Opposition will not nominate candidates for President of Armenia

The opposition will not nominate candidates for the post of the President of the Republic.

The “Armenia” and “With Honor” factions of the National Assembly have also decided not to participate in the presidential election in any way.

“The Constitution of Armenia demands that the President of the Republic be impartial, guided by national interests,” the two factions said in a joint statement.

Noting that Armenia is facing serious internal and external challenges, the opposition MPs emphasized that “there is no alternative to national unity and public solidarity.”

“Although the institution of the President should act as a truly neutral institution uniting the society, the government in power has decided to nominate and elect a President representing the ruling force only,” the opposition factions said.

The ruling “Civil Contract” faction has nominated High-Tech Minister Vahagn Khachaturyan for the post of President.

Ice dancer Tina Garabedian will be Armenia’s flag bearer at the opening of the Olympic Games in Beijing today.

“I am so excited and honored to be the Armenian flag bearer at the 2022 Beijing Winter Olympic Games!” Tina says.

The most divided Olympic Games in decades gets under way in China on Friday. The authorities have decided that no tickets will go on sale to the general public. Only members of the ruling Communist Party or staff from government-controlled companies are being invited, and even they have to abide by strict testing and restrictions.

Spectators are just one part of China’s strict Covid prevention measures.

The athletes and officials are all inside strictly managed “bubbles” to try to stop any spread. They can’t leave. Anyone travelling between bubbles in official cars or coaches has been told that, in the event of a crash with a member of the public, they must stay in their vehicle. They must not make contact.

But it’s not just Covid that makes these games unusual. There’s confrontation over China’s human rights record. Senior officials from the US, the UK and more than a dozen other governments aren’t going. China’s leaders, and state media, have dismissed the diplomatic boycott as “politicization.”

Armenian Yazidi says he was ‘beaten and abused’ while serving as a conscript

An 18-year-old ethnic Yazidi man has claimed he was abused immediately upon being conscripted into the Armenian armed forces.

On 2 February, relatives of Vle Feroyan appealed to the public after they said they had lost contact with him. Feroyan contacted them the following day and said he had escaped to a nearby forest and would return home, after being beaten and forced to clean a toilet.

The commander of the Kapan military unit, where Feroyan was serving, denied the allegations. He said Feroyan was ordered only to clean the area assigned to him, and that the commander personally set an example by cleaning his own room. He said that Feroyan had refused to comply with his orders and had deserted his unit. 

Feroyan’s grandfather has claimed that Feroyan and another Yazidi soldier were both targetted on the basis of their ethnic background.   

He said they were not allowed to sleep in beds or eat in the kitchen, and that they were forced to stay outside overnight.

Taguhi Tovmasyan, an MP from the Parliamentary Commission for the Protection of Human Rights, contacted both the relatives and commanders who she said had offered conflicting statements. 

‘Listening to the explanations of all sides, it must be noted that such incidents are unacceptable in the army and must be eliminated’, Tovmasyan wrote in a Facebook post.

She added that any tasks given, including cleaning duties, should be given in accordance with the law as well as the European Convention on Human Rights, which prohibits torture or inhumane or degrading treatment. 

‘The strange thing is that the incident took place hours after [Feroyan’s] conscription’, Tovmasyan told RFE/RL. ‘The conscript still has to adapt; he must be helped to adjust to his new environment. Instead, they put demands on him that, in his opinion, were unacceptable and incomprehensible, so he had to take an extreme step’.

RFE/RL also quoted Armine Sadikyan, from rights group the Helsinki Citizens’ Assembly in Vanadzor, as saying that she was not aware of cases of discrimination against Yezidi service members in recent years.

In an interview with RFE/RL, Deputy Defence Minister Arman Sargsyan urged people to wait for the conclusion of an investigation by the Kapan Military Police.

‘I will believe in the results of the investigation’, Sargsyan said, insisting that ‘everyone’ was interested in finding out the truth, himself included.

‘If there was an incident of violence, there will be consequences,’ he said. ‘If it turns out that the offender was a commander or one of his colleagues, their actions will be evaluated’.

Feroyan’s family, meanwhile, have expressed hopes that the ministry will not reassign Feroyan to the same military unit.

Newspaper: Artsakh ex-presidents, generals forming new political force

YEREVAN. – Hraparak daily of Armenia writes: On January 29, at the gathering marking the 17th anniversary of the founding of Artsakh’s [(Nagorno-Karabakh)] ruling Free Homeland Party, the party’s founder, AR [(Artsakh Republic)] President Arayik Harutyunyan—who terminated [his] membership [in the] after the war [in the fall of 2020]—, told his supporters [that] those who became members in the party for him were free as of today because he has no political plans, and he will leave politics after the constitutional amendments.

[But] this statement was not accepted unequivocally in the political field.

Now, the ring around him has been tightened again. On the one hand, [Armenia’s PM Nikol] Pashinyan wants to get rid of [him]. On the other hand, a process of constitutional amendments is underway [in Artsakh], and Arayik Harutyunyan’s [aforesaid] statement made a few days ago, according to Artsakh sources, is aimed at gaining time.

In parallel, they are spreading rumors that the former presidents and generals of Artsakh are forming a new political force in order to vie for taking power in the upcoming snap elections.

We are talking about [ex-Presidents] Bako Sahakyan and Arkadi Ghukasyan, as well as [Generals] Levon Mnatsakanyan, Arshavir Gharamyan, and others. According to our source, they will not appear in their face. Political consultations have already begun.

Azerbaijan sets up special commission to destroy Armenian cultural heritage

A special commission has been set up in Azerbaijan to destroy Armenian cultural heritage.

The minister of culture of Azerbaijan, Anar Karimov, told local media that this commission comprises specialists who know the history, culture, and writing of Albania.

“Armenians have left traces on our monuments. Now we are gathering evidence in this regard,” Karimov said, continuing the Azerbaijani authorities’ policy of “Albanian” affiliation of Armenian churches in.

“Work is being done in this regard with international experts in the field of Albanian Studies, it is planned to invite them to Azerbaijan. As you know, we cannot go to those areas for security reasons. In the next phases, we will go—with local and international experts—to the areas where the Armenianized Albanian monuments are located, all the facts will be documented and presented to the international community,” the aforesaid Azerbaijani minister said.

Meanwhile, Azerbaijani authorities categorically refuse to allow UNESCO representatives to enter Armenian territories under their control. The reasons are obvious: the Azerbaijani side needs time to falsify the “evidence.”

Azerbaijan continues the cultural genocide of Armenian heritage in Artsakh (Nagorno-Karabakh). The deputy director of Le Figaro daily, French journalist Jean-Christophe Buisson wrote about this on Twitter.

“While Azerbaijan continues its cultural genocide of the Armenian heritage in Artsakh (Nagorno-Karabakh) without anyone reacting (especially not the French government or UNESCO), the EU welcomes its energy partnerships with Baku,” Buisson wrote, in particular, posted below his tweet the post by Oliver Varhelyi, the European Commissioner for Neighbourhood and Enlargement, on his meetings in Baku.   


Armenia PM, Macron, Charles Michel, Aliyev have videoconference

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev met via videoconference on February 4 through the mediation and participation of French President Emmanuel Macron, the co-chairing country of the OSCE Minsk Group, and European Council President Charles Michel, the press service of the Armenian government informed NEWS.am.

The sides exchanged views on resolving existing humanitarian issues, unblocking corridors and regional infrastructure under the sovereignty and authority of the two countries, reducing tensions and demarcating the Armenian-Azerbaijani border, opening access to Nagorno-Karabakh for international organizations, and a wide range of other issues.

Prime Minister Pashinyan stressed the importance of a lasting settlement of the Nagorno-Karabakh conflict and the signing of a peace agreement under the co-chairmanship of the OSCE Minsk Group․

Armenia ombudsman: Azerbaijan actually carries out human trafficking by holding captives

Azerbaijan holds Armenians captive for no reason; solely for political and military dividends. The Human Rights Defender (Ombudsman) of Armenia, Arman Tatoyan, told this to a press conference Friday.

The ombudsman emphasized that the Armenians being held captive in Azerbaijan face a major violation of their rights, under threat of life.

“This is the most actual [human] trafficking from political calculations. This is unacceptable and a gross violation of human rights. The world needs to be shown that we are actually dealing with new war crimes. The trials in Azerbaijan in connection with the [Armenian] captives are nothing more than a veil [by the Azerbaijanis], an attempt to justify themselves,” the Armenian ombudsman said, recalling that the only international organization that can visit these captives is the Red Cross. To note, Armenian Foreign Minister Ararat Mirzoyan had announced earlier Azerbaijan’s attempts to restrict the Red Cross’ activities.

“Holding captives is also an indicator of Azerbaijan’s ‘honesty’ in peaceful intentions. Not only do they not return the captives, but they also increase the enmity between the peoples,” Tatoyan said, stressing the need to increase pressure to have these Armenian captives returned and carry out a comprehensive preventive work so that the events of November 16, 2020 to not recur.

“We [i.e., the Armenians] must not allow them [i.e., the Azerbaijanis] to mislead the world community. And let’s act with facts!” the Armenian ombudsman added.
