Only citizens holding exclusively Armenian passports can participate as candidates in Armenia’s upcoming elections, Prime Minister Nikol Pashinyan said, stressing that this requirement stems from the country’s Constitution.

Pashinyan addressed domestic political developments during a meeting with Russian President Vladimir Putin, noting that Armenia is a democratic country where political activity is a natural process.

“We are approaching parliamentary elections, which are, in fact, also elections for the Prime Minister,” he said.

“Only citizens who hold exclusively Armenian passports can take part in these elections. In other words, individuals holding Russian passports cannot be candidates for either members of parliament or Prime Minister under the Constitution of the Republic of Armenia,” Pashinyan stated.

He added that this restriction is legal in nature and applies to all dual citizens, regardless of political position.

Pashinyan also noted that political processes in Armenia are ongoing and that social networks are fully free, which, he said, sometimes causes criticism.

Earlier, Russian President Putin said there are many pro-Russian political forces and figures in Armenia, noting that some of them are currently imprisoned. He expressed hope that these forces would be able to participate in the country’s political processes, while emphasizing that Russia does not interfere in Armenia’s internal affairs.

President Khachaturyan receives EUMA’s new Head of Mission

President of Armenia Vahagn Khachaturyan received the newly appointed Head of the European Union Mission in Armenia (EUMA), Satu Koivu, the President’s Office said in a readout.

Khachaturyan congratulated Koivu on assuming the post and wished her success, emphasizing that the mission’s activities are important for ensuring stability and security in Armenia’s border regions.

He noted that the work carried out over the past four years has contributed significantly to reducing tensions and fostering a more peaceful environment. The President also expressed readiness to support the mission’s effective functioning.

Koivu thanked the President for the reception and trust, stating that it is a great honor to take on the role at such an important time. She expressed readiness to make every effort to ensure the mission’s effectiveness and to contribute to strengthening peace in the region.

Relations between Armenia and the European Union have never been closer, and their deepening is driven by Armenia’s foreign policy priorities in recent years, Chairman of the National Assembly Standing Committee on Foreign Relations Sargis Khandanyan said during a panel discussion organized by the Caucasus Institute.

Presenting the government’s approaches to EU relations, Khandanyan noted that the strengthening of ties is a natural process shaped primarily by Armenia’s commitment to establishing peace, promoting it, and advancing regional stability and cooperation.

He emphasized that the European Union itself is a product of a peace process and, in this context, serves as an attractive model for Armenia.

According to Khandanyan, the “Armenia–EU Partnership Strategic Agenda,” adopted in December 2025, outlines numerous short- and medium-term goals for further deepening bilateral relations.

The lawmaker also highlighted that recent achievements demonstrate the strategic nature of Armenia–EU ties. In this regard, he pointed to the activities of the European Union Monitoring Mission in Armenia, financial assistance provided through the European Peace Facility over the past two years, and progress in the visa liberalization process.

Khandanyan additionally underscored the importance of parliamentary cooperation, noting that it has played a significant role in advancing relations. He added that cooperation between the European Parliament’s European People’s Party and Armenia’s National Assembly continues to deepen, as both sides share common values.

“KP sources told “Zhoghovurd” daily that Nikol Pashinyan At the last session of the “Civil Contract” party board, he announced that they are changing their political practices from April 1, and from now on they must strictly observe the principles of ethics and code of conduct of the CP.


The Prime Minister also instructed his teammates not to target political opponents, journalists and critics under any circumstances, to avoid offensive and disrespectful expressions and to act in a more restrained and civilized manner before the campaign. The campaign is planned to start on May 7.


The formation of such an approach within the CP, according to political circles, is due to the recent public attitude and a number of scandalous incidents. In particular, the case when a group of young people in the church showed an intolerant attitude towards the prime minister, as well as the incident when a young man spat in the direction of the prime minister’s cortege, after which he was arrested, became the subject of public discussions.


A belief has been formed within the party that on the eve of entering the electoral phase, it is necessary to reduce the level of polarization and move the political processes to a more correct and institutional field.

Past versus present. The asymmetry of the approaches of Yerevan and Baku

The statement of the Ministry of Foreign Affairs of Azerbaijan regarding the events of March 31, 1918 shows that history is a tool of political pressure for Baku.


The events that took place more than a century ago are presented one-sidedly as “Armenian genocide against Azerbaijanis”, forming a clear narrative that tends to influence the negotiation processes.


The events of Baku in 1918 are evaluated in historiography as complex and multi-layered conflicts due to the collapse of the Russian Empire, the chaos of the civil war and the power vacuum. Mutual violence was recorded during those events, and their one-sided presentation distorts the historical reality, serving specific political goals.


One of the key points of the Azerbaijani MFA’s statement is the use of the wording “genocide”. However, from the point of view of international law, genocide requires clear evidence of deliberate and systematic destruction. Giving such a qualification to the events of 1918 does not have a sufficient legal basis and is more propaganda in nature.


The use of the name “Irevan” instead of Yerevan deserves special attention. This is a clear political message with a territorial context. It shows that Azerbaijan continues to question the irreversibility of Armenia’s sovereignty and territorial integrity.


The structure of the statement is also telling. The events of 1918 connect with the developments of the late 20th century, creating a single chain of blame, up to Khojaly and subsequent conflicts. This approach aims to form the perception in the eyes of the international community that Armenians are the authors of long-term and systematic violence. This is a narrative strategy, through which an attempt is made not only to justify one’s own actions, but also to prevent Armenia’s diplomatic opposition.


All this happens in the conditions when the Armenian authorities talk about “established peace” and try to reduce the political significance of historical topics. However, Baku’s behavior shows the opposite. Azerbaijan has not only not closed the pages of the past, but is actively turning them into a tool of political pressure.


As a result, an obvious asymmetry is formed. Yerevan is trying to close the historical agenda of the conflict, while Baku is turning it into a main lever of influence. Under these conditions, the talk of “peace” remains vulnerable because it is not reinforced by mutual political behavior.


The message of the Ministry of Foreign Affairs of Azerbaijan is clear: the conflict continues, just in a new format. Until a balance is formed in Armenian-Azerbaijani relations, statements about “peace” will remain mostly at the rhetorical level.

The “power” shown by them, whatever its manifestation, from the rigidity of the power bloc to the displays of weapons, exclusively solves an internal political problem.


Azerbaijan continues its active anti-Armenian policy, attributing heavy accusations to Armenia and the Armenian people, and they direct the full potential of the state apparatus to the use of the repression apparatus.

The decision comes into force from today, by which the procedure for calculating the power of the electric car engine has been changed.


It is noted that if the car already has an electronic passport, then the information specified in it will be used when calculating the property tax, and in the absence of it, the calculation will be done in a new order.


In the case of power up to and including 250 horsepower, the number is divided by 1.5, in the case of 251 and higher horsepower, the calculation is made in 2 parts. The first 250 horsepower is divided by 1.5, and the rest by 2.5. Then the obtained results are added up.
