Armenia raising threshold for duty-free online trading to €400 euros
PanARMENIAN.Net – The Board of the Eurasian Economic Commission (EEC), of which Armenia is a member, has recently raised the threshold for duty-free online trading for individuals from the current 200 euros to 1,000 euros.
However, because the member states may have more strict norms, the national legislation of countries shall apply, which means in the event of Armenia, the duty-free trade threshold will be 400 euros instead.
According to the national legislation of Armenia, the value and weight threshold without paying customs duties is set at 200,000 drams and (or) 30 kg.
Azerbaijan resorts to human rights violations in the absence of clear international reaction – Amb. Hovhannisyan
Azerbaijan has intensified the violations of human rights of the people of Nagorno-Karabakh, Andranik Hovhannisyan, Armenia’s Permanent Representative to the Un Office in Geneva, said at the Human Rights Council debate on “Human rights situation that require Council’s attention.”
“For more than ten days the gas pipeline that supplies hydrocarbon energy to Nagorno-Karabakh was cut from the territories that are under control of armed forces of Azerbaijan. The latter obstructed the access to the area for conducting necessary mending activities, leaving more than 120 thousand people to freeze in the still winter conditions of the mountainous terrain,” the Ambassador said.
“The Ombudsperson of Nagorno-Karabakh registered that the temperature in the hospitals was 15 degrees Celsius at best, which affected also the treatment of 51 newborns and their mothers at the maternity wards. 65% of the schools in Nagorno-Karabakh stopped operating. The attendance of the kindergartens dropped down to 22%,” he added.
He noted that the disruption of gas was not an isolated incident. Besides that, Azerbaijan constantly exerts to the threat and use of force, as well as obstructs the people from obtaining their means of subsistence, if we are to name but a few of its actions.
“Everyone has the right to life, liberty and security of person. Azerbaijan should get a clear signal that at all times and circumstances the protection of these inalienable rights prescribed in the Universal Declaration of Human Rights should not be compromised,” the Permanent Representative stated.
“Azerbaijan has turned the disruption of gas supply to Nagorno-Karabakh into a weapon of collective punishment of the people. For ten days residential buildings, hospitals and schools were left without heating. The gas supply was restored briefly during the weekend only to be cut again on Monday. Yesterday, the civilians of Nagorno-Karabakh – children, elderly, disabled people – again were obliged to spend a night without heating in the freezing winter conditions of minus four degrees Celsius. It is a humanitarian disaster,” Andranik Hovhannisyan stated.
“Azerbaijan resorts to these violations of human rights in the absence of clear and loud international reaction. We emphasize the necessity of sending a strong signal that the human rights should be respected at all times and in all circumstances. This is a collective commitment, which requires an unwavering support,” he said.
“Azerbaijan installed loudspeakers in the vicinity of the Armenian villages close to the Line-of-Contact. It has been intimidating and terrorizing the rural indigenous population by threats spread through those loudspeakers, forcing the civilian population to leave their ancestral homes,” the Ambassador added.
“Azerbaijan has also kept under fire those villages. Some villages have already evacuated women, children and elderly, which came to add to another 40 000 Armenians who were displaced by the recent war,” he added.
“We also highlight that Azerbaijan exploits the HRC floor to disseminate ungrounded allegations. In this context Armenia would like to remind that International Court of Justice by its order of 7 December 2021 practically rejected a number of allegations that had been put forth by Azerbaijan. The Court having considered the terms of the provisional measures requested by Azerbaijan ruled out, in particular, the false narrative that Azerbaijan has been actively promoting and pushing forward on the demining-related operations. Moreover, Armenia, as a humanitarian gesture, has handed to Azerbaijan all the maps of the minefields under its disposal,” Amb. Hovhannisyan noted.
In the same manner, he said, Azerbaijan tends to ignore the plight of more than 1 000 missing persons from Armenia and Nagorno-Karabakh. The truth is that over the years Azerbaijan rejected any cooperation in this regard, he stressed.
Armenian Ambassador briefs Senator Jack Reed on security environment in the region
Lilit Makunts, Ambassador of the Republic of Armenia met with Chairman of Senate Committee on Armed Services, Senator Jack Reed (D–RI).
Ambassador Makunts thanked the Senator for the support he has long provided to Armenia and the Armenian people.
She briefed the Senator on the security environment around Armenia and Nagorno-Karabakh, including Azerbaijan’s recent attempts to deliberately disrupt the proper operation of critical infrastructure in Nagorno-Karabakh.
In that context Ambassador Makunts emphasized the role of the OSCE Minks Group Co-chairs for the final resolution of Nagorno Karabakh issue.
During the meeting, the sides touched upon the process of normalization of Armenia-Turkey relations.
Armenian pro-government MPs vote down territorial integrity bill
Lawmakers from Armenia’s ruling Civil Contract faction have voted down an opposition drafted-bill calling for criminalization of statements questioning the territorial integrity of the country.
The legislation would make it a criminal offence to make any statement questioning the territorial integrity of Armenia or to publicly justify such claims.
At a parliament session on Wednesday, opposition Hayastan faction MP Aram Vardevanyan, one of the co-authors of the bill, deplored the rejection of the draft law by pro-government MPs after Civil Contract faction MP Hayk Konjoyan announced his team’s intention to vote against it.
Introducing the bill on Tuesday, he claimed that the new measure “will be aimed at prosecuting persons outside the territory of Armenia and not letting such statements made by them go unanswered.”
The bill was not passed with 30 votes in favor, 63 against and 1 abstention.

‘We are at war’: Hovik Aghazaryan comments on Andranik Kocharyan’s statement
Armenia is still in a “state of war”, according to MP Hovik Aghazaryan from the ruling Civil Contract faction.
“This is a war. Isn’t the gas related to the war? We are in a state of war, it’s just ceasefire now,” he told reporters on Wednesday, referring to a statement of his fellow MP Andranik Kocharyan that “we should be united and get to live in conditions of disrupted gas supplies.”
His comments came after Azerbaijan deliberately cut off gas supply to Artsakh on March 21, shortly after its restoration.
Gas delivery to Artsakh from Armenia was first disrupted on 8 March due to damage to a pipeline passing through Baku-held territory. The Azerbaijani troops did not allow maintenance workers to repair the pipeline, causing a humanitarian crisis in Artsakh for 11 days.
The damaged pipeline was finally repaired on March 18 and gas supply to Artsakh was restored on March 19 to be again disrupted two days later.
EU stresses urgent need for immediate resumption of gas supply to Stepanakert
The European Union is concerned about reports of a renewed disruption of the gas supply to Stepanakert, EU foreign affairs spokesman Peter Stano said in a statement on Wednesday.
“Following the first disruption of the supply on 8 March the EU encouraged Azerbaijan’s active engagement on the matter, which led to repair works and the resumption of the gas supply on 19 March.
“There is an urgent need to ensure the immediate resumption of the gas supply to the affected local population, in particular in the context of the dire weather conditions, and the EU calls on the authorities in control to allow this to happen.
“The European Union is closely following this and other developments in the region and will continue its engagement towards sustainable peace and stability for the South Caucasus,” reads the statement.
Tsovagyugh residents block Sevan-Dilijan highway
The residents of Tsovagyugh, a village in Gegharkunik Province of Armenia, on Wednesday blocked the Sevan-Dilijan highway with their cars to protest against the inclusion of their community into the enlarged Sevan community.
They demanded a meeting with Minister of Territorial Administration and Infrastructure of Armenia Gnel Sanosyan.
Tsovagyugh, Semyonovka and several other villages were included in the enlarged Sevan community. The residents of Tsovagyugh and Semyonovka did not take part in the municipal elections held on 5 December in protest against the enlargement of the communities.
