Armenia ex-defense minister: These authorities are able to use force inside the country

Several of our fellow MPs were detained, but now they are free. Many of our ideologues are now in police stations. Seyran Ohanyan, leader of the opposition “Armenia” Faction in the National Assembly and former defense minister of Armenia, told reporters this on Monday.

“The actions of these authorities are not proportionate; they use brute force. There are many videos of the police troops simply using force with a few people, beating our friends, demonstrators as well—which is not right.

These authorities are able to use force inside the country, but they are not able to use that force within the country’s borders and beyond. If the troops that are stationed in the city of Yerevan today had been stationed at our borders, our borders would have been strong. If these organized troops had been in Hadrut, Shushi [cities of Artsakh (Nagorno-Karabakh) during the war in the fall of 2020], had assisted our army, this catastrophic situation would not have happened, we would have achieved success,” Ohanyan added.

Peaceful disobedience actions by the opposition have started in Armenia’s capital Yerevan early Monday morning. Accordingly, a number of streets have been blocked.

Earlier, Armenian News-NEWS.am reported that the opposition forces had set up tents Sunday at France Square in downtown Yerevan and stayed there overnight. Resistance Movement coordinator Ishkhan Saghatelyan—the National Assembly deputy speaker from the opposition “Armenia” Faction and a representative of the Supreme Body of the opposition Armenian Revolutionary Federation (ARF) Dashnaktsutyun Party of Armenia—announced Sunday that peaceful acts of civil disobedience will begin Monday throughout Armenia, especially the downtown Yerevan streets will be closed off. Also, he called for boycotting school classes and holding labor strikes.

To note, it is raining in Yerevan since the morning, and all these peaceful actions of civil disobedience are being held under the rain.

PACE initiates resolution on threats to journalists and human rights defenders in Azerbaijan

A group of PACE deputies on the eve of the annual World Freedom Day on 3 May initiated a resolution of the Assembly on threats to the life and security of journalists and human rights defenders in Azerbaijan. The initiative by Belgian MP Christophe Lacroix was supported by 37 PACE members from 24 countries, Turan reported.

“The Parliamentary Assembly of the Council of Europe is concerned about the increasing level of violence, intolerance and continuing threats against Azerbaijani journalists, bloggers and human rights defenders in Azerbaijan,” reads the petition signed by the mentioned MPs.

Journalist and human rights activist, well-known LGBT activist Avaz Shikhmammadov was murdered in his home on 22 February, 2022. Numerous requests to protect his life were ignored by the law enforcement agencies of Azerbaijan.

On 23 April, 2022, the well-known blogger and human rights activist, former prisoner of conscience Bakhtiyar Hajiyev was kidnapped by masked men, who tortured and subjected him to inhuman treatment. They ordered the blogger to delete his critical publications.

Over the past two months, many investigative journalists have received warnings from representatives of Azerbaijan’s law enforcement agencies demanding that they stop their anti-corruption investigations of government officials. “Otherwise, journalists were threatened, death and serious health problems that would look like accidents or poisoning. After these threats, some of these journalists were forced to declare the cessation of anti-corruption investigations, while others still decided to continue their work,” the document further states.

The Parliamentary Assembly should examine and study the killings and assassination cases and continuing threats to the lives and freedoms of Azerbaijani journalists, bloggers and human rights activists who continue to work at home and abroad and produce a comprehensive report on this issue, the petitioners say.

The Assembly should call on the Azerbaijani government to comply with the European Convention on Human Rights and guarantee the safety of journalists and human rights defenders, allowing them to continue their professional activities unhindered.

Emin Huseynov, director of the Institute of Reporters’ Freedom and Safety, told the Turan news agency that the 38 deputies’ appeal will be considered in mid-May by a standing committee and the PACE Bureau.

Resistance Movement to continue large-scale civil disobedience actions on 3 May in Yerevan and regions

The Resistance Movement will continue large-scale civil disobedience actions tomorrow, this time not only in the capital city, but also in the regions.

Roads, streets and highways will be blocked. This was announced by Ishkhan Saghatelyan, deputy speaker of the parliament from the opposition “Armenia” bloc.

He invited the supporters to stay in the France Square. The rallies will start at 8:30 am, just like today.

Opposition activists and their supporters will divide into groups and block traffic in different parts of the capital.

The rest, however, will be at France Square from 08:15, from where the groups already formed will head in different directions.

He also reported that regional roads will be blocked.

Yerevan Denies Plans For Armenia-Turkey Border Demarcation

Armenia on Monday denied Turkish Foreign Minister Mevlut Cavusoglu’s claims that 
Ankara and Yerevan have agreed to re-demarcate their closed border.
Cavusoglu said over the weekend that the issue will be on the agenda of the next 
round of Turkish-Armenian normalization talks which will be held in Vienna on 
Tuesday. Turkish and Armenian negotiators will discuss practical modalities of 
the demarcation process, he said, adding that the two neighboring states may set 
up a bilateral commission for that purpose.
“There have been no discussions or agreements between Armenia and Turkey 
regarding the border re-demarcation,” said Vahan Hunanian, the Armenian Foreign 
Ministry spokesman.
“There is no such issue on the agenda,” Hunanian added in written comments.
Cavusoglu said last month that sections of the Turkish-Armenian border marked by 
the Arax river need to be demarcated again because over the past few decades the 
river has changed its course as a result of floods.

Ruben Galchian, an Armenian cartographer, insisted on Monday that the changes 
cited by Cavusoglu are insignificant. He suggested that Ankara simply hopes to 
use a re-demarcation process to get Yerevan to formally and explicitly recognize 
the existing frontier.
“I think that those minor border changes are simply a pretext [for the Turks,]” 
Galchian told RFE/RL’s Armenian Service.
Turkey has for decades kept the border closed and made its opening conditional 
on a resolution of the Nagorno-Karabakh conflict acceptable to Azerbaijan. 
Cavusoglu has repeatedly made clear that Ankara is coordinating its ongoing 
dialogue with Yerevan with Baku.
At their two meetings held earlier this year, Armenian and Turkish envoys 
discussed prospects for normalizing bilateral relations. According to the 
foreign ministries of the two countries, they agreed to “continue the process 
without preconditions.”
Iran Reaffirms Support For Armenian Control Over Transit Roads

Iran remains strongly opposed to the opening of any exterritorial corridors that 
would pass through neighboring Armenia, according to a senior Iranian diplomat.
Armenia and Azerbaijan are to reopen their border to commercial and passenger 
traffic under the terms of a Russian-brokered ceasefire that stopped their 
six-week war for Nagorno-Karabakh in November 2020. The deal specifically 
commits Yerevan to opening rail and road links between Azerbaijan and its 
Nakhichevan exclave.
Azerbaijani President Ilham Aliyev has repeatedly claimed that it envisages an 
exterritorial land corridor that would pass through Armenia’s Syunik province 
bordering Iran. Armenian leaders deny this, saying that Azerbaijani citizens and 
cargo cannot be exempt from Armenian border controls.
Iranian President Ebrahim Raisi backed Yerevan on the issue in a January phone 
call with Prime Minister Nikol Pashinian. He said Tehran supports Armenian 
sovereignty over all roads passing through the country.
Iran’s ambassador to Armenia, Abbas Badakhshan Zohouri, reportedly reaffirmed 
that stance when he visited Syunik and met with the provincial governor, Robert 
Ghukasian, and other local officials late last week.
“Statements made about transport corridors are unacceptable to us,” Ghukasian’s 
office quoted Zohouri as saying. “We believe that Armenia must preserve its 
territorial integrity.”

Some Iranian officials accused Aliyev last fall of seeking to effectively strip 
Iran of a common border with Armenia. Iranian Foreign Minister Hossein 
Amir-Abdollahian likewise warned against any “changes in the region’s map.”
The Islamic Republic underscored its interest in Syunik when it announced last 
December its decision to open an Iranian consulate in the provincial capital 
Kapan. This was the main focus of Zohouri’s talks with the Syunik officials, 
according to a statement released by the provincial administration.
The statement said that while in Kapan Zohouri and other Iranian diplomats 
accompanying him “considered possible locations for the consulate building.”
The Syunik officials were cited as telling the diplomats that they are “ready to 
do everything” to help deepen Armenian-Iranian relations. Kapan Mayor Gevorg 
Parsian announced in that regard that Persian will be taught in local schools 
starting from the next academic year.
Armenia’s new ambassador in Tehran, Arsen Avagian, reportedly told Raisi last 
week that Yerevan would like to upgrade bilateral ties to the “level of 
strategic relations.”
Armenia Completes Three-Year Loan Deal With IMF

The International Monetary Fund has disbursed a fresh $35 million loan to 
Armenia, completing a three-year lending program designed to bolster 
macroeconomic stability in the country.
The IMF’s “stand-by arrangement” was worth $248 million when it was first 
approved in May 2019. The Washington-based fund increased it to $415 million a 
year later to help Armenia cope with economic consequences of the coronavirus 
pandemic.
Announcing the latest installment of the program at the weekend, the IMF said 
the Armenian authorities have carried out “important structural reforms” in the 
last three years. It cited their efforts to improve tax collection, “strengthen 
governance” and combat corruption.
“The authorities have also developed an ambitious medium-term reform program 
that, if successfully implemented, could lead to stronger and more inclusive 
growth,” it added in a statement.
“Armenia’s economy continued to recover in 2021 and early 2022, largely thanks 
to the authorities’ economic management efforts,” added the statement.
Still, the IMF again predicted that economic growth will slow down to about 1.5 
percent this year due to the fallout from the war in Ukraine. It said inflation 
in Armenia will remain “elevated” for the same reason.
The World Bank likewise forecast last month that the Armenian economy will 
likely grow by just 1.2 percent in 2022 because of its dependence on Russia hit 
hard by Western sanctions.
Hundreds Arrested In Anti-Government Protests In Armenia

Armenian security forces made at least 244 arrests on Monday as they clashed 
with protesters blocking streets in Yerevan as part of an opposition campaign to 
oust Prime Minister Nikol Pashinian.
The country’s leading opposition groups launched the “civil disobedience” 
campaign after rallying thousands of supporters in a key square in the city 
center and setting up a protest camp there on Sunday. They pledged to bring 
other parts of Yerevan to a standstill.
Groups of activists mostly led by opposition lawmakers began blocking three 
dozen busy streets and street intersections in the Armenian capital early in the 
morning. Riot police reinforced by special police units used force to unblock 
them.
A statement released by the national police said traffic through those streets 
was fully restored by noon. The police reported later in the afternoon that 244 
protesters were detained in scuffles with security forces.
Opposition leaders condemned the use of force and said the arrests will not 
deter them from continuing their push for regime change.
“We have many cases of violence, including against parliament deputies,” one of 
them, Ishkhan Saghatelian, told reporter. “But you know, all this is secondary. 
Everything is alright. People have risen up and the objectives set up by us are 
being methodically achieved.”

Security forces did not attempt to disperse protesters camped out at the 
intersection of four central avenues forming Yerevan’s France Square. The 
opposition Hayastan and Pativ Unem alliances were due to hold another rally 
there on Monday evening.
The opposition campaign was sparked by Pashinian’s recent statements on the 
Nagorno-Karabakh conflict.
Addressing parliament on April 13, the prime minister said the international 
community is pressing Armenia to scale back its demands on Karabakh’s status and 
recognize Azerbaijan’s territorial integrity. He signaled Yerevan’s intention to 
make such concessions to Baku.
Opposition leaders and other government critics say Pashinian is intent on 
helping Baku regain control of Karabakh.
Pashinian’s political allies say that he did not call for the restoration of 
Azerbaijani control of Karabakh. They have accused the opposition of exploiting 
the issue in a bid to seize power.
Vahagn Aleksanian, a pro-government lawmaker, said on Monday that the opposition 
forces are now trying unsuccessfully to replicate mass protests that brought 
Pashinian to power in 2018. He expressed confidence that they will fail to 
topple the current government.

YEREVAN, MAY 2, ARMENPRESS. The Armenian community of Istanbul is alarmed by rumors that soon they might face obstructions in holding elections of the board at the Surp Pirgic (Holy Saviour) Armenian Hospital, thus losing the 188-year-old landmark national institution of the community.

Surp Pirgic (Holy Saviour) Armenian Hospital in Yedikule, Istanbul is technically regulated as a foundation.

In 2013, the Turkish government abolished the regulations governing the elections at foundations of national minorities, and new regulations have not been approved since then.

Bagrat Estukian, an editor-in-chief at the Istanbul-based Armenian Agos newspaper, says there are rumors circulating in the community that the authorities will soon introduce the new regulation, but the community is concerned that this won’t solve the issue.

“Very concerning developments are taking place. It’s about the 2013 abolition of the regulation, which they said was taking place because a new charter was being prepared. Back then, the elections were indefinitely delayed at the Surp Pirgic Armenian Hospital, which has a status of a foundation. They couldn’t prepare a new charter until now. Now there are rumors that a new charter will be introduced but nevertheless we won’t be able to hold elections of the executive board of the hospital. This could be an attempt to capture our biggest institution. It’s about an 188-year-old institution that is considered to be a national hospital in the community. It also has an elderly care component,” Estukian said.

Estukian warns that if the Armenian community would be unable to hold elections of the board then they could possibly “lose the hospital as an Armenian institution.”

“All Armenians of Turkey go and elect the current board of trustees of the hospital in the status of a foundation. Now, if we get deprived from this right, this would mean that this isn’t an Armenian hospital anymore,” he said.

The Armenian community recently organized an online petition against any charter or regulation that would potentially prevent them from taking part in the electoral process. 

Moreover, Estukian added that this problem concerns all other national minorities of Turkey as well.

Asked whether or not national minorities could come together and join efforts against the regulation, Estukian said there are no developments like that yet.

YEREVAN, MAY 2, ARMENPRESS. Armenian Foreign Minister Ararat Mirzoyan will depart for the United States on May 2-6 to take part in the session of Armenia-US Strategic Dialogue, the Armenian foreign ministry spokesperson said on social media.

“On May 2-6, Foreign Minister of Armenia Ararat Mirzoyan will pay a working visit to the United States of America to participate in the session of Armenia-US Strategic Dialogue.

In Washington, Ararat Mirzoyan will also meet with US Secretary of State Anthony Blinken, USAID Director Samantha Power, US Special Assistant to the President Amanda Sloat and other colleagues.

Meetings with high-ranking representatives of the US Congress will take place.

Within the framework of the visit, the Foreign Minister of Armenia will deliver remarks at the Atlantic Council think tank”, the statement says.

189 protesters detained for blocking streets in Yerevan

YEREVAN, MAY 2, ARMENPRESS. 189 people were detained by police Monday morning amid anti-government protests in Yerevan. 

The demonstrators were blocking streets in downtown Yerevan and were detained for failure to obey a lawful order of police, the press service of the police told ARMENPRESS.

The Vice President of the Republican Party of Armenia Armen Ashotyan, as well as Arsen Babayan from the Hayrenik party were also earlier detained.

On May 1, a large opposition rally took place in Yerevan’s France Square and was attended by representatives of both the Armenia Alliance and I have Honor parliamentary blocs, as well as other groups. The protesters are demanding the resignation of Armenian Prime Minister Nikol Pashinyan for his handling of the 2020 Nagorno-Karabakh war and its aftermath.
