Artsakh to declare amnesty on 25th anniversary of the Republic

The NKR National Assembly voted 28 to 0 at an extraordinary session today to approve the proposal on amnesty on the occasion of the 25th anniversary of proclamation of the Nagorno Karabakh Republic.

This will be the 6th general pardon to be announced on the occasion of remarkable jubilees.

The decision shall come into force upon the official publication.

“The 25th anniversary of independence is the best summary of the path we have passed. We have faced a number of difficulties and hardships along this way and have reached the current reality at the cost of great sacrifices. The citizen of Artsakh is the main hero of all of this,” Speaker of the National Assembly Ashot Ghulyan said at the end of the session.

Armenian businessman, who took hostages at a Moscow bank, says ‘had no plans to kill anyone’

A man detained for seizing a bank in downtown Moscow and taking several people hostage on Wednesday evening has told investigators he had no plans of killing anyone, reports.

“During the interrogation, the detained man said he did not plan to kill anyone, but wanted to draw attention to the problem of [bankruptcy] by his actions,” senior aide of the head of the Main Investigative Department in Moscow Yulia Ivanova told TASS. On Thursday, the investigators plan “to bring charges against him and impose a pre-trial restraint.”

The 55-year-old man, later identified as Aram Petrosyan, a businessman from  Moscow region, seized the Citibank office located at 15 Bolshaya Nikitskaya Street, 800 meters from the Kremlin, at around 6.30 p.m. Moscow time (1530GMT) on Wednesday. He said he had been manufacturing first aid kits until recently before going bankrupt.

He had a box wrapped in yellow tape that he claimed was an explosive device and threatened to blow up the office. Police later said it turned out to be a fake bomb, makeshift box was filled with salt. The hostage taker demanded that the current law on personal bankruptcy be canceled and that “a personal bankruptcy institution” be established to address the problems of bankrupt businessmen. When the man entered the bank, there were six people inside: three clients, two cashiers and a security guard. By 10.00 p.m. Moscow time the perpetrator freed all hostages and surrendered to the police.

TASS Deputy Editor-in-Chief Gleb Bryansky was one of the hostages in the seized bank office. “The hostage taker did not look like a cruel criminal, but rather like a desperate person. He was very nervous, was constantly apologizing and smoking a lot,” Bryansky said.

Jailed member of Sasna Tsrer group to run in local self-government elections

Jailed member of the Sasna Tsrer group Arayik Khandoyan will run in local self-government elections. The Central electoral Commission has registered him as a candidate for the head of Tsakhkahovit community.

Arayik Khandoyan will compete with acting head of the community Yervand Khachatryan representing the Republican Party of Armenia, Horayr Hakobyan. Ashot Hakobyan (representing the Prosperous Armenia Party) withdrew his candidacy immediately after Arayik Khandoyan was registered.

The elections will take place on September 18.

Karabakh reports 30 ceasefire violations by Azeri side overnight

The Azerbaijani side violated the ceasefire 30 times at the line of contact with the Karabakh forces last night.

The rival used firearms of different calibers as it fired over 430 shots in the direction of the Armenian positions.

The front divisions of the NKR Defense Army mostly remained committed to the ceasefire regime and resorted to retaliatory measures in case of extreme necessity.

Thirteen killed in Kabul American University ride

Thirteen people, including seven students, died in an attack by gunmen on the American University in the Afghan capital Kabul, police say, the BBC reports.

Two attackers were also shot dead by security forces nearly 10 hours after the assault began with an explosion on Wednesday evening.

Students and staff were trapped inside the university during the attack, which police said was now over.

No group has said it carried out the attack.

The victims also included three police and three guards. Thirty-five students and nine police were injured and about 750 students and staff were rescued, Kabul police chief Abdul Rahman Rahimi told the BBC.

Cristiano Ronaldo has beaten off Gareth Bale and Antoine Griezmann to be crowned UEFA’s Best Player in Europe for the 2015/16 season.

The announcement was made in Monaco on Thursday, following the draw for the Champions League.

The shortlisted trio received the most votes from journalists from each of UEFA’s 55 member associations, finishing ahead of Barcelona duo Luis Suarez and Lionel Messi, as well as Juventus goalkeeper Gianluigi Buffon who were among the original list of six.

Italy quake death toll reaches 247

The death toll in the Italian earthquake has risen to at least 247 as thousands of rescuers continue efforts to find survivors, the BBC reports.

Dozens are believed trapped in ruined Amatrice, Accumoli and Pescara del Tronto, in mountainous central Italy.

The search went on through the night, and there was a strong aftershock which rocked already damaged buildings.

More than 4,300 rescuers are using heavy lifting equipment and their bare hands.

Many of the victims were children, the health minister said, and there were warnings the toll could rise further.

Documentary on Nagorno Karabakh presented in Rimini, Italy

The documentary “Nagorno Karabakh: Return of War” was presented at Neri Conai hall of Rimini, Italy on Tuesday. The event was organized by the International Center of Communion and Liberation within the framework of the 37th edition of the Meeting.

Opening remarks were offered by Armenian Ambassador to Italy Victoria Baghdasaryan, author of the film Gian Micalessin and Director of the International Center of Communion and Liberation Roberto Fontolan.

Amb. Baghdasaryan expressed gratitude to the author of the film for presenting the truth about the aggression unleashed by Azerbaijan against Artsakh in April this year.

The Ambassador briefed the guests on the history and essence of the Karabakh issue.  She underlined that the film not only presents the history of struggle of the people of Nagorno Karabakh, but also urges not to remain indifferent towards discrimination and violence against people and nations.

Italy earthquake: death toll reaches 37

A magnitude 6.2 earthquake has struck central Italy, leaving at least 37 people dead and 150 missing, as rescuers search for survivors, the BBC reports.

Many of the dead were in the village of Pescara del Tronto which was levelled to the ground and there were fears the number of casualties could rise.

Much of the town of Amatrice was reduced to rubble and a family of four were feared dead nearby in Accumoli.

The quake hit at 03:36 (01:36 GMT), 100km (65 miles) north-east of Rome.

Although it struck at a shallow depth of 10km, its intensity was compared to the Aquila earthquake in April 2009 in which 309 people died. The epicentre was around Accumoli where several people died.
