American actor Mark Ruffalo raises awareness of Azeri genocidal blockade of Nagorno- Karabakh Armenians

Oscar and Emmy nominated American actor Mark Ruffalo has shared Kim Kardashian’s plea to U.S. President Joe Biden asking to stop another Armenian Genocide in Nagorno-Karabakh at the hands of the Azerbaijani government, noting that the issue doesn’t get media coverage.

“This is a serious issue that the media is not covering,” Ruffalo said on X, sharing Kim Kardashian’s post.

On September 8, Armenian-American reality TV star, entrepreneur Kim Kardashian and UCLA physician, Emmy-nominated film producer Eric Esrailian made a public plea to U.S. President Joe Biden, calling on him and other world leaders to stop the Armenian genocide in Artsakh (Nagorno-Karabakh). 

In a piece published by the Rolling Stone, Kardashian and Esrailian appealed to U.S. President Joe Biden, Secretary of State Blinken, and their colleagues to take a stand immediately and pressure Azerbaijan to open the Lachin corridor without preconditions.

MEP François-Xavier Bellamy hopes France will introduce UNSC resolution on Nagorno- Karabakh

BRUSSELS, SEPTEMBER 11, ARMENPRESS. Member of the European Parliament François-Xavier Bellamy is convinced that a strong package of sanctions against Azerbaijan will make its President Aliyev understand that he must stop the aggression against Armenians.

In an interview with ARMENPRESS Brussels correspondent Lilit Gasparyan, François-Xavier Bellamy, the member of the EP-Armenia Friendship Group, said that Europe must not remain silent and contradict its own principles when human lives are in danger.

He said that Aliyev needs a reality check to understand that Azerbaijan is the one who needs Europe, and not vice versa.

The MEP said EU’s policy of urging both Azerbaijan and Armenia to de-escalate instead of calling out Azerbaijan is unacceptable.

François-Xavier Bellamy , who personally visited the entrance to the blocked Lachin Corridor, blamed the impunity of the Aliyev regime on the “lack of political will.” 

“It’s because of the lack of political will. Unfortunately, European countries view the situation in a very simple manner. They focus on the Ukraine war, which is certainly the main topic, they forget if we want to be consistent then we can’t not impose sanctions against the Aliyev regime, which is guilty of very serious violations of international law. In this case the humanitarian law is violated. Few months ago, I presented amendments to the European Parliament to demand sanctions against Mr. Aliyev, and it was adopted, and now we are waiting for the Commission to finally act, in order for us to be able to take measures. Human lives are in danger today. In the last few days, Armenian soldiers were killed or wounded as a result of an absolutely unprovoked aggression. I repeat, human lives are in danger, and we don’t have the right to remain silent,” the MEP said when asked why the Aliyev regime isn’t being held to account.

“Calling upon the both sides is unacceptable,” he said on the latest EU statement. Viewing both sides on the same level is the same as equating the aggressor, the attackers, the criminal with the victim. Just like we are able to condemn the aggression when Russia is attacking Ukraine, and we are not asking for the two sides to agree, that’s how we must clarify that there is only one perpetrator here, who is plotting and bearing the responsibility for the aggression. While on the other side there is a country and innocent people, who wants to live peacefully in its homeland,” the MEP said, adding that the reason of the EU not calling out Azerbaijan could be because some European leaders want to avoid disrupting dialogue with one of the parties while mediating.

Asked to comment on Azerbaijan snubbing any French mediation involvement because of what Baku describes is the pro-Armenian stance of Paris, the MEP said that Azerbaijan needs a reality check.

“First of all, Azerbaijan needs a reality check. Today Azerbaijan is speaking about European leaders in a way as if it’s the one controlling them. But despite what many MEPs believed, Europe doesn’t need Azerbaijan, it is Azerbaijan that needs Europe,” François-Xavier Bellamy said. He added that in case of Europe “decisively implementing the first strong package of sanctions, Mr. Aliyev will immediately understand that he must end this all.”

 

Asked whether or not the EU labelling Azerbaijan as a “reliable” energy partner is what was viewed in Baku as a greenlight to do whatever it wants, the MEP said. “Certainly. But first of all, this is a lie. What we are buying from Azerbaijan are mostly Russian hydrocarbons, and therefore we are bypassing our own sanctions against Russia, with very concerning double standards. But first of all, the volumes supplied by Azerbaijan are very low, and these volumes will be absolutely unnecessary in the context of the upcoming growth of imports. And it is Mr. Aliyev who must be worried, who must realize that he needs Europe. But the last thing I’d want to say is that we very well see dictators like Aliyev are never satisfied with the compromises we are trying to do with them.”

“If tomorrow Azerbaijan takes Karabakh, the next step would be an attack on the territory of the Republic of Armenia, like it did several months earlier. Everyone must understand that by turning a blind eye on Azerbaijan’s action, they are giving a license and permission to advance, to kill, to violate international law.”

He added that he hopes that France will introduce a resolution in the UN Security Council.

“Yes, I hope that these initiatives will be implemented in the UNSC,” he said when asked to comment on media reports that France plans to introduce a UNSC resolution. “That’s definitely an important lever to act and also to push our American friends to make a decision on a simple and decisive common stance. I believe that important milestones are ahead. But it is horrible that this didn’t take place earlier….”

“A UNSC resolution will be needed despite the difficulties with Russia. In any case, nothing stands in Europe’s way to act now, to impose sanctions. The parliament has a clear position, now the council must be proactive, and France is asking the council for these sanctions to be imposed against the Aliyev regime,” the MEP said.

Russia says it will analyze Armenia’s decision on hosting joint military exercises with United States

YEREVAN, SEPTEMBER 11, ARMENPRESS. Russia on Monday said it would analyze why Armenia decided to conduct military exercises with the United States and not the CSTO.

Kremlin spokesperson Dmitry Peskov said Moscow would maintain dialogue with Yerevan over the issue.

“Taking into consideration how Armenia did not express desire to hold military exercises with CSTO and has now announced desire to hold military exercises with the Americans, these are perhaps decisions that require very deep analysis to understand why specifically Armenia is making such decisions, what goals are being pursued,” Peskov said.

“But in any case, we will do this during close, collegial dialogue with the Armenian side,” he added.

Armenia will host the Eagle Partner 2023 joint Armenian-U.S. military exercise from September 11-20.

"In the framework of preparation for participation in international peacekeeping missions the Armenia-U.S. joint exercise "EAGLE PARTNER 2023" will be held from 11 to 20 September in Armenia, particularly in "Zar" Training Center of the Peacekeeping Brigade and the N Training Center of the Ministry of Defense,” the Ministry of Defense said in a statement last week.

The exercise involves stabilization tasks between conflicting parties during peacekeeping missions.

“The purpose of the exercise is to increase the level of interoperability of the unit participating in international peacekeeping missions within the framework of peacekeeping operations, to exchange best practices in control and tactical communication, as well as to increase the readiness of the Armenian unit for the planned NATO/PfP "Operational Capabilities Concept" evaluation. Within the framework of preparation for peacekeeping missions, units preparing for international peacekeeping operations frequently participate in similar joint exercises and trainings in partner countries,” according to the statement issued by the Defense Ministry.

Germany provides ICRC with additional €2 million for Nagorno-Karabakh mission

YEREVAN, SEPTEMBER 11, ARMENPRESS. Germany will provide an additional €2 million to the International Committee of the Red Cross for its humanitarian mission in Nagorno-Karabakh, the German Embassy to Armenia announced on Monday.

“The humanitarian situation in Nagorno Karabakh is very tense. Germany is therefore providing the ICRC with additional 2 million euros for its life-saving work in the region. It is important that the aid arrives now, which is why we are committed to open humanitarian access,” the German embassy said in a statement posted on X.

Erdogan, Pashinian Discuss Karabakh Tensions

Turkish President Recep Tayyip Erdogan and Armenian Prime Minister Nikol 
Pashinian discussed rising tensions in the Nagorno-Karabakh conflict zone in a 
phone call on Monday.

In virtually identical readouts of the call, the press offices of the two 
leaders said they agreed that lasting peace and stability “will contribute to 
the development and prosperity of all countries of the region.” They pledged to 
“continue diplomatic efforts in this direction,” added the statements. No other 
details were reported.

Erdogan criticized “Armenia’s actions in Karabakh” on Sunday when he announced 
his intention to talk to Pashinian. He pointed to the weekend election of a new 
Karabakh president strongly condemned by Turkey and Azerbaijan.

Erdogan spoke with Azerbaijani President Ilham Aliyev by phone on Saturday. His 
conversations with the two leaders came amid the increased risk of another 
upsurge in violence in the conflict zone.

Yerevan said last week that Azerbaijani troops have been massing along the 
Karabakh “line of contact” and the Armenian-Azerbaijani border in possible 
preparation for another military offensive. For its part, Baku alleged growing 
Armenian “military provocations.” Erdogan likewise denounced Yerevan’s 
“provocative” moves earlier this month.

Azerbaijan’s top army general, Kerim Valiyev, arrived in Turkey earlier on 
Sunday for fresh talks with top Turkish military officials. Turkey provided 
decisive military support to Azerbaijan during the 2020 war in Karabakh.

Pashinian offered to hold “urgent” talks with Aliyev during weekend phone calls 
with U.S. Secretary of State Antony Blinken and the leaders of Germany, France 
and Iran. It is not clear whether he also tried to phone Russian President 
Vladimir Putin.

Russian-Armenian relations have deteriorated further this month due to what 
Moscow sees as “a series of unfriendly steps” taken by Yerevan. The Russian 
Foreign Ministry summoned the Armenian ambassador on Friday to hand him an 
extraordinary note of protest.




U.S., Armenian Troops Start Joint Drills

The U.S. and Armenian militaries began on Monday a joint military exercise in 
Armenia strongly criticized by Russia, the South Caucasus nation’s longtime ally.

The Eagle Partner 2023 exercise, scheduled for September 11-20, reportedly 
involves 85 U.S. and 175 Armenian soldiers. According to the Armenian Defense 
Ministry, they will simulate a joint peacekeeping operation in an imaginary 
conflict zone at two training grounds. One of those facilities belongs to the 
Armenian army’s special peacekeeping brigade.

"Exercise Eagle Partner's opening ceremony has kicked off," a spokesperson for 
U.S. Army Europe and Africa told the AFP news agency.

The Defense Ministry in Yerevan issued a statement on and photos of the ceremony 
later in the day. It was attended by Lieutenant-General Eduard Asrian, the chief 
of the Armenian army’s General Staff.

The ministry announced the drills last week amid Armenia’s unprecedented 
tensions with Russia. Prime Minister Nikol Pashinian stoked the tensions with a 
newspaper interview in which he declared that his government is trying to 
“diversify our security policy” because Armenia’s reliance on Russia for defense 
and security has proved a “strategic mistake.”

Russia condemned Pashinian’s remarks. The Russian Foreign Ministry listed them 
and the U.S.-Armenian drills among Yerevan’s “unfriendly” actions in a note of 
protest handed to the Armenian ambassador in Moscow on Friday.

“I don’t think [the exercise] is good for anyone, including Armenia,” Russian 
Foreign Minister Sergei Lavrov said at the weekend. “Wherever the Americans 
showed up -- you know, they have hundreds of bases around the world -- it didn't 
lead to anything good.”

The Armenian government did not respond to the criticism. Only one 
pro-government lawmaker, Gagik Melkonian, agreed on Monday to comment, saying 
that Lavrov “always wants to destroy our country.” Melkonian also claimed that 
Russian-Armenian relations have deteriorated because Yerevan is no longer 
willing to let Moscow “make decisions for us.”

Meanwhile, Armenian opposition parliamentarians expressed serious concern over 
consequences of what they see as a far-reaching reorientation of Armenian 
foreign policy. They said that Pashinian is increasing Turkey’s influence in the 
region and thus further jeopardizing Armenia’s security.

“They are trying to turn to the West,” said Artur Khachatrian of the opposition 
Hayastan alliance. “But I think that when they look to the West they will see 
Turkey. France is not visible for Armenia. Neither is the United States. It’s 
Russia and Turkey that have traditionally fought for this region.”




Public Workers ‘Forced To Attend’ Ruling Party Rallies In Yerevan

Armenia’s ruling Civil Contract is facing more allegations of electoral foul 
play after scores of schoolteachers and other public sector employees were 
spotted attending its mayoral candidate Tigran Avinian’s campaign rallies in 
Yerevan.

A civic activist, Artur Chakhoyan, publicized on Friday a video of himself 
posing as an Avinian campaign worker and talking to many participants of one 
such rally held in the city’s Nor Nork district. They told him that they are 
part of entire staffs of schools, kindergartens and local government bodies that 
went to the gathering during their work hours. Other participants turned out to 
be employees of a private aqua park located in Nor Nork.

Chakhoyan suggested that the party headed by Prime Minister Nikol Pashinian is 
forcing public workers to join Avinian’s rallies in hopes of boosting his 
chances in the municipal elections scheduled for September 17. The Independent 
Observer, a coalition of local election monitors, forwarded his video to 
prosecutors, demanding a criminal investigation.

The Office of the Prosecutor-General said later on Friday that it is looking 
into the 20-minute footage posted on Facebook. But as of Monday evening, it 
remained unclear whether law-enforcement authorities will open a formal inquiry. 
Forcing or paying people to attend a rally is a criminal offense in Armenia.

The Independent Observer’s Vardine Grigorian said the authorities must clarify 
whether the public workers were indeed forced to attend the Nor Nork event.

“It’s very likely that they were taken to the rally in an organized manner,” 
Grigorian told RFE/RL’s Armenian Service.

Other major election contenders portrayed the scandalous video as further proof 
that Civil Contract is abusing its administrative resources during the mayoral 
race. They said Pashinian’s political team is resorting to the kind of illegal 
practices which it had decried prior to coming to power in the 2018 “velvet 
revolution.”

“Unfortunately, our concerns are being borne out one by one,” said Hayk 
Marutian, a former Yerevan mayor ousted by Pashinian’s party in December 2021. 
“The Civil Contract party is no longer inferior to the former 
election-falsifying authorities in terms of fraud and abuse of administrative 
resources.”

Avinian did not comment on the scandal sparked by his Nor Nork rally. The ruling 
party’s mayoral candidate denied any foul play, alleged by his political rivals 
and civil society, when he spoke to RFE/RL’s Armenian Service on Thursday. “They 
are looking for small crumbs in a big field,” he said.

Also on Thursday, Daniel Ioannisian of the Union of Informed Citizens (UIC) 
expressed serious concern over a “very high concentration” of public workers at 
Avinian’s campaign rallies.

“We can see a disproportionate percentage of school, kindergarten and medical 
personnel there,” said Ioannisian. “In two cases, we have reason to assert that 
they were forcibly brought [to the rallies.”

The UIC earlier accused Civil Contract of abusing its government levers in the 
months leading up to the Yerevan election campaign. Pashinian’s party denied the 
accusations before filing a defamation suit against the Western-funded 
non-governmental organization late last month.

Asbarez: Baku Accuses Argentina’s President of Pro-Armenian Bias

Argentina’s President Alberto Fernández has become the latest target of Baku’s diplomatic attacks when he was called “pro-Armenian” by Azerbaijan’s foreign ministry on Monday.

Azerbaijan’s Foreign Ministry handed a note of protest to Argentina’s Ambassador to Baku Mariangeles Bellusci, when it summoned her to explain remarks made by Fernández, who, during the G20 Summit in India, called attention to the humanitarian crisis in Artsakh as a result of the Lachin Corridor blockade.

Baku accused President Fernández of bias, noting that “statements distorting the prevailing realities in the region using terminology directed against the sovereignty and territorial integrity of Azerbaijan are regrettable.”

In his address to the G20 summit Fernández called out Azerbaijan for their “painful blockade” of the Lachin corridor.

“At a time when there’s war in Eastern Europe, violent conflicts are emerging, which get less public attention but are equally painful, such as the blockade of Lachin Corridor by Azerbaijan, which has caused a humanitarian crisis, aimed at punishing the Armenian people on its own territory,” Fernández said.

“Argentina reiterates its commitment to multilateralism as a supreme method for international mutual-understanding,” Fernández added.

Foreign Minister Ararat Mirzoyan thanked President Fernández for raising the issue of Azerbaijan’s blockade of the Lachin Corridor at the G20 Summit.

“We value messages from international partners, whose purpose is to restore unrestricted movement in the Lachin Corridor,” Mirzoyan said in a post on X.

The Rabbinical Center of Europe sent a letter on Sept. 6
signed by 50 conservative Rabbis to Prime Minister Nikol Pashinyan and
President Vahagn Khachaturyan, telling them that Armenian officials have no
right to use the term ‘genocide’ to describe Azerbaijan’s blockade of the
Lachin Corridor since December 2022, causing the starvation of 120,000 Artsakh
Armenians.

The Rabbis wrongly claimed that the term genocide should
only be used to describe the Jewish Holocaust. These Rabbis’ ignorance is only
exceeded by their arrogance. Not only do they not know the true meaning of the
term ‘genocide,’ they are also harming their own cause by claiming that since
the Holocaust is ‘unique,’ no other human tragedy is comparable to it, thus
precluding anyone else from being sympathetic to Holocaust victims. It is in
the Jewish interest to describe the Holocaust as a universal calamity with which
other people can identify. Even though all genocides have similarities, there
are obvious differences in timing, scale and location. However, the
similarities between genocides far exceed their differences. No one should have
a monopoly on claims of human suffering.

These Rabbis do not seem to know that according to the UN
Convention on the Prevention and Punishment of the Crime of Genocide, besides
outright mass murder, genocide also includes “deliberately inflicting on the
group conditions of life calculated to bring about its physical destruction in
whole or in part.” This is exactly what Azerbaijan is doing—causing the
starvation of 120,000 Artsakh Armenians by depriving them of food, medicines
and other basic necessities.

The denialist Rabbis claimed that the terms ‘ghetto,’
‘genocide,’ and ‘holocaust’ are “inappropriate to be part of the jargon used in
any kind of political disagreement.” The starvation of Artsakh Armenians cannot
be described as a ‘political disagreement,’ but genocide, according to the UN
and Luis Moreno Ocampo, former Prosecutor of the International Criminal Court.

Continuing the series of errors and misjudgments the Rabbis
made in their pro-Azerbaijan propaganda letter, they demanded that Armenia’s
leaders “explicitly and unequivocally clarify that the Armenian people
recognizes and honors the terrible human suffering undergone by the Jewish
people” and stop “minimizing and belittling the extent of the Jewish people’s
suffering to further any political interest through incessantly using phrases
associated with the holocaust suffered by the Jewish people.”

Rather than lecturing Armenia’s leaders about the
Holocaust, the Rabbis should have addressed their letter to Prime Minister
Benjamin Netanyahu who has denied the Armenian Genocide and has pressured the
Knesset to reject a resolution recognizing it. Israel should have been the first
country to recognize the Armenian Genocide, not the last.

Furthermore, these Rabbis should have had the moral courage
to issue a letter condemning the government of Israel
for providing lethal weapons with which Azerbaijan in 2020 killed thousands
of Armenian soldiers.

Instead of supporting the genocide denialists in Ankara and
Baku, these Rabbis should have known that some of the most prominent backers of
the recognition of the Armenian Genocide are Jews: Dr. Israel Charny (Director
of Institute of Holocaust and Genocide in Jerusalem), Prof. Yair Auron
(historian, author of several books on the Armenian Genocide), Raphael Lemkin
(who coined the term genocide), Amb. Henry Morgenthau, Elie Wiesel (Nobel
Laureate and Holocaust survivor), Yossi Beilin (Israel’s
Minister of Justice), and Yossi Sarid (Israel’s Minister of Education).

After Pres. Joe Biden recognized the Armenian Genocide on
April 24, 2021, both the ADL (Anti-Defamation League) and the AJC (American
Jewish Committee) supported Biden’s recognition. The United
States Holocaust Memorial Museum
in Washington, D.C., also issued a statement on April 27,
2021, welcoming Pres. Biden’s determination that genocide was committed against
the Armenian people. Furthermore, the World Jewish Congress also acknowledged
the Armenian Genocide.

In addition, 126 Holocaust scholars issued a joint statement
on March 7, 2000, “affirming the incontestable fact of the Armenian Genocide.”
Among them were professors Yehuda Bauer, Stephen Feinstein, Irving Horowitz,
and Steven Katz.

These Rabbis did not condemn former Deputy Prime Minister of
Azerbaijan and former Baku
Mayor Hajibala Abutalybov, who stated during a 2005 meeting with a municipal
delegation in Bavaria, Germany: “Our
goal is the complete elimination of Armenians. You, Nazis, already eliminated
the Jews in the 1930s and 40s, right? You should be able to understand us.”
This was reported in the ‘Realny Azerbaijan’ publication on February
17, 2006.

Since these Rabbis feel that they are entitled to the
exclusive use of the term genocide, have they ever sent a single letter of
complaint to their dear brother Aliyev for his repeated references to the fake
‘Khojalu Genocide?’ Isn’t this a shameful example of double-standard?

The Rabbis should have remembered Hitler’s infamous words
uttered on August 22, 1939: “Who, after all, speaks today of the annihilation
of the Armenians?” Noticing that the world ignored the Armenian Genocide,
Hitler was emboldened to commit the Holocaust.

Yaron Weiss of Jerusalem,
a grandson of Holocaust survivors, wrote: “I condemn the cynical
self-appropriation of the memory of the Holocaust victims by that group of
Rabbis.” Yaron also reminded the Rabbis that “Azerbaijan refuses to condemn and
apologize for the acts of mass murder committed during the Holocaust by the
soldiers of the Azeri Legion.”

These Rabbis themselves have belittled the Holocaust by
writing it with a lower-case h, instead of capital H.

I urge these Rabbis to apologize for their revisionist and
insulting letter, a smear-campaign instigated by Azerbaijan, as a result of which,
they have lost their sense of decency and morality. Should their letter
embolden Azerbaijan to
commit more atrocities against Armenia
and Artsakh, these Rabbis will be considered partners in the Azeri crimes.

2-         Azerbaijan Reneges on Deal to
Unblock Lachin Corridor

 

(This article reflects information available until Monday,
September 11, which is the publication deadline for The California Courier.)

From Thursday, September 7 until Sunday, September 10, it
appeared that Azerbaijan was
going to unblock the Lachin Corridor—the only road link between Armenia and
Artsakh—that it has illegally blockaded since December 2022. Amid conflicting
reports of a Russian-brokered aid delivery via Aghdam to Askeran—which in turn
would induce the Azerbaijani government to open the Lachin Corridor—the
Azerbaijan government reneged on any reported reopening of Lachin.

According to Hikmet Hajiyev, foreign policy adviser to
Azerbaijani President Ilham Aliyev, in a tweet posted on Saturday, September 9:
“In response to many inquires from international journalists, including
Reuters, Politico and BBC, we would like to make the following clear: Tomorrow,
Russia-initiated food cargo by Russian Red Cross will go along Agdam-Askeran
road towards Khankandi in coordination with Azerbaijani Red Crescent. It is a
separate deal and shouldn’t be confused with the suggestion on simultaneous
opening of Agdam-Khankandi and Lachin-Khankandi roads for ICRC delivery. Thus,
on September 1st, Azerbaijan
expressed its consent as a good will gesture to ensure simultaneous opening of
Agdam-Khankandi and Lachin-Khankandi roads. But the illegal regime refused.
However, in the Lachin checkpoint, Azerbaijan’s customs and border
control regime must be observed. Sham and fabricated elections or I would
rather call selection is serious setback and counter productive. Illegal puppet
regime must be dissolved and disarmed. It is the only way to ensure lasting
peace where Armenian and Azerbaijani residents of Karabakh can live and
coexist.”

Khankandi is the Azeri name for Artsakh’s capital city of Stepanakert.

Hajiyev’s September 9 statement directly contradicted
previously reported information regarding the lifting of the blockade.

Hajiyev was referring to a September 1 conversation that
took place between Azerbaijan’s
president Ilham Aliyev and U.S. Secretary of State Antony Blinken, in which Azerbaijan had
apparently agreed to open the Lachin Corridor in just such a simultaneous
agreement.

On September 7, Hajiyev told Reuters the Lachin Corridor and
the Aghdam road could be opened in line with those high-level talks.

Artsakh authorities on Saturday, September 9 said they would
accept humanitarian shipments from the Russian Red Cross via an alternative
road from Askeran.

“At the same time, an agreement has been reached to restore
humanitarian shipments by the Russian peacekeepers and the International
Committee of the Red Cross along Lachin Corridor,” said the announcement by the
Artsakh InfoCenter.

That same day, the news outlets mentioned by Hajiyev—Reuters
and Politico—along with The Guardian all reported that the Lachin Corridor
would be unblocked.

“Nagorno-Karabakh routes reopen in Lachin corridor deal, say
Azeri and Armenian sides” read the headline on The Guardian; “Azerbaijan
pledges to reopen Lachin Corridor to Nagorno-Karabagh” announced Politico; “Key
Azerbaijan-Karabakh corridor to reopen to Russia aid” heralded Reuters.

However, Azeri television on Sunday, September 10 showed
pictures of the Russian truck idling on a roadside in the city of Barda in Azerbaijan—leading
Reuters to report “Doubt over deal opening road” in Lachin.

The International Committee of the Red Cross said in a
statement it was conducting talks with both sides about opening both routes for
aid, and denied that it was holding up the Russian Red Cross shipment.

Armenia’s
relations with Russia have
sharply deteriorated in recent weeks, with Yerevan
accusing Moscow
of failing to restore transport links to the territory. Moscow has peacekeepers in Karabakh and has
acted as the guarantor of an agreement that ended the 2020 war, which called
for the Lachin Corridor to remain open. Yerevan
says the Russian troops did nothing to prevent the Azeris from imposing their
blockade.

Speaking at the G20 summit in India
over the weekend, Russian Foreign Minister Sergei Lavrov said that Armenian
suggestions that Russia had
“given away” Karabakh to Azerbaijan
were incorrect.

U.S. Secretary of State Antony Blinken, who spoke to
Pashinyan on Saturday, September 9, said in a statement on Sunday, September 10
that Washington
was “deeply concerned about the rapidly deteriorating humanitarian situation.”

3-         Samvel Sharamanyan Elected
President of Artsakh

 

(Combined Sources)—The Artsakh Parliament has elected Samvel
Shahramanyan as the President of Artsakh with a vote of 22 for, 1 against.

All parties in the Artsakh Parliament, except for United
Motherland, nominated Artsakh State Minister Samvel Shahramanyan for the
position of President of the Artsakh
Republic. An application
by the United Motherland parliamentary faction to nominate Samvel Babayan, the
faction’s leader, was rejected on the grounds that Babayan had not permanently
lived in Nagorno-Karabakh for the past ten years, a requirement for
presidential candidates. Speaking to RFE/RL last week, Samvel Babayan stated
that his parliamentary faction would not participate in the vote, instead
holding a protest against the ‘predetermined’ election in Stepanakert.

Due to Artsakh being under martial law and recent amendments
made to the Artsakh constitution, the Artsakh Parliament was tasked with
electing a new president following Arayik Harutyunyan’s resignation on
September 1, 2023.

Shahramanyan was appointed to the position of State Minister
a day before Arayik Harutyunyan’s resignation from the post of president.
Previously Shahramanyan served as the Secretary of the Security Council.

An inauguration ceremony took place on Sunday, September 10.

“The status of Nagorno-Karabakh must be determined, and we
must have direct connection with Armenia through the Lachin
Corridor. While other routes could be opened, but they cannot replace the
corridor,” Shahramanyan said. “Negotiations must take place, the format [of
talks] can be both multilateral and bilateral, with guarantees from a third
party. Stepanakert must be a engaged in the negotiations.”

He called for the strengthening of Artsakh’s statehood,
domestic stability, exercising the right to self-determination of the people of
Artsakh, improving the socio-economic situation and establishing law and order.

Baku
on Friday, September 8 condemned the vote, calling it “extremely provocative.”
Hikmet Hajiyev, foreign policy adviser to Azerbaijani President Ilham Aliyev
said the “sham elections” are a “serious setback and counterproductive” for
resolving the blockade of the Lachin corridor.

The European Union was quick to announce that it does not
recognize the presidential elections in Artsakh, a statement from the bloc’s
diplomatic service said on Saturday, September 9.

“In view of the so-called ‘presidential elections’ in
Khankendi/Stepanakert on 9 September 2023, the European Union reiterates that
it does not recognize the constitutional and legal framework within which they
have been held," Nabila Massrali, the spokesperson for foreign affairs and
security policy, said in a statement."At the same time, the EU believes
that it is important for the Karabakh Armenians to consolidate around de facto
leadership that is able and willing to engage in result-oriented discussions
with Baku. The EU is committed to supporting this process.”

Samvel Shahramanyan, 44, is believed to be close friends
with Bako Sahakyan, the third president of Nagorno-Karabakh. In 2018, during
his presidency, Sahakyan appointed Shahramanyan as director of the National
Security Service.

Shortly after Harutyunyan was elected president in 2020,
Shahramanyan was appointed head of the newly-created Ministry of Military
Patriotism, Youth, Sports, and Tourism. In January 2023, Shahramanyan was
appointed secretary of Nagorno-Karabakh’s Security Council, and was amongst
those participating in meetings between representatives of Nagorno-Karabakh, Azerbaijan,
and Russian peacekeepers on March 1.

A number of MPs have stated their belief that Shahramanyan
can bring together opposing groups in society, and could potentially bring about
a ‘breakthrough’ in the ongoing blockade, having previously engaged in
discussion with Azerbaijan. Nagorno-Karabakh has been under blockade by Azerbaijan
since December 2022, creating a catastrophic humanitarian crisis.

Turkey
condemned the election as a step aimed at undermining the ongoing “peace
negotiations” between Armenia
and Azerbaijan,
said the statement released by the Turkish Foreign Ministry. In the text of the
statement, the Republic of Artsakh is presented as “part of Azerbaijan.”

“Holding elections in territories controlled by illegitimate
Armenian forces in the Karabakh region of Azerbaijan is an attempt to
unilaterally legitimize the situation in the region, which is contrary to
international law,” the statement reads.

Turkey
also called on the UN and international organizations not to recognize the
presidential elections in the Republic
of Artsakh.

4-         Rep.
McClintock Meets with Fresno
Armenians

United States Congressman Tom McClintock (5th-CA) met with
leaders from Fresno’s
Armenian-American community.  The
Congressman requested the meeting to listen to issues important to Fresno’s long-standing
Armenian community.  Attendees from
various organizations, including churches and civic organizations shared their
deep concern for Armenia and
Artsakh amid Azerbaijan’s
war and blockade of the Lachin Corridor. 

“We were very pleased that Congressman McClintock listened
to our concerns,” said Sevak Khatchadourian, whose venue was used to host the
meeting.  “It’s an extremely difficult
time for us as Armenian Americans, knowing that the innocent people of Artsakh
are being starved to death.”

Congressman McClintock listened attentively to the crowd and
committed to raising the issue of a possible second genocide occurring.  Congressman said the blockade of the Lachin
Corridor was reprehensible. 

The group of approximately 30 people included Randy Baloian,
a longtime community activist who after the meeting said, “Fresno Armenians
appreciate Congressman McClintock’s visit and his effort to understand better
the crisis facing the republics of Armenia and Artsakh.  We’re confident that he will continue in the
tradition of Central Valley lawmakers to
support American Armenian interests.”
