Ombudsman presents new special report on Azerbaijan’s Armenophobic policy

The Human Rights Defender (Ombudsman) of Armenia, Arman Tatoyan, presented a new special report on the policy of hatred conducted by the Azerbaijani authorities towards Armenia and Armenians.

As Tatoyan told a press conference Friday, this report is based on the monitoring conducted after the Artsakh (Nagorno-Karabakh) war in the fall of 20220, its research was conducted in its original—Azerbaijani—language, and it presents many specific facts.

According to the ombudsman, the Armenophobic policy backed by the Azerbaijani authorities is based on two “pillars”: religious and national affiliation—and this extends to all domains. Moreover, it is not so much about Armenia’s authorities or the Armenian statehood, but about ordinary Armenians.

The Human Rights Defender stressed that the intensification of the religious component is accompanied by a policy of destroying Armenian cultural heritage.

Tatoyan added that the policy of hatred towards Armenians is one of the key factors for the Azerbaijani authorities to be able to retain power by sidetracking the Azerbaijani public from their domestic issues, and therefore the Azerbaijani authorities are not going to end this policy of theirs.

Arman Tatoyan noted that the objective of this report is to show the fake peace-lovingness of Azerbaijan.

Armenia Ombudsman: Statements from Armenia legitimize Azerbaijan’s territorial claims

Certain statements voiced in Yerevan legitimize the territorial claims of Azerbaijan, the Ombudsman Arman Tatoyan said at the press conference on 4 February.

The human rights defender stated once again the fallacy of the Armenian side’s approach to the mirror withdrawal of troops from the line of contact. Tatoyan recalled the numerous violations of the rights of the residents of Armenian borderline villages due to the direct presence of Azerbaijani troops. He reiterated the need for the withdrawal of Azerbaijani troops and the creation of a demilitarized zone to ensure the rights of residents to the end of the process of determining the border. “The Azerbaijani military not only settled on the territories belonging to the villagers by law, but also made their natural life impossible,” he said.

The ombudsman emphasized that it is not only about the consequences of the May invasion. “The cadastral documents were provided by the Soviet cadastral authorities,” the human rights defender recalled. He added that European structures, represented by PACE, share the approach of the necessity of a demilitarized zone. According to him, meetings with international partners show that this approach will find support.

“Unfortunately, there is an opinion that this is unrealistic. This is not true. We do everything to legitimize the presence of Azerbaijani military, and then we say it’s unreal. When the Goris-Kapan and Kapan-Chakaten roads were blocked, instead of immediately going to the ECHR, not to mention other bodies, we began to state on an official level that these were Azerbaijani territories, that security was observed and everything was okay. They started praising the alternative roads, hiding problems from international structures, and refuting the Ombudsman. If we had then appealed to the ECHR, the Azerbaijani authorities would have brought statements from the Armenian side,” said the Ombudsman.

Tatoyan once again reminded that people’s safety must be the guiding principle.

“With all due respect to the Foreign Ministry, the mirror withdrawal violates human rights. Moreover, there are all the grounds, including documents from Soviet times, to remove Azerbaijani military from the territories directly adjacent to the Armenian villages. The process cannot be implemented at the expense of the rights of our citizens,” Tatoyan said, reminding that a lot is spoken about maps, but there are different maps and not only maps should be guided by.

“Our policy is going the wrong way. General statements are made without indicating the facts of human rights violations,” the ombudsman said, noting that certain statements from Armenia have created serious problems, they legitimize the illegal actions of the Azerbaijani authorities. “They will tell us in international instances, and it happened to me, then you yourself admit that the territory is Azerbaijani,” the ombudsman repeated. “And take the situation in the village of Shurnukh, through which the line of contact runs. Can the rights of children be ensured in such a militarized zone, where the Armed Forces of three countries are?” Arman Tatoyan concluded.

Air pollution exceeds safety limits in Yerevan

The concentration of pollutants in the air of downtown Yerevan exceeded safety limits from January 20 to February 1, according to data released by the Hydrometeorology and Monitoring Center of Armenia’s Ministry of Environment on Thursday.

Meanwhile, air pollution exceeded safety limits in Nor Nork district of the capital on 24-25 January and in Shengavit district – on 20-23 January.

The air quality monitoring revealed that the concentration of nitrogen oxide and sulphur dioxide was within the accepted norms in the city during this period.

A separate monitoring carried out on 17-31 January revealed that air pollution in the towns of Alaverdi and Hrazdan also exceeded safe levels on 18 January and 21 January, respectively. 

Tigran Abrahamyan: Army incidents continue amid lack of appropriate measures

MP Tigran Abrahamyan from the opposition With Honor faction on Friday expressed serious concern over the recent incident in a military unit in the town of Kapan, in which one of the soldiers was mistreated and suffered injuries.

“As far as I understand, the serviceman is still out of the military unit and his family refuses to send him back,” he wrote on Facebook.

Given that the details of the incident are not known yet, the lawmaker refrained from making further comments on its possible reasons and those responsible for it, but he raised a number of key issues related to the military.

“First, incidents caused by non-statutory relationships continue in the army, while the leadership of the Defense Ministry and the army’s General Staff do not take tangible and appropriate measures in this regard,” Abrahamyan said.

“Second, the dominance of negative phenomena affecting the army and passed from the society lies at the basis of such incidents. At different stages various mechanisms have been used to contain them, but at present they fail badly.

“Regardless of the circumstances of the involvement of individual servicemen, officers or the serviceman identified as a victim in the case, this is a systemic problem, which cannot be resolved in an episodic or intermediate form.

“Third, the balance in relationships between commanders and soldiers is upset, making such incidents inevitable,” the MP noted.

Armenian government approves signing economic cooperation agreement with Slovakia

YEREVAN, FEBRUARY 3, ARMENPRESS. The government of Armenia approved today the proposal to sign an economic cooperation agreement with Slovakia.

The draft decision says that the agreement allows to develop and deepen the long-term economic relations between the two countries in areas such as industry, tourism, energy, agriculture and foreign economy, small and medium enterprises, transport and infrastructure, environment protection, information and communication technologies, digitization, etc.

“The signing of the agreement will contribute to the development of mutually beneficial cooperation between the two countries, the creation of favorable conditions for the expansion of economic ties, the increase of business activeness and the use of the potential existing in the field of economic partnership”, the draft decision says.

The agreement also envisages creating a joint working group and is in accordance with the main directions and goals of the foreign economic policy adopted by Armenia.

Patriarch Sahak II welcomes re-launch of Yerevan-Istanbul flights

YEREVAN, FEBRUARY 3, ARMENPRESS. Armenian Patriarch of Constantinople Archbishop Sahak II Mashalian received Flyone Armenia airline Chairman of the Board Aram Ananyan and his delegation who arrived in Istanbul on board the first Yerevan-Istanbul flight operated by Flyone Armenia on February 2.

The patriarchate said in a statement that Sahak II welcomed the restoration of direct flights between Armenia and Turkey and noted that the Armenian community is also saluting this step. He expressed hope that the re-launch of flights will be a positive factor for encouraging the normal course of relations between the two countries. The patriarch expressed conviction that the opportunity for direct connection is invaluable in terms of mutual awareness of the two peoples and countries.

Flyone Armenia Chairman of the Board Aram Ananyan thanked the Patriarch for the warm reception and said that the airline is conducting the flights with utmost responsibility and realizes the importance of the work. He expressed hope that the representatives of the Armenian community of Turkey will assist their efforts and will use the direct flights.

Ananyan is expected to have a meeting with President of the Union of Armenian Foundations Bedros Sirinoglu later on February 3.

A meeting with Armenian media representatives is also planned to take place during a visit to BSEC.

Armenian FM comments on demarcation and creation of security mechanisms on border

YEREVAN, FEBRUARY 3, ARMENPRESS. Armenia has repeatedly announced that it is interested in the demarcation process of the state border with Azerbaijan, Foreign Minister Ararat Mirzoyan told reporters today, recalling the agreement approved with a statement by the leaders of Armenia, Russia and Azerbaijan about that matter.

On November 26, 2021, the leaders of Armenia, Azerbaijan and Russia adopted a trilateral statement in Sochi, according to which they agreed to take steps to increase the level of security and stability on the Armenian-Azerbaijani border and move the process to creating a bilateral commission dealing with the border delimitation and demarcation between Armenia and Azerbaijan.

“We are committed by 100% to that statement and to this principle, this commitment which we have assumed”, the FM said.

Mirzoyan also said that Yerevan is now discussing with Moscow and Baku the security measures, which, according to the Armenian side, will create security and stability mechanisms on the border. The Armenian side has presented different proposals about the issue, to which Baku negatively reacted, however, this is a continuous process, according to the minister.

EUR exchange rate down by 1.06 drams to 544.28 drams. Russian Ruble exchange rate down by 0.02 drams to 6.30 drams. GBP exchange rate up by 0.33 drams to 653.90 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 46.19 drams to 27967.94 drams. Silver price down by 1.72 drams to 353.23 drams. Platinum price down by 100.41 drams to 16080.04 drams.

PM Pashinyan receives Austrian Foreign Minister Alexander Schallenberg

YEREVAN, FEBRUARY 3, ARMENPRESS. Prime Minister Nikol Pashinyan received the delegation led by Austrian Foreign Minister Alexander Schallenberg, who is in Yerevan on a working visit, ARMENPRES was informed from the Offic eof the Prime Minister.

The Prime Minister welcomed Mr. Schallenberg’s visit to our country and expressed hope that it will give a new impetus to the further development and strengthening of the Armenian-Austrian relations. Noting that this year marks the 30th anniversary of the establishment of diplomatic relations between Armenia and Austria, the Prime Minister stressed that there is a great potential for cooperation between the two countries. In the context of its realization, the Prime Minister stressed the need for active cooperation between the governments of Armenia and Austria in the political, economic and humanitarian spheres. At the same time, Nikol Pashinyan welcomed the holding of the Armenian-Austrian business forum in Yerevan, which will contribute to the expansion of ties between the private sectors, the development and implementation of new joint investment programs, and the increase of bilateral trade.

Alexander Schallenberg noted that he had fruitful talks with his Armenian counterpart, noting that Austria is interested in deepening cooperation with Armenia in all directions. The Austrian Foreign Minister also highlighted the expansion of economic cooperation, adding that the Austrian businessmen are very interested in opportunities to operate in Armenia. Alexander Schallenberg welcomed the reforms being implemented by the Armenian Government aimed at developing and strengthening of democracy, emphasizing that his country is ready to assist Armenia in ensuring the further effective continuation of those reforms.

Nikol Pashinyan and Alexander Schallenberg also touched upon the developments in the South Caucasus region, the Nagorno Karabakh conflict, emphasizing the need to resume the negotiation process and reach a comprehensive settlement within the framework of the OSCE Minsk Group Co-chairs’ format. In this regard, the planned visit of the Minsk Group Co-Chairs to the region was highlighted.

Issues related to the opportunities for carrying out delimitation and demarcation between Armenia and Azerbaijan and the provision of necessary conditions for that were also discussed.
