The Central Bank has set the following prices for precious metals.

Armenian parliament convenes special sitting over the ratification of Shushi Declaration by Turkey and Azerbaijan

YEREVAN, FEBRUARY 15, ARMENPRESS.  A special sitting of the National Assembly will be convened on February 23 at 12:00 in connection with the ratification of the “Shushi Declaration” by the parliaments of Azerbaijan and Turkey, ARMENPRESS was informed from the website of the National Assembly.

“Hayastan” faction has initiated the special sitting. The opposition faction proposes to the National Assembly to make a statement condemning the ratification of the “Shushi Declaration” with the following content:

“The National Assembly of the Republic of Armenia expresses deep concern over the the ratification of the Declaration signed by the presidents of Turkey and Azerbaijan on June 15, 2021 by the parliaments of Azerbaijan and Turkey.

By that declaration a Turkish-Azerbaijani military-political alliance was signed within the framework of the “One Nation, Two States” concept.

Although the document states that it is not created against a third party, its entire content is directed against the Republics of Armenia and Artsakh, the Armenian people. It records the strategic goals of the two states that carried out the 44-day aggression against the Artsakh Republic, against the self-determination of the people of Artsakh, the sovereignty of the Republic of Armenia, territorial integrity and the rights of the Armenian people around the world who survived the genocide.

The wording on the Zangezur Corridor in the declaration indicates that Turkey and Azerbaijan are reaching public agreements on implementing joint expansionist policies.

The agreement of the two states to struggle against the international recognition of the Armenian Genocide by distorting the content of the issue and taking it to the field of historical study is condemnable.

The Shushi Declaration is based not on the UN Charter or the principle of security adopted by the OSCE, but on the “Tribal security” approach. It contradicts the basic norms of international law. According to the 1969 Vienna Convention on the Law of Treaties, all the international agreements which contradict the imperative norms of general international law, are null and void and can have no international legitimacy.

The National Assembly declares that the Shushi Declaration, by its provocative and un-constructive nature, is unacceptable for the Republic of Armenia. It is a serious challenge to regional and global security, does not contribute to the peaceful development of our region, contradicts the normalization of Armenian-Turkish relations on the principle of ‘without preconditions’ and raises serious doubts about the real behavior and intentions of official Ankara.”

Flake described the efforts aimed at normalization of relations between Turkey and Armenia as “wonderful development”.

 “We welcome those steps, including the meetings (meaning of the special representatives – edited) in Moscow and Vienna. These are, surely, courageous steps. An important step is also the restoration of flights between Istanbul and Yerevan”, said the Ambassador.

YEREVAN, FEBRUARY 15, ARMENPRESS.  Foreign Minister of Armenia Ararat Mirzoyan had a telephone conversation with Russian Foreign Minister Sergey Lavrov on February 15.

As ARMENPRESS was infomred from the press service of the MFA Armenia, Ararat Mirzoyan and Sergey Lavrov referred to the implementation of the agreements reached by the trilateral announcements of November 9, 2020, January 11 and November 26, 2021. The interlocutors highlighted the steps aimed at increasing the level of stability and security on the Armenian-Azerbaijani border, and the establishment of mechanisms for demarcation and delimitation.

During the telephone conversation, the Armenian and Russian FMs referred to the cooperation in bilateral, multilateral platforms, as well as to the issues of regional and international agenda.

The sides exchanged views on the process of normalization of relations between Armenia and Turkey.

Azerbaijanis again fire in the direction of farmers in Artsakh

YEREVAN, 15 FEBRUARY, ARMENPRESS. On 15 February, at around 15:30, Azerbaijani servicemen opened fire in the direction of civilians engaged in farming near Khramort community. As a result, the tractor was destroyed, while the civilians were saved thanks to the intervention of the Russian peacekeepers, ARMENPRESS reports the Prosecutor’s Office of Artsakh informed.

“Instead of threatening to arrest or prosecute the citizens of the Artsakh Republic, we would advise the Prosecutor’s Office of the Republic of Azerbaijan to take minimal measures to prevent cases of physical annihilation of the civilian population of Artsakh and to prosecute those who committed such crimes. This is not only the only civilized approach for “peace-seeking” countries, but also the internationally and publicly assumed commitment of the Republic of Azerbaijan, which has acceded to the European Convention for the Protection of Human Rights and Fundamental Freedoms”, reads the statement.

“My visit is taking place under the light of the worst and most threatening crisis in Europe of recent decades. Russia’s military activity, the concentration of Russian troops along the border, the issues of security guarantees formulated by Russia took up a lot of time in our negotiations. I expressed my assessment of the security situation, we discussed how we and our European partners assess this situation”, Scholz said after the talks with Russian President Vladimir Putin.

“We are concerned that the military is concentrated on the Ukrainian line of contact, for no apparent reason. Therefore, de-escalation is urgently needed. In this tense situation, it is very important not to start a war,” he said.

MEPs warn about the danger of the destruction of historical and cultural heritage of Artsakh

Members of the European Parliament warn of the danger of destruction and misappropriation of Armenian historical and cultural heritage in the territories of Artsakh occupied by Azerbaijan, condemning the initiative of the Ministry of Culture of Azerbaijan to present Armenian churches as “Caucasian Albanian” and eliminate Armenian traces from them, ARMENPRESS reports the MEPs urged the international community to start acting and condemn the activities of Azerbaijan.

“The international community must act now. We must condemn and stop any attempt to distort or destroy the Armenian historical and cultural heritage in Artsakh,” Demetris Papadakis, a Cypriot member of the European Parliament, wrote on his Twitter page.

Commenting on the scandalous initiative of the Ministry of Culture of Azerbaijan, Dutch MP Peter van Dalen wrote on Twitter that Aliyev’s crimes have no borders.

“Azerbaijan has announced that it plans to erase Armenian traces from churches”, the MP wrote, urging the European Parliament to condemn the Azerbaijani initiative.

According to the statement of the minister of Culture of Azerbaijan “Working Group of professionals of Caucasian Albanian history and architecture” has been set up, comprised of local and foreign experts, the aim of which is to remove “the false traces left by Armenians” from the so-called the Caucasian Albanian religious temples.

YEREVAN, 15 FEBRUARY, ARMENPRESS. At around 16:15 on February 15, the Azerbaijani soldiers violated the ceasefire in the eastern section of the border of the Artsakh Republic, as a result of which Khachatur Khachatryan, a conscript of the Artsakh’s Defense Army, received gunshot wound.

As ARMENPRESS was informed from the press service of the Defense Ministry of Artsakh, the health situation of the serviceman is severe but stable.

“Immediately relevant information was provided to the Russian peacekeeping command in connection with the incident,” the statement said.

According to the source, at present the operative-tactical situation in this part of the contact zone is stable.

In order to stimulate exports from Armenia and support entrepreneurs, the Armenian Businessmen Association together with the Ministry of Economy of the Republic of Armenia held the presentation of “Bukhta Yug” retail-wholesale multi-profile trade center in Yerevan, ARMENPRESS reports the interested businessmen were introduced to the details and conditions of being involved in the work of the center.

“The development of the Armenian infrastructure in different countries is very important, because through them Armenian goods reach the consumers of these countries much easier. I welcome the creation of the Bukhta Yug shopping center, where Armenian products can be sold on the Russian market without risks. Bukhta Yug is a huge trading platform where one can sell Armenian agricultural products both wholesale and retail on favorable terms,” said Economy Minister Vahan Kerobyan.

He added that his ministry is ready to do everything possible so that the new Bukhta Yug becomes demanded and works efficiently. He urged Armenian exporters and traders to give preference to this particular infrastructure.

“Armenian agricultural producers and exporters have always faced this problem, and the chairman of the Tashir group of companies, Samvel Karapetyan, ordered the creation of an economic trade zone open to Armenian producers and endowed with priority rights. Today, one of the largest shopping centers in Moscow has already been purchased, and we have prepared interesting offers for Armenian manufacturers and exporters,” said Narek Karapetyan, First Vice President of the Tashir Group of Companies, urging Armenian exporters to be active.

During the event, Viktor Grigoryan, general director of the Bukhta Yug shopping center, presented the advantages of the center, the commercial success already achieved and the conditions for renting the pavillions.

“Today, two Bukhta centers are already operating in Moscow. The main concept of the project is the wholesale and retail sale of food products, as well as construction products and furniture. At the moment, more than 100,000 goods are presented in each center,” said Grigoryan.

The wholesale and retail center Bukhta Yug is the third such center in Moscow. The 270,000-square-meter center, which plans to open its doors to consumers in September 2022, will house more than 2,000 stores and pavilions. The shopping center will present various goods directly from suppliers: fabrics, clothing, building materials and food.

Karabakh Soldier Wounded In Truce Violation

Authorities in Nagorno-Karabakh accused Azerbaijani forces of wounding a 
Karabakh Armenian soldier and also targeting local civilians in separate 
ceasefire violations on Tuesday.
Karabakh’s Defense Army said the conscript identified as Khachatur Khachatrian 
was hospitalized in serious condition after coming under Azerbaijani gunfire in 
the disputed territory’s “eastern border zone.”
The army said that it immediately alerted Russian peace keepers stationed in 
Karabakh about the incident.
“The situation at that section of the line of contact is stable at the moment,” 
it added in a statement.
According to the Karabakh authorities, the soldier was wounded less than an hour 
after Azerbaijani forces fired on farmers who cultivated land outside a village 
in eastern Karabakh close to the line of contact.
A statement released by the local prosecutor’s office said a tractor used by 
them was hit by the gunshots before Russian troops intervened to rescue the 
farmers.
The Azerbaijani government did not immediately comment on the incidents.
The authorities in Stepanakert have reported several such incidents in recent 
months. In October, a Karabakh farmer was shot dead while working in his orchard 
outside the town of Martakert. The Russian Defense Ministry confirmed afterwards 
that he was killed “as a result of gunfire from the Azerbaijani side.”
Azerbaijani army units are also accused of regularly opening small arms fire at 
Karabakh villages close to the town of Shushi (Shusha) occupied by them during 
the 2020 war. A private house in one of those villages, Karmir Shuka, was 
damaged by Azerbaijani gunfire last week.
Karabakh officials say that such shootings are aimed at intimidating the 
territory’s ethnic Armenian population. Baku denies that.
Russian, Armenian FMs Discuss Ukraine Crisis

Russian Foreign Minister Sergei Lavrov and his Armenian counterpart Ararat 
Mirzoyan discussed Russia’s continuing standoff with the West over Ukraine in a 
phone call on Tuesday.
The Russian Foreign Ministry said the two men engaged in a “detailed exchange of 
views” regarding “ongoing negotiations on security guarantees” demanded by 
Moscow from the United States and other Western powers.
“The importance of consistently upholding the principles of equal and 
indivisible security in the Euro-Atlantic region was emphasized,” read a 
statement released by the ministry.
From Moscow’s perspective, “indivisible security” means that NATO must pledge 
not to admit Ukraine and to scale back its military presence near Russia’s 
borders. The U.S. and its NATO allies have rejected these demands amid growing 
fears of an imminent Russian attack on Ukraine.
Russia has amassed more than 100,000 troops along the Ukrainian border but 
denies planning to invade the former Soviet republic.
Armenia, which has close political, military and economic ties with Russia, has 
not publicly taken sides in the conflict.
The Armenian Foreign Ministry said on Monday that it is “closely monitoring 
developments in Ukraine.” It also indicated that Yerevan is not planning to 
evacuate Armenian diplomatic missions there.
Incidentally, the official Armenian readout of Mirzoyan’s call with Lavrov made 
no explicit mention of the Russia-Ukraine conflict. It said they discussed the 
implementation of Armenian-Azerbaijani agreements brokered by Moscow and 
Armenia’s normalization talks with Turkey.
Azerbaijan Vows To Arrest Karabakh Leader

The Azerbaijani authorities said on Tuesday that they intend to arrest and 
prosecute soon Ara Harutiunian, the Nagorno-Karabakh president.
“Harutiunian, who presents himself as the leader of a self-proclaimed regime, 
will be brought to justice by operational divisions and special services and 
intelligence agencies as quickly as possible,” a senior prosecutor, Nemat 
Avazov, told reporters in Baku.
He said that Harutiunian is wanted for his role in Armenian missile strikes on 
Azerbaijan’s second largest city of Gyanja carried out during the 2020 war over 
Karabakh.
The strikes, which reportedly left over two dozen civilians dead, followed 
relentless Azerbaijani shelling of Karabakh’s capital Stepanakert and other 
towns. The deadly shelling continued until Russia-brokered ceasefire stopped the 
six-week war in November 2020.
Karabakh’s foreign minister, Davit Babayan, condemned the Azerbaijani official’s 
statement.
“This is part of Azerbaijan’s terrorist policy,” Babayan told RFE/RL’s Armenian 
Service from Stepanakert. “This could be expected. There is nothing new here.”
“With such actions, Azerbaijan is trying to spread fear [in Karabakh,]” he said. 
“They may also try to somehow harm Artsakh (Karabakh) officials or attack them.”
The Azerbaijani authorities already issued international arrest warrants for 
Harutiunian, Babayan and other Karabakh Armenian leaders shortly after the war.
Armenia’s Office of the Prosecutor-General condemned the move at the time, 
saying that it has “taken measures” to prevent them from being placed on 
Interpol’s most wanted list.
Harutiunian has repeatedly visited Russia since then. Babayan expressed 
confidence that Moscow, which deployed 2,000 peacekeeping troops to Karabakh 
right after the war, will not help Baku apprehend him.
Armenian Minister Wants Mass Sackings Of Judges

Armenia - Justice Minister Karen Andreasian gives a press conference,November

A state body overseeing Armenian courts must dismiss scores of judges this year 
as part of judicial reforms proclaimed by the government, Justice Minister Karen 
Andreasian said on Tuesday.
Andreasian implied that they should include judges who have signed in recent 
weeks statements accusing the Armenian authorities of seeking to curb judicial 
independence in the country.
“If the Supreme Judicial Council (SJC) is up to the task, then I promise you 
that within a year the vetting [of judges] in Armenia will be over and we will 
have the kind of judicial system that you want,” he told RFE/RL’s Armenian 
Service.
The SJC is a nominally independent body empowered to fire judges or allow their 
arrest and prosecution. Such decisions have until now had to be backed by at 
least seven of the SJC’s ten members.
Under a bill passed by Armenia’s government-controlled parliament last week, 
five members will be enough to give the green light to punishing judges. Critics 
say Prime Minister Nikol Pashinian’s administration will use the bill to step up 
pressure on independent-minded judges reluctant to execute government orders or 
to get rid of them altogether.

Andreasian stood by his earlier claims that at least 40 of the country’s judges 
are “corrupt” and must go. But he did not name them or offer any proof of the 
allegations.
The minister said instead: “There is some clan-based sentiment [within the 
judiciary.] For example, 93 judges signed some statement. I’m not saying that 
they all are corrupt. But I can see that 10, 20, 30 names are repeated when 
there is another action [by judges.]”
The 93 signatories mentioned by Andreasian reportedly demanded last week that 
the chairwoman of Armenia’s Court of Cassation, Lilit Tadevosian, call an 
emergency conference of judges. Their appeal followed the arrest of one of their 
colleagues.
The arrested judge, Boris Bakhshiyan, has said that he is prosecuted in 
retaliation for granting bail to a jailed opposition figure late last month. The 
leadership of Armenia’s Union of Judges has also decried his detention.
Prosecutors insist that the accusations leveled against Bakhshiyan are only 
connected with another decision which he made during an ongoing trial presided 
over by him.

In recent months, Armenian opposition groups, lawyers and some judges have 
repeatedly accused Pashinian’s government of seeking to increase government 
influence on courts under the guise of judicial reforms. The authorities deny 
this, insisting that the reforms are aimed at increasing judicial independence.
Pashinian demanded a mandatory “vetting” of all judges in 2019, saying that many 
of them are linked to the country’s former rulers. But his government 
subsequently agreed to refrain from such a purge at the urging of legal experts 
from the Council of Europe.
A new law enacted in 2020 introduced instead a “verification of the integrity” 
of judges which is carried out by a state anti-corruption body.
Andreasian sought to revive the idea of judicial “vetting” after being appointed 
as justice minister in August. He stated later in 2021 that the vetting process 
has already begun with the help of Gagik Jahangirian, a former prosecutor 
controversially installed as acting head of the SJC last April.
Andreasian complained on Tuesday that the process has been slow so far for a 
number of reasons, including objections from “European structures.”
