An Azerbaijani newspaper has quoted Armenian sources as saying that
the US and French co-chairmen of the OSCE Minsk Group would leave an
international mission investigating Azerbaijani allegations of illegal
Armenian settlement in occupied areas of Azerbaijan before its task
was complete. Ekspress daily also said the itinerary of the OSCE
mission had been changed and speculated that either the Armenians had
refused to allow it into the occupied district of Lacin or the mission
experts were not taking their responsibilities seriously . The
following is the text of Alakbar Raufoglu report by Azerbaijani
newspaper Ekspress on 2 February headlined “‘A stroll’ in the occupied
area” and subheaded “Why didn’t ‘the fact-finders’ visit Lacin?” and
“The US and French co-chairmen of the OSCE Minsk Group are leaving the
investigating mission”; subheadings are as published.
The US and French co-chairmen of the OSCE Minsk Group, Steven Mann and
Bernard Fassier, will not remain to the end with an international
mission investigating illegal settlements in Azerbaijan’s occupied
territories, Armenian sources quoted an expert of the fact-finding
mission as telling a meeting of Armenians in Kalbacar [District].
Mann’s early withdrawal from the mission is explained by the fact that
he has been invited to an international event in Georgia. The
co-chairman will be in Tbilisi on 3-6 February and will travel to
Yerevan and then to Baku to join the mission. French diplomat Fassier,
for his part, prefers watching the fact-finding mission “more from the
side”. The co-chairman attributes his position to the fact that he is
just “starting to know the region”. Thus, unlike other mediators
Fassier is not fully familiar with “the conflict and the peculiarities
of the region where it has occurred”. That is why he wants to hold
“familiarization meetings” outside the fact-finding mission and
independent investigation.
Baku does not have any information about the plans of the
co-chairman. “We have not been informed that any of the members of the
OSCE Minsk Group will withdraw from the investigation in the occupied
territories ahead of time. None of the co-chairmen said in Baku that
they would leave the fact-finding mission at a particular stage,” the
head of the press service of the Azerbaijani Foreign Ministry, Matin
Mirza, told Ekspress yesterday evening [1 February]. The reports that
the US and French co-chairmen will not complete their work in the
occupied districts “are contradictory” and should be investigated, he
said.
At the same time, Baku does not believe that it is a “big deal” if the
mediators leave the fact-finding mission at any stage, because “the
report to be prepared is important to us”.
Some sources say that Mann knew that he would take part in the
international event in Tbilisi, but it was scheduled for 4 February,
the day when the mission was to investigate in Fuzuli [District]. This
district is the last on the list of cases of illegal settlements
compiled by the Azerbaijani side according to the “scoping document”.
Why was the itinerary changed?
Contrary to expectations, the mission continued its investigations
yesterday not in Lacin [District], but in Fuzuli and Cabrayil. Under
the itinerary agreed during the mission’s briefing discussions in
Baku, Lacin was to be visited before those two districts. Moreover,
the documents presented to the co-chairmen indicate cases of
settlement in places between Kalbacar and Lacin.
It is very interesting to see that the mission covered a long distance
(roughly the Lacin-Qubadli-Zangilan-Cabrayil-Fuzuli route) to appear
in Fuzuli and Cabrayil after Kalbacar.
Armenian sources provide no information about the reasons for this
“tactical” change in the itinerary of the experts. It is just reported
that the mission investigated only the parts of both districts (Fuzuli
and Cabrayil) bordering Iran yesterday. There is no information about
the results so far.
Some reports say that the Armenians have been predominantly settled in
Lacin. It seems that either the Armenians did not want to let the
mission into that district because they did not manage to cover the
traces or, to put it mildly, the “fact-finders” are taking a stroll in
the region.
“Our investigations are being accompanied by interesting
events. Although the mission could not fully clarify the information
it has, we have plenty of facts here,” the head of the “fact-finders”,
German expert Emily Margarethe Haber, told journalists yesterday
morning before leaving Kalbacar. She said that the mission met many
Armenians settled in that district during the investigation. The
Armenian community said that they used to live in various Azerbaijani
cities and districts.
“We asked them how they got there, if they live in the region
permanently, what they do and what their citizenship is,” Ms Haber
said. But she did not comment on the observations of the mission. “We
are compiling what we see, comparing and sharing.”
At the same time, the OSCE expert said that it was “striking” that “so
many” Armenians were able to live in the occupied districts, as living
conditions in that region are inadequate.
Settlement initiators
“It is normal that Armenian citizens live temporarily or permanently
in the occupied territories. But I did not see any conditions or
grounds for permanent settlement,” the Russian co-chairman of the OSCE
Minsk Group, Yuriy Merzlyakov, said in Kalbacar.
The main issue for the mission is the initiators of settlement, he
said. “It should simply be understood if people come here of their own
accord and live in these conditions.”
“We will visit Fuzuli and other districts, too. The situation may be
different there. These peculiarities are in the information provided
to us. I think settlement is a broad issue and can be approached from
the viewpoint of the specific conditions of the occupied districts,” a
Swedish expert said.
The mission needs “enough” time to fully investigate the information
it has in Baku, the expert said.
Azerbaijan has provided the international experts with video and audio
materials as well as maps confirming illegal settlements in the
occupied districts. Baku has reported the settlement of 23,000
people.
Armenians do not leave “fact-finders” alone
Meanwhile, the Azerbaijani side is investigating whether the
fact-finding mission is visiting the occupied districts with a
representative of the Karabakh separatists.
“This is not accurate information yet and we are trying to clarify
it,” Deputy Foreign Minister Araz Azimov told journalists yesterday.
Armenian sources reported that the “so-called deputy foreign minister”
of the separatists, Masis Mailyan, is accompanying the visit of the
OSCE experts. Under the official mandate of the mission, the personal
envoy of the OSCE chairman, Andrzej Kaspizyk, and his assistants
should have guided the mission.
The Azerbaijani Foreign Ministry has said that if the OSCE experts are
found to have violated the terms, they will be required to provide an
official explanation.
“These reports could also be disruptive,” Matin Mirza told
Ekspress. The list of those who accompany the mission was broadly
discussed in Baku last week and the final mandate was achieved “with
the consent and assurance of the co-chairmen as well”, he noted.
The mission’s investigation is expected to end late this week. A
factual report will be prepared at the end of the visit and forwarded
to Vienna.

occupying one of the leading positions among the Eurasian states, US
Aid to Armenia in Fiscal Year 2004 report published by the European
and Eurasian Bureau of the US State Department says. The report
mentions that Armenia has been chosen one the states eligible for
grants awarded by Millennium Challenges program. Though US assistance
to Armenia made $89.7 million last year and despite obvious economic
growth the report notes that the income of average Armenian citizens
should be increased.

Committee on meeting provisions of PACE report on NK to be formed

Bureau has passed a decision to form a special committee to realize
the provisions of the PACE report on Nagorno Karabakh. The committee
will be formed this March. It will be composed of heads of the
delegations of the three OSCE member countries, which are also part
of the OSCE Minsk Group. In January 2006 the PACE is going to address
the Karabakh settlement issue again.

/PanARMENIAN.Net/ Yesterday OSCE fact-finding mission visited the
Fizuli and Jebrail regions of the security belt situated near the
Iranian border, south of the NKR territory. As reported by Azg daily,
contrary to Karvachar (Kelbajar), the mission members visited the day
before, only a shepherd, a farmer and some people were found in
Fizuli and Jebrail. According to the daily, Azerbaijan provided the
mission members with maps, which however do not correspond to
reality. When answering a journalist’s question whether PACE is going
to send a similar mission to Shahumian, Northern Mardakert and
Getashen, the Armenian settlements occupied by Azerbaijan, one of the
members said they do not rule out such possibility in case Armenia
makes a corresponding appeal to the UN.

Diocese, tomorrow the youth of the Diocese are to march in a
religious procession along the central streets of Yerevan. The
procession is dedicated to the Day of Commander Vardan (Mamikonian)
and his 1036 fellow-fighters celebrated by the Armenian Apostolic
Church tomorrow. They were killed by the Persian soldiers in the
battlefield in year 451, during the period when the Persian governors
tried to force Armenians to renounce Christianity. The Armenian
clergy blessed the soldiers just on the battlefield during the war of
450-451. The procession is to start February 3 at 12.30 local time,
after the saint liturgy in the Zoravar Church where the St. Vardan
icon is placed. On their way the marchers will deliver booklets
describing the meaning of the holiday to the passers-by.

Turkish Parliament to Discuss Armenian Allegations
The Turkish Grand National Parliament’s committee for harmonisation
with the European Union (EU) has announced that it will investigate
allegations by Armenians that the Ottoman Empire committed acts of
‘genocide’ against its Armenian citizens during World War One.
Ali Riza Alaboyun, the deputy chairman of the Parliamentary
Committee, said that some Armenian groups have agreed to the discuss
the issues and settle the Armenian genocide claims that have been
levelled at Turkey by many groups and organisations.
`I do not believe that in our history there is anything to be ashamed
of’ Alaboyun said.
`There is lack of information. We shall take the initiative in hand
and have an unbiased assessment of events occurring away from us’ he
added.
Onur Oymen, a member of the opposition Republican People’s Party who
also sits on the committee, said that Armenians distribute
publications targeting Turkey on the genocide claims and that Turkey
should make sure to send out material refuting the allegations.
There is a vivid debate in Turkey about Turkish-Armenian relations.
Many Armenian books have been translated from Armenian and other
languages, including the pro-Armenian ones. However Turkey does not
accept the Armenian allegations about the 1915 Events. According to
Turkey there was a war in 1915, and the Armenian armed groups
attacked the Ottoman Armies. 500,000 Muslims (Turkish and Kurdish)
were killed by the Armenian armed groups. The ultimate aim of the
Armenian nationalist groups was an independent Armenia in Eastern
Anatolia. Dr. Nilgun Gulcan from ISRO said “Armenian citizens were
not loyal to their own state.”
Gulcan told the JTW:
“Thousands of Armenians changed their nationality and became Russian
citizens. In Eastern provinces they attacked the Ottoman Armies and
Muslim villages. Even they helped the occupier Russian armies. Apart
from the war curcumstances there was a severe clash between the
Kurdish and Armenian villages. Many were killed in these conflicts.
In Van Province, the Armenians rioted against the Ottoman State and
killed thousands of Turkish and Kurdish women, children and old
people. They declared a city-state. When the Russians came to the
city they dreamed of a greater Armenian state. However the Ottoman
forces recaptured the city and put an end to the Armenian dreams. It
is true, many Armenian civilians died. However the reason was not a
genocide. The bad weather conditions and war curcumstances hit the
Armenian civilians, and like the Turks and Kurds many Armenians lost
their lives. No one could blame the Ottoman Government for genocide
or mass killings.”
Nilgun Gulcan said the real problem is lack of cummunication and the
Armenian diaspora: “Diaspora prevents dialogue between Turkey and
Armenia” added Gulcan.
“You can easily discuss the problem in Turkey. Armenians, Americans,
British, etc. can question Turkish history. However no one can
question Armenian history. Armenians first must question their own
history. They must ask themselves how many Turks and Kurds killed
their grand parents? Who killed 500,000 Muslim civilians?” added Dr.
Gulcan.
Dr. Nilgun Gulcan also examined the Western World’s attitude
vis-a-vis Turkey and Armenians:
“Armenian forces occupied another European state’s about 20 per cent
territories. More than 1 million Azerbaijanis have been refugees
without any assistance from the West. The US and the EU states bombed
Serbia for its mistakes in Kosova and Bosnia. Iraq was occupied when
it occupied Kuwait. However no one did anyting angainst the Armenian
occupation. Now 1/5 of Azerbaijani country is under Armenian
occupation. And Armenia does not recognise Turkey’s national borders.
Yerevan encourages Armenian separatist movements in georgia. And the
EU and the US discuss the events happened almost a century ago. In
Khojally Armenians did a genocide. But no one discuss Khojally but
the 1915 events. France says Turkey cannot enter the EU without
questionin its history. It is strange. The EU and France do not
question its current policies, but they can ask Turkey to question
its past.The past has been abused, and the real intenations are
curtailed with history.
Armenians do not want to discuss ‘genocide’ allegations…
They do not accept any debate about the past…
Armenian politicians do not want to withdraw their soldiers from
Azerbaijani territories…
They do not recognise Turkey’s national borders…
They take no step in peace process…
They refuse to question their history…
They just accuse… they blame… they ask… they just want from
Turkey… They accuse Turkey… They accuse Azerbaijan… They accuse
Georgia… They accuse the US… They accuse the EU… They accuse
anyone, but themselves… It is a strange game, no one can
understand, including the Armenians.”

Philharmonic performance marks Black History Month

In tune with Black History Month, the Plymouth Philharmonic Orchestra
will celebrate the diverse strands of American orchestral music
during an 8 p.m. concert Saturday that will feature William Grant
Still’s ”Afro-American Symphony.”

Originally performed in the 1930s by the New York Philharmonic, it
was the first orchestral work by an African-American composer to be
played by a major American orchestra.
The Plymouth Philharmonic’s music director, Steven Karidoyanes, said
Still’s symphony might remind listeners of a Gershwin classic,
”Rhapsody in Blue,” because it draws on ”that whole Tin Pan Alley,
pop song, jazz influence.” A superb orchestrator, Still was able to
use ”a bluesy English horn,” the baritone clarinet and other reeds
to conjure up the sounds of instruments missing from the symphony
orchestra, Karidoyanes said. ”You really hear a dance band, but
there’s no sax,” he said.
In addition to Still’s symphony, the PPO’s ”American Reflections”
concert, scheduled for 8 p.m. in Plymouth’s Memorial Hall, will
include a tone poem by a Hungarian exile, a work that draws on an
American composer’s Armenian roots, and a work by New Englander
Charles Ives that incorporates church bells, camp songs, and
Protestant hymns.
Ernö Dohnányi’s ”American Rhapsody” was written in the 1950s in
Florida, where the Hungarian composer spent the last 10 years of his
life after fleeing Communist Hungary.
”You’ll never feel the same way about ‘On Top of Old Smoky’ again,”
Karidoyanes said of the composer’s use of the classic folk tune.
Dohnányi added versions of a moving American spiritual and sprightly
fiddle tunes in creating his work’s mixture of themes and moods.
A composition by Somerville native Alan Hovhaness, ”Prayer of St.
Gregory,” is a lush five-minute work with an Eastern European sound.
The piece relies on the orchestra’s strings and a solo by the
philharmonic’s principal trumpet player, Philip Hague. The trumpet
gives voice to the saint who is credited with bringing Christianity
to Armenia.
Ives mixed formal innovation and small town ”Currier and Ives”
Americana in his music, Karidoyanes said, and in ”Camp Meeting
Symphony” employed a free association of popular old time melodies to
create a ”very approachable” orchestral work.

On February 3, the traditional procession of San Blas is held in the
Basque Country, in honour of the Christian martyr who is attributed
with the miraculous healing of throat ailments.

People in the Basque Country hold every February 3 the procession of
San Blas. This procession is a tribute to San Blas, a Christian
martyr who is attributed with the miraculous healing of throat
ailments.
In the main squares of Basque towns and cities, stalls are set up
where you can buy the traditional doughnuts and coloured cords of San
Blas. The Basques bless the cord before the image of the Saint in
some churches. Afterwards, according to tradition, the faithful wear
the cord around their neck for nine days, after which it must be
burnt. If the process is carried out correctly, San Blas will protect
the throat of the wearer for the whole year.
Blas was an Armenian doctor and bishop who lived in the third century
A.C. He was a victim of the persecutions to the Christians by the
Emperor Diocleciano, so he hid in a cave in the mountain Argeo and
lived like a hermit there. In the year 313, the emperor Constantino
stopped the persecutions so Blas could come back to his diocese. Two
years after, the emperor Linicio resumed the persecutions. February
3rd 316 Blas was beheaded and his body torn to pieces with iron
hooks. Some people say San Blas healed miraculously a child who had a
fish bone put across his throat. This is why it is believed that this
saint protects us from the throat ailments.
