Iran ‘foils plot by Sunni militants to bomb Tehran’

The authorities in Iran have thwarted a plot by Sunni militants to bomb targets in the capital Tehran and other cities, the intelligence ministry says, the BBC reports.

The ministry said members of an “anti-Islamic terrorist takfiri group” had been arrested and explosives seized.

The intelligence ministry gave no further details about the suspects.

“Takfiri” is a term used by officials in Shia Iran to describe Sunni extremists who declare other Muslims as apostates deserving of death.

Iran is currently helping both the Syrian and Iraqi governments battle the jihadist group, Islamic State (IS), which considers Shia to be infidels for their veneration of the Prophet Muhammad’s family and other beliefs and practices.

Pope’s visit to Armenia a message of peace to the South Caucasus still suffering from Azeri provocations

Pope Francis will be visiting Armenia in four days. He has asked the faithful to pray for his upcoming visit to Armenia. Let me quote His Holiness “I ask you to pray for me, who in a few days will go as a pilgrim to an eastern land, Armenia, the first among Nations to receive the Gospel of Jesus”. Pope Francis’s visit is to come to mark the brilliantly unique relations between Armenia and the Holy See and the excellence of cooperation between the two of ancient churches – Church of Rome and the Armenian Apostolic Church.
Christianity has been a cornerstone of Armenian national identity throughout our long journey into history: Armenians have made an exceptional and invaluable contribution to the unity of Christ disciples while millions of Armenians have been martyred and shed their blood for Christ. The blood of martyrs, however, became a seed for renewed faith, passion, commitment and unity and Armenia and millions of Armenians world over will greet Pope Francis in Yerevan, Saint Etchmiadzin and Gyumri with a reborn and progressing statehood, strong commitment to peace, renewed love to others and enlightened souls praying for all children of Christ in any corner of the Globe.

Pope Francis will visit Tsitsernakaberd, a Memorial in Yerevan dedicated to the remembrance of 1.5 millions of saint martyrs of Armenian Genocide who were killed in Ottoman Turkey simply because they were different; they were Armenians; they were Christians. Pope Francis’s visit to the Genocide Memorial will become a big question mark to the unwise and increasingly dangerous policy of denial by Erdogan’s Turkey. This visit will re-deliver His Holiness’ precept that “concealing or denying evil is like allowing a wound to keep bleeding without bandaging it.” Life threatening, blackmailing, Nazi-style calls for analyzing the “blood purity” of all those parliamentarians of German Bundestag who courageously voted for recognition of the Armenian Genocide, President Erdogan’s statement about the possibility of deporting of all ethnic Armenians still living in Turkey are a dangerous alarm reminding the international community to keep its ears open towards Pope Francis’ precept.

His Holiness’ visit to Armenia will bring also a message of peace to the whole region of South Caucasus still suffering from deadly military provocations by Azerbaijan and anti-Armenian hate and intolerance dominating in that country. While Presidents of Armenia and Russia, are trying to deliver the opinion of the international community and explaining President Aliev right now in Saint-Petersburg that war is an option for Nagorno-Karabakh conflict, I hope that the ordinary people of Azerbaijan, including our beautiful colleague Pashaeva, will keep their ears open to the voice of Pope Francis and millions of faithful human beings in Armenia praying for peace, hope and love in the coming days to listen a simple message that ‘darkness cannot drive out darkness and hate cannot drive out hate.’

Kremlin: Putin’s talks with leaders of Armenia, Azerbaijan will not be smooth

Russian President Vladimir Putin’s talks with his Armenian and Azerbaijani counterparts, Serzh Sargsyan and Ilham Aliyev, are not going to be smooth, Russian president’s press secretary Dmitry Peskov said on Monday.

“Naturally, the talks will be difficult. The key task now is to secure that combat operations are not resumed, not to let the progress reached by the moment of violence outbreak around Nagorno-Karabakh be lost,” he told journalists. “So, the working day promises to be very busy and hard.”

According to Peskov, separate talks with the Armenian and Azerbaijani presidents will be followed by a trilateral meeting and a working lunch.

President Sargsyan meets with Minsk Group Co-Chairs

President Serzh Sargsyan had a meeting with the OSCE Minsk Group Co-Chairs Igor Popov (Russia), James Warlick (USA), Pierre Andrieu (France) and the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk.

The President shared his impressions from the trilateral meeting with Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev.

The conflict in Syria has impacted and still impacts on Armenia: UNHCR

Global displacement figures remain at highest levels since the end of the Second World War, giving an alarming picture on the state of our world and indicate as to failures in conflict resolution and prevention efforts and advancing human rights protection. Over 60 million people are presently forcibly displaced. The conflict in Syria, only one of many present global trouble spots, has impacted and still impacts on Armenia. It has passed its 5th year and despite renewed and enhanced efforts of the international community peace is not in sight. To the contrary recent fighting in Aleppo resulted in renewed suffering and many victims including among civilians. Flight from the Syrian conflict zones continue albeit refugees are facing more and more challenges in accessing safety and a harsher protection environment.  NGO partners report that about 550 destitute Syrian Armenians have registered with them seeking support in traveling to Armenia. UNHCR and its partners are ready and willing to offer initial humanitarian assistance, including by way of provision of temporary rental subsidies, upon arrival.

The escalation of the Nagorno-Karabakh conflict in early April 2016 has also caused renewed destruction, human suffering and displacement, including into Armenia. The overwhelming majority of the displaced population consists of women, children and elderly most of whom originate from the most affected villages close to the line of contact such as Talish and Mataghis villages of Martakert region and many of them have specific needs, such as pregnant and lactating women or persons suffering from sickness or disability. Most of the displaced families are presently hosted by relatives or family friends often themselves belonging to the poorer segments of the society. UNHCR was impressed by the high level of hospitality and support extended to the displaced by the host communities and likes to expresses its sincere gratitude to all those who assisted and still continue to help.

UNHCR in close cooperation with the State Migration Service and the Social Protection Units,  who worked on identification and registration and also involving local authorities, local NGO-s and volunteers, quickly developed a small assistance programme, through which a modest cash assistance was offered to over 400 families (1429 persons) with a view to address their most urgent needs. It is observed that an increasing number of the displaced have returned or are considering return, but UNHCR would like to emphasise that the voluntary nature of return must be respected and returned. UNHCR closely liaises with our ICRC colleagues as to assistance to be offered after return to Nagrono-Karabakh.

UNHCR is pleased to note that since WRD 2015 some significant progress has been made in improving the Armenian refugee legislation. Important amendments to the Law on Refugees and Asylum entered into force in January 2016. It is now crucial to move swiftly in adopting the necessary by-laws. UNHCR is pleased to share with you that the State Migration Service has engaged in drafting an Integration Strategy. It is crucial that the draft strategy will be discussed and finalised with the involvement of all relevant government, international organisations and civil society stakeholders with a view to ensure broad ownership for the strategy, harmonise approaches, utilise synergies and to gain donor support. UNHCR has supported the initiative from its outset and is ready to support the consultation and finalisation process. UNHCR notes with concern that understandable attention to the difficult security environment of the country has led to case of prolonged detention of asylum-seekers of non-Christian background. UNHCR calls upon the authorities to address legitimate security concerns in a manner compatible with international refugee law and regional and international human rights law.

On the occasion of World Refugee Day the UNHCR Representative in Armenia, Mr. Christoph Bierwirth emphasised: “Refugees need understanding for their plight, solidarity and support everywhere in the world, so in Armenia.”  He noted in particular the integration challenges faced by refugees of non-Armenian background, in particular of those of African descent.

This year’s motto of world refugee day brings it well to the point: “We stand together with Refugees”. He added that: “ways to assist, to express solidarity ‘to stand together with refugees’ are manifold. They include: The family who hosts some displaced relatives from Nagorno-Karabakh, the neighbor who offers a helping hand when a refugee family from Syria or elsewhere moves in next door, the who offers an apartment for free or at a reduced, social rent, the student who leads his Syrian Armenian colleague through the ‘’labyrinth’’ of Armenian academic institutions, NGO activists, school teachers and directors who accelerate access to schooling,  all those who offer small or bigger donations to the many NGOs who care. Mr. Bierwirth thanked those engaged, called for ongoing humanitarian engagement “by everyone on his own way and with his own available means”, noting that creativity should not be limited.

The importance of media in creating an environment of understanding, conducive for integration cannot be underestimated. While laws and procedures and assistance mechanism are important it is the receptivity of the host society which makes a refugee feel welcome, which allows him or her to find a new home.

Armenian, Russian, Azeri leaders agree to increase the number of monitors at Karabakh conflict zone

Presidents Vladimir Putin of Russia, Serzh Sargsyan of Armenia Ilham Aliyev of Azerbaijan have agreed to continue trilateral talks on the Nagorno-Karabakh settlement, as follows from the joint statement adopted after their talks in Russia’s St. Petersburg on Monday.

“The presidents noted major importance of their regular contacts on the Nagorno-Karabakh issue and agreed to continue them in this format to supplement the work of the OSCE Minsk Group Co-Chairs who were invited to the final part of the St. Petersburg meeting,” the document says.

The leaders have “stated that they reached mutual understanding on a number of issues the settlement of which will make it possible to create conditions for progress in the Nagorno-Karabakh settlement.”

“The Presidents reiterated their commitment to the agreements reached at the latest Armenian-Azerbaijani summit in Vienna on May 16 that are geared towards stabilization of the situation in the conflict zone and creation of the atmosphere capable of promoting the peace process. For these ends, they agreed, in particular, to increase the number of monitors in the conflict zone. They expressed satisfaction of the observance of the ceasefire along the line of contact in the recent period,” the presidents said in the statement.

ISIS suicide bomber targets Armenian, Assyrian Genocide commemoration ceremony in Syria’s Qamishli

A suicide bomber from the Islamic State of Iraq and Syria (ISIS) blew off his explosive belt when attempting to sneak into a religious ceremony held by the city’s Assyrians, killing at least 3 guards and injuring dozens of civilians,   reports.

The bloody attack comes as Moran Mor Ignatius Aphrem II, the patriarch of the Syriac Orthodox Church, was holding a special ceremony commemorating the 101 anniversary of Ottoman genocide against Armenians and Assyrians of Qamishli.

Local sources said that government troops securing the event had stopped the suspected bomber and prevented him from entering the ceremony before he detonated his explosive belt, killing all three guards and wounding dozens.

The northeastern city of Qamishli, populated mostly by Christians, was targeted by ISIS suicide attacks at least three times before, where dozens of civilians have been killed and wounded.

Parties commited to steady progress in Karabakh talks: Lavrov

The presidents have expressed commitment to the normalization the situation along the line on contact in Nagorno-Karabakh and agreed to an increase in the number of OSCE monitors there, Russian Foreign Minister Sergey Lavrov said following a trilateral meeting between the Presidents of Armenia, Russia and Azerbaijan, reports.

“Putin, Aliyev and Sargsyan agreed a trilateral statement where they expressed commitment to sustainable progress in political settlement,” Lavrov said.

“Alongside identifying concrete measures to step up the negotiating process the presidents agreed a trilateral statement to confirm the readiness to normalizing the situation along the line of engagement, express consent to an increase in the number of OSCE monitors in the area of the conflict and voice the commitment to creating conditions for steady progress at negotiations on a political settlement of the conflict,” he said.

“The conversation was very constructive, confidential and open. It proved that we have all the grounds to give extra impetus to the negotiating process,” the Russian top diplomat said.

The ceasefire has been generally observed along the line of contact in Nagorno-Karabakh in the recent days, Lavrov noted, and this fact, in his words, is reflected in the joint statement.

He said that the OSCE secretariat is tasked to prevent and investigate incidents.

Over 600 journalists accredited to cover Pope’s visit to Armenia

About 600 journalists have applied for accreditation to cover the Pope’s visit to Armenia, the Ministry of Foreign Affairs informs.

Pope Francis will visit Armenia June 24-26. Pope Francis has asked the faithful to pray for his upcoming trip to Armenia.
