition force later in the 2025. Strong Armenia finished second in the June 7 parliamentary elections, according to official vote results rejected by it and other opposition groups as fraudulent.

Despite the fraud allegations, it decided to take up its 29 seats in the 105-member National Assembly that will hold its inaugural session on Sunday. Narek Karapetian topped the list of the bloc’s election candidates and is also expected to lead its parliamentary group.

The 36-year-old is accused of laundering money and paying people to attend Strong Armenia rallies. The Investigative Committee has still not shed light on the accusations denied by him. The law-enforcement agency has said only that they are part of a criminal case against Aleksan Aleksanian, another prominent member of Samvel Karapetian’s political team who was arrested ahead of the June 7 elections.

Armenia’s Central Election Commission (CEC) allowed prosecutors to indict but not arrest Narek Karapetian on July 22. The CEC said he already enjoys parliamentary immunity from arrest.

It is not clear whether the prosecutors will ask the incoming parliament controlled by the ruling Civil Contract party to lift that immunity. Karapetian said on Friday that he is not worried about such a possibility.

“Let them do what they want,” he said. “It will not influence [Strong Armenia.] It will have opposite effects.”

Hundreds of other opposition members and supporters have been detained on election-related charges in recent months. At least 50 of them remain in custody and 48 others under house arrest.

Two of them, Davit Ghazinian and Hayk Sukiasian, were also elected to the parliament on the Strong Armenia ticket. They were released from custody last week because of that.

RFE/RL – Another Tsarukian Company Officially Seized By Government

The Armenian authorities have officially seized another of the several dozen companies belonging to Gagik Tsarukian that were effectively closed by them on July 6 during the opposition leader’s arrest promised by Prime Minister Nikol Pashinian.

The Office of the Prosecutor-General said on Friday that an Armenian court in has agreed to place the shares in the Yerevan-based Ararat Brandy-Wine-Vodka Factory under the government’s “management and maintenance” pending a verdict on prosecutors’ demand to confiscate Tsarukian’s assets worth hundreds of millions of dollars. The prosecutors had moved to seize them in 2023, invoking a controversial law that allows the nationalization of assets deemed to have been acquired illegally.

The court similarly allowed the government two weeks ago to take at least temporary control of Armenia’s main cement plant owned by Tsarukian. Pashinian pledged to nationalize the plant when he campaigned for the June 7 parliamentary elections in which Tsarukian’s Prosperous Armenia Party (BHK) was one of the main opposition contenders. He has since repeatedly pledged to imprison and “dispossess” Tsarukian as well as the leaders of two other key opposition groups.

Tsarukian was arrested on charges of defrauding Iranian business partners strongly denied by him. Later in July, he was also charged with evading taxes paid by the brandy distillery.

His legal team has denounced the shutdowns of his companies as illegal and politically motivated. It did not immediately react to the distillery’s seizure.

Tsarukian did not comment on the crackdown in another statement from prison issued earlier on Friday. He instead expressed serious concern at a continuing deterioration of Russian-Armenian relations and its consequences for Armenia’s economy.

“I can see that Armenia faces a high probability of shocks,” said the tycoon who has long stood for close ties with Russia.

On Thursday, it emerged that a Russian-Belarusian business partner of Tsarukian, who owns minority stakes in his key companies, has accused the Armenian government of “unlawfully expropriating” his business interests and demanded that it “restore the status quo ante by, among other things, returning the management and control of the enterprises to their lawful shareholders and management bodies.” In a statement, the investor, Nikalai Vinitski, said he will take the government to international court “if the dispute cannot be resolved amicably through negotiations.”

The straits are becoming a new geopolitical front

According to the Reuters agency, the Yemeni group “Ansar Allah” intends to set a fee for commercial ships in exchange for passage through the Bab el-Mandeb strait. Essentially, this meant creating its own system of “sea duties” on one of the world’s most important trade routes.

It should be noted that only in the case of global oil trade, 10-12% of supplies are carried out through the Bab el Mandeb Strait. The strait is considered the most important sea trade route connecting Europe, Asia and the Middle East.


Concerns have arisen in a number of US and European political centers that the situation in the Straits of Hormuz and Bab el Mandem could become a “Pandora’s box” for other sea routes in the world.


It is believed that in the coming months, it will be vital for Trump and the United States to take decisive actions to overcome the deepening crisis in the Middle East. Otherwise, using the straits as a tool for political pressure and bargaining could become a new global trend. In addition, regional countries are already beginning to be suspicious of the effectiveness of US actions, being concerned about their possible consequences.


It is noteworthy that the Ministry of Defense of Saudi Arabia has already announced the holding of a meeting on the creation of a “Multinational Coalition for Maritime Security” yesterday. The goal of the coalition should be to strengthen security and defense in the Persian Gulf, the Red Sea and the Gulf of Aden. According to the ministry, thirteen Middle Eastern states have expressed support for the idea of ​​creating a “Multinational Coalition for Maritime Security” and welcomed the goal of creating maritime defense structures.


We are talking about the following countries. Bahrain, Djibouti, Egypt, Jordan, Kuwait, Maldives, Pakistan, Qatar, Somalia, Sudan, Turkey and Yemen Presidential Council Government.


It is obvious that, if this “coalition” is formed, it will also be directed against Iran’s actions (and not only). So far, it is hard to say what role the US has in this idea.


Now it is important to understand whether it means a decrease in confidence in US actions. Maybe it is an attempt to avoid future major military disasters, to unite the efforts of regional countries and to jointly solve a common problem? Or is it another alliance initiative of the USA, the goal of which will be the counterbalancing of interests in the Middle East and the formation of long-term confrontation mechanisms?

The “Strong Armenia” party will announce the NA vice-president and the chairpersons of the NA committees a few hours before the session of the National Assembly.

SRC revealed a case of tax violation of 78.4 million drams in Tsaghkadzor

SRC Investigation and Operational Intelligence Department received operational information that the company providing hotel services and public catering in Tsaghkadzor city is hiding the true amounts of taxes to be paid. In order to avoid paying taxes, in the monthly calculations of income tax and social contribution, as well as value added tax and excise tax submitted to the SRC, the company includes distorted data on the real amounts of funds directed to the remuneration of employees, as well as the real sales turnover.


“In the course of extensive operational and investigative measures, it was found that the company did not calculate and did not pay a total of 78.4 million AMD in taxes and fees by entering apparently distorted data on the funds directed to the remuneration of employees and sales turnover in the calculations that are the basis for taxation submitted to the tax authority during the years 2023-2026. In particular, in the monthly calculations of income tax and social contribution submitted by the company to the tax authority during the years 2023-2026, the funds directed to the remuneration of employees were indicated as around 190.2 million AMD, while according to the information received, it amounted to more than 340.4 million AMD in the same period.


In addition, it was found that the actual turnover of public catering services by the company in the period from January 1, 2026 to June 15, 2026 was about 237.5 million AMD, while the company’s fiscal income during the same period was about 136.5 million AMD.


As a result of operative-investigative measures, a report was submitted to the main department of economic crimes and smuggling investigation of RA Investigative Committee, where criminal proceedings were initiated.


The State Revenue Committee urges all taxpayers to refrain from cases of non-documentation of economic transactions in the prescribed manner, and for this purpose, the SRC investigation and operational intelligence department will be consistent in finding out the true circumstances of the data reflected in the settlement documents on economic activity,” the message says.


Notice: the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code, by a legally binding court verdict.
