YEREVAN, MARCH 26, ARMENPRESS. Armenian Ambassador to United States Lilit Makunts briefed the US State Department’s Principal Deputy Assistant Secretary at the Bureau of European and Eurasian Affairs Dereck Hogan on the recent Azerbaijani ceasefire violations.

“On March 25, H.E. Lilit Makunts, Ambassador of Armenia to the USA, met with Dereck Hogan, Principal Deputy Assistant Secretary, Bureau of European and Eurasian Affairs. Ambassador briefed on the recent Azerbaijani provocative actions, ceasefire violations that continue till today, as well as Azerbaijani deliberate actions aimed at disrupting the normal operation of vital infrastructures of Artsakh,” the Armenian Embassy in the United States said in a statement.

Pashinyan discusses tense situation in Artsakh with Putin

Nikol Pashinyan on Friday held a telephone conversation with Russian President Vladimir Putin, the Armenian prime minister’s office reported.

The situation created after the invasion of Azerbaijani forces into the responsibility zone of the Russian peacekeeping contingent in Nagorno-Karabakh (Artsakh) was discussed, which Pashinyan assessed as tense.

He raised the need to investigate the actions of Russian peacekeepers in the given situation and stressed the need for returning the Azerbaijani armed forces to their initial positions with the efforts of the Russian peacekeepers.

The leaders of the two countries agreed to make efforts to resolve the crisis situation in Nagorno-Karabakh.

COVID-19: Over 20 new cases, 1 death in Armenia

YEREVAN, MARCH 26, ARMENPRESS. 21 new cases of COVID-19 were confirmed over the last 24 hours, bringing the cumulative total number of confirmed cases to 422,444, the Armenian Ministry of Healthcare said.

1 patient died from COVID-19 complications, bringing the death toll to 8608.

64 people recovered (total recoveries: 409,757).

2406 tests were administered (total tests: 2,964,598).

France urges Azerbaijani troops to withdraw to their initial positions in Artsakh

France is concerned by the advancement of the Azerbaijani military in Nagorno-Karabakh (Artsakh), and urges them to return to the positions defined in the November 9, 2020 ceasefire agreement, TASS reported, citing  the French Foreign Ministry.

“France expresses regret regarding the incidents in Nagorno-Karabakh, in particular armed incidents and the advancement of troops in the districts of Parukh and Khramort. It calls upon the forces, that moved forward according to reports, to withdraw back to previous positions in accordance with the November 9, 2020 ceasefire agreement,” the ministry said in a statement on Friday night.

The ministry also expressed its concerns about delays in gas supplies to residents of Nagorno-Karabakh and demanded to restore it.

The Nagorno-Karabakh issue was raised during French Foreign Minister Jean-Yves Le Drian’s talks with his Armenian and Azerbaijani counterparts.

The Azerbaijani troops seized the village of Parukh in Artsakh on Thursday. Three Armenian soldiers were killed, while 14 others were wounded in Azerbaijani drone attacks.

Opposition MP: Armenian authorities’ commitment to ‘peace agenda’ incomprehensible

Armenian MP Tigran Abrahamyan from the opposition With Honor faction says the Armenian authorities’ statements that they remain committed to the “peace agenda” is incomprehensible amid the fresh Azerbaijani attack in Artsakh.

“Azerbaijan’s steps can be predicted, since they are publicly spoken about. Right now we can analyze Azerbaijan’s official or unofficial media reports and clearly understand what their next step could be,” he wrote on Facebook on Saturday.

“Only the unchanging slogan of the Armenian authorities that “it’s all the same, we are committed to the agenda of peace” is incomprehensible here.

“Is it an agenda of peaceful surrender, handover of lands, escape or annihilation?” Abrahamyan said.

Azerbaijani military again attempts to advance into Artsakh

The Azerbaijani Armed Forces again resorted to aggressive actions around 11:00 March 26, using various caliber small arms and attempting to advance in the direction of the Republic of Artsakh’s eastern borderline, the territory in the area of responsibility of the Russian peacekeeping contingent, the Ministry of Defense of Artsakh said in a statement.

“The Defense Army units are taking appropriate countermeasures to neutralize the adversary’s advance. Steps are taken in the direction of finding ways for resolving the situation with the Russian peacekeeping contingent’s command,” it added.

Artsakh president holds working meeting to discuss situation after Azeri provocations

President of the Artsakh Republic Arayik Harutyunyan on Saturday convened a working meeting to discuss the situation created by the latest provocations by the Azerbaijani troops, the presidential press service reported.

The meeting was attended by Secretary of the Artsakh Security Council Vitaly Balasanyan, Minister of Territorial Administration and Infrastructure Hayk Khanumyan as well as heads of regional administrations. In particular, the problems in the regions were discussed, and further steps were outlined.

Harutyunyan instructed the leaders of regional administrations to resolve the problems in the regions quickly and effectively.

Artsakh authorities officially ask Putin to ramp up peacekeeping presence amid Azerbaijani ceasefire violations

President of Artsakh Arayik Harutyunyan chaired a session of the Security Council on March 25, where a decision was made to officially apply to President of Russia Vladimir Putin based on the military-political situation in Artsakh and the provisions of the 2020 November 9 trilateral statement.

In the official letter to Putin, it was noted that since deployment the Russian peacekeepers in Artsakh generally acted with high effectiveness and implemented their objectives.

Numerous problems caused by the military-political leadership of Azerbaijan were resolved with the direct, swift and effective participation of the peacekeeping contingent, thanks to which Artsakh started to overcome the consequences of the war. However, since March 8 of 2022, the Azerbaijani side has launched a high intensity humanitarian, psychological and military aggression.

After presenting in detail the Azerbaijani aggression against Artsakh, including the attack on Parukh and adjacent territories, the Security Council made a number of proposals:

“The Security Council of the Republic of Artsakh made a decision to address you, and ask you to take measures so that Azerbaijan’s leadership adheres to the 2020 November 9 statement’s provisions. The people of Artsakh need security conditions in order for us to live on our own historic land and deal with treating the wounds of the war. But, as we mentioned, the Azerbaijani attacks make our everyday peaceful lives impossible, therefore we find additional security measures to be necessary.

Thus, we find the active number of the peacekeeping personnel and technical equipment as envisaged by the statement to be insufficient for the full implementation of the peacekeeping mission in Artsakh, taking into consideration the growing and expanding nature of the military aspirations of Azerbaijan. We are asking you, in addition to suppressing the ongoing Azerbaijani aggression and achieving their pullback to their initial positions, to revise the current number of the Russian peacekeeping contingent and its service equipment and correspondingly increase the number of servicemen and military equipment.

Let us add that the authorities of Artsakh have developed constructive working mutual-relations with the peacekeeping contingent, and we are ready to provide the necessary accommodation conditions for the contingent’s personnel. The upcoming construction works for this purpose are already initiated,” the Security Council said in the letter addressed to Russian President Vladimir Putin. 

On March 24-25 the Azerbaijani troops attacked Artsakh military positions and invaded the Parukh village.

ARF Bureau: Azerbaijan seeks to expel Armenians from Artsakh

The Bureau of the Armenian Revolutionary Federation (ARF, Dashnaktsutyun) on Saturday issued a statement on the latest Azerbaijani provocations in Artsakh. The full statement is below.

“The latest developments were fully expected. Taking advantage of the fact that the world is focused on the conflict in Ukraine, Azerbaijan is taking steps to complete its anti-Armenian programs, the new stage of which began with the 44-day war.

“At the same time, in recent months the military-political leadership of Azerbaijan has taken obvious actions to hinder the Russian peacekeeping mission deployed in Artsakh under the terms of the November 9, 2020 trilateral statement.

The disruption of gas supply to Artsakh amid freezing temperatures and the invasion of the village of Parukh and adjacent areas by Azerbaijan are aimed at expelling Armenians from Artsakh.

In these difficult times, it is necessary to counter the anti-Armenian policy of Azerbaijan and Turkey with nationwide forces.

For this purpose, it is necessary:

a) To appeal to members of the UN Security Council and the OSCE Minsk Group co-chairing countries not to ignore the anti-Armenian policy and steps of the Azerbaijan-Turkey duo against Artsakh and the Republic of Armenia.

b) Through protest actions against Azerbaijan and Turkey to draw the attention of political circles and the public to the policy of Armenophobia, which has gained a new momentum.

We demand that the Russian peacekeeping contingent deployed in Artsakh ensure the withdrawal of the enemy forces to their starting positions and the maintenance of peace.

ARF supports the Defense Army of the Artsakh Republic and is ready to assist it in every possible way to ensure the security of the Artsakh people.

This anti-Armenian steps of the Azerbaijani-Turkish alliance cannot go unanswered. The entire responsibility for the consequences of this policy lies with the two countries.”

Azerbaijani troops still haven’t pulled back after advance – says Artsakh State Minister

YEREVAN, MARCH 26, ARMENPRESS. State Minister of Artsakh Artak Beglaryan expressed hope that the Azerbaijani troops will pull back through Russia’s efforts and that Azerbaijan will stop violations against the security of the people of Artsakh and Russia’s guarantees.

“From midday March 25 until the morning of March 26 there haven’t been any changes of positions along the frontline of Artsakh, and the Azerbaijani armed forces remain in the village of Parukh and on one side of the adjacent Karaglukh height, and a short while ago they made an unsuccessful attack attempt against our military unit,” Beglaryan said in a statement on social media.

Beglaryan said the Artsakh military is taking appropriate warning and suppressive measures to neutralize potential threats.

He said the Russian peacekeepers’ posts continue to function in Parukh and Khramort, and that “the Russian side made significant efforts for ensuring the ceasefire regime in its area of responsibility.”

“We expect that through Russian efforts the Azerbaijani troops will pull back to their initial positions and won’t make more violations against the security of the people of Artsakh and the Russian Federation’s guarantees. We stand firmly in our homeland and we are ready to withstand whatever challenges may come,” Beglaryan said.

 

On March 24-25 the Azerbaijani troops attacked Artsakh military positions and invaded the Parukh village.
